I have been provided with information to help answer your request by Mr Steve Shon, Strategic Planning Manager, Capital Planning, NHS Lothian. Question: 1. [Please provide] architectural site plans currently under consideration. Answer: In 2012 the Scottish Government Health and Social Care Directorate invited NHS Lothian to develop an Outline Business Case for Phase 1 of a programme to re-provide services on the Royal Edinburgh Hospital site. Given the strategic nature of the programme, NHS Lothian was also asked to undertake a master-planning exercise for the whole site incorporating the planned scope of services for subsequent phases. Consequently, whilst Phase 1 is being developed in detail to provide new accommodation for mental health patient groups currently accommodated on the site, proposals for the remainder of the site are still under discussion at a higher level. The attached PDF drawings show the following: 1. The existing site 2. Site analysis and constraints 3. Master-plan concept and development zones 4. Phase 1 building concept design These drawings were used to inform public consultation events that took place in June this year. In effect, the master-plan provides a series of development sites as shown in Drawing 3. It should be noted that, at this stage, the master-plan is a strategic proposal that is subject to agreement with the Scottish Government. Question: 2. Answer:

As indicated above, the master-plan is a strategic proposal and therefore it is not possible at this stage to determine how local residents to the east and north of the site will be affected by later phases of the development. However, it has been determined that all construction traffic for Phase 1 will access the site from Myreside Road, with no impact on Morningside Park, Morningside Terrace, or Tipperlinn Road.

Question:

3. Proposed timetable for activity including road closures, building works schedules and completion deadlines.

Answer:

As the business case for Phase 1 is still being developed, the detailed information that you have asked for is not yet available. However, NHS Lothian anticipates that Phase 1 should be operational in 2017 with subsequent phases taking up to a further 10 years to complete.

Question:

4. The anticipated environmental impacts of any development in particular any proposed removal of mature trees adjacent to Tipperlinn Road and across the site in general.

Answer:

An Environmental Impact Assessment is currently being developed and will form part of the planning submissions. In relation to trees specifically, you will see from Drawing 3 that the proposed master-plan largely sets the development zones away from the major groupings of trees that both follow the site boundaries and which form the shelter belt that runs north to south across the site. Although there will inevitably be some tree removals within the development sites the landscape plan proposes new planting that will increase the overall number of trees on the site by 50%. Tipperlinn Road is outwith any of the proposed development zones and therefore it is unlikely that the redevelopment will have significant impact on trees adjacent to it.

Question:

5. Anticipated impacts upon George Watsons College in particular pedestrian access with respect to construction traffic.

Answer:

Liaison meetings have already been initiated with George Watson’s College to ensure that, amongst other subjects of common interest, construction traffic does not obstruct the safe access of pedestrians to the school. Morrison Construction, NHS Lothian’s Tier 1 contractor

for Phase 1, will continue to keep George Watson’s College updated with the traffic management strategy at the site entrance on Myreside Road. Early discussions with the college have identified that the pupils can be dropped off in the clubhouse car park and use the footbridge to cross into the school grounds; all parties believe this to be the safest way to manage pupil pedestrian movements on Myreside road. Morrison Construction will develop this strategy with the college and additional safety signage and temporary barriers will be provided where necessary.

Question:

6. Are there any proposals to incorporate developments other than for healthcare purposes for example commercial or residential use?

Answer:

NHS Lothian proposes to retain the entire Royal Edinburgh Hospital site for healthcare uses.
