--a HI-NASA Solar Heat Project .lets Publicity

The joint Greenbelt Homes, Inc-Goddard Space Flight Center (NASA) solar heat. demonstration project received some area publicity last week when the Washington Star ran a feaure 'story on it. The Star thought•that Greenbelt might be the first in Prince Georges County to warm its homes with solar heat.

Greenbelt Is COIUilderl'd Ideal for this project, according to Goddard spokesman Donald E. Witten, bee~aue ao many of Its buildings are identical In structure - a factor which rl'duces the system's cost by simplifying the dealgn.

Emil Hymowlb, Goddard's project manager for the Greenbelt etrort, estimates that sOlar heat Inc systems ual'd to augment the exktlq 'heaUng units could aave u much as 110 percent of the home fuel costs. This estimate Is blued on a preliminary analysis of ~e existing structures.

'1n addition to showing a com . •anlt)' the way to conflerve heatlac fuel and cut down on costs, the project also wtll benefit NASA bJ' living US VItal experience and data In enerCY con~~ervatlon re SMrCh," Hymowlb added. Goddard hu years of rxprrit>nce design tng and employing solar energy systems for flight projects. D" sign or the solar heating units will be done by Goddard.

The $100,000 proje<·t, funded bv NASA, will equip eight homes wui, solar· power systems that will pro vide about half tlwir hrnt. Based on the cost rtfectivrnPss demonstratf..d during the first phur, th<' two Insulated rows would be equipped with solar

beating units. The remaining two rows would aerve as the control units for comparison with the soJar beat augmentl'd homea.

GHI hu been encouraged to aeek.' alternate f.,.su fuels because 30 percent of Its residents are elderly perso1111 on tlxl'd Incomes who carmot keep up with the risIng cOIIt of fuel. According to Smith, ''the coet of fuel oil hu trlpll'd In Greenbelt. This has causl'd a major problem with the operating buclret since these COIIts are a part of each member's monthly fees."

No single GHI home would benellt from any windfall .savings These would be evenly distrlbutl'd through the co-op alnce each member pays an equitable portion of the total heating bill for the community.

The idea for the project took form when a GHI membPr suggested at a December 1973 public meeting that tht> Space Center should be ask<'d to help th<' com .. munlty find ways to cut Its fuel

ELDERLY HOISIIG, Masfft~l REVISIOIS DISCUSSED. BY Cllf'~

· by AI Skol.lllk ~ A joint City Council-Advisory Planning Board . workshop

meeting on Wednesday, March 5 agreed to narrow the sites for an elderly housing project to three and then asked the APB to prepare formal recommendations regardiru: the most suitable and feasible site.

• The workshop also askl'd the

city stair to prepare a report regarding the various legal and financing problems that might be encounterl'd were the city to proeel'd with the project. Who would be the sponsoring agent? Would a city bond Issue nel'd to be ftoatl'd? Would the consent of the city voters b<> requlrl'd?

Under the propoeal, construction financing fpr the 100-unlt building would be available from the State which hu a program of lending funds for thta specific purpose over a ~year period. Thla money Is loanl'd by the State at c011t plus %% lntereat. In addition, Fl'deral subsidies are avails ble to meet all operating and debt service payback requlrementl.

Under the leased-houafnlt provlsloiUI of Section 8 of the 1874 Houlng ud Community Development Act. Fl'deral grants are . available to cover rentals for up to 100 units a project for famlllea with llmltl'd lncomee. These elllible families Would be requlrl'd to pay 211~ of their Income for rent, which could be set aside in reserves to meet future lncreue in operating costs.

Ellliblllty would be llmltl'd to those 82 years of age or older or Individuals permanently dlaabll'd. Greenbelt residents would receive priority placement In the project.

The three. sites conslderl'd most suitable for tht> project are the municipal parking Jot behind the . statur and thr co.op building, thr GDC-ownf.'d proJl"rty at the comer of Crescent ~ Parkway, and the property nt•ar the Jaycf'Cs clubhouse.

Anotht>r· matter taken up at th.workshop concerned a propoql by ''ouncllman Ch~rl<'s Schwan for a rt•look at thr C:rt•t>nbrlt MastPr Plan. The prrs .. nt Mnst<'r Plnn was adopted by tht• rity in 1964 and subst'QUPntly in 1970 larg••ly lnrorpnrntP<I into the College Park Gr~enbPit Mast••r Plnp by tlw county.

Ht• thus wantt•d to so•<• initiate.~ a ('ontinunus plnnning pro('PS~ to leo·t•p tlw piom up tn date and fully

integratt•d with other agency plans:· In this way,. he said, the city will b<> In th" b~st position to UIUre

that anr future development will continue along the bulc lines af tbe plannl'd community.

It necessary, Schwan said, the city might want to seek profellla.al planning usistance and the technical services olferl'd by the Karyland National Capital Park and Planning Commilllion.

The workshop expreped Interest In the idea and referred the matter to the APB for recommendations. Several pel'IODI thQIICbt that It might be preferable to select certain areas of the plan for prtol'lty coiUiideratlon, rather than to attempt to revise the entire :Master Plan. For example, It was thought that development of thP. Golden Triangle and parcels 1 and 2 could use the expertise ot a .professional planner.

Qapltal lnlprov-ta On another subject. Schwan aua
