14. OFFICER’S REPORTS – NON-EXEMPT14.1 In accordance with the Town Council’s Financial Regulations Council is asked

to confirm the named persons authorised to sign cheques and any changes that may be required to the Bank Mandate following confirmation of the Committee appointments for 2018/19. (The Town Mayor and Chair of Community Resources, Planning and Transportation, Policy and Finance and Property and Personnel).

14.2 Littlehampton Bonfire Society At it’s meeting on the 15th March 2018 the Community Resources Committee agreed additional funding for the Society for the remaining two years of their service funding agreement with the Town Council. However, the resolution of the Committee lacked clarity on how the additional support would be funded. Having considered the options it is therefore RECOMMENDED that:

The additional £1,500 funding be approved by Council as a Supplementary Estimate.

77. TOWN MAYOR’S REPORT and URGENT ITEMS77.1 Police Incident: The High Street

Councillors and members of the public were reminded not to discuss any specific details relating to the serious incident in the High Street, as it was still an active Police investigation.

In light of the recent events, Council was asked to support a Motion calling for action to tackle the recent escalation in anti-social behaviour in Littlehampton and stating that residents and Councillors were united in their concern and condemned the sudden rise in severe incidents in and around the Town. Furthermore, there was a growing sense of frustration within the community about the impact of changes to local policing and Councillors were united in the call for a return to neighbourhood policing. It was acknowledged that a number of agencies were already engaged in work aimed at bringing an end to the current cycle of what was perceived to be gang-led violence. It was also recognised that the whole community needed to come together to support this work and importantly to cooperate with all investigations and to notify the Police urgently if they had any information particularly in relation to the most recent incident in the Town Centre. Members were united in their support of this Motion and considered it important that the local MP be invited to attend any meeting. It was therefore RESOLVED that:

This Council condemns the rise in anti-social behaviour, criminal damage and violence seen in our Town Centre, seafront and Wick areas over the recent months. These have rightly been the focus of several public and private meetings between traders, Police, Councillors and the local MP. We call on the whole community to cooperate fully with all investigations to help bring to an end this cycle of gang-led violence. We call upon West Sussex County Council, the Arun District Council Anti-Social Behaviour Unit, the Police, the Youth Offending Team, as well as the County Council Cabinet Members for Community Safety and Children and Young People to consider all measures to end the rising tide of intimidation and crime.

77.2 Minute’s Silence The Council observed a minute’s silence in remembrance of the passing of Lieutenant Commander Andy Hawkes MBE, former Councillor and Mayor of Littlehampton, on 12th February 2018. The Late Lieutenant Commander Hawkes MBE had been a stalwart supporter and close friend of the Council and the Town and would be missed.

77.3 Standing Orders It was proposed that the standing order that required Councillors to stand at Council meetings when speaking be suspended for Councillor

C Blanchard-Cooper. The proposal was duly seconded, and it was therefore RESOLVED that:

The Town Council’s Standing Orders in this respect be waived for Councillor C Blanchard-Cooper for the duration of the meeting.

77.4 Mayoral Engagements The Mayoral list was circulated to Members (copy attached to the minutes) and set out the range of functions that the Mayor had attended since the last Full Council meeting. The Mayor was pleased to report that fundraising for his chosen charities was proving to be very successful and he thanked everyone for supporting his charity night event. In conclusion, he invited Members to join him at St Marys Church on the 6th May 2018 to celebrate the work of the local voluntary groups and individuals in the Town.

78. PUBLIC FORUMThere were three members of the public present.

78.1 The Chairman of the Wick Information Centre, Mr Raby, addressed the Council and presented an outline of a proposal to explore a closer partnership between the Town Council and All Saints Church. This would involve looking at an increased presence in Wick and sustaining the community services provided by the Wick Information Centre. He therefore sought Members support to investigate options further with the Town Council in this respect. The Mayor thanked Mr Raby for articulating this proposal. It was noted that written details of the proposal had been passed to the Town Council and would be investigated alongside other options for the long-term provision of youth/community Facilities in Wick that Members would be considering in the next few weeks.

78.2 Mr Terry Ellis addressed the Council on several matters. Regarding the recent crime in the Town, he proposed that the Town Council ask the Police and Crime Commissioner to reinstate Police Community Support Officers (PCSO’s) in the Town. He asked if there was anything the Town Council could do to tidy up and repair the stone blocks in the former Waitrose carpark as they were becoming an eyesore. Finally, drawing Members attention to the new kite surfing school proposed on the seafront, he asked if there was provision for the public to take shelter and if not, were there other options.

78.3 It was noted that the Town Council would take forward the suggestion of reinstating PCSO’s in the Town as part of the ongoing discussions referenced in the earlier debate of the Notice of Motion. Regarding the stone blocks behind Waitrose, it was suggested that this be raised with the District Council at the next liaison meeting with the Town Council.

The Town Clerk was unaware of shelters being included as part of the new Building.

79. CORRESPONDENCE OR ISSUES IN RESPECT OF THE DISTRICTOR COUNTY COUNCILThere was none.

80. REPORTS OF COMMITTEES – (NON-EXEMPT)80.1 Recommendations from Committees

Council considered a report (previously circulated) which drew together the recommendations from the last cycle of Committee meetings that needed to be approved by Council, of which there were four from the Policy and Finance Committee and two from the Governance and Audit Committee.

80.1.1 Policy and Finance Committee: 12th March 2018 Minute 55.1 Procurement Policy Council was recommended to approve minor changes to the Town Council’s Procurement Policy (previously circulated) to reflect the change to the title of ‘Finance and Resources Manager’ to Responsible Financial Officer. It was RESOLVED that:

The Procurement Policy be approved.

80.1.2 Minute 58.1 Annual Investment Strategy 2018/19 Council was recommended to approve the Investment Strategy for 2018/19 (previously circulated). It was noted that within the constraints of the Strategy, other options to increase returns were being investigated and that the outcome would be reported back to the Policy and Finance Committee. It was therefore RESOLVED that:

The Annual Investment Strategy 2018/19 as set out in Appendix A attached to the report be approved.

80.1.3 Minute 58.3 Internal Audit – Risk Management and Insurance Council was recommended to approve a change to the Bank Mandate requiring three signatures for cheques of over £250,000. This was part of a package of measures that were being introduced as a result of a risk assessment of the Town Council’s insurance arrangements by the Internal Auditor and a review subsequently conducted by the Responsible Financial Officer. It was noted that a review of the Town Councils Standing Orders and Financial Regulations would be required to reflect these changes. It was therefore RESOLVED that:

The Town Council’s bank mandate be updated to reflect the requirement of three authorised signatories to sign cheques over the value of £250,000.

80.1.4 Minute 58.4 Earmarked Reserves Policy Council was recommended to approve the draft policy for earmarked reserves (previously circulated). It was noted that no changes were proposed, and it was therefore RESOLVED that:

The Earmarked Reserves Policy be approved.

80.1.5 Governance and Audit Committee: 6th February 2018 Minute 18.4 Annual Review of Internal Controls and the Annual Governance Statement. It was RESOLVED that:

Statements 2, 5, 6 and 7 of the Annual Governance Statement as set out in Appendix B attached to the report, be approved.

80.1.6 Minute 18.5 Annual Review of Corporate Risk Register Council was recommended to approve the Council’s Risk Registers (previously circulated). These had been updated following an internal review of the register by Senior Officers. It was RESOLVED that:

The updated Risk Registers be approved.

80.2 Committee Minutes (Non-Exempt) 80.2.1 Policy and Finance

Council received the Minutes of the meeting held on Monday 12 March 2018 (previously circulated). Regarding Minute 57.3, Arun District Council Car Parking Charges, it was noted that a draft response had been prepared and would be submitted following this meeting.

80.2.2 Regarding Minute 58.1, the Annual Investment Strategy 2018/19, it was noted that the precept was forecast to increase by approximately 1.9% for 2018/19 and 1% thereafter. It was explained the potential to combine funds with other local authorities would be investigated in accordance with the Investment Strategy which was very much focussed on balancing the level of risk and return.

80.2.3 Community Resources Council received the Minutes of the meeting held on Thursday 15 February and Thursday 15 March 2018 (previously circulated). Regarding Minute 72.5, Ways of Marking the Centenary of the End of World War 1 (WW1), the decision not to proceed with improvements to the lighting at the War Memorial was questioned. It was also suggested that a permanent memorial be investigated as part of the proposals to commemorate the end of WW1. It was however observed that the timescale for this project was tight. The Committee had therefore

selected a range of projects to be investigated further and it was noted that a full report of the options selected together with indicative costs would be presented to the next Community Resources Committee for consideration at their next meeting on 12th April 2018.

80.2.4 Regarding Minute 70.1, the Littlehampton Ferry, it was noted that the Harbour Board’s response would be circulated to the Committee.

80.2.5 Planning and Transportation Council received the Minutes of the meeting held on Monday 5 February and Monday 5 March 2018 (previously circulated). Regarding Minute 122.1, Bus Services, Councillor Chester made a personal statement regarding the future of the No.15 bus service. He noted that efforts were now focussed on working with the operator and West Sussex County Council to explore ways of encouraging usage taking into consideration the future needs of residents in North Littlehampton. Councillor Chester was disappointed that a working partnership with Rustington Parish Council had not been achieved and gave a personal apology regarding the bus service and its cost to residents. It was noted that a wide range of options were being explored to make the service more sustainable including subsidies, promotions, sponsorship and changes to the route. *Councillor Dr Walsh KStJ left the meeting at 7.35pm.

80.2.6 Property and Personnel Council received the Minutes of the meeting held on Monday 19 March 2018 (previously circulated). Regarding Minute 45.3, Amenity Team Vehicle, clarification was sought on the durability and capability of an electric van. It was noted that an electric van was more practical for the majority of jobs completed by the A Team and provided an environmentally friendly replacement to the current vehicle.

80.2.7 Regarding Minute 45.4, the Keystone Centre, the need for effective public consultation was emphasised and it was confirmed that this would incorporated within the work plan when a decision had been made on the way forward.

80.2.8 Governance and Audit Council received the Minutes of the meeting held on Tuesday 6 February 2018 (previously circulated) with no matters arising.

82. REPORTS OF REPRESENTATIVES ON OUTSIDE BODIES82.1 As a representative of the Arun Co-Ordinated Community Transport

(ACCT), Councillor Warren QVRM, informed Members that ACCT were progressing with plans to merge with Sammy’s and would be moving operations to a new unit in Tangmere.

82.2 Littlehampton Ferry Service It was reported that due to differences between the Littlehampton Harbour Board and the Littlehampton Yacht Club, the Littlehampton Ferry had not been able to operate. Officers were investigating the situation and awaiting an update from the Harbour Board. The Town Council were seeking a resolution to the current situation and the Committee would be kept informed of progress. It was RESOLVED that:

82.3 Southfields Playground Members were informed that the play park would be closed due for renovation from Monday 16 April for approximately three weeks. It was anticipated that an opening event for the new park would be planned by Arun District Council. It was RESOLVED that:

82.4 Allotments *Councillor Warren QVRM declared a personal interest in the followingmatter as an allotment holder.The Assistant Town Clerk informed Members that there would be anallotment inspection on Thursday 26th April. It was noted that LALGAhad offered the opportunity for Members to participate in an annual tourof the allotment sites. Members thanked LALGA for their invitation butdid not feel that an additional tour was required. Members who wishedto attend on allotment inspections were asked to contact the AssistantTown Clerk for information regarding dates and times. It wasRESOLVED that:

83. PUBLIC FORUMThere was one member of the public present.

83.1 Mr Ellis addressed the Committee on the following points; he asked if there was any way the Town Council could inform visitors of the fine for littering and if the Town Council had an obligation to do so. Regarding the Littlehampton Ferry, Mr Ellis asked if the Town Council had an update on the possible increase in fares and if there was any further update regarding the appeal in respect of the mooring fees. Mr Ellis also asked for details on the new Southfields Park, with regards to the inclusion of accessible play equipment for children with disabilities.

83.2 The Chairman stated that matters regarding litter enforcement should be addressed to the Arun District Council who are the responsible authority. The Chairman confirmed that the Town Council were working hard to seek a resolution regarding the fees for the Ferry. It was noted that questions regarding challenges to or the veracity of harbour charges should be addressed to the Department for Transport. It was

noted that information regarding the play equipment proposals for Southfields could be obtained from Arun District Parks.

84. OFFICER’S REPORTS84.1 Arun Youth Projects Update

*Councillor Tandy declared a personal interest in the following matteras Treasurer of the Keystone Centre.The Chairman welcomed Jon Jolly and Ben Young, from Arun Church,and invited them to give an update on youth service provision. Theyexplained the format of the youth sessions and how resources werebeing deployed to engage young people and provide a wide range ofactivities. It was noted that the Arun Youth Projects were well-attendedand hold eight sessions across five different venues. It was pleasing tonote that the young leader programme had taken off successfully.

84.2 The Committee were also informed of funding that had been received from former Inspire Leisure Group to run a soccer school. It was also noted that new staff had been appointed and some internal staff promotions had taken place. Actions were being taken to address the recent rise in anti-social behaviour in Town. This included working closely with the Police and the Arun District Council’s Anti-Social Behaviour team. Arun Youth Projects would continue to deliver Out Reach work to provide more opportunities for young people and tackle concerns in the Town Centre. The Committee welcomed the many positives from work being completed by the Arun Youth Projects and it was pleasing to note the work to date involved positive engagement with and feedback for young people. The Chairmen thanked Mr Jolly and Mr Young for their presentation and it was RESOLVED that:

84.3 Museum Periodic Report The Committee received a report (previously circulated) that updated Members on social media use and changes to the museum staff structure. Members were pleased to note an increased interest in the museum’s website, social media demographics and that visitor footfall had increased from last year. It was also noted that a new member of museum staff had been welcomed to fill the two days per week Archives and Exhibition Officer post. The Assistant Town Clerk informed Members that the documentation project addressing the archiving backlog would pick up momentum with the recent staff and volunteer recruitment. It was noted that a report to update Members on the timescale for the anticipated completion of this project would be circulated to the September Committee cycle. it was therefore RESOLVED that:

84.4 Events Periodic Report The Committee received a report (previously circulated) that outlined proposals for the Visit Littlehampton advertisement campaign and updated Members on the meeting held with Community Event Organisers. Regarding advertisements for Visit Littlehampton, Members wished to ensure that the advertisements linked to events that occurred around the time of publication. The Assistant Town Clerk explained that Visit Littlehampton brand aimed to reach beyond the Town and promote events as well as other resources within the Town. Overall it was considered that more research was required regarding the content and impact of the proposed advertising publications. Noting that the timescale for publication was tight and that further investigation was required regarding content and cost implications, it was considered prudent that authority to make the final decision on the additional advertising to the Chair and Vice-Chair of the Committee. It was also noted that the community event meeting with organisers had been well attended. Event organisers had requested training for GDPR, which had been addressed by a session organised for the Littlehampton Traders. It was therefore RESOLVED that:

1) Authority be delegated to the TownClerk, in consultation with the Chairand Vice-Chair of the Committee, toagree the Visit Littlehamptonadvertising in local magazines.

2) The recent meeting of communityevent organisers be noted.

84.5 Keystone Centre It was noted that an informal Member briefing regarding options for Wick youth / community facilities had been arranged on Monday 23rd April.

84.6 MASTERPLAN – NORTH LITTLEHAMPTON It was noted that the Southern section of the Lyminster Bypass had been approved by the Planning Authority at the Development Control meeting held on 11th April 2018.

84.7 Commemoration of the End of WW1 The Committee received a report (previously circulated) which set out detailed proposals and cost implications for activities to commemorate WW1 this included projects which Members had highlighted for further research at the March Committee meeting. A lengthy discussion ensued during which Members debated the advantages and disadvantages of options ranging from permanent displays and benches to a variety of publications.

Regarding commemorative benches, Members considered it appropriate that four benches (two WW1 bench seats and two ‘Lest We Forget’) be purchased to replace the ones at the war memorial garden

at Caffyns field to improve the visual impact of the surrounding area. It was noted that if there was a desire to also have a memorial bench located in Wick then the Assistant Town Clerk would liaise with the Wick Information Centre manager when she came to order benches for the Town Council. Members were also supportive of the proposal to purchase nine of the Perspex figures rather than the 6ft aluminium Tommy, which was thought to be at risk of vandalism. It was observed that purchasing the seated Perspex figures would allow for the Town Council to participate in the British Legion ‘There But Not There’ campaign and would create a visual display of high impact for the commemorative service. It was noted that the figures could then be donated to the Churches located around the Town after the ceremony as a lasting memorial.

84.8 Members went on to consider the publications proposals. Overall it was considered more beneficial that the Town Council’s Progress newsletter be used to highlight events that were being organised across the Town to commemorate WW1. It was observed that this would also link into the Town Council’s website and the proposals to introduce a new page for this purpose. Turning to the proposal for a commemorative book, it was considered that it if the book could also be developed into an online resource this would make it more accessible. In light of the budget constraints, Members also considered it would be prudent to investigate whether additional print runs would be self-financing. It was therefore considered that options to provide a permanent commemorative resource utilising the work undertaken by the Museum volunteers be researched. Observing the tight timescales, it was considered prudent that the final decision on the nature of the commemorative resource be delegated to the Town Clerk, in consultation with the Chair and Vice-Chair and that Members would be informed of progress. Members also considered that replacing the lighting in the museums war themed cabinet was necessary. It was therefore RESOLVED that:

1) The purchase of four commemorativebenches (two WW1 and two ‘Lest WeForget’ bench seats) to replace theones at the war memorial beprogressed.

2) The upgrade of lighting in the warthemed display cabinet in the Museumbe progressed.

3) The creation of a dedicated button andPage on the Littlehampton TownCouncil’s website to mark theCentenary be progressed.

131.1 The Chairman of the Littlehampton Civic Society addressed the Committee regarding the ongoing problem of traffic congestion in Pier Road. Mrs Tyrrell stated that despite the recent relaxation of the

seasonal restrictions, the road remained congested with parked cars and traffic continued to move at speed along its length. Concerned that the road continued to be far too busy for pedestrians to use safely, she asked if anything more could be done.

131.2 It was reported that the seasonal restrictions in Pier Road at the junction with New Road were in the process of being reviewed and that parking would then be contained within the existing designated bays. It was also noted that it would be beneficial to review the possible temporary pedestrianisation of Pier Road. It was also noted that the organisers of the forthcoming waterfront festival would need to apply to the Highways Authority for permission to close the road to traffic for the event if required.

131.3 Observing the poor state of the highways in the area, Mr Terry Ellis asked the Town Council to lodge a formal complaint with West Sussex Highways about the condition of the roads. Whilst members sympathised with this view it was noted that this was countywide if not national problem. The reporting mechanism and criteria were noted, and the Committee encouraged residents to use this as means of reporting issues.

131.4 Regarding planning application LU/67/18/PL, 14-18 Surrey Street, Mr Ellis reported that the Arun Access Group had lodged a strong objection to the proposed introduction of seating outside these premises. Highlighting the potential problems this would cause for people who used wheel chairs and mobility scooters, he urged the Committee to support their objection. The Chair thanked Mr Ellis for his comments which were noted and would be considered when the Committee came to discuss the application later in the meeting.

Members wished to be advised when these works were due to be undertaken in their Wards and it was agreed that contact details be sent to the appropriate Area Access Ranger. It was RESOLVED that:

142.1 Terry Ellis addressed the Committee on two points. Regarding the planning application LU/82/18/L, the Friends Meeting House, he commented on the design and felt that it affected the historic character

of the building. He also commented on the planning application LU/81/18/HH, North Ham Road, and expressed his concerns for the removal of the flint stone wall and decrease in street parking. It was noted that these points would be addressed at the agenda item.

142.2 Councillor Chester addressed the Committee from the public gallery on a variety of points. Regarding the Arun Local Plan, it was noted that as a result of changes there may be higher housing demands and he therefore urged the Committee to be cautious when reviewing the Town Council’s Neighbourhood Plan. He also commented on West Sussex’s bus strategy and raised concerns about budget cuts. Regarding planning application LU/61/18/PL, Surrey Street, Councillor Chester expressed his support for the application as it encouraged local entrepreneurship.

144.1 West Sussex Bus Strategy Consultation The Committee received an overview of the West Sussex bus strategy consultation (previously circulated) that outlined the new bus strategy for 2018-2026. This included information on their approach to and investment in the local bus services and community transport. Members were asked to forward their feedback to the Town Clerk before the consultation closed on the 6th June 2018. It was therefore RESOLVED that:

It was noted that these were requested by local residents to preserve visibility and reduce obstruction for vehicles emerging from the junctions. The Committee RESOLVED:

144.3 Traffic Regulation Order: Pier Road in Littlehampton The Committee received details of the County Council’s proposals to prohibit waiting at any time throughout the whole of the western side of Pier Road and the Eastern side of Pier Road at the New Road junction. This was required to preserve visibility for vehicles and provide access. The Committee RESOLVED:

144.4 No.15 Bus Update and Figures The Committee received the No.15 bus figures (previously circulated) and an update from the Assistant Town Clerk. It was noted that West Sussex County Council would be undertaking a full review of the service between May/June. It was also noted that the need for bus stops and timetables had been taken forth as a matter of urgency to the service providers. Members were pleased to note that the bus would provide free travel for Armed Forces Day. It was therefore RESOLVED that:
