    Introduction

    LAsare required to publish a Local Offer of SEN &

    Disability Services.

    Provides accessible information about services availablein the area for parents, young people & professionals

    In Oldham this is being planned and delivered in our role

    as an SEND Pathfinder Authority and alongside the

    development of an All Age Disability Service

    Single source of information

    relating to education, health

    and social care services for

    children & young people

    from 0-25

    Details on eligibility for

    specialist services

    Provides information for

    C&YP with lower levelneeds without a statement

    and EHC plan (replacing

    statements by Sept 2014)

    Local Offer in Oldham

    Provides shape and structure in a complex and

    potentially fragmented multi-agency environment

    A shared framework around which services can be

    organised

    Public & shared statement of expectations from services

    to improve transparency & accountability

    Need to ensure this is embedded as part of universal

    service offeringnot in a separate bubble

    Provides a lever to encourage inclusivity of all

    provision

    In Oldham we have identified: Existing sources of information:

    Family Information Service - Electronic Service Directory

    Short Breaks Local Offer

    Health service directory

    Provision commissioned through Education

    Gaps in information - related to SEND reforms

    Needs to capture changes to financialrelationship with schools

    We need to improve our service directoryhave commissioned changes to improvesearch functions but implementation delayed

    Service users have strongly requested

    working out the standards of different

    care homes and home care providers -

    when that choice is so much moreimportant.

    Barriers to Access

    Clearly not all users access the internet

    Word of mouth is key

    We are focusing on ensuring face to faceservices are aware of the Local Offerso

    it becomes theinformation source

    Need to ensure awareness within keyfront door services schools, childrens

    centres, libraries, community groups,

    health centres, etc.

    Implications for schools?

    Schools are the single largest contributor to the

    SEND Local Offer

    Oldham Council will publish expectations on

    what schools are expected to provide but the detail of whats on offer determined at

    individual school level

    Schools need to publish and promote their ownlocal offer

    Schools also may want to engage with 3rd

    party providers as a commissioner

    Implications for Providers?

    All Education, Health & Care Plan recipientswill be able to request a Personal Budget

    Customers demanding more flexibility

    Block contracts will be shrinking

    May lead to hybrid rolese.g. TA in school,

    PA at home

    Complexity as to who the customer is need to satisfy demands from a range of

    perspectives
