The mine was owned and operated by M/s. Dr. M.S. Singhvi has its corporate office at Udaipur. The company is

engaged in mine operation in Rajasthan State. The important approvals of proposed mine is given as follows:

Lohagarh Soapstone-Calcite mine (area-115.24hect) was directly granted in favour of Dr. M. S. Singhvi

Vide order no F-5(251) Khan/Group-2/83 dated 09/11/1983 and was registered on dated 27/08/1984 for

20 years. (27/06/1984 to 26/08/2004).

Department of Mines & Geology of Rajasthan approved inclusion of calcite beside soap stone of mining

from this lease vide order no. 1795 on dated 18/06/2001.

The mining lease was first renewal granted vide order no. P.5 (38)Khan/Group-02/02 dated 08/04/2008.

The Mining Plan with progressive mine closure was approved vide order no. SME/UD-Cir/Mining

Plan/Scheme/PTG/F-01/11/1329 dated 19/07/11.

The Environment Clearance was granted vide letter no. J-11015/117/2005-IAII (M) dated 29/06/2005.

The Mineral Dolomite was included by state Govt. vide letter no. Ni Kha Pratap/CC-2/P.1(1)6/2000/858

on dated 06/05/2016.

The lessee applied to the Govt. of Rajasthan to increase production of Soap stone, calcite and dolomite from

capacity of 0.03 MTPA to 0.3 MTPA. So the lessee is submitting a new mining plan with Progressive Mine Plan

and Mine Closure Plan as per Mine & Geology Department, State Govt. of Rajasthan rule.

2.0 INTRODUCTION OF THE PROJECT/ BACKGROUND INFORMATION

(ii) BRIEF DESCRIPTION OF NATURE OF THE PROJECT

Opencast other than fully mechanized method of mining will be adopted in the lease area in future. All

operation of mining such as development, winning of ore and loading will be carried out by other than fully

mechanized method. No deep hole drilling and blasting will be carried out. Sorting & sizing of mineral will be

carried out by manual means. Land details of the area are given below:

(iii) NEED FOR THE PROJECT AND ITS IMPORTANCE TO THE COUNTRY OR REGION

The mineral limestone a notified mineral is found localized and a major raw material for production of Ceramic,

Foam, Glazes, glass, cattle feed, oil drilling, paint, paper, plastics, rubber and sanitary, detergents ware

industries. The occurrence is site specific. It will not only provide employment to local populace but also benefit

to the State in the form of Royalty and funds in district mineral foundation for use in CSR activity and

development of the project located district.

(iv) DEMAND-SUPPLY GAP

The region is a hub for industries. The cement plants are sort of sweetener grade Limestone and the lime

industry needs lumpy limestone. The ML area fullfills Ceramic, Foam, Glazes, glass, cattle feed, oil drilling,

paint, paper, plastics, rubber and sanitary, detergents ware industries. the requirements and hence the

demand is always adequate and more than supply.

(v) IMPORTS VS. INDIGENOUS PRODUCTION

Indigenous production of mineral will be use for in our country. No export is envisaged of the mineral presently

and in future also.

(vi) EXPORT POSSIBILITY - There are huge demand in Ceramic, Foam, Glazes, glass, cattle feed, oil drilling,

paint, paper, plastics, rubber and sanitary, detergents ware industries. The product will get opportunity for

export into neighboring and other countries.

(vii) DOMESTIC/ EXPORT MARKETS

The Limestone & Dolomite has a good potential in domestic market.

(viii) EMPLOYMENT GENERATION (DIRECT AND INDIRECT) DUE TO THE PROJECT -

Technical and non-technical personnel are required in the proposed project with the following working

conditions:-

1. The mine will be worked in a single shift in day light hours.

2. In estimating the requirement of competent person, mates, etc. due consideration has been given

to the statutory provisions.

3. Mine will non-operational during monsoon.

Man power requirement and its distribution.

The total manpower requirement in this project is 41 persons.

The man power proposed is as under:-

The mine owner shall employ Mine official (Mines Manager, Forman) in accordance with the provision of the

MMR 1961 & Mining engineer under MCDR 88. The workers to be employed shall be semi-skilled and unskilled.

Most of them will come from the nearby villages. With the increase in the production additional man power shall

be required. The Mechanized mining the organizational set up proposed is given below:-

3.0 PROJECT DESCRIPTION

(i) TYPE OF PROJECT INCLUDING INTERLINKED & INTERDEPENDENT PROJECTS, IF ANY.

The proposed project is an independent project that involves mining of minerals of Soap stone, Calcite and

Dolomite. The total proposed production is 0.33 MTPA. There is no inter-linked project. Minerals are supplied

to the Ceramic, Foam, Glazes, glass, cattle feed, oil drilling, paint, paper, plastics, rubber and sanitary,

detergents ware industries for productions.

(ii) LOCATION (MAP SHOWING GENERAL LOCATION, SPECIFIC LOCATION, PROJECT BOUNDARY

& PROJECT SITE LAYOUT):

Mine lease is issued in favor of Dr.M.S. Singhvi – mine owner. The document in support of

mine lease by Govt. of Rajasthan is given below:-

DETAILS OF ALTERNATE SITES CONSIDERED AND THE BASIS OF SELECTING THE PROPOSED

SITE, PARTICULARLY THE ENVIRONMENTAL CONSIDERATIONS GONE

INTO SHOULD BE HIGHLIGHTED

The mining is a site specific activity The ML area confirms to the location. The State Government has granted

mining lease for 20 years period at the proposed site. No environmentally sensitive area is located within the

buffer zone except the agriculture land of 14.698 Ha.

(iv) SIZE OR MAGNITUDE OF OPERATION - Area – 115.24 Ha. Proposed capacity = 0.33 MTPA

with effect from 27/06/2004 and expires on 26/08/2024. The existing land use pattern is given as follows:

(v) PROJECT DESCRIPTION WITH PROCESS DETAILS (A SCHEMATIC DIAGRAM /FLOW

CHART SHOWING THE PROJECT LAYOUT, COMPONENTS OF THE PROJECT ETC. SHOULD BE

GIVEN) –

The mine will be carried out by open-cast other than fully mechanized method of mining. All operation of mining

such as development, winning of ore and loading will be carried out by mechanized means. No deep hole drilling

and blasting will be carried out. The development in the over burden will be carried out in benches of height

equal to 10.0m to 20.0 m and width equal to 6.0 m to 10 m . The development benches in mineral will be

developed of uniform 6 m height. However sub benching will be done to facilitate drilling and blasting of hole

upto 2.90m depth. The recovery is envisaged as 80%. Sorting & sizing of mineral will be carried out by manual

means. The composition of the minerals is as follows:

The transport of men is not applicable and they will come from nearby villages on their own. No tubs, haulage

rope, conveyor or locomotive will be used. The OB and mineral will be excavated and loaded by the method

other than fully mechanized on dumpers.

a) Briefly describe the existing as well as proposed method for excavation with all design parameters

indicating on plans /sections:-

Proposed Mining Method: - The mine shall be developed by Mechanized opencast Mining. The mineral is laying

on the sub surface therefore Mechanized opencast Mining has been the obvious choice.

Design parameters:- The mineral shall be first sorted out manually to remove the impurities associated with it.

The sorted mineral shall be then carried to the temporary Stack Yard & then further loaded for onwards

transportation by dumper to the factories & other parts of the state. The overburden shall also be dumped by

excavator. Practically no drilling is done in soapstone bands.

The Blasting will be done by the authorized contractors on contractual Basis. These contractors have their own

safety explosive container as well as Explosive License. Broad Blasting Parameters are given in Table below:

Safety Precautions

1. During handling all care shall be taken that no inflammable elements should be there.

2. Only safety explosive container with explosive license shall be used for safe & secure transportation of

explosive.

3. Efficient Siren will be blown prior to the blasting & after clearance of blasting.

The mine shall be developing in five year shall be all side of the lease as shown in plate no. 6A-6E.

The Ultimate Size of the Pit at the end of life of mine: - 5.3606 Hect.

Preparation of charge and charging and stemming of holes will be done by a qualified blaster.

Before a shot is charged, stemmed or fired, sufficient warnings by signal is given over the entire area

falling within the danger zone and ensure that all persons within such area have taken proper shelter.

During blasting, controlled/muffle blasting will be done to prevent flying fragments which may cause

injury to local inhabitants within danger zone.

Proper inspection after shot firing will be done by the blaster.

All necessary precautions as enumerated under 106(2)(b) of MMR 1961 will be followed.

(vi) RAW - MATERIAL REQUIRED ALONG WITH ESTIMATED QUANTITY, LIKELY SOURCE,

About 372395.8 MTPA of overburden and mine waste will be generated from the mine in five years as shown

in Table above. It will be backfilled in the mined out area and reclamation will be carried out in the mined out

pits in the lease area. Plantation will be carried out on the backfilled area.

4.0 SITE ANALYSIS

(i) CONNECTIVITY

The proposed site consists of 115.24 Ha of mining area. It is well connected with road, rail and air network. It is

2.2 km from the nearest settlement Lohargarh, located in Tehsil – Dhariyawad in the District – Udaipur,

Rajasthan. There is no forest land present in site or in the buffer area.

Whether the area falls under Coastal Regulation Zone (CRZ):-

No area falls under Coastal Regulation Zone

Existence of public road/railway line etc.:-

The lease area is about 2.2Km southeast of Village Lohagarh, Tehsil- Dhariyawad, Dist.- Pratapgarh. The lease

area is connected to village Lohagarh by kaccha Rasta.

(iii) TOPOGRAPHY

The fieldwork comprising of topographical survey and geological mapping and data collection are done in

phases.

a) Detail description of the topography, drainage pattern, vegetation, climate, and rainfall data:

Topography:- Topographically the lease area is low hilly and gently sloping towards eastern side. It comprises of

mostly hilly fields within lease area. There is no forestland in this mining lease area. The altitude of the area is

196 to 260mRL. For the survey Pillar B’ is considered 217mRL above MSL as Benchmark.

Drainage pattern:- The area having small Nalla originating within the lease area are on the western side of the

lease & generally flow NE and eastward except two nalla one of the lease area flow SE and are roughly parallel.

The general slope is eastern side. They are all seasonal Nalla flow only during rainy season. The canal was exists

in the lease area.

Vegetation: - Practically no vegetation except some scanty bushes and shrubs of xerophitic nature could be seen

within this lease area throughout the year.

Climate: - The climate in the area is dry with extreme temperature variation. Most of the rain falls during the

period of July to September.

Rainfall data: - The average rainfall in this area is very low, and it hardly exceeds 600mm.

b) Regional Geology: The south Eastern Rajasthan is one of the geologically important terrains where rocks of

Archean of Upper Proteroxoic age are found. Archeans which are oldest rock formations are represented by

rocks of Bhilwara Supergroup followed by Aravalli Supergroup of lower Proterozoic age and Delhi Supergroup of

Lower to Middle Proterozoic age. The Upper Proterozoic Malani Igneous suite and Erinpura Granite follow the

Delhi Supergroup rocks westwards. The generalized Geological Succession of south western Rajasthan is given

The waste generated previous Mining Plan was 20-40% and mineral was 1-3% Soapstone-calcite 40-50%

Dolomite. However during mining has been observed that mineral recovery is 10% Soapstone-Calcite, 70%

Dolomite and waste is 20%, So reserve is calculation is updated is follows:-

(vii) CLIMATIC DATAFROM SECONDARY SOURCES

The region has a tropical monsoon climate with long humid summer and short winters. The rain fall is heavy

during S-W monsoon and light during pre-monsoon season. The monsoon normally begins during June and

retracts during September.

The climate in the area is Drag. The area experiences wide temperature variation of as high as 38.4C in summer

to as low as 7.1°C during the winter season. Strong wind blows during the summer season. The winds charge the

atmosphere with the dust particles. The wind direction in general is usually NE - SW. The nearest IMD station for

the proposed mine project is Udaipur and the meteorological data for IMD Udaipur is given below.

Summer season is marked by high temperature (38.4 oC) in day time and low temperature (7.1 oC) in the night.

Temperature is high in March to May and decreases with no site of south-westerly monsoon. Temperatures are

moderate during monsoon. Winter is marked by low temperature (24.2 oC) in day and night (7.1 oC) during

December to February as in the Table

Temperature: The average maximum temperature was recorded in the month of May at 44.1°C and the

minimum average temperature was 5.6°C in January.

Relative Humidity: The maximum Relative Humidity was found during the monsoon season with the month of

August recording the highest average at 82%

Wind Speed and Direction: The maximum average wind speed was found to be 6.4 kmph in the month of June.

(viii) Social infrastructure Available

Existing : All social infrastructure facility is available near the area at District Head Quarter-Udaipur.

Water Supply: There is no water tank or nalla or reservoir in the applied area. River Jakham – 2.0 km and River

Som – 8.0 km. There is no sensitive area.

5.0 PLANNING BRIEF -

(i) PLANNING CONCEPT (TYPE OF INDUSTRIES, FACILITIES, AND TRANSPORTATION ETC.)

TOWN AND COUNTRY PLANNING/ DEVELOPMENT AUTHORITY CLASSIFICATION

Mining by open-cast other than fully mechanized mining method will be practiced. The targeted production of

the Soap stone, Calcite and Dolomite is 0.33 MTPA. The mining operation will be done in systematic and

scientific manner by formation of benches as per MMR 1961.

The project will employ most of the workers from nearby villages. There will not be any increase

in population due to the project. However, few people from other area may migrate in this area

in water pitchers and tanks.

Rest - Shelter - A rest - shelter is proposed for workers for lunch and taking rest during interval.

Lavatory– Portable toilets will be used.

6.0 PROPOSED INFRASTURECTURE

There is no residential area in the mine lease. Only Site office and rest shelter will be provided. Only local

labors are employed.

Land reclamation & Tree plantations The land reclamation and afforestation proposals are presented in plate 8

of the plan. The lessee is committed to take care of and reclaim the mining area as proposed in the plan. At the

end of the mining operation, a part shall be back filled and remaining part of the lease area would be used as

water reservoir, the water reservoir would be fenced. And a part of the remaining region would be used for

plantation.

Post Mining Land Use Plan As mining in the pits is not going to be completed during the period of this five-year period, this point is not applicable.

Top soil Managements:

It is also proposed to stack the topsoil (between Grid line 800N-1000N & 0E- 200W) near the area where

development of a ‘Green Belt" has been proposed. This green belt is proposed near the lease boundary. A

retaining wall shall be erected to protect wash out of the topsoil. The Topsoil Layer 0.2 m Thickness shall spread

over the backfilled area for a forestation over it.

simultaneously backfilled in the mined out area from 1st year onwards. The reclamation and rehabilitation

will be carried out in the mined out pits in the lease area. Plantation will be carried out on the backfilled area

whereas rest will be converted to water reservoir.

(x) POWER REQUIREMENT & SUPPLY/ SOURCES.

There is no power requirement as work will be carried out in day hours only.

Total broken up area of the mine would be 5.3606hect. Therefore, as per Rule 37 (J) of R.M.M.C.R., 1986

(Amendment, 2012). The lessee has already submitted the Financial Assurance of Rs. 1.00Lac. The lessee shall be

submitting remaining financial Assurance.

9. ANALYSIS OF PROPOSED (FINAL RECOMMENDATIONS)

(i) FINANCIAL AND SOCIAL BENEFITS WITH SPECIAL EMPHASIS ON THE BENEFIT TO THELOCAL PEOPLE

INCLUDING TRIBAL POPULATION, IF ANY, IN THE AREA.

All workers will be subjected to medical examination as per Mines Rule 1955 both at times of appointment

and at least once in five years. Medical camps will be organized for this activity. Insurance of all employees as

per the rules will be provided.

The proposed mine will bring economical benefits to the state by the way of Royalty for mineral and to the local

people by way of direct and secondary employment opportunities. The mine management will also help the

nearby villages by providing aid to school, conducting medical and social awareness camps, helping in formation

of self help groups, etc. especially keeping in view the tribal and economically backward population in the area.

Thus the project will bring about socio-economic improvement of the area and will prove beneficial to the area.
