BOARD OF DIRECTORS MEETING MINUTES

January 20, 2015

Quorum: The meeting was called to order at 7:07 p.m. In attend-ance: Ellen Bonus, Chuck Bradley, Tom Carter, Anna Wong-

Borzumato, and Bill Bowmar. Also there, Gasner Guerrier and Pat Pirela from Top Notch Management Services (TNMS). A quorum was present.

Minutes:

Motion: Anna mentioned that the pressure washing statement was not correct. The

entry walkway and pool path were not completed properly. Bill motioned to accept the

minutes from December 18, 2015 as corrected. Chuck seconded the motion, all in

favor, motion carried.

Financials: Financials were reviewed.

Community News: Representatives from the Longwood Police Department and Citi-

zens on Patrol attended the meeting. They informed the Board that crimes of oppor-

tunity represent the most common types of crimes in the area. They also mentioned

roofers have been soliciting business door to door. They urge the community to re-

port unwanted solicitation by calling the non-emergency number as it is not allowed in

the City of Longwood.

ACB:

Maggie Ruddy, chairperson of the ACB committee reported the following applications

were received and approved: 1. 731SP: New roof.

2. 653FM: Exterior painting.

3. 1110BS: Exterior painting.

4. 1041HB: New fence. Maggie mentioned that a permit may be needed,

5. 1190TR: Double-paned windows.

6. 611LD: New roof.

Unfinished Business:

1211HB: Chuck mentioned as of December this unit is owned by JSM Group. Bill

asked if the owner has made any payments towards the past HOA dues. Chuck re-

ported it may take some time before any payment hits the HOA’s books as dues are

first paid to Alliance, then forwarded to TNMS. TNMS will check on the status of this

unit with Alliance and then send a status report to the Board.

1111BS: This unit was awarded to the HOA. There is no bank foreclosure yet. The

HOA was exploring the possibility to rent it out. However, the Board believes the rent-

al income may not make up for the estimated repairs of $28,000. They added this

unit is in need of a new roof and kitchen. Ellen mentioned the house is full of mold

caused by water that runs behind the walls when it rains.

Chuck said we should explore the possibility of buying it from the bank and then re-

selling it. He also added we need to find out what would be the right method to sell it.

TNMS suggested the bank would have to agree to lower the price and would have to

be involved in some way in the sale of this unit. Chuck believes we could sell this unit

for about $150,000.

Brown patch fungus: There is brown patch fungus on much of the grass in common

areas. Orkin is in the process of treating it.

Pool gate entry system: TNMS presented the bids for the pool gate and tennis gate.

Chuck wanted to know the specifics of the system. He believes a digital system with

internet integration is the most appropriate as it would allow us to add and remove

people at any time and from anywhere.

Pool gate/ metal work: Tom mentioned Bart from Access reliability said it is not nec-

essary to install a new gate. He said Bart could fix the existing gate at a low cost.

TNMS will contact Bart to request an estimate for the metal/welding work of the gate.

Tennis court entry system: Bill said a lock-in key system for the tennis courts would

be the most appropriate. The Board mentioned we can discuss this possibility after

the pool gate entry system is finished.

Motion: Bill motioned to accept Access Reliability’s bid for $3,370 to install a new

pool gate entry system. Chuck seconded the motion. All in favor, motion carried.

Front entrance gate: TNMS reported that the telephone entry system has been hav-

ing issues. Ellen mentioned CenturyLink noted there may be a short in one of the

wires. Chuck said Bart was able to fix the problem by resetting and cleaning the

control panel.

Front entrance shack: Bill asked Tom how much work was left on the entrance

shack. Tom said that as long as there are no more termites, completion is expected

by Saturday. Otherwise it will take longer to complete.

Vendor contracts: TNMS located Orkin’s contract and presented it to the Board. El-

len mentioned Orkin serviced all common areas in the front, around the pool, lake,

and cul de sac islands. She also requested a copy of all vendors’ contracts going for-

ward so all board members become familiar with the services we now use.

Pest control – Rats: Bill says he has seen rats in the common areas. Chuck request-

ed that TNMS makes sure Massey services baits in the traps properly. He would also

like TNMS to obtain the price for one more trap.

Irrigation: Bill requested TNMS to obtain one more bid for the installation of a new

5HP single booster pump to increase water pressure into the irrigation system.

New Business:

Lantern lights: A Homeowner mentioned there are a few broken lanterns. Chuck

mentioned the gas lamp post by the entrance has been broken for about a year.

Anna reported a lamp post by the pool that seems damaged. Chuck requested that

Anna conduct an inspection of all lights and lists them with reference numbers for

repairs.

Loose irrigation wiring: The Board reported there is an exposed irrigation wire be-

hind Bill Bowmar’s house. Bill mentioned the irrigation company has not come back to

fix it. The Board is not satisfied with Landscape Design’s job performance in regard to

irrigation and would like to find someone else to fix this problem.

Speeding issue: A young driver has been seen speeding and tailgating. The Board

asked that TNMS send the Homeowner a violation letter.

Parking on the streets: Chuck mentioned he often places orange stickers on vehi-

cles that are parked on the streets after 8PM.

Towing Signs: Tom asked TNMS if Courtesy Towing was notified about missing Tow-

away signs. TNMS informed the Board they had contacted Courtesy Towing and has

sent them pictures of poles without signs.

Cars parked in common areas: There are a few cars parked by the pool on a steady

basis. Chuck responded there are no restrictions on parking by pool, therefore no

laws or rules are being broken.

Limited parking: Ellen and Maggie mentioned that common parking in the back by

Crestbrook Loop is usually full. Chuck said we should explore the possibility of getting

additional parking spaces by creating extra spots on the cul de sac islands.

BLOCKS OTHER RESIDENTS ACCESS TO THEIR HOME.

OVERNIGHT PARKING ON CUL DE SACS IS SUBJECT TO IMMEDIATE TOWING.
