    LAFD RESPONSE

    LAFD response time goals are aligned with the 2010 National FireProtection Associations (NFPA) 1710 (Section 4.1.2.1) guideline of a 5 minute

    response, 90% of the time.

    The Los Angeles Fire Department is the only Large Metropolitan FireDepartment that is transparent, by releasing its response times to the public.

    In the past, (2008), the response times were measured using 5:59seconds as the benchmark, rather than the NFPAs recommended 5 minutes. ChiefMillage Peaks, Fire Chief at the time, made the decision to align LAFD data analysiswith the NFPAs 5 minute recommendation in order to insure accuracy and to beconsistent with national guidelines.

    There are three critical performance measurements when evaluating theLAFDs response times:

    1. The time that it takes for the 1st unit to arrive on scene of an incident requiringAdvanced Life Support (ALS).

    2. The time that it takes for the 1st ALS resource to arrive on scene at an ALSincident.

    3. The time that it takes for the 1st unit to arrive on scene at a structure fire.

    EMS REPONSE:

    o LAFDs goal is to have the 1st Emergency Medical Service (EMS) unit

    arrive on scene in 5 minutes, 90% of the time. This is the NFPAsrecommendation.

    o Currently, LAFD is meeting the EMS 1st unit on scene goal nearly 60% of

    the time compared to 63% prior to implementation of the ModifiedCoverage Plan (MCP). The 3% increase translates to a 7 secondincrease on average.

    FIRE RESPONSE:

    o LAFDs goal is to have the 1st Fire Suppression unit arrive on scene in

    less than 5 minutes and 20 seconds, 90% of the time (NFPArecommendation). Currently, LAFD is meeting this goal nearly 64% of thetime (4:59 minutes). This percentage has not changed since theimplementation of the MCP.

    The table below lists LAFDs performance in three areas as well as averageresponse times. It details the Fire Departments performance for fiscal year2008/2009, prior to any reductions in any resources. It also provides theDepartments performance for the first six months of the current deployment, July 5,

    2011 through January 1, 2012.

    Additional Statistics

    The total number of incidents or individual calls for service in 2011 was 379,437and increase of 1.7 % over 2010.

    84% of LAFDs total incidents are Emergency Medical Service responses.

    In 2011 the LAFD transported over 195,000 patients to area hospitals, anincrease of 2.1% over the previous year.

    The LAFD monitors its response and coverage daily, in real-time. We continue workingtoward our goal of meeting the recommendations set by the 2010 National FireProtection Association.
