When a library meets the minimum requirements of the state aid program it is eligible for its equalized state aid grants.

Part III: Maintenance of Effort

The prior fiscal year’s expenditures must be at least the average of the prior three fiscal years’ expenditures. The maintenance of effort is based on a point system for library services. If the prior year’s expenditures are less than the average of the prior three years’ expenditures then the number of points is reduced by two times the expenditure difference.

For example: If a library had 1,000 points and its expenditures were 90% of the prior three year average, its final point total would equal 800 points or a 20% reduction. If a library’s expenditures were 110% of the three year average, its final point total would be 1,100 or a 10% increase. Increases are capped at 10% in a given year.
