1. Land Acknowledgement Statement, welcome and introductions

Jennifer Hollis read the Land Acknowledgement statement and welcomed the group. A new member, Trevor Johnson, will join in the next meeting following orientation.

2. Approval of Minutes

Motion to approve meeting minutes was moved by Nancy McQuillan seconded by Martin Withenshaw, and approved. Some changes were noted and the minutes were approved.

Agenda

Employer One was added as part of the roundtable update item.

3. Agenda items:

Housekeeping Items which Jennifer Hollis updated the group on: Due to high interest in individuals joining the Employment Sub-council, it was brought to the attention of London & Middlesex Local Immigration Partnership (LMLIP) that there is a need to update and define the terms of reference. After a round of discussions, the Governance group decided the following process of application and onboarding of new members:

- Any individual can send in an application to LMLIP any time of year. - The applicants would then be sent in to the Sub-council chairs for a meet and

assessment. - The new members selected would on-boarded twice a year in March and

September. - Orientation would be prior to their first Sub-council meeting.

The membership criteria was discussed and decided that once the strategic plan is finalized, the Sub-council would look at representation and determine any gaps.

In keeping with green environment initiatives, the group decided that LMLIP will not print agenda/minutes unless otherwise requested in advance of the meeting. The agenda/minutes will be sent two days prior to the meeting, so members can review/provide their own copy or access it electronically.

Pauline Andrew recently joined the Governance Work Group to bring the Middlesex County perspective, so going forward there will be two members (Pauline and Jennifer) on the Governance work group who can bring any items needing clarification or propose new ideas.

Outlook bookings: Polina Shadman, LMLIP Project Assistant, will send Outlook meeting invites as placeholders followed by agenda/minutes in advance of the meeting.

Fact Sheets: As there is a high focus on the strategic plan, this work has been deferred. There will be a progress and finalization update in March.

4. Central Council update: Jennifer Hollis

- The last Central Council meeting was held on November 26. - The main focus of the meeting was a high-level walkthrough of the Community

Engaged Learning (CEL) student presentation. - All LMLIP Sub-councils are completing initiatives of the last strategic plan and

focusing on the next three years. - The main focus at the last meeting was the CEL student presentation. Some of

the themes that have been ongoing are recommended to be continued. - The following were highlighted as possible new areas per that discussion:

Mental health

Supports for family integration

Navigating the system

Attraction and Retention

5. Strategic Planning 2019-2022

- In drafting the strategic plan and how it relates to employment for the next three years, have been reviewing the community consultation documents; the reports of IRCC events and the consultant’s reports.

- After the discussion at the Governance meeting on January 14, the plan was updated with the five priorities. The wording of the strategic priorities (five pillars) will be taken to the next Central Council for finalization:

1. Welcoming Community: Supporting the London and Middlesex community to appreciate diversity and actively attract and support immigrants. Encouraging all residents to work together to create a welcoming community through a positive attitude, awareness and understanding of immigrants by working together to reduce discrimination and racism in all forms.

2. Communication: Enhancing communication between and among immigrants, service providers and government.

3. Coordination and Collaboration: Facilitating maximized outcomes for immigrants through improved coordination and collaboration among all service providers.

4. Access to Supports and Services for Immigrants: Providing immigrants and immigrant families with timely, clear and relevant information to access and navigate supports and services.

5. Reduction of Systemic Barriers: Engaging all levels of government, funders and institutions to reduce systemic barriers that impede immigrants’ ability to successfully participate in the community

The following is the final draft of the three-year action plan (2019-2022) after group discussions/email circulations and final edits completed by Jennifer.

Welcoming community:

Raise awareness of successes related to immigrant employment

- Celebrate and recognize employers who have successfully engaged in offering meaningful employment for immigrants within the community through current community recognition events such as the London Chamber of Commerce Annual Business Achievement Awards and the Middlesex Chamber of Commerce Excellence Awards. Identify criteria within awards that achieve this outcome.

- Celebrate best practices among the not-for-profit sector and recognize those in the sector who employ a diverse cultural workforce and are welcoming to immigrants through their practices. Recognition potential through not-for-profit awards such as Pillar Innovation.

- Convene a focus group of employers, particularly small to medium sized employers and micro businesses, to explore integration of #All Are Welcome initiative for businesses, share resources/fact sheets and identify others needs to attract global talent.

- Recognize employers who have successfully engaged in offering meaningful employment for immigrants through social media.

Collaborate with key initiatives to reduce discrimination and racism in all forms in the community and its workplaces.

- Identify and support strategies and initiatives under way to strengthen diversity and inclusion for all job seekers.

Communication and Access

Enhance communication between and among immigrants, service providers, employers and government

- Distribute fact sheet to LMLIP Council and Sub-councils and other to be determined agencies and community members.

- Distribute fact sheets to employers through appropriate business/employer conduits in the community at-large.

- Translate newcomer and community fact sheets into multiple languages.

Enhance communication within LMLIP, including LMLIP’s, Central Council and Sub-councils

- Identify parallel or aligned activities of other Sub-councils and how information can be shared and promoted to a broader knowledge base within LMLIP and the community.

- Invite Chairs or designated guests from other LMLIP Sub-Councils to attend an Employment Sub-Council meeting for a presentation or discussion where there are areas of alignment/shared objectives.

Increase service providers knowledge of available resources in community to support immigrants’ successful employment

- Organize and host a professional development half-day session for service providers from the employment sector to provide training on available resources, eligibility criteria, referral pathways and best practices.

- Increase collaboration and communication with employment service providers and employer associations seeking to promote diversity and inclusion in the workplace.

- Increase collaboration and communication with other service provider sectors on available resources to support immigrants’ successful employment.

Access to support and Services

Increase immigrant access to wrap-around employment, mentoring and licensure supports in the community to support successful labour market integration.

- Identify channels of information exchange in the community for newcomers seeking employment (in-person connectors or digital apps/websites) such as libraries, family centres, government offices, lawyers, faith groups, health centres and future welcoming centres for newcomers.

- Encourage service providers connected to the LMLIP to share information on their services with these connection points.

- Encourage service providers to provide information (web-based and/or print) in multi-languages to increase access.

Reduction of systematic barriers

Partner with government, their agencies and institutions to champion immigrant labour market integration

- Support all three levels of government and their agencies in London & Middlesex in hosting information sessions on opportunities for immigrants to access employment, internships, placements and mentorship opportunities in public institutions.

- Identify who is currently excluded from getting services and identify the ineligibility barriers.

- Work with employers to identify systemic barriers to attracting and retaining immigrant talent in their workforce including barriers relating to government eligibility criteria.

- Communicate with funders and government to highlight opportunities to expand eligibility criteria for services where systemic barriers exist.

6. Roundtable update:

- Martin updated the group on the Employer One Survey. There has not been a lot of response from the London area and he asked if it would be possible for the link to be shared via the network. Martin will share the link and Polina will send out more information through the LMLIP distribution list. The deadline for the survey is January 31.

- Lisseth D’Andrea reported that Ontario Works is partnering with five agencies and is continuing to work with others.

- Nelida Forrerro updated that Immploy has been working on a massive social campaign and a video on services in the region.

- Fairouze updated that CCRL will be sharing the final reports when they are completed and translated.

7. County update:

- Pauline updated that the County is hosting a session on January 30th and she will be attending and will provide feedback at the next meeting.

- Reached out to family services re: gap on mental health for newcomers to get

sense of offerings available

8. Chairperson’s Closing Summary and Review of Action Items

Jennifer thanked everyone for their work. She mentioned that the plan would be cleaned up and shared with the group and LMLIP via email. The plan will be finalized at the next meeting in March.

5. Annual Implementation Plan 2018-2019 - Updates

The Fact Sheet data did not seem to contain data and content that was marketable. It still needs more focused work, which due to the timeline of the strategic plan, has been deferred.

Chamber discussions are still in the works. Conversations are ongoing with key individuals to investigate options. An update on new developments will be discussed at the next meeting.

The Middlesex County Chamber of Commerce is looking into holding business achievement awards. A possible option being considered is sponsorship of an award through Middlesex County Economic Development. Middlesex County Chamber of Commerce has an annual gala that would be a great event to be part and participate in the award program. Will continue with conversations to formulate concrete plans for the new fiscal year.

Welcoming Communities: All Are Welcome Event 2019: Nancy gave an update on the well-organized timely event featuring relevant topics presented by speakers and panelists. The group asked if the content could be shared.

6. Central Council update: Pauline Andrew

The Central Council met twice in February as the January meeting was cancelled due to the weather and rescheduled. The regular scheduled meeting was held on February 25.

Highlights:

Immigration, Refugees and Citizenship Canada (IRCC) has requested Central Council meeting times to be changed to daytime working hours. There have been some discussions and concerns. A new hybrid timing was suggested where some meetings would be held from 4 to 6 pm and others from 5 to 7pm.

Governance is busy working on the strategic plan. A meeting with key system partners (i.e., community partners who do not deliver settlement services but have a support role) was held on March 1. It was a good discussion; partners will provide their feedback on the draft plan via email.

Middlesex Workforce Development Partnership and Western students in the Intercultural Communications e-learning course collaborated on a Middlesex Resident Attraction Project. Narratives, videos and pictures from newcomers who have settled in Middlesex County or residents who have returned to Middlesex will be featured in an interactive “Story Map” or “Flipbook” titled “A Place We Call Home”. Launch date of the FlipBook is not yet known.

Pathways to Prosperity is busy with a few projects: Literature review which is an analysis of tax file data to look at retention rates; community consultation looking at attitudes and perceptions; six videos are under way for a project called “Promising Practices”; and the annual P2P conference to be held in October.

The International Metropolis Conference will be held in June in Ottawa.

7. Strategic Planning 2019-2022 Final

The final plan was presented at the Central Council and as per suggestions some minor modifications were made. The content itself was approved and finalized.

8. Work Plan Development for 2019-2020

A work plan template was used for a group brainstorming session and identify goals to formulate a work plan for April 2019-March 31, 2020 in alignment with the strategic plan. After brainstorming the following items were noted: #1 Welcoming community

Develop a newsletter that can be shared and circulated; make good use of the social media

Nancy to connect with Pillar to find out options about collaborating with pillar awards in raising awareness for the non-profit sector

Saleha Khan to be invited for a future meeting to present to the group on Diversity and Inclusion; Valy Marochko from Welcoming Communities to be invited to update on the outcomes of the work and events held and any possible collaborative work that the group can help with. Representative from organizations that hosted a welcoming event in the County to be invited to a future meeting.

#2 Communication and Access to information:

Newcomer fact sheet: once completed with the right content will work to have it disseminated to the community, agencies and employers

Share it on social media platforms and follow analytic reports on how many times it is viewed and how it is being used/read

Seek the support of agencies/partners like the United Way Elgin Middlesex

Nancy to reach out to Pillar to explore possible not for profit award.

Jennifer to invite Valy, Lisseth to connect with Saleha and Pauline to connect with Community Living at appropriate time.

5. Update on Agenda items

Jennifer and Emily Low will be meeting the Chamber April 26th to discuss opportunities for collaboration. The Welcoming Communities presentations will be built into the agenda for the June meeting when more members are in attendance.

6. Measuring Outcomes ‘Survey of Functions’: Polina Shadman

Group were asked to complete the Survey of Functions, either on paper or online following the link which was provided. The survey closes April 26. Polina will send out a reminder with the link once more for everyone to participate.

7. Central Council update: Jennifer Hollis

Governance Work Group made a recommendation regarding timings of Central Council meetings. Starting in the fall a hybrid timing where meeting times will be alternated between 4-6 and 5-7 pm will be implemented.

The renewal dates for chairs, vice chairs and co-chair will be deferred until the end of the next fiscal year (March 2020). After that all terms, regardless of the year of expiry, will renew during the month of April. .

The LMLIP gave an update on the System’s Partners meeting which was well attended. The group provided some input to the Strategic Plan 2019- 2022. It was suggested that this group be consulted with early on in the process of gathering input for the next Strategic Plan.

The Strategic Plan which will be finalized in April/May 2019.

Members were asked to complete a survey that LMLIP Measuring Outcomes work group has drafted to evaluate the functionality of the LMLIP Sub-councils. Each Sub-council will fill out a survey pertaining to their specific Sub-council.

There was no update on Sub-councils or Middlesex County, Pathways to Prosperity and Réseau de soutien à l'Immigration francophone Centre-Sud-Ouest de l’Ontario.

8. Work Plan Development for 2019-2022

The group continued the brainstorming for the Strategic Planning work plan.

#3 Communication and access to Information

Distribution of the Fact Sheet through different mediums i.e. email; Chair/Vice Chair updates at Central Council and Sub-councils

Develop a tool to support the community and employers hiring newcomers

Evaluate and measure the usefulness of the information being shared through surveys, insights on social media, portal analytics

Reach out through mainstream media

Radio; Rogers TV

Human resources groups such as the HR in Strathroy

Retention strategies

Piggy back on other community events; partnerships with other partners like Immploy; LEDC; Chamber of Commerce

Review the final LMLIP plan to look for alignment

Hold events to showcase services and products; service providers map;

Identify specific perspectives and touchpoints (London vs County perspectives)

# 4 Access for supports and services for Immigrants

Hold meetings with constituency offices to share and education on information on LMLIP and services are offered to help newcomers

Link in with system partners

Work and build agenda based on needs

Identify issues and challenges specific to newcomers and consider possible solutions to help

Hold an experiential learning summit

Identify and communicate with different federal and provincial government offices in London and Middlesex; number of staff; intergovernmental committees; Local Employment Planning Council (LEPC)

Martin Withenshaw: - The Local Employment Planning Council (LEPC) business plan can be circulated.

If members would like specific information, they can approach him. - Employer One survey results are being worked on and will be uploaded on

Tableau. Once completed will be shared. Emily Low:

- The Newcomer Strategy is working on action items and more information will be offered soon .

Robert Collins: - The London Economic Development Corporation (LEDC) organized a job fair that

brought together 2,500 job seekers and 83 employers. An exit survey was conducted and the report will be available soon. He thanked WIL Employment Connections for supporting webinars for job fair participants

- On May 14 there will be an immigration update on employers who work with/are funded by Immigration, Refugees and Citizenship Canada (IRCC)

Fairouze Touni: - The Société Économique de l’Ontario (SÉO) is very open to collaboration and

partnerships with the group and is looking for opportunities. - On November 19 there will be an event ‘Celebrating Entrepreneurship” week at

1. Land Acknowledgement Statement,

Jennifer Hollis read the Land Acknowledgement statement.

2. Welcome and introductions

The Chair welcomed the group and regrets were noted.

3. Agenda

Agenda was moved by Nelida Forero, seconded by Nancy McQuillan and approved.

4. Approval of Minutes

Pauline Andrew, seconded by Emily Low, and approved with minor change of a typo, the minutes of the April 17 meeting.

5. Update on action items:

6. Central Council update: Pauline Andrew

The significant amount of work undertaken by the London & Middlesex Local Immigration Partnership (LMLIP) was reported to Central Council. The highlights of the Annual Report for 2018-2019 were shared:

- Over 4,800 volunteer hours were contributed which translates to $282,422 if monetized

- In addition to Immigration, Refugees and Citizenship Canada‘s generous support, LMLIP received $29,000 funding support from partner organizations mainly used for the ‘All Are Welcome Here’ event.

- The City of London as part of its Newcomer Strategy is planning a Newcomer Day on October 10 and the LMLIP was asked to collaborate in celebrating its 10th anniversary.

- LMLIP will join in the Newcomer Day celebrations as a supporting partner however the 10th anniversary celebrations will be a standalone celebration. A work group is being formed and more details will be shared soon.

- Middlesex County is actively working to attract newcomers to the county through an interactive flipbook called The Place We Call Home and a new newcomers page on the county’s website with links to settlement services

- The Francophone Local immigration committees (FLIC) are finalizing their local action plans. London FLIC is currently planning celebration activities for National Francophone Immigration Week, which will have a movie screening at the Library sometime during November 3-9. More details will be shared soon.

7. Work Plan Development for 2019-2022

Breakfast Event

- A work group was called to discuss plans and logistics. The group members are: Pauline Andrew, Trevor Johnson, Nancy McQuillan and Lisseth D’Andrea

Multicultural Day at Storybook Garden

- As suggested, it is a good opportunity to have a table and show presence there, Trevor will look into getting more information and report via email.

8. Roundtable updates

- Nancy suggested looking into being part of the Pillar awards in the category of Diversity

- Pillar is open to add to their categories - This year’s nominations closed May 24. We could table actions to have a

discussion in January for next year.

Pauline- Middlesex County

- Chamber awards are only for Strathroy-Caradoc and do not cover the entire County. Discussions will continue and the group will be updated as more information becomes available.

- An interactive Flipbook called The Place We Call Home featuring new and

returning residents to Middlesex is hoping to be launched in the Fall. Cara Finn,

Director of Economic Development will share in how the Flipbook was created by

the Western Community e-learning project.

Jennifer/Emily met with Gerry Macartney at the Chamber of Commerce

- The meeting resulted in positive take away. There is an opportunity to participate in a stand-alone recognition in the Business Awards, which is a high profile event for the London area.

- There is a sponsorship cost of $9,500 per year. - We will need to ensure we have funding and a pool of businesses that can be

nominated to have the award category going for at least three years - The group had an open discussion and for the most part everyone seemed

enthusiastic about the opportunity and felt that it is a great opportunity for the LMLIP. The following are comments and ideas from the open discussion:

Fantastic opportunity but we should be mindful of the amount of work;

We need to have more conversations with partners to sponsor;

Sponsors could be the LMLIP

It would be best to have this LMLIP award for the profile – we need to have contributions

While it is a great opportunity, the challenge is to source funding

What are the outcomes of this business award? Will there be a positive outcome for the employers?

The challenge is that if we want to do this we need to have decision so that we can submit our proposal by the deadline of June 30.

All members were requested to give it some thought and send in their vote by June 26 to allow time for the submission.

If the decision is to go ahead with the award, the group consensus for the award name will be the All Are Welcome Award.
