The Department is responsible for advising on all financial services policy, liaising with the private sector in Gibraltar, financial services legislation and co-ordination of communication relating to strategic initiatives involving the IMF, OECD, EU and other financial services matters. The Department also co-ordinates applications for high-net-worth tax residence in Gibraltar by individuals. James, who is Gibraltarian, spent 14 years working in capital markets in London, New York and Brazil before returning to Gibraltar. Marcus Killick is Chief Executive Officer of the Gibraltar Financial Services Commission, Gibraltar’s financial services regulator. From 1998 to 2003 he was a Director of the International Regulatory Services Team of KPMG, based in the UK. He has also previously held positions as Deputy Chief Executive of the Isle of Man Financial Supervision Commission, and Head of Banking, Trusts and Investment Services at the Cayman Islands Monetary Authority. Marcus is an English barrister by training and also a member of the New York State Bar. Nigel Feetham is a partner at Hassans international law firm. One of his key areas of involvement has been in insurance, helping to structure and set up many Gibraltar insurance companies. Nigel helped to draft the relevant legislation that opened the way for the insurance sector to develop in Gibraltar and was also involved in advising the regulator on the practical implementation of the ‘insurance passport’. He recently co-authored a book entitled ‘Protected cell companies: a guide to their implementation and use’ and is described by Chambers Europe in ‘Europe’s Leading Lawyers for Business 2008’, as “a driving force behind the growth of the insurance market in Gibraltar”. Richard Storey, Group Insurance & Risk Manager for Tate & Lyle plc, is responsible for all aspects of insurance, risk financing, and insurance-related risk management activities across T&L's global businesses. In 2006-7, Richard led the transition from the Group's existing self-managed captive in Bermuda to the new Aon-managed captive in Gibraltar and a separate PCC within the Aon Bermuda White Rock company. Prior to joining Tate & Lyle Richard had worked as a Loss Control Engineer at FM Global, and in Corporate Risk Management at the BOC Group industrial gases conglomerate and the RMC Group cement and aggregates conglomerate. Steve Quinn spent eighteen years in the City of London with Lloyds TSB Bank plc in a variety of senior positions. His last role involved him as a Senior Relationship Director for the specialist UK insurance market. He was instrumental in developing the growing market through the assistance that the bank provided by funding the likes of Admiral, Zenith, Link and Hastings, all of which (together with several others) established new insurance companies in Gibraltar. Steve now heads the rapidly-growing Quest Group in Gibraltar that encompasses insurance management, fund administration and insurance broking. Catherine Barton FIA, is a Partner in the General Insurance actuarial team at Deloitte LLP. A qualified actuary who has spent her entire career at Deloitte and its predecessor firm Bacon & Woodrow, she is responsible for leading the team delivering actuarial services to the UK and European retail markets and Deloitte’s actuarial software development team. She is a regular commentator on the UK Motor and Household insurance markets and chairs Deloitte’s market-leading seminars on those markets. Since 2006, the Deloitte Motor Seminar has included analysis on the Gibraltar Motor Market, due to its increasing importance within the UK Motor Market. Albert has worked extensively in commercial matters, and has also worked in financial services, property and financing, representing both private developers and leading financial institutions in major transactions in Gibraltar. Internationally, Albert has worked with teams on satellite telecommunications projects, property acquisition and the franchising of pharmaceutical products. His areas of practice also include corporate and trust structures, and estate planning. James Tipping heads the Finance Centre Department within the Ministry of Finance reporting to the Hon P R Caruana QC, Chief Minister and Minister of Finance. The Department is responsible for advising on all financial services policy, liaising with the private sector in Gibraltar, financial services legislation and co-ordination of communication relating to strategic initiatives involving the IMF, OECD, EU and other financial services matters.
