GOVERNING BOARD

1. Local boards of health are the GOVERNING BOARDS for Local Health Departments (County/District). They establish the policy framework for the agency. They hire the Health Director who is charged with the responsibility of hiring staff to carry out agency functions. The board adopts local ordinances and resolutions and approves the budget. They develop the local public health vision, mission and advocacy; and encourage community involvement in selecting public health priorities.

Legal Liabilities

When participating on a board of health, there is a chance that the board or its individual members may be accused of wrong-doing, or conflict of interest. While most board decisions will be immune from liability, this is not always the case. Work with your County Attorney or Risk Manager to address liability.

What Are the Responsibilities of Board of Health Members About The Board of Member

Potential board members should be representative of the community in which they reside. Nebraska State law defines the process. Members include include a dentist, physician, County Commissioner/Supervisor and “public spirited” men and women.

They express a willingness to participate in determining and setting public policy, willing to devote the time necessary to accomplish the goals and objectives of the Board; and be an advocate for public health services and programs in the community.

A board member shall posses no conflicts of interest, and does not use the Board for personal gain.
