• Four historic buildings on the VA property which appear to be National Register eligible

• No other districts, eligible buildings, landscapes, or TCPs identified in the proposed APE; and no archeological concerns, per SHPO consultation letter dated 2 July 2009

– Demolition of three eligible resources (1533, 1543, and 1547 East Boulevard), clearly contributing elements to the East Boulevard Historic District

– Demolition of two eligible resources (1594 and 1602-1606 East 105th Street), outside the NRHDs


Possible indirect effects Increased construction noise; light intrusion; viewshed alteration from National Register

Historic Districts increased traffic and parking in the neighborhood;

redevelopment and/or Demolition/alteration in the National Register

Historic Districts, which could include inappropriate alterations to historic properties


Avoid, Minimize, Mitigate

• Obviously, VA cannot avoid all possible adverse effects, in particular the direct adverse effects associated with the Wade Park campus

• Other adverse effects might still be avoided or minimized– Four National Register-eligible buildings in Brecksville?– Traffic studies conducted 2008 recommended signaling and turn-lane

improvements to alleviate increased traffic through the neighborhoods

– Construction contracts designed to protect adjacent National Register Historic Districts from the vibrations and noise effects of construction vehicles by limiting routes to established truck routes

– Light protections taken into account by design


Mitigation

Where avoidance and/or minimization of adverse effects is not possible, VA is seeking ways to mitigate:

•the direct effects of the demolitions•the indirect effects to the NRHPs inside the Wade Park campus APE•VA’s ongoing Ohio compliance problems


Possible Treatment Measures• Incorporating building elements

into Wade Park campus• Completion of building

documentation • Development of a website on the

history of the neighborhoods/buildings

• Preparation of brochure documenting the neighborhood or building history

• Creation of history teaching tools for use in local schools

• Development of virtual tours through use of emerging technologies

• Section 106 training for all Ohio VA engineers

• Development of better guidance for VA Medical Center personnel statewide

• Additional VA Preservation staff• PA that will delineate future

consultation protocols
