• Whole building energy efficiency, solar thermal, and solar PV for multifamily properties under a single program
• All measures that result in greenhouse gas (GHG) reductions are eligible
• EE incentives (including solar thermal) are based on amount of GHG reductions
• PV incentives based on size of PV system

PROGRAM PROPERTY ELIGIBILITY CRITERIA
• Located in a CalEPA Disadvantaged Community (DAC) • At least one building on site must contain 20 units or more (if
less than 20 units waiver request may be made) • At least 66% of tenants with incomes < 80% AMI • Able to achieve modeled energy savings > 15%
• 25% minimum savings required for projects that leverage other major incentive sources (i.e. TCAC, EUC, etc.)
• Incentives cannot exceed net project cost • Maximum of 500 units or five (5) properties per ownership
entity or subsidiaries of one entity

PROGRAM CONTRACTOR SELECTION
• Owner hires contractors directly • Chose from list of participating
contractors or owner can select their own contractor
• If selecting own and not yet on participating list, contractor must provide eligibility documentation
• Assistance in bid solicitations • Solar component:
• Program team can provide free solar technical assistance
• Owner may request a proposal from GRID Alternatives and/or
• Owner may choose their own solar provider

PROGRAM INCENTIVE LEVELS FOR SOLAR PV SYSTEMS
Energy Efficiency Requirement: scope of work to achieve 15% energy efficiency savings* PV Incentive is based on:
• Type of leveraged funds (LIHTC, ITC, MASH) - the more leveraged funds, the less LIWP funding is needed
• If PV system is offsetting owner meter or tenant meter consumption
• Size of PV system

* 15% energy efficiency savings requirement may be waived at the discretion of CSD if there are not sufficient efficiency upgrade opportunities available

PROGRAM SOLAR DIRECT OWNERSHIP OR PPA FINANCING MODELS
Direct Ownership: Purchased by property owner
• Owner must enter into a 5-year operations & maintenance contract for the PV or thermal system
PPA Financing Models: May be financed through a third party (i.e. Power Purchase Agreement pathway)

INTEGRATING LIWP IN LIHTC MAJOR REHAB PROJECTS
• Timing: Enroll in LIWP at pre-development stage prior to scope development for highest value-added to project.
• Existing Energy Audit: LIWP may use existing report for LIHTC to qualify the project.
• LIWP Role: Coordinate with project team members. • Payment: LIWP incentives come in at post-construction similar to
utility incentives. • No State Prevailing & Davis-Bacon Wages: Not triggered by LIWP.
Notify AEA, if required by other sources.
