LORD DUNMORE DRIVE HISTORICAL BACKGROUND
Lord Dunmore Drive is located in the Fairfield neighborhood in the Kempsville District 1960’s - 70’s – The majority of the Fairfield
neighborhood was developed on the site of the Fairfield Plantation
Prior to 1990 – The City switched the direction of the STOP signs to stop traffic on Lord Dunmore Drive at:
Rolleston Drive Fairfield Blvd. Locke Lane
May 2005 – The City performed license plate & traffic count studies to determine amount of cut-through traffic at the request of the Civic League 1/3 of traffic on Lord Dunmore was non-neighborhood
Lord Dunmore at PA Rd was rt in/rt out at that time
August 2011 – PA Rd & Kempsville Rd intersection reconstruction starts to impact traffic Nov 2012 - Traffic Signal @ PA Rd & Oakmears
activated Lord Dunmore gained full access to PA Rd via
Oakmears Crescent (median opening)
August 2013 – 5’ sidewalk installed on Lord Dunmore
Dr. & Fairfield Blvd. Based on petition request 4,019 linear feet - $583,200
Lord Dunmore Dr: Locke Ln - Jacob Ct Fairfield Blvd: Lord Dunmore Dr - Kempsville Rd
June 2015 – PA Rd & Kempsville intersection reconstruction completed
June 2016 – Doug McLiverty, on behalf of Fairfield Civic League, makes formal request to close Lord Dunmore Dr at northern end Fall 2016 – 525 Kempsville Apts construction
commences Mixed-use w/168 apartment homes & up to 7,000 sf of
retail. Located b/t Kempsville Rd & Oakmears with an access
on to Oakmears across from Lord Dunmore
April 2017 – Meeting with Fairfield Civic League leaders
Discuss trial closure and possible speed tables Discuss petition area
August 2017 – Petition for Lord Dunmore closure mailed
to Doug McLiverty Petition area included all impacted residents, not just
those on Lord Dunmore = 400 addresses Petition included opportunity to vote “NO” as well as
“YES” to the closure Petition has not yet been submitted back to the City
August 2017 – At direction of MLT, speed tables on Lord Dunmore installed as a demonstration project:
Between Baptist Circle and Balboa Drive Just north of Beaumont Drive Dunmore Dr.
January 2018 – MLT authorizes Origin-Destination (O-D) Study & VHB commences.

Eliminates need for signal at Oakmears & Lord Dunmore
Negatives 1. Increases traffic on Fairfield Blvd. - up to 130% 2. Increases traffic on Locke Lane - up to 65% 3. Increases travel time for residents entering & exiting neighborhood 4. Increases emergency response time to residents 5. School buses routes negatively impacted 6. Loses access to traffic signal at PA & Oakmears 7.
