Welcome

Welcome to the latest edition of Liverpool Development Update.

It is has often been said that you can judge how well a city is doing by

counting the number of cranes towering above its skyline. Today, at

the start of March 2015 there are 17 large cranes on building sites

across the City Centre where some £1.13 billion worth of development

is currently underway. This level of activity exceeds that which was

underway in 2008 (excluding Liverpool ONE), the year of European

Capital of Culture which had attracted so much developer interest in

Liverpool. Now, some seven years later, that interest is being sustained

and built upon even further.

In the neighbourhoods, more than £750m worth of development

activity is also underway. As the new Alder Hey hospital prepares to

open, work has finally begun on a number of schemes we have waited

for many years to see. The long-awaited Project Jennifer has begun,

with work starting on the new food superstore in the next few months.

In nearby Anfield, Liverpool FC has started the expansion of the club’s

stadium, while just a couple of miles away, site clearance work is

continuing as the £200m rebuilding of Edge Lane Retail Park gets

underway.

All the above activity, amounting to £1.89 billion, will create around

4000 jobs when all the new or refurbished floorspace is filled. In the

meantime, the building work itself is creating several thousand

construction jobs.

Of the 12 new schools I promised when I became Mayor in 2012, 11 are

either built or on site and the last school is currently awaiting planning

permission. In the housing sector, more than 4,300 of my target of 5,000

new homes have been built or are currently on site, while the number

of derelict and vacant homes brought back into use has now almost

achieved double the original target of 1,000 and we now have a new

target of another 3,000. We are also actively pursuing absentee owners

of vacant homes to encourage them to bring their buildings back to

life for families who want to live in them, and have introduced the UK’s

first mandatory licensing scheme for private landlords to make sure

that their properties are maintained to an acceptable standard.

Liverpool is a fantastic city, much loved by the millions of visitors who

come here to experience our cultural and retail offer, not to mention

the burgeoning conference market with our BT Conference Centre

and soon-to-open Exhibition Centre, which will attract some of

Europe’s biggest trade shows and the ever-increasing number of cruise

ships calling in to our cruise liner facility. Last year’s International

Festival for Business was a major success; one of its key legacies being

that Liverpool, the city region and the wider North West are more

clearly recognised as excellent places in which to invest. Liverpool, a

top class business destination, will hold the event on behalf of the UK

again in 2016.

THE LARGEST CONCENTRATION OF CRANES IN THE CITY AT ALDER

SURGE IN CITY-WIDE DEVELOPMENT

ACTIVITY

Liverpool’s economic upturn is continuing, with 17 tall

cranes visible on the city centre’s skyline alone

evoking memories of the previous construction boom

during 2008 as Liverpool ONE was nearing completion

and residential investors flocked to Europe’s Capital of

Culture. At present the city has some £1.89 billion

worth of development activity on site, with some £740

million of this taking place outside of the City Centre.

By far the greatest element of this new activity is in the health

sector, with two of the city’s major hospitals currently being

rebuilt at a combined cost of £666 million.

Another major boom is being witnessed in student

accommodation. This also had seen modest growth during

the mid 2000s. However, students coming to the city from all

over the world have much higher expectations for their

temporary city home, and suppliers are rising to the

challenge to deliver yet more quality of choice, particularly

in and around the City Centre where some £297 million is

being invested in the creation of over 4,000 student

pods/bedrooms.

Over £250 million is being invested in other housing either

building new homes or refurbishing existing homes.

Significant progress has been made in bringing many empty

homes in the city’s neighbourhoods back into use, with the

Mayor’s original target of 1,000 now having been

comfortably exceeded and an additional target of another

2,000 being set.

With the long-awaited Project Jennifer just having gone on

site in North Liverpool, the value of retail schemes in the

neighbourhoods has been boosted to £92 million, and will

see a more significant boost later this year when the next

phases of the £200 million Edge Lane Retail Park get

underway.

CITY CENTRE SEES SPIKE IN CONSTRUCTION

ACTIVITY AS NEW HOMES APPEAR With over £520 million of investment due to complete in the City

Centre this year, 2015 will see more than double the amount of

investment finished than in most previous years. Investors are

clearly returning to the city as money becomes available again,

and it looks as though some £1.3 billion is likely to be spent over

the next three years, creating several thousand jobs within the

construction industry.

Late 2014 and early 2015 is witnessing a welcome increase of

non-student related residential activity commencing or coming

forward for planning approval. Whereas 2013 and 2014 only saw

some 124 new units built, 2015 and 2016 will see at least 745

apartments and family homes completed that are already on

site.

2014 saw the continuing refurbishment of existing

office stock providing refreshed accommodation

for city workers, with a total of 383,341 sq ft being

taken up, nearly 67,000 sq ft more than in 2013.

Moorfields Corporate Recovery have invested

in 20,500 sq ft of space inside Walker House

and Horton House (Exchange Buildings): 16,500

sq ft inside Walker House was taken up by law

firm Jackson & Canter, whilst 4,500 sq ft in

Horton House will be filled by recruitment

agency Bluefire Consulting. Meanwhile,

Liverpool City Council refurbished some 80,000

sq ft of its new acquisition, Cunard Building,

before relocating 800 staff into it.

Four significant new schemes are currently on

site. These include a new 62,000 sq ft office for

Atlantic Container Line at 86-90 Duke Street;

40,000 sq ft at “Tempest”, 12 Tithebarn Street;

40,000 sq ft at Watson Building; and over 75,000

sq ft at “The Department” in Central Village.

Investment completed in Liverpool’s Main Retail

Area during 2014 saw a revamp of Clayton

Square, which has remodelled its interior

circulation and created some newer, larger units,

the first of which was taken up by a Morrisons

food store.

Merepark’s Central Village scheme continues on

site. The former Lewis’s Building has already partly

opened with the Adagio Aparthotel, whilst the

remaining sections with offices, a gym and

ground floors with over 100,000 square feet of

retail/leisure elements are due to complete in the

next few months. Amongst the major brands

moving in will be Costa Coffee, Frankie & Benny's,

Prezzo Handmade Burger Co, and Lidl.

Footfall across the whole MRA rose slightly in 2014

by 0.3% to 53.08 million, whilst Liverpool ONE saw

27 million shoppers, a rise of 4% on 2013.

Meanwhile, Liverpool’s retail vacancy rate

dropped from 12.2% to 11.6%, putting it much

closer to the UK national average. 67 new retail

businesses arrived or changed units against 58

who closed.

2014 proved to be another cultural benchmark

for Liverpool as, amongst many superbly staged

highlights, the city played host to one of the UK’s

flagship events to commemorate the start of

World War One. As the giants returned for

“Memories of August 1914”, 1 million visitors

came to see them, and over the five-day period

spent an amazing £46 million. Other significant

events held during the year included the Mersey

River Festival and the Liverpool International

Music Festival.

Liverpool Cruise Terminal, awarded best ‘UK Port

of Call’ by Cruise Critic Awards for the second

year running in November 2014, welcomed 50

cruise liners in 2014 carrying over 58,000

passengers and 28,000 crew.

In terms of leisure developments, 2014 saw the

completion of the Everyman Theatre’s award-

winning £28 million rebuild, whilst in May, work

started on a £13.8 million extension to the Royal

Philharmonic Theatre. Meanwhile, work

continues on the phased refurbishment of the

Royal Court Theatre.

City Centre: Hotels

2014 was another highly successful year for the

city’s hotel industry. Despite six new hotels having

opened in 2013 and been joined by a further

three in 2014, the number of hotel rooms sold rose

yet again from the previous record of 1.33 million

in 2013 to 1.65 million. This has clearly been

supported by Liverpool’s growth as a major tourist,

cultural, short-break, wedding venue and

conference destination.

More significantly, average room yields saw

another – and more impressive – 13% increase,

from £45.45 in 2013 to £51.30 …. almost returning

to the record high seen during 2008’s Capital of

Culture. Weekend yields in 2014 were attaining

an average £75.05, a rise of 47% on the £51.06

being achieved in 2012.

The major new hotels completed during the year

were “Aloft Liverpool” and “30 James Street –

Home of the Titanic”, bringing 180 new rooms to

the market between them.

REDEVELOPED AS A NEW BIO-MEDICAL CAMPUS EMPLOYING 5,000

SCIENTISTS AND TECHNOLOGY EXPERTS

THE UNIVERSITY OF LIVERPOOL’S £65 MILLION MATERIALS INNOVATION

FACTORY COMMENCED ON SITE IN OCTOBER 2014. IT WILL COMPLETE IN

SEPTEMBER 2016.

EARLY CGI OF THE £118 MILIION PROPOSED CLATTERBRIDGE CANCER

TREATMENT CENTRE TO BE BUILT NEXT TO THE ROYAL LIVERPOOL HOSPITAL.

A PLANNING APPLICATION IS EXPECTED IN 2015.

Liverpool’s Knowledge Quarter is the hub for the

city’s burgeoning knowledge economy and one

of the main economic drivers of the city region. It

includes the city’s universities, the Royal Liverpool

University Hospital (currently being rebuilt), the

Liverpool School of Tropical Medicine, Liverpool

Science Park, The National Oceanographic

Centre, Mersey Bio Incubator, the Art & Design

Academy, the Liverpool Institute for the

Performing Arts and Liverpool Community

College.

Between them, these organisations provide

accommodation for learning, research,

incubation and commercialisation by new and

growing businesses, and some £400 million has

been invested since 2000.

Key Facts

Liverpool is one of the UK’s most popular

places to study, with over 50,000 students

from more than 100 countries attending its

three universities, who annually contribute

an estimated £300m to the city economy.

The University of Liverpool is home to more

scientists than Cambridge University.

Liverpool School of Tropical Medicine is a

world leader in tackling diseases such as

malaria and has grown over the past

decade after winning millions of pounds in

grants to expand its life-saving work –

including £650m from the foundation set up

by Microsoft founder Bill Gates.

Liverpool City Centre’s population has now

grown to over 33,540 with the number of City

Centre residences currently standing at over

14,000. Several high volume residential schemes

are currently on site including “Baltic Village”,

the former HMRC Building at Kings Waterfront,

and “2 Moorfields”, whilst permission has been

granted to convert the former Heaps Rice Mill to

134 apartments in a scheme to be known as

“Baltic Square”.

A new trend for micro-apartments will see 136

one bedroomed homes created at “2

Development Overview: Outside the City Centre

THE BRIGGS AUTOMOTIVE COMPANY, THE BUSINESS BEHIND THE BAC

REFURBISHED WAREHOUSE UNIT SPEKE IN EARLY 2014, CREATING AN INIITAL

60 JOBS.

A HEALTHY LEVEL OF INVESTMENT

SUSTAINED OUTSIDE OF THE CITY CENTRE

2014 saw the third consecutive annual rise in the

value of development schemes completed across

the Neighbourhoods, with 58% more in value than

that completed in 2011.

Spread amongst the £397 million worth of new and

refurbished buildings were several industrial, manufacturing

and distribution warehousing schemes totalling over £39

million. The majority of these are located within the

Mayoral Development Zones where the City Council is

concentrating its efforts on bringing forward more

investment that will bring jobs to the city. Liverpool

continues to both attract new companies such as Briggs

Automotive whilst providing others such as B&M Retail, Eli

Lily, Johnson Controls and TJ Morris (Home Bargains) room

to expand their growing operations.

Attention in 2015 is focussing on Stonebridge Cross where St

Modwen are constructing a new distribution warehouse for

DPD Geopost, whilst further to the future the Council is

working closely with Peel and other partners to begin the

groundwork for port-related activities that will spread into

North Liverpool bringing further new jobs side by side with

the opportunities that will also emerge from the ongoing

expansion of the Port of Liverpool and soon to commence

Liverpool Waters.

2014 also saw a significant level of investment in the health

sector with some £56.9 million worth of development

completed ahead of Alder Hey which will open later this

year at a cost of £237 million, whilst the Schools Investment

Programme is also in full swing.

2015 will see a significant upsurge in retail developments,

with both Project Jennifer’s and Edge Lane Retail Park’s

new stores due to commence this year.

LIVERPOOL INTERNATIONAL BUSINESS PARK

With its close connection to the Port of Liverpool

(currently being expanded with a new £300

million deep water terminal), Liverpool is one of

the UK’s long-established locations for retail

distribution warehousing. Over the last 15 years,

several large strategic sites have been cleared

and prepared for such developments. The most

recent completion was Home Bargains’ second

265,000 sq ft warehouse at Stonebridge Cross

which created an additional 150 jobs when it

opened in July 2014 at a cost of £25 million.

The “Atlantic Avenue” area of North Liverpool is

set to be the new focus for industrial/ware-

housing development in the coming years. It sits

in a strategic location bordering the emerging

£5.5 billion “Liverpool Waters” development, and

between the Port of Liverpool and the City

Centre.

South Liverpool is a key area for the automotive

manufacturing and bio-pharmaceutical

industries. Johnson Controls moved into its new

£9 million headquarters in February 2014, whilst

two new schemes have commenced since the

start of this year at “Innovate:Speke” off Evans

Road, and at De Havilland Drive at Liverpool

International Business Park.

Neighbourhoods: Retail & Leisure

Retailing in the city’s neighbourhoods is entering

a new era. The first initial phase of Derwent’s

Edge Lane Retail Park completed in November

2013. Work has started on site clearance for the

remaining £200 million 815,000 square feet, with

building work scheduled to start later this

summer. Meanwhile, the £3 million Gateacre

Neighbourhood Centre anchored with an Aldi

store completed in October 2014. Another Aldi

at Lorenzo Drive will open in May 2015.

North Liverpool’s long awaited £150 million

Project Jennifer has started on site. Enabling

works and demolitions have commenced, whilst

building work on the new Sainsbury’s megastore

will start in the coming months. The Greatie

Market has already been relocated in a new

building and proving to be very popular with

the community.

Meanwhile, the £100 million rebuilding of

Liverpool Football Club’s main stand at Anfield

Stadium has also commenced. Expected to

complete in summer 2016, the proposals form

part of “The Anfield Project” which is a

collection of major regeneration projects

around the stadium being undertaken by the

Council and other agencies.

THE £3 MILLION GATEACRE NEIGHBOURHOOD CENTRE, OPENED IN

The mayor’s £170 million Schools Investment

Programme is currently in full swing to deliver 12

new, hi-tech secondary, primary and special

schools. Five schools are completed: Notre

Dame, Archbishop Beck, St John Bosco, Millstead

Primary and Holly Lodge. Six schools are

currently on site to complete in either June or

September of this year: Bank View, St Hilda’s,

Archbishop Blanch, New Park Primary, Northway

Primary and SFX. A planning application has

now been submitted for the last of the twelve, St

Julie’s, which is now expected to complete in

2017.

Outside of the Schools Investment Plan, some

further schools are being improved or relocated

outside of the mayor’s programme detailed

above. Aigburth High School is to be rebuilt at a

cost of £5 million; construction will begin later this

year, and it will open in April 2016.

Elsewhere in the city, with demand for special

school places increasing, Palmerston School will

be rebuilt in Aigburth to open in Spring 2017.

Neighbourhoods: Health

2014 saw the completion of £56.9 million worth of

health related investment in the neighbourhoods.

These included the Sid Watkins Building, a new

£23 million neuro-rehabilitation centre at The

Walton Centre, and “Clock View Hospital”, a new

£29 million mental health facility off Rice Lane.

The new £237million Alder Hey Childrens Hospital

will be completing this summer. Next to it, the

University og Liverpool’s £24 million Institute in the

Park research centre has now also commenced;

its first £12 million phase will complete later this

year.

In Fazakerley, not only is the new £27.5 million

Urgent Care and Trauma Centre on site at

Fazakerley Hospital, at the Newhall Campus

(former Fazakerley Cottage Homes site), several

of the buildings are currently being converted into

individual 7 or 8 bedroom residential care homes.

Construction company Laing O’Rourke working on

Alder Hey made a commitment to employ local

people. With the workforce peaking at 600, over 40%

of them come from the Liverpool area, and 25% from

the North-west.

Running parallel to the build, 20 work experience

places were offered to schools, and 10 science

ambassadors appointed to teach pupils lessons in

construction and engineering. Laing O’Rourke have

also been working with the University Technical

College (UTC) in the city to ensure its curriculum

matches the skills the construction industry requires.

COMPLETED: CLOCK VIEW HOSPITAL, OPENED IN FEBRUARY 2015, WILL

PROVIDE SHORT-STAY TREATMENT FOR LOCAL PEOPLE WITH A RANGE OF

MENTAL HEALTH ISSUES INCLUDING DEPRESSION, ANXIETY AND DEMENTIA,

OFFERING 80 INDIVIDUAL BEDROOMS ALL WITH EN-SUITE. IT WILL ALSO

In 2012, Liverpool’s Mayor set a target to build

5,000 new homes across the city, with the aim

that many of these will be “affordable” homes.

The Council’s Housing Delivery Plan is the main

contributor to this target, and comprises new

homes being built in conjunction with Registered

Providers of Social Housing, and private

developers with significant input/assistance from

Liverpool City Council, including the use of City

Council land or assets.

ADDITIONAL TARGET FOR 1,000 EMPTY HOMES TO

BE BROUGHT BACK INTO USE EXCEEDED

An additional target of the Mayor was to see

1,000 empty homes brought back into use.

Exceptional progress has been made, and as a

result of direct action taken by the City Council

and its partners, that original target has already

been exceeded and 1,765 homes are now

occupied again.

The Mayor is determined to maintain this

momentum and has committed to bringing a

further 2,000 homes back into use. In order to

achieve this, a Ten Point Plan has been approved

to tackle the blight of empty properties across the

city. A Task Force will be established to oversee

this work and a number of new initiatives will be

commenced including ‘Homes for a Pound Plus’,

empty homes loans and the acquisition of long

term empty properties.

LIVERPOOL HOUSING PARTNERSHIP

In addition to the above, in February 2015, Liverpool

City Council signed a formal partnership

agreement with private developer Redrow Homes,

affordable housing provider Liverpool Mutual

Homes (LMH) and property contractor Willmot

Dixon to deliver a further 1,500 new homes and

bring another 1,000 empty homes back into use.

PRIVATE SECTOR DEVELOPMENTS

The private sector continues to deliver a variety of

new homes in the neighbourhoods with over 1,560

new homes either completed, currently on site or

awaiting start on active developments. As at

February 2015, a further 1,247 either have permission

granted or have been submitted as applications

and are awaiting a decision.

STONEBRIDGE CROSS MAYORAL DEVELOPMENT ZONE

Stonebridge Cross represents another major strategic opportunity for the city to

create new business space and jobs in the north east of Liverpool in addition to

community facilities and parkland alongside the River Alt.

TJ Morris Ltd completed a new 265,000 sq ft distribution Home Bargains

distribution warehouse at Portal Way in the summer of 2014 and have recently

submitted an application for another with 88,640 sq ft with a vehicle

maintenance units and a separate gym for the company’s employees.

On the other side of the East Lancs Road, there is the largest single site in public

ownership which is available for a significant international employer bringing

between 500 to 1,000 new jobs. Approval was granted at the end of 2013 for

constructing two distribution warehouses, whilst work to redirect the previously

culverted River Alt to make way for the development, along with a new riverside

park, was completed in the autumn of 2014.

Plans for Stonebridge Business Park have been moving forward. Permission has

been granted for a new £7 million, 70,000 square feet facility for parcel delivery

firm GeoPost. Due to complete before the end of this year, it will create up to

230 new jobs, with 48 staff members working 8-11 hour shifts in the 24-hour

warehouse, and around 170 drivers. A further application is expected for the

CENTRAL LIVERPOOL MAYORAL DEVELOPMENT ZONE

Central Liverpool is focused on the Edge Lane corridor, the main eastern

gateway into Liverpool city centre from the end of the M62 motorway. The five-

year £65 million improvement programme to Edge Lane completed in May

2012, improving traffic flows, the environment and access to important

development sites.

The area has a strong retail and high-tech base, with many firms in the IT sector

based at the well-established Wavertree Technology Park where high profile

local employers include Gardner Systems, Barclays and Nutricia (Advanced

Medical Nutrition).

Key projects to be delivered in the Central Liverpool Mayoral Development

Zone include the rebuilding of the Edge Lane Retail Park, a £200 million scheme

by Derwent Holdings Ltd. The scheme will see 600,000 sq ft of new retail, leisure

and restaurant units, and will provide around 1,500 jobs, with 50% of these

promised to local long-term unemployed residents by the developer. The first

£10 million phase completed in December 2013, with clearance work on the rest

now underway.

Redevelopment of the former Littlewoods Building on Edge Lane also remains a

priority for the city, with plans for its re-use being discussed and re-evaluated.

The adjacent Bunker Building was converted to office space and completed in

February 2015.

SOUTH LIVERPOOL MAYORAL DEVELOPMENT ZONE

South Liverpool’s Mayoral Development Zone not only acts as the city’s southern

approach, but is also the city’s arrival point for international visitors and trade via

Liverpool John Lennon Airport and the Port of Garston.

Since the mid 1990s, the area has been the focus of regeneration activity triggered by

substantial government and European aid which has overseen the creation of the

Boulevard Industrial Park (linked to the adjacent Jaguar Landrover factory), Venture

Point, Estuary Business Park and Liverpool International Business Park amongst others.

This has been one of the most successful parts of the city in attracting new businesses

and jobs over the last decade. Among the firms located here are Prinovis, DHL

International, Shop Direct, B&M Retail; with Medimmune, Novartis, Astra Zeneca and

Actavis being some of the many bio-pharmaceutical companies clustered in the area.

The area is currently seeing the largest growth of industrial/warehousing development in

the city, with over £50 million worth of schemes completed since the start of 2013. These

have included a second massive distribution warehouse for B&M, new speculative

business premises at Speke Business Park, a new headquarters for Johnson Controls, and

extensions for both Medimmune and Eli Lilly.

South Liverpool is also home to the successful New Mersey Shopping Park who owners

recently announced plans to extend it with new retail and leisure facilities bringing 600

jobs. Close by, Dobbies opened a new £8million garden centre off Speke Boulevard in

2011.

South Liverpool remains a popular location for homebuyers, with several of the

national volume developers including Barratt Homes, Lovells and Bellway currently

constructing quality new homes for future residents.
