Rio Electromechanical LLC has an enthusiastic commitment towards quality standards and is
fully committed to achieve the international accreditation of ISO 9001 soon.
In tandem with promoting the concept of turnkey execution of projects as an effective tool to hasten the pace of multidisciplinary MEP projects, Rio LLC aims to acquire the ISO certification for the complete contracting activities including designing, thus reinforcing its commitment to maintain high standard of quality system in all its projects.
Our Quality Plan is being updated based on the experience we acquire in the projects handled by us and in line with the international norm and guidelines in order to achieve a comprehensive quality plan for our company. Our Health, Safety & Environmental PolicySince the beginning, Rio has been single mindedly focused on safety and professionalism. Safety
is always Rio’s top priority - a value that is fundamental to our culture.
Rio has earned a place among the companies who have industry-leading record of achieving zero
lost time incidents in almost all the projects handled. We believe that every accident, and
therefore every injury, is preventable, and that’s why we pay utmost importance to Safety and
Environmental. Our dedication to safety helps keep workers safe and it also pays off for our
customers by keeping the operating costs go down and productivity goes up because less time is
lost to accidents.
To elaborate further, we detail our policy into four sections:
Section - I : HSE Management system Policy Section - II : HSEMS Administration Section - III : HSC Risk Management Section - IV : Environmental Protection SECTION I – HSE MANAGEMENT SYSTEM POLICY 1. Introduction
Rio LLC has developed this Health, safety & Environment Management System (HSEMS) to
demonstrate its commitment to health, Safety and Environment (HSE) within the organization
and more importantly to manage HSE as an integral part of the company’s business so as to
ensure the safety and welfare of its employees, customers, contractors and all others who may be
affected by our activities and operations.
Rio LLC has formulated this HSEMS to suit the requirements of its customers and other related
HSE requirements, local laws, regulations and international standards, where applicable. The
management system conforms to the requirements of OHSAS 18001 and ISO14001 standards
and specifications.
This document describes the structure for the management of health, safety and environment
issues within the Company. Detailed guidance is provided in a number of supporting procedures,
the HSEMS and associated procedures are documented to ensure that activities, conditions and
tasks affecting health, safety and environmental protection are planned, organized, executed,
reviewed and improved.

2. Definitions
ALARP As low As reasonably practicable. Means to reduce a risk to a level that is as
low as reasonably practicable and involves balancing reduction in a risk
against the time, trouble, difficulty and cost of achieving it. This level
represents the point, objectively assessed at which the time, trouble, difficulty
and cost of further reduction measures becomes unreasonably disproportions
to the additional risk reduction obtained.
Audit (HSE) Independent, systematic and documented process of objectively obtaining
and evaluating verifiable evidence to determine that HSE controls:
Are complete and consistent
Are cost-effective and efficient
Safeguard the company’s resources and promote their effective use
Provide, and protect the integrity of required records and
Allow for compliance with policies, chosen standards, laws and regulations
Audits are an integral component of any assurance process, be it HSE, financial or any other
business context.
Employee
Any individual who carries out duties or actions specified by an employer for which the
individual receives remuneration from the employer.
Engineering Controls
The control of exposure to a hazardous agent by the design of plant and equipment, e.g.
containment, exhaust ventilation, mechanical aids.
Environment
Surroundings in which an organization operates including air, water, land, natural
resources, flora, fauna, humans and their interrelation.

Environmental Impact
Any change to the environment, whether unfavorable or beneficial, wholly or partially
resulting from the organization’s activities, products or services.
Hazard
Any substance, physical effect, or condition with potential to harm people, property or
the environment or affect on the company reputation.
HSEMS
HSE Management System. The company structure, responsibilities, practices,
procedures, processes and resources for implanting health, safety and environment
management.
Incident An event or chain of events has caused or could have caused fatality, injury, illness and/or
damage (loss) to assets, the environment, company reputation or third parties.
Inspection HSE
Physical on-site verification that work is performed and equipment is maintained in
accordance with existing HSE standards and procedures, Persons that are independent
from or are part of the operation’s organization (e.g. senior supervisors and managers)
can conduct HSE inspections.
Near Miss
An event or chain of events that could have resulted in fatality, injury, illness and / or
damage (loss) to assets, the environment, company reputation or third parties.
Occupational Illness
Any work-related abnormal condition or disorder, other than an injury, which is mainly
caused by exposure to environmental factors associated with the employment. It includes

acute and chronic illness or diseases that may be caused by inhalation, absorption,
ingestion or direct contact.
Occupational Injury
Whether a case involves a work-related injury or an Occupational Illness is determined
by the nature of the original event or exposure that caused the case, not by the resulting
condition of the affected employee. An injury results from a single event. Cases resulting
from anything other than a single event are considered Occupational Illness.
Occupational Injury
Any cut, fracture, sprain, amputation, etc. which results from a work incident or from an
exposure involving a single event (or a number of linked events close together in time) in
the work environment. Injuries are caused by essentially INSTANTANEOUS events.
Note that conditions resulting from animal or insect bite or from one-time exposures to
chemicals are considered to be injuries. Work- related events, including over exertion,
that aggravate a pre-existing condition are deemed to be injuries.
Performance Indicator
A ‘vita Sign* indicator showing the extent of successful performance against set criteria
over time.
PPE
Personal protective Equipments, the collective term describing clothing and equipment
used to protect the individual against hazardous to health.
Procedure
A documented series of steps to be carried out in a logical order for a defined operation
or in a given situation.
Review (HSE)

Periodic review of HSE performance and effectiveness of HSEMS by means of
documented performance data. HSE review is conducted at multiple organization levels
in varying level of detail.
Risk
People – injury or harm to physical or psychological health.
Assets (or Revenue) – damage to property (assets) or loss of production.
Environmental - water, air, soil, animals, plant and social
Reputation – employees and third parties. This includes the liabilities arising from
injuries and property damage to third parties.
Risk = frequency x consequences.
Risk Assessment
The process of determination of risk, usually in a quantitative or semi-quantitative
manner. It is an evaluation of the likelihood of harm or damage being caused together
with the value judgments made concerning the significance of the results.
Risk Management
The process of implementing decisions about accepting or altering risks.
Waste
Any material to be disposed of as being of no further primary use including solid, liquid
and gaseous effluents.
3. Company HSE Policy Statement
Rio LLC will endeavor to protect the Health and safety of its employee’s customers and
the community at large and protect the physical environment in which activities are
carried out.
The Management and Staff of Rio LLC are committed to:
Ensuring that our services meet the needs and expectations of our customers

Ensuring the safety and welfare of our staff and the protection of our assets
Ensuring the prevention of ay impact on the environment resulting from our actions
Complying with all relevant health, safety and environmental laws and regulations,
both national and international, that applies to pour operations.
These commitments will be achieved by: Establishing and maintaining a documented Health, safety and Environmental
Management System (HSEMS) that will meet international standards.
Ensuring procedures, programmers and guidelines are in place to support the
HSEMS.
Providing the necessary resources for the implementation of the Management System
Communicating the Company’s HSE Policy and Objectives to relevant parties
including its employees and customers.
Ensuring fine management commitment to the HSEMS.
4. HSE Policy Implementation
To ensure that the HSE policy and objectives are understood and maintained at all levels within
Rio LLC, the following measures will be undertaken.
All existing and new employees will undergo induction into the HSE policy and the
requirements of the HSE Management System, with emphasis on the individual health
and safety obligations.
The HSE Policy Statement will be displayed prominently in offices and operational
areas. The Policy will also be available to the public upon request.
Management review of the HSE policy will be done at least annually to ensure continued
relevance to Company operations.
5. Legal and Other Requirements

Rio LLC shall ensure that all applicable national and international laws and regulations are
strictly followed and complied with. Other applicable conditions such as industry guidelines and
customers requirements shall be met.
Rio LLC shall establish and maintain a documented procedure for identifying and accessing all
these legal and other HSE requirements. All information shall be kept current and communicated
to Company employees and other relevant interested parties.
6. Objectives and Targets
The Company shall have set HSE objectives and targets as part of the HSE management System
to enable continuous improvement in HSE performance. Senior management will be responsible
for setting the Company HSE objectives and targets into account the following:

Legal and other requirements
Significant health, safety and environmental risks relevant to Company operations
Views of interested parties
Operational and business requirements
Financial and technological options
Objectives and targets must be qualified and quantified and where necessary performance
indicators must be established.
A management programme detailing the implementation plans for achieving the objectives and
targets must be established, documentation and communicated to all concerned.
HSE objectives\, targets and management programmes shall be reviewed at least annually (e.g. during Management Review), and amended as required. SECTION II – HSEMS ADMINISTRATION

1. Organization Chart 2. Leadership and Responsibility The ultimate responsibilities for the HSE Management System rest with management who must
provide strong visible leadership and commitment. Management shall provide all necessary
resources essential to the implementation and improvement of the HSEMS. Such resources may
include human and specialized skills, technology aw well as financial.
The HSE manager is the designated management representative for over-all coordination of the
HSEMS. His responsibilities shall include (1) Ensuring that the HSEMS requirements are
established, implemented and maintained, and (2) HSEMS Performance reporting.
Line management roles and responsibilities in the HSE Management System must be clearly
defined and communicated to all concerned. The responsibility, authority and inter relationship
of every person who manages, performs, and verifies work affecting health, safety and the
environment are defined in job descriptions and procedures.
3. Management Review Rio LLC management shall actively participate in conducting HSEMS reviews in order to
determine if the system is suitable for company needs, adequate and effective. The frequency
and scope of reviews will be determined by management but shall be at least once a year. The
fundamental goal of management reviews is to ensure continual improvement in the HSE
management system.
The management review must address the possible need for changes to policy, Objectives and
other elements of the HSEMS in light of audit results as well as changes in legislation, relevant
requirements or operational processes.
All reviews shall be documented in minutes of meetings. Actions required shall be documented
in action plans and communicated to all concerned for implementation.

4. Document Control and Record Keeping
Procedures shall be established and maintained for the identification, maintenance and
disposition of HSEMS record including results of audits and reviews. All records must be
legible, dated, identifiable and traceable to the activities involved. They must be stored and
maintained in such a way that they are readily retrievable and protected against damage,
deterioration or loss. Their retention times must be established and recorder.
Records may also be kept in electronic format as long as they fulfill the above conditions. Adapt
integrity and security, including back-up data, must be ensured.
The procedures must indicate the process for revision of documents and disposition of obsolete
documents.
The documents relevant to this HSE Management System include the following:
- HSEMS manual
- HSE Policy statement
- HSE Plan (Safety plan)
- HSE Procedures, guidelines and Codes of Practice
- Work Installation
- HSE Standard Forms and Checklists
- Audit results
- Management review

- Other HSE records (results of inspections, minutes of meetings, training records,
certifications, etc.)
SECTION III – HSE RISK MANAGEMENT
1. Hazard Identification and Risk Assessment

Rio LLC shall establish and maintain procedures for the ongoing identification of health,
safety and environmental aspects or hazards, the assessment of risks, and the implementation
of control measures. The procedures shall cover.
Routine and non-routine activities of personnel having assess to the workplace (including
subcontractors and visitors)
Abnormal and/or emergency conditions.
Facilities at the workplace, whether provided by the company or others.
The methodology for hazard identification and risk assessment must be defined with respect to its scope, nature and timing to ensure it is proactive rather than reactive. Furthermore it must: Be documented
Provide for the classification of risks and identification of those that are to be eliminated
or controlled.
Be consistent with operating experiences and the capabilities of risk control measures
employed.
Provide input the determination of facility requirements, identifications of training needs
and/or development of operational controls.
Provide for the monitoring of required actions to ensure the effectiveness and timeliness
of their implementation.
Results of risk assessment and the effects of control measures must be considered when setting
HSE objectives and targets. All such information must be documented and kept up-to-date.
2. Prevention and Risk Control
General principles of risk reduction methodologies must be used in the management of health,
safety and environmental hazards. These principles include:
Avoiding risks.
Evaluating the risks that cannot be avoided.
Combating the risk at source.
Adapting to technical progress.
Replacing the dangerous by the non-dangerous or the less dangerous,

Developing a coherent overall prevention policy that covers technology, organization of
work, working conditions and working environment.
Giving collective protective measures priority over individual protective measures
Giving appropriate training and instructions to employees
Where the need for additional control is identified, a systemic review of all control options must
be carried out, with the objective of controlling the risk to As Low As Reasonably Practicable
(ALARP). The control measures must be based on hierarchy principles as follows:
Elimination of the hazard
Substitution
Engineering controls (plant & equipment)
Administrative controls which include procedural, methodological and supervisory
controls
Personal Protective Equipment (PPE)
Where the risk is unacceptable, control options that can be implemented immediately must be
addressed first, e.g. eliminate by stopping the activity or introduce appropriate personal
protective equipment while alternative or engineering solutions are investigated.
If improvements in engineering controls are considered appropriate but it is not practicable to
implement these measures immediately, a programme of work must be drawn up that takes into
account plans for future implementation. Such a programme will demonstrate a commitment to
continual improvement.
3. Operational Control
All company activities that have significant health, safety and environmental risks, as identified
through risk assessments, must be planned and controlled. Rio LLC shall establish and maintain
operational procedures that would specify how relevant activities would be conducted. Such
procedures will include operating and actions to be taken if these criteria are exceeded.
Procedures must also be established for workplace design, installations, machinery, operating
procedures and work organization. Where applicable, emphasis must be given to integration of
Company procedures with operational procedures of customers.

Operational controls are dependent on the activities being undertaken and their associated risks.
Controls may be in the form of specified methods for performing tasks. Mechanical control
systems, administrative controls, maintenance checks, alarms, use of protective equipments, etc.
Operational control procedures must be communicated to all relevant parties including suppliers
and contractors.
Operational control procedures must take into consideration future changes I operational
activities that may also modify its HSE risks.
4. Training, Awareness and Competence Requirements
Personnel must be competent to perform tasks that may have health, safety or environmental
impacts. Competence must be defined in terms of appropriate education, sills and experience.
Rio LLC shall establish and maintain procedures to ensure that its employees working at each
relevant function and level are aware of:
The importance of conformance to the HSE Policy and procedures, and to the
requirements of the HSE Management System.
The health, safety or environment consequences, actual or potential, of their work
activities, and the benefits of improved personal performance.
Their roles and responsibilities in achieving conformance to the HSE policy and
procedures and to the requirements of the HSE Management System, including
emergency preparedness and response requirements.
The potential consequences of departure from specified operating procedures.
HSE risk issues.
Training procedures must take into account differing levels of responsibility, ability and literacy.
Therefore, training needs must be identified and appropriate training shall be provided to meet
theses requirements.
5. Consultation and Communications
Procedures shall be established for ensuring that relevant health, safety and environmental
information are communicated to and from employees and other interested parties.

Employee Consultation
Employee involvement and consultation arrangements must be adequately documented.
Employees must also be:
Involved in the development and review of policies and procedures to mange HSE risks.
Consulted where there are any changes that affect workplace health and safety.
Represented on health, safety and environmental matters.
Informed as to who is their employee HSE representative(s) and specified management
appointment.
Internal Communication
Internal communication consists of flow of information from the management to all employees
and vise versa, to ensure that all levels and functions are aware of the HSE policies, objectives,
HSEMS and procedures. It also ensures that the views and suggestions on HSE performance,
aspects and impacts/hazards from the employees reach the management.
External Communication
Procedures shall also be established to define responsibilities and the line of communication fro
Rio LLC to external parties (e.g. stakeholders, customers, mass media, general public) and vice
versa.
6. Emergency Preparedness and Response
Rio LLC shall establish and maintain plans and procedures to identify the potential for, and
responses to, incidents and emergency situation, and for preventing and mitigating the likely
illness, injury or environmental impact that may be associated with them. It is essential that all
emergency roles and lines of communication are properly documented and disseminated to all
concerned.

Emergency preparedness and response plans and procedures must be reviewed regularly and
particularly after the occurrence of incidents or emergency situations. All such plans and
procedures roles must be provided with the proper training.
7. Performance Measurement and Monitoring
Rio LLC shall establish and maintain procedures to monitor and measure HSE performance on a
regular basis. These procedures must provide fro:

Monitoring of the extent to which the Company’s HSE objectives are met.
Proactive performance measures that monitor compliance with the HSE management
System, operational criteria and applicable legislation and regulatory requirements.
Reactive measures of performance to monitor accidents, ill health, incidents (including
near-misses) and other historical evidence of deficient HSE performance.
Recoding of adapt and results of monitoring and measurement sufficient to facilitate
subsequent corrective and preventive action analysis.

Periodic HSE inspection of the workplace and equipment
Environmental monitoring (e.g. noise, radiation)
Periodic health examination of workers

Incident reporting (accidents, ill health, environmental incidents)

Reporting of property damage
If monitoring equipment is required for performance measurement and monitoring, the Company
must establish and maintain procedures for the calibration and maintenance of such equipment.

8. Incident Reporting and Corrective Action
All significant incidents must be reported and action must be taken to correct any deficiency and

and reporting. The procedure shall define the responsibility and authority for:
Handling, investigation and analysis of incidents and non-conformances.
Taking action to mitigate any consequences arising from incidents and non-conformances
The initiation and completion of corrective and preventive actions.
Confirmation of the effectiveness of corrective and preventive actions taken.
The procedure must require that all proposed corrective and preventive actions are to be
reviewed through the risk assessment process prior to implementation.
Any corrective or preventive action taken to eliminate the causes of actual and potential non-
conformances must be appropriate to the magnitude of problems and commensurate to the HSE
risk encountered.
Any changes to existing procedures resulting from corrective and preventive actions must be
documented and implemented.
9. Audits
In order to ensure continual improvement in HSE performance, the HSE management System
must be subject to audits, both internal and external. Rio LLC shall establish and maintain an
HSEMS audit procedure and program in order to:
Determine whether or not the HSE management System:
a. Conforms to planned arrangements for HSE management (including the
requirements of this HSEMS manual)
b. Has been properly implemented and maintained.
c. Is effective in meeting the Company’s HSE policy and objectives
Review the results of previous audits
Provide information on the results of audits to management.
The HSEMS audit programme, including any schedule, must be based on the results of risk
assessments of company activities, and the results of previous audits.

The auditing procedure must cover the scope, frequency, methodologies and competencies, as
well as the responsibilities and requirements for conducting audits and reporting results.
Wherever possible, HSEMS audits must be conducted by personnel independent of those having
responsibility for the activity being examined.
SECTION IV – ENVIRONMENTAL PROTECTION
1. Environmental Programme
Rio LLC environmental protection is structured to protect the working environment by adhering
to relevant international and local rules and regulations to prevent pollution of air, water and
land.
Prevention of pollution shall be achieved by the implementation of the following:
Identification, control and elimination of hazardous emissions to the air.
Identification and control of hazardous chemical use.
Control of waste disposal by adopting appropriate waste management systems.
Identification and reporting of any other recognized source of pollution.
