11. Marking Traffic Paint: Paint thatwill be used for pavementmarkings ordered in 5 gallonsteel pails and 50 gallon 50-55gallon steel drums.

12. Striping Traffic Paint: Paint thatwill be used for pavement stripingordered in 50 gallon - 50-55gallon steel drums and bulk tankscontainers as defined in thisspecification.

IL SCOPE:

This specification describes 100%acrylic polymer type, low VOC, fastdrying, white waterborne traffic paintsthat can be used on previously paintedareas, on bituminous and Portlandcement concrete pavements. Thisspecification covers two types of paint:

• white striping traffic paint• white marking traffic paint

It is the intent of these specificationsthat the furnished paint shall have theconcept of being a "high-build" product.

III. GENERAL

The paint shall be formulated andprocessed specifically for service as abinder for beads, in such a manner as toproduce maximum adhesion, refraction,and reflection. Any capillary action ofthe paint shall not be such as to causecomplete coverage of the beads.

GENERAL

The paint shall be well mixed in themanufacturing process and shall beproperly ground when incorporating thepigments in order to conform to therequirements as specified.

The paint shall not liver, thicken, curdle,gel, settle excessively, or otherwiseshow any objectionable properties afterperiods of storage of at least sixmonths; and, at any time during suchperiods, shall be readily remixedmanually to smooth, uniformconsistency throughout.

The paint shall dry on a road surface toa strongly adherent film that will not turndark in sunlight or show appreciablediscoloration with age. It shall be easilyand uniformly applicable withmechanical line-marking equipment andshall have excellent covering properties.The paint shall be suitable for bindingglass beads so as to produce a highlyweather and wear resistant traffic line.

The composition of the paint suppliedshall conform in all respects to allapplicable state and local air pollutionrequirements including, but not limitedto, the South Coast Air QualityManagement District's Rule 1113, andapplicable rules and regulations fromthe Antelope Valley Air PollutionControl District, regarding ArchitecturalCoatings, regardless of the quantities ofpaints delivered.

BIDDER'S RESPONSE

The paint must be reflectorized fornight visibility by adding reflectivespheres before the paint dries or sets,by using drop-on or pressurizedmethods.

The reflective spheres shall be evenlydispersed on a wet paint film of 15+ mils(110-115 square feet per gallon) at arate of 6 pounds per gallon. TheDepartment may also opt to apply thepaint at a thicker film coverage in thevicinity of 30 mils.

V. COMPOSITION:

Sampling, testing, and inspection of theContractor's products will beaccomplished whenever and whereverpracticable. If the Engineer so elects,the Contractor shall permit suchsampling, testing or inspection at hisplant, and shall furnish suitable spaceand such facilities as may be required.

The paint shall conform to the followingrequirements:

shall be readily dispersed when stirredby hand with no persistent foaming.

Color: The color after drying shall (forwhite) meet Federal Standard 595b,color no. 37038.

Flexibility: The paint shall show nocracking or flaking when tested inaccordance with Federal SpecificationTT-P-1952d, Type II.

Dry Opacity: The minimum contrastratio shall be 0.92 at 5 mils wet.

Daylight Reflectance: The daylightdirectional reflectance of the white paintshall be not less than 90% whenmeasured in accordance with FederalTest Method No. 141c.

Bleeding: The paint shall have aminimum bleeding ratio of 0.97 whentested in accordance with Federal Spec.TT-P-1 952d.

Scrub Resistance: The paint shall pass1500 cycles when tested in accordancewith ASTM D-2486.

Freeze-Thaw Stability: The paint shallshow no change in consistency greaterthan 10% when tested in accordancewith TT-P-1 952d.

Dry Through (Early Washout): A 12-15mil wet film of the candidate paintplaced immediately in a humiditychamber maintained at 72.5°F+5°F and90%+5 relative humidity shall have a"dry-through" time less than, or equal to125 minutes when tested in accordancewith ASTM D-1640, except that thepressure exerted will be the minimumneeded to maintain contact between thethumb and film.

Storage Stability: When stored in athree-quarters filled can for a period ofthirty days, the paint shall be in ahomogeneous state with no skinning,curdling, hard settling or caking thatcannot be readily remixed.

No Tracking Time Field Test: The paintshall dry to a no-tracking conditionunder traffic conditions between 1 to 2minutes for striping traffic paint andbetween 3 to 6 minutes for markingtraffic paint when applied at 15+ 1 milwet film thickness when applied atambient temperatures, with 6 pounds ofglass beads per gallon of paint. "Notracking" shall be the time in minutesrequired for the line to withstand therunning of a standard automobile overthe line at a speed of approximately40mph simulating a passing procedurewithout tracking of the reflectorized linewhen viewed from a distance of 50 feet.

VII. PACKAGING AND MARKING

All manufactured paint shall be prepared at thefactory ready for application. Quantities andsizes of containers shall be as specified by theEngineer on individual orders.

The paint shall be furnished in containerswhich meet all U.S. Department ofTransportation Hazardous Material shippingRegulations.

Containers shall be as follows:

a. When 5-gallon containers are specified,they shall be round and have standard fullopen head and bail. Sufficiently sealed24-gauge steel containers, round, lug-typecrimped lid with ring seals and bails,which conform to interstate commerceshipping standards.

b. If 55-gallon steel drums are specified,they must have removable lid and airtightband fasteners.

c. When 250-gallon bulk containers arespecified, they shall be an industrystandard type bulk paint container, withremovable lids and air-tight pan fasteners,but must meet all interstate commerceshipping standards and be sufficientlysealed.

All shipping containers must comply withCode of Federal Regulations, Title 49 andall other applicable Federal and State

Regulations governing their use. Thecontainers and lids must be lined with asuitable coating so as to prevent attack bythe paint or by agents in the airspaceabove the paint.

The construction of the container shallallow it to be picked up by a forklift whenapproached from any side. Provisionsshall be made to allow the tanks to belifted from the top and stacked whenempty. Bulk tanks shall comply with U.S.Department of Transportation Regulation57 as it applies.

The outside of containers and lids mustbe silver color stainless steel coated whiteor off-white to avoid excessive heat build-up when sitting in sunlight.

All containers shall be labeled to show thefollowing:

1. Name and address of Contractor.2. Name and product.3. Color of paint.4. Date of manufacture and batch number.5. Purchase order number.6. Precautions concerning the handling

and application of paint in accordancewith the Construction Safety Orders andin accordance with the ConstructionSafety Orders and the General SafetyOrders of the State of California.

7. Statement indicating that the contentsfully comply with all rules andregulations concerning air pollutioncontrol in the State of California andthe County of Los Angeles.

VIII. SAMPLING AND TESTING

A. Qualifying Test

Each Vendor must submit, along withtheir bid, test samples consisting of fourone-quart containers of paint along witha batch formula in weight proportions.The formula shall be in generic termsrather then trade names. Any samplemay be tested. Bids submitted withouttest samples may be considerednonresponsive and may be rejected.

B. Quality Assurance Tests

All paint ordered from the Contractorshall be subject to testing at anytime, atthe Engineer's discretion. Every batchmust be accompanied by two one-quartsamples for all shipments sent within thefirst six months of the contract. TheDepartment reserves the right to acceptor reject a specific batch or batches ofpaint based upon results of such sampletests. The Department also reservesthe right to obtain samples at thecontractor's plant at the time ofmanufacture, and hold up shipment untilsuch tests indicate the paint isacceptable. All paint furnished undercontract shall be identical, insofar aspossible, with the qualification samplesof the paint submitted for laboratory andfield testing under Section VIII A.

In the event any paint does not complywith the specification, the Contractor willbe required to replace all remaining inthe possession of the Department at theContractor's own expense within 30calendar days. This includes allhandling and transportation charges.

IX. RANDOM TESTING

All paint ordered from the Contractorshall be subject to random sampletesting two weeks from the date ofdelivery. Testing by the Engineer will becompleted within 10 days. TheDepartment reserves the right to acceptor reject a specific batch or batches ofpaint based upon results of such sampletests.

Public Works also reserves the right toobtain samples at the Contractor's plantat the time of manufacture, and hold upshipment until such tests indicate thepaint is acceptable.

All paint furnished under contract shallbe identical, insofar as possible, with thequalification samples of paint submittedfor laboratory and field testing. Samplesshall be submitted as stated inPackaging and Marking, Section VII,pages 9-10.

X. ACCEPTABILITY OF PAINT

Acceptability of the paint shall be judgedsolely by Public Works. Decisions shall

be final and in the best interests ofPublic Works.

XI. SOLVENTS

The Contractor shall furnish the name ofthe appropriate solvents used forcleanup of the paint. If special solventsare required, the Contractor mustindicate the sources, costs, andprecautions in use of the solvents.

XII. DELIVERY

The Contractor shall able to makedeliveries at a minimum rate of 2070gallons per week if requested, until theentire order is completed. The Engineerwill advise the Contractor as toquantities to be delivered. Inability tocomply consistently with the minimumdelivery rates may, at the discretion ofthe Engineer, be cause to terminate theagreement. The Contractor shall furnisha Material Safety Data Sheet (MSDS)with all delivery shipments.

The Contractor has 30 calendar days tomake a delivery. In the event theContractor fails to make the deliveryduring the allotted time, he shall makean assessment payment to theDepartment. The assessment shall befixed at a rate of $100 for each calendarday the delivery load is past due. Theassessment shall be calculated at therate of a load being defined as 1,000

gallons. This assessment is not beingimposed as a penalty but as a fixed sumrepresenting the amount due for thetotal value consideration of thepurchaser having to compensate for thelate delivery.

If the Purchasing Agent deemsnecessary, the Purchasing Agent mayelect to purchase the same materialfrom another vendor. The Contractorshall pay all additional charges for thepurchase of the material from anothervendor. If at anytime between receipt ofa purchase order and completion of itsdelivery there is cause that would makedelivery completion outside of thecalendar days allowed, it shall be theresponsibility of the Contractor to notifythe Department by fax of the situation.The notification shall be addressed to:

All shipments must be accompanied byproper Material Safety Data Sheets(MSDS). If these documents are notsupplied with the shipment, theshipment may be rejected.

In the event the Contractor fails to meetthese specifications, at the discretion ofthe Purchasing Agent:

• The contract will be canceled orterminated,

• and/or the Contractor will bewithheld from bidding again onthis specification for one year,

• and/or the Contractor mustreplace all quantities of bad paintat no cost to the Departmentwithin 30 calendar days.

The delivery point for all material shallbe the loading or paint dock at theDepartment's Main Warehouse locatedat 1537 Alcazar Street, Los Angeles,California 90033. Imposition of the latedelivery assessment shall be at thediscretion of the Purchasing Agentbased upon the causes cited and theintent to deliver of the Contractor. TheContractor's failure to make thisnotification shall waive his right tocontest the amount of the late deliveryassessment.
