Other Comments

The Comoro archipelago, due to its geographical position

and geological situation is vulnerable to various natural

hazards. In the past years it has been affected by

calamities such as tropical storms, floods, cholera

epidemics, and volcano eruptions. Risks of floods and

cyclones are persistent. Additional factors, as soil

impermeabilization due to the volcano ash, and the

landslides provoked by massive deforestation are elements

that multiply the damaging effects of the heavy rains and

transform them into floods. All these factors put all three

islands at risk of infrastructure and crop destruction.

Climate change is increasing frequency and intensity of

these natural hazards. Grand Comoro, the main island is

dominated by the active volcano Karthala, 2361 m high.

Capacity and Contacts for In-Country Emergency Response

Government

The DGSC (Direction Générale de la Sécurité Civile), under the authority of the Ministry of

Interior is the department in charge of the National Security and Civil Protection.

The operational section of the DGSC is the Centre des Operations de Secours et de la

Protection Civile (COSEP). COSEP is the main organ of early warning and coordination of

operations during a disaster response.

In case of emergencies COSEP coordinates the response: Civil Protection, UN, the Red Cross,

or Croissant Rouge Comorien (CRCo) and  NGOs meets in the Direction Générale de la

Sécurité Civile (DGSC) base.

Col. Ismahel Mogne Daho is the director of DGSC and COSEP. Fire brigades and army means

and people deployed in case of emergency are coordinated through COSEP.

French Red Cross, through the PIROI (Plate-forme d’intervention régionale pour l’océan Indien)

have installed, starting from year 2000, a regional catastrophe response structure with

prepositoned relief items and emergency stocks. Their presence in the country is improving by

the building on course of 350m² warehouse with shelves for storage of emergency response

items such as: buckets/Jerrycans/Mosquito nets/Lanterns/Stoves/water treatment units/family

tents/first aid post tent/warehouse tent (66m²), sleeping mats.

The Comorian Red Crescent - Croissant Rouge Comorien (CRCo) - train and coordinates

volunteers that can intervene in case of need.

The Comorian Government, with the collaboration and funding from UNDP have established  a

risk analysis and an operational emergency response plan for cyclones and volcanic eruptions.

A volcanic observatory have been established to monitor the seismic and volcanic activity -

OVK Observatoire du Volcan Karthala

To enhance WFP's and the Humanitarian Community's capacity to respond to

emergencies Johannesburg Regional Office of WFP is finalizing a Humanitarian Staging Area

plan. The purpose is to activate a quick and effective intervention in case of disaster. It entail

agreements with the government and the relevant institutions for collaboration and

coordination, availability of storage facilities, and import of relief goods agreements. A HF

backup communication system between the three islands is been put in place. The plan

considers the worst case scenario hypotheses of a volcanic eruption that impedes operations

from within Grand Comoro Island. The designated center of operations is Anjouan Island.

The citizens and the private sector of the country intervenes with active participation and

donations, as shown in the floods occurred in May 2012.

The following section contains information regarding the Logistics Infrastructure of Comoros.

More than 99 percent of freight destined to and within the Comoros is transported by sea. The

Union of Comoros has two ports located in Moroni (Grand Comoro Island) and Mutsamudu

(Anjouan Island). Compared to the two other islands, Fomboni Port facilities in the island of

Mohéli need to be improved. At the moment Fomboni Port have no commercial relevancy. The

main port of Comoro is located on Anjouan island,in proximity of Mutsamudu. It is a deep water

well protected harbor that can berth big tonnage vessels. It is the main port of entry of the

Union, as well as an important transhipment point for containers destined to countries of the

region. Moroni port is less developed. The shallow water of the harbor impedes bigger ships to

berth. Some big vessels stay at anchor and tranship the load to barges that are towed to the

dock and then downloaded with a port crane. Moheli has a small dock in Fomboni lacking load

/download and stockage facilities.

L'Autorité portuaire des Comores (APC), the Comorian Port Authority, is the structure in charge

to design the legal framework (establishment of concessions) and the regulation of port

activities (access to quay, security, etc.) within the country. In Grand Comoro the Bollore' Group

have gained a tender for the concession of the management of the port, and took over from

Gulf Com starting from June 2012. As of today, the concession of Mutsamudu Port, in Anjuan,

is held by Spanfreight, subsidiary of UAFL. Maritime transport is also an important passengers

mean of  transport. A high number of local maritime companies specialized in inter-Islands

maritime transport of passengers includes medium size ferry boats and smaller speed boats

Constraints of maritime transport in the Comoros

Limited draught at quay (particularly in Moroni), which does not allow larger vessels to

berth. Big ships anchors out of the port and transfer the load to barges that are towed to

the port. The transshipment is influenced by swell and weather conditions. Rain can

impede the transshipment of bulk cargo. Only vessels provided with own crane can

download containers onto the barge in Moroni port.

The silting of the port of Mutsamudu provokes lost of draught level.

Limited handling equipment, which does not allow a high rate of loading and offloading

vessels. Recent investments in Moroni port by Bollore' group are improving the cargo

handling capacity; further development in the quay are expected.

Non-compliance of the ports to the ISPS code, which poses a problem with security.

(Bollore' manager met in April 2012 states that improvement of security to ISPS

compliance is the priority improvement).

Port Overview:

The port of Moroni is located in the west coast of the island of Grand Comoro, at approximately

700kms east of Dar Es Salaam. Due to the low draught level, large ships must anchor outside

the harbour and be unloaded through barges that are toed to the port dock; during the cyclone

season (November to April), this procedure can be impossible for several days, and ships are

reluctant to call at the port of Moroni. The Moroni Port handles an average of 7000 TEU/year of

which around 16% is represented by 40' containers. The space for container storage is now

limited to a maximum of 3500 boxes. New Terex container movement machine bought by

Bollore' allows to pile the containers to 5 rows instead of 3 and this will increase the storage

capacity.

Note: Vessels calling the port of Moroni should be self-geared as handling facilities are limited.

Food commodities should not be stored in the three port warehouses as these warehouses are

not adequate and rather used for reconditioning purposes. Therefore, sufficient trucking

capacity should be made available for swift transhipment from vessel. Vessels of bulk cargoes

should not be sent to Moroni as bagging facilities are inexistent.

Vessel SpecificationsTowing is not applicable as there is no tug boat. However, piloting is compulsory for vessels

measuring above 35m.

Due to the limited level of draught at quay, vessels can berth at anchorage, at about 60m from

the quay. The draught level at anchorage is estimated at about 7-8m, with two posts where two

vessels of 180m each can be accommodated.

Vessels berthing at anchorage are discharged onto smaller barge that can be accommodated

at quay, where the maximum draught level is only 4.5m.

The port of Mutsamudu is located in the Island of Anjouan, at approximately 80 NM or 150 km

eastwards from Moroni in the Island of Grand Comoro. Built in 1982, Mutsamudu is the only

deep water port of the Union of Comoros. As such it serves as port of transhipment for

containerized cargoes destined to the two other islands.

Length: 239 m; one section 173 m length - 9 m draft, and remaining 99 m length - 4m draft

Port Overview:

The port of Fomboni is located in the island of Mohéli. It is the third port of the Comoros and is

equipped with a wharf which can receive ships and boats of small size. The Comoros are well

connected to the international air traffic via the Hahaya International Airport. Air traffic reaches

a peak during the months of July/August/September and the month of pilgrimage to the Mecca.

The wharf of the port is estimated at some 80m and offers two posts for small vessels. It does

not offer a good protection against swell and discharge operations are risky; the draught level is

estimated at about 2.4m.

are available for discharge of small cargo. Due to the absence of handling equipment, only

break-bulk (bagged) cargo can be loaded/downloaded.

3.5 Comoros Storage Assessment

WFP built a number of warehouses in the islands. After WFP left in 1997 the structures were

handed over to the government. They are currently used by different organizations and mostly

in quite good conditions and could be used after some rehabilitation. In theory they might be

requested in case of humanitarian need, but some ones are loaded with a quantity of

merchandise and very unlikely will be of any use in case of emergency.

Other space that might be available in case of humanitarian need are the community spaces

that are present in many towns in Grand Comoro. they are administrated by local authorities

and can be obtained after some negociation in case of need. These structures are not available

in the other two islands where, instead, the government can lend the soccer fields where it is

possible to raise wiikhalls during the response.

cost: for 600 - 800 square meter monthly rent is about 200.000 FKM in Anjouan; in Grand

Comoro 1500 square meter is rented for 300.000 FKM / month

Comoro and in Moheli, while in Anjouan, EDA Entreprise d’Electricité d’Anjouan, is controlled
