The URBACOST HypothesisThe URBACOST Hypothesis

• Territories (like companies) can be considered as “knowledge repositories”, embedding especially concrete and uncodified knowledge

• Development strategies should thus focus on local economic actors’ ability to tap value from their territory’s knowledge assets

• Participation and concertation in integrated strategy-defining processes are an effective way to extract a territory’s knowledge-based development potential

TLL Sicily is the first instance of a concept we have called “Territorial Living Lab”, that integrally applies the LL approach to a territory and its citizens, its model of governance and its strategic plans for the future: in essence, it can be conceived of as a new model for regional development.

ConclusionsConclusions

• eRegion Living Lab strategies broaden the scope from sectoral policies to a transversal “demand pull” approach

• Regions can enhance their LL attractiveness by promoting territorial creativity and “innovation literacy”

• Regional governance models need to be upwards scalable for seamlessinter-regional and cross-border cooperation
