Unit D GRANT AND FUNDING SPECIALIST DEFINITION
Performs a wide variety of research, coordination, and development activities for funding application proposals; monitors grant-funded projects; prepares necessary documentation and correspondences; develops and writes proposals, and performs administrative support tasks.
TYPICAL DUTIES
Identifies potential sources of funding from federal, State and private sources and evaluates appropriateness of grant funding relative to District policies and goals.
Prepares grant applications and proposals and supporting documentation to ensure compliance with funding requirements. Develops ongoing criteria and methodology for establishing compliance of rules and regulations. Researches federal, State, and local rules, guidelines, and procedures to comply with grant regulations in part by detecting early signs of non-compliance and acting accordingly to remedy the issues. Reconciles grant accounts and monitors related expenditures including payroll, purchase orders, transfers, and payments; and conducts closeout procedures for grant agreement. Confers and collaborates with District accounting and financial offices to ensure appropriate financial postings to grants are maintained. Coordinates with department administrators to identify District projects that are compatible with available funding sources. Tracks status of proposals and provides additional information as required by the funding source. Develops and maintains contacts with local, State, and federal funding agencies. Maintains records for grants ensuring compliance with applicable regulations and policies,
including assisting with financial reporting. Tracks existing grants deadlines, monitors status of progress reports, and seeks continuation of
grant funding for current programs. Works with the appropriate personnel to expedite internal processing of proposals. Maintains a positive, proactive relationship with other District departments, community organizations, city officials, non-profit agencies, and other educational institutions to ensure full grant compliance and process efficiency. Creates and distributes standard and special reports, studies, summaries, and analyses, as required. Assists in the scheduling of meetings and the development of timetables, proposal language, and deadlines to ensure timely grant submission. DISTINGUISHING CHARACTERISTICS AMONG RELATED CLASSES
A Grant and Funding Specialist researches and prepares grant proposals for a division or divisions for approval by a division administrator. A Grant and Funding Program Manager is responsible for managing grant funding processes, grant identification and preparation, program monitoring, preparation of compliance reports, and program evaluation activities.
An Administrative Analyst performs a variety of journey-level duties that are oriented primarily toward the analysis of systems and procedures, organization and management, work-flow and distribution, work simplification, and improvement in efficiency.
SUPERVISION
General supervision is received from an administrator, a Grant and Funding Manager, or designee. Work direction may be exercised over clerical employees as assigned.

Management HEAD ACCOUNTANT DEFINITION
Directs and is responsible for complex accounting and related activities such as reporting of fiscal data related to legislation, budgets, and financial forecasting, carried out by a large staff of professional, technical, and clerical employees in a specialized section of the Accounting and Disbursements Division.
TYPICAL DUTIES
Plans and directs the activities of a large group of professional, technical, and clerical employees engaged in a specialized part of the accounting, and financial reporting systems, paying, disbursing, and controlling functions of the Accounting and Disbursements Division.
Analyzes and reviews the various complex and interrelated components of the District’s financial reporting system to develop and recommend improvements and to increase the accuracy and efficiency of projections regarding the District’s total financial status (income and expenditure projections and cost allocation to programs).
Directs and participates in the development or revision of procedures in order to meet requirements of law, to provide requested services to management and employees, to improve efficiency in activities, and to coordinate activities with those of other sections, branches and divisions.
Consults with and advises District administrators on systems and procedures, services provided, and requirements of laws and rules.
Consults with and obtains information and advice from administrative and legal personnel and from representatives of other governmental agencies. Reviews major accounting, payroll, and statistical reports; procedural instructions; financial

The class is characterized by administrative responsibility for planning, scheduling, and coordinating day-to-day activities of a large number of professional, technical, and clerical employees.
The An Chief Accountant Accounting Manager plans and directs the maintenance of central accounting records and controls witin 2 or more specialized sections for all District financial transactions through multiple Head Accountants.
A Principal Accountant performs a combination of professional accounting and administrative duties as an assistant to the head of a major section or as the responsible supervisor of a section with less technical accounting functions.

Professional accounting, field-auditing experience, financial systems analysis, or financial forecasting experience beyond that required, may be substituted for up to two years of the required education on a year-for-year basis, provided that graduation from high school or evidence of equivalent educational proficiency and 20 semester units in accounting is met. A bachelor’s degree in accounting is highly preferable.
Experience:
Four years of professional-level experience in accounting, field-auditing, or analysis of financial systems and forecasting; this experience must include two years of supervision of professional accounting personnel. Two years of governmental accounting or governmental field-auditing experience preferred.
Special:
Certification as a Certified Public Accountant (CPA) is preferable

A Media Technical Assistant assists District administrators in the development of effective multimedia presentations to Board members and other District personnel regarding special projects, progress reports, and other District business.
TYPICAL DUTIES
Develops concepts for effective visual presentations regarding their planning, development,
format and delivery of graphics and other resource materials to Board members and other District administrators.
Uses computer applications to produce visual presentations, which include overhead projections, slides, transparencies, hard copy reference documents, posters, and other visual aids.
Utilizes desktop publishing software to develop, produce, revise and maintain electronic files of District-wide division specific organization charts.
Confers with supervisory-level staff and administrators to obtain and impart technical information and other sensitive information regarding the preparation of organization charts.
Designs, modifies or produces charts, graphs, graphic art and other visual resources. Makes recommendations to District executives regarding common usage, format, and procedures
relative to organization charts and other materials. Participates in workflow meetings, creates drafts for processes, follows up with administrators (or
designee), and finalizes process flow charts for review and approval. Assists with set up of web casts, web conferencing and other remote media meeting formats. Assists with the set up of presentation equipment in conference rooms. Investigates, reports, and arranges for demonstrations of new equipment and processes. Constructs signboards utilizing a computerized mounting and laminating press machine to produce

Unit J SAP FUNCTIONAL ANALYST (FI/CO, Budget) DEFINITION
Formulates concepts for, develops, and supports the implementation, maintenance, and upgrade of the District’s SAP Finance (FI), Controlling (CO), and Budget modules.
TYPICAL DUTIES
Consults with technical and managerial personnel and with end-users to gather information related
to functional business requirements of the District and recommends best practice information technology solutions to problems affecting financial operations.
Develops system requirements, process designs, detailed business activities, data mapping, and data modeling to support the implementation and maintenance of SAP finance modules. Analyzes and/or participates in the resolution of complex, unusual, urgent or sensitive configuration or master data issues. Recommends technical policies and identifies opportunities for project development and suggests
corrective actions to improve efficiency and business processes.; and technical aspects of the SAP module.
Develops prototype solutions to ensure they meet business requirements. Analyzes and identifies data integrity issues with existing and proposed systems and implements
solutions. Manages and configures the SAP FI/CO and Budget system modules to meet District business
requirements, documents configuration, and manages transport requests from the development system to the quality testing system and to the production system.
Facilitates business process discussions and translates business requirements into SAP functional design specifications for Prepares and compiles functional specifications to detail reports, enhancements, interfaces, forms, and conversions, to be developed for the implementation of the new system including specifications for reports from the Business Warehouse (BW).
Participates in the building of business plans and strategic directions by formulating standards and processes for financial procedures.
Prepares business process procedures and job aids to document new and documenting redesigned business methods and provide end user support.
Collaborates with technical personnel to overseeing and monitor interfaces between SAP and external systems. such as MAXIMO, Motor Coach Management System (MCMS), and Integrated Management System (IFS) on items such as interfaces.
Manages logistics of SAP Finance-specific projects and change requests including managing timelines, coordinating and coordination of staff and other project resources, and overseeing
user acceptance testing. Evaluates test results from change requests and recommends changes and enhancements as
necessary. Coordinates with other SAP teams such as Payroll, and Human Resources, and Procurement on
various integration points like Job Cost-specific personnel master data set-up and the resultant Payroll to Finance (FI/CO) and Procure to Pay Payroll postings.
Implements system upgrades and support packages. Reviews or provides guidance on materials developed by Associate Computer Application Specialist SAP employees such as business process procedure documents, test scripts, or unit
and system integration testing. Maintains communication among SAP Functional teams during requirement gathering and
implementation process for integrated complex projects.
Develops training materials and provides training and coaching to end users. Performs related duties as assigned.
DISTINGUISHING CHARACTERISTICS AMONG RELATED CLASSES
The SAP Functional Analyst (FI/CO, Budget) serves as a consultant regarding the functional business requirements of the District’s SAP Finance modules, recommends long-range developmental plans, prepares technical specifications and analyzes hardware and software requirements. The SAP Functional Analyst also directs the major activities involved in planning, development, and implementation of the configuration of an SAP module and may supervise and coordinate efforts of an Associate Computer Applications Specialist SAP.
An Associate Computer Applications Specialist (SAP) performs less difficult and less complex work in formulating concepts for developing and supporting the implementation and upgrade of the District’s SAP modules.
Other functional analysts serve as consultants regarding the functional business requirements of the District SAP modules such as Payroll, Organizational Management, Time Management, and Personnel Administration.
SUPERVISION
General direction is received from a higher-level administrator typically a Computer Applications Administrator SAP or other higher-level administrators. Supervision may be exercised over lower level personnel.

Experience:
Three years of configuration, design, and implementation experience with SAP FI/CO or Budget Modules ECC 6.0 4.7 or higher. Experience must include implementation of at least one full SAP lifecycle. Public sector experience is preferable. Additional experience in the field of accounting, finance, or budget is also preferable.

Directs the day-to-day activities of multiple specialized sections within the Accounting and Disbursements Division the General Accounting Sections and is responsible for the central accounting records and controls over all financial transactions of the District.
TYPICAL DUTIES
Plans and directs the activities of a large staff of professional, technical, and clerical employees engaged in the maintenance of a variety of accounting records and controls applicable to all financial transactions within two or more sections of the District.

BACKGROUND: The Inspector General’s Office administration requested the establishment of the proposed class to support the realignment of their resources to high-risk financial fraud and forensic accounting cases. To that effort the OIG has requested a manager with an assured background in forensics to assist in the planning and organizing of the newly restructured Forensic Unit within the Investigations branch under the direction of the Deputy Inspector General, Investigations.
BASES OF RECOMMENDATION: An incumbent in the proposed class of Forensic Accounting Manager, Inspector General’s Office will be responsible for managing the day-today activities of the Forensic Unit by planning, directing, and supervising professional forensic and auditing staff working on financial fraud and forensic accounting cases; overseeing the Facilities Due Diligence unit, along with performing the more complex forensic accounting, investigative, and due diligence activities; and managing bench contractors performing due diligence reviews. Additional duties and responsibilities are listed on the class description presented for approval in conjunction with this report. Staff surveyed public agencies for equivalent classifications and no match was found. The proposed salary for the new classification is based on internal alignment with the existing classification of Fiscal Oversight Administrator in which positions currently supervise and manage staff performing forensic investigative and auditing work of charter schools under the jurisdiction of the District. Therefore, allocation of the proposed class to a salary range of $8,978.28-$11,186.22/month is appropriate.

Plans, coordinates, and supervises the administration of specialized auditing and investigative activities. Performs professional-level forensic investigative and auditing work in connection with alleged waste, fraud, violations of District policy, and other complaints brought against District employees, vendors, contractors and other entities under the jurisdiction of the District.
TYPICAL DUTIES
Assigns, supervises and trains a unit engaged in forensic investigative and audit support work. Manages the activities of consultants hired to assist the Inspector General with investigations,
