Dear Parents and Guardians,

As the final days of summer approach us, I want to take a moment to thank you for the continued support for our school and community. Our faculty, staff, and administration have worked diligently in preparation for the beginning of another school year. Their commitment to our students, school, and community was noted throughout the summer as they respond to many of our students’ needs. Their attendance at various professional development opportunities throughout the region and the continuous modifications of their instructional practices will benefit your student(s) again in the new school year.

Faculty, staff, and members of the administrative team have been diligently reviewing the needs of the district and students as we begin the 2017-2018 school year. Curriculum and instruction, alongside the social and emotional development of our students, continues to be at the forefront of our efforts as we reflect on goals and expectations. The district is committed to providing a rigorous and content-rich learning environment along with the promotion of self-awareness and respect of one’s self and others. Members of the Literacy Committee have provided a clear direction for the upcoming school year. The committee has generated a calculated timeline and specific initiatives that the students, school, and community will benefit from as we increase the literacy proficiency of our students.

The Capital Improvement Project is nearing completion. The majority of items that have been removed, renovated, or constructed have been completed. Some of the highlights that will be showcased as the 2017-2018 school year begins are: new library media center, new network and infrastructure for our technology needs, new parking lot and sidewalks in some locations, new student lockers, new flooring in many areas, an upgraded heating and cooling system in some locations, an upgraded bell tower and main entryway, new bleachers, and new water bottle filling stations--to name a few. The school has really transformed over the summer and we are looking forward to the response when everyone returns at the end of the month.

The district is completing the screening and interview process for filling any employment vacancies and I am excited to introduce our new faculty and staff members. As we begin the new school year, I encourage you to attend the open house and to meet current and new employees. If you are interested in giving back to the school in some way, please share ideas with me or any other member of the faculty and staff. Community involvement is critical to the success of our students and parental involvement is welcomed. Enjoy the next couple of weeks with family and friends, and enjoy the beginning of the fall sports and activities. I look forward to the students’ return for the beginning of another school year filled with growing, learning, and successful outcomes!

Lisbon Central School Community Members,

Welcome back to a new and exciting year! I sincerely hope you had some time to relax and enjoy time with your family and friends. I wanted to take this opportunity to thank all of you who I had the pleasure of working with last year as my first full year as Elementary Principal. I appreciate all the support and patience that the staff and families had as Lisbon transitioned to a new administrative team. I am excited to start off the 2017-2018 year working alongside Mr. Farrand as Superintendent and Mrs. Morley as 5-12 Principal as we work collaboratively to foster a community of learners at LCS. Ramona Brunet continues to be the elementary and special education administrative assistant and is looking forward to greeting all of our elementary students when they return in September!

We recognize that in order to be successful in school, our children need sup-port from both the home and school. We know a strong partnership with you will make a great difference in your child’s education. As partners, we share the responsibility for our children’s success and want you to know that we will do our very best to carry out our responsibilities. We ask that you guide and support your child’s learning by ensuring that he/she:• Attends school daily and arrives on time, ready for the day’s learning

experience• Shares school experiences with you so that you are aware of his/her school

life• Reads daily to develop a love for reading and to improve literacy skills• Knows that you expect him/her to try their hardest and ask questions

when needed

Dear Lisbon Central School Community Members,

Welcome back! I hope you have had a summer full of rest and relaxation as well as time with family and friends. I want to take a moment to thank you for the support you showed me during my first year as your 5-12 Principal, it was an exceptional year! Working alongside our faculty and staff as well as partnering with our families and community was rewarding and successful. The support, patience and open communication you provided as our administrative team transitioned into our first full year together is greatly appreciated.

I look forward to this year being filled with countless opportunities for our students, faculty, staff and community members to engage in school academics, culture and Golden Knight pride. As we embark on a new school year I want to encourage parents and students to build upon the Lisbon Central School District vision of learning, caring, and sharing for continued excellence in education. We as a faculty and staff are committed to providing our students with meaningful, engaging academics, combined with special events, extracurricular activities and athletics so each of our students has a way of being involved and staying connected. Home/school communication is vital and plays an integral role in the success of our students. Please do not hesitate to contact us, at any time, in order to stay current with your child’s assignments, grades, assessments and school activities. I encourage parents, students, and community members to work in partnership with us in order to seize the many opportunities our district has to offer.

EXTENDED DAY PROGRAM

During the school year your child may attend after-school programs on Mon-day, Tuesday, Wednesday and Thursday from 3:00 – 5:00 (FREE OF CHARGE for grades UPK-8) with transportation home provided. In the summer, stu-dents can attend four weeks of summer programs at the school and at other school sites. More information regard-ing summer programs and registering for summer camps will be sent home in the spring.

If you would like your child to participate in the Extended Day Pro-gram, please complete the application located on the website (www.lisboncs.schoolwires.com), under Parent/Student on the LCS After School Programs page (see above) and return it to your child’s teacher or Extended Day Program Leader.

MY SCHOOL BUCKS

Lisbon Central School has a computerized payment system to track all meals purchased in the cafeteria. The following information will hopefully help you become familiar with the services. During the first few days of school the breakfast and lunch lines may be slower, but as the students become familiar with the system, the lines should move more quickly than before.

Every student will have their own personal cafeteria number, which will be accessed by use of a pin pad. Students must enter their caf-eteria number on the pin pad located at the register. Most students should know their number. However, if they forget, the cafeteria staff can access it at the register. It would be very helpful if students make every attempt to remember their ID numbers to keep the lines mov-ing faster.

Although students may still pay with cash each day, we strongly encourage students and parents to deposit money into their cafeteria accounts. Any current prepaid balance for meals will carry over to the new school year.

If your child has qualified for free or reduced meal prices, this in-formation is securely contained within the system and meals will be processed just as they are for all other students. There is no need for concern or embarrassment that students or staff will know anyone’s eligibility.

If you are concerned about a food allergy that your child has and have not already done so, please notify the nurse. A warning can appear on the cashier’s screen for a quick review of the items on the student’s meal tray.

PARENT INVOLVEMENT POLICYLisbon Central School recognizes parent involvement as being necessary for program planning and successful student achievement. We recognize the rights and responsi-bilities of parent/legal guardians to be informed of Title 1/AIS programs and projects, which involve their children. This school will ensure parent involvement with Title 1/AIS programs and projects by:

A. Providing parents/legal guardians with periodic reports on their children’s progress and involvement:

• Open Houses/Curriculum Night for Parents• Written reports to parents from the staff. These reports will detail students’ progress.• Parent/Teacher Conferences• Notification to all parents with a child participating in the compensatory education

program; including goals and objectives for this program.

CLASS MEMBERSHIP (Freshman, Sophomore, Junior, Senior)

Students will be considered a freshman, sophomore, and junior through their junior year of high school regardless of the number of credits earned or Regents exams passed. Students who are a junior and cannot earn enough credits to graduate by the end of the next consecutive school year will remain a junior and his or her cohort will continue as senior students in the next year’s class membership. If the course load that is carried in a student’s schedule is such that there is a potential to graduate then the student will be assigned a senior status with regard to class membership.

This course load includes taking or retaking of any Regents exams during any test administration time frame of the school year in which the student has enrolled in a sufficient number of class credits to graduate. Class membership may be based on recommendation of the Committee of Special Education for students with disabilities.

HOMEROOM ATTENDANCE PROCEDURES & TARDY POLICY

Homeroom warning bell rings at 8:18 am. All

students are expected to arrive at school on time to be in their homeroom for attendance at 8:21 am.

Only students who will be eating breakfast may sign out of homeroom to go to the cafeteria on the breakfast sign out sheet.

Students who do arrive at school after homeroom attendance are to: 1) Report to the High School Office for a pass and to sign in. 2) They should have a written excuse from their parents stating the reason for the tardiness.

Students who participate in the breakfast program MUST REPORT TO HOMEROOM and then report DIRECTLY TO THE CAFETERIA.

TARDINESS TO CLASS

1) Students are expected to be in class on time A) Students arriving tardy to class MUST have a pass issued by the teacher detaining them. B) It is the responsibility of the teacher who detains the student to give them a pass.2) It is the responsibility of the student to arrive to class on time.

PERFECT ATTENDANCE

Perfect attendance will be awarded to students who are in school from 8:18 am to 3:00 pm every day for 180 days of the school year. This means not being excused for any reason nor being late to school at any time.

MEDICAL EXCUSES

1) Students will only be dismissed from school

for doctor or dentist appointments and other legitimate and/or legal reasons:

Sickness, sickness or death in the family, impassable roads, religious observance, quarantine, required to be in court, health clinics, an approved cooperative work program, approved college visitsand military obligations.

ALL NON-MEDICAL EXCUSES MUST INCLUDE THE REASON(S) FOR BEING EXCUSED AND ONLY LEGAL EXCUSES WILL BE ACCEPTED.

2) The nurse will handle all medical excuses from Physical Education.3) All students MUST BE EXCUSED FROM SCHOOL THROUGH THE NURSE for illness. PARENTS ARE NOT TO BE CALLED BY THE STUDENT; the NURSE will contact the parent.4) Students are not to go to the nurse’s office without a pass, EXCEPT in an emergency situation.5) All excuses should be brought to the high school office before homeroom.

ATTENDANCE PROCEDURES/LEAVING EARLY

1) All excuses to leave school early will be submitted to Mrs. Matheson in the high school office no later than 8:30 a.m.2) Students WILL NOT BE EXCUSED BY A PHONE CALL without the approval of the Jr./Sr. High Principal or, in her absence, the Superintendent of Schools.3) All students leaving early must sign out in the office.

ATTENDANCE POLICY

The purpose of education requires continuity of instruction, student interaction, classroom participation, and well planned instructional activity. The District’s attendance policy is based on the principle that regular school attendance maximizes the student’s interaction with his/her teachers and peers, and is a major component of academic success. Regular attendance is expected in all classes, and is considered essential for student success in school.

The Lisbon Central School District further believes that classroom participation is related to and affects a student’s performance and grasp of the subject matter and, as such, is properly reflected in a student’s final grade. For purposes of this policy, classroom participation means that a student is in class and prepared to work.

Consequently, each marking period a student’s final grade will be based on classroom participation as well as on the student’s performance on homework, tests, papers, projects, etc as determined by the classroom teacher.

Students will be considered in attendance if the student is:a) Physically present in the classroom or working under the direction of the classroom teacher during the class scheduled meeting time; orb) Working pursuant to approved independent study program; orc) Receiving approved alternative instruction.d) Not more than 15 minutes late for class. A student more than 15 minutes will be considered absent.

If a student identified as having a disability by the Committee on Special Education (CSE) does not meet the attendance requirements, he/she will be referred to the CSE before any other action is taken.

Students who are absent from class due to their participation in a school sponsored activity are to arrange with their teachers to make up any work missed in a timely manner as determined by the student’s teacher.

Any student who misses a class is expected immediately upon his or her return to identify the material covered. The student will have the opportunity to make up the classes and work missed in accordance with procedures established by the classroom teacher.

1) The terms of this policy are: a) Any student with absences in excess of 20 class periods per subject for full year courses will not be eligible to take the final exam and will not receive credit for the course. b) Any student with absences in excess of 10 class periods per subject for half- year courses will not be eligible to take the final exam and will not receive credit for the course. c) Any student with absences in excess of 10 class periods per subject for full year courses that meet on alternate days will not receive credit for the course.2) Absences can be made up in two ways: a) Staying an equivalent amount of time after school with the classroom teacher doing course- related work.

b) Staying an equivalent amount of time in the detention room doing course- related work. This time will be recorded by the main office. c) A maximum of 5 days may be made up for a class.

All non-curricular activities (Dr. appointment, dentist appointment, other excuses for out-of-school absences) will count toward the cumulative total. This policy will not discriminate between excused and unexcused absences. Absences from class for school related functions or school business will not count as missed attendance. Examples of these are music lessons and field trips with a class. The principal will determine any days that may be questionable. Examples of days are not exhaustive lists.

Upon completion of the assigned make up work, the student will be given credit for classroom work as well as classroom participation.

To assure due process, the implementation of this minimal attendance policy will be in accordance with rules and regulations as developed by the administration. Further, the District shall vigorously publicize and disseminate this policy in order to ensure faculty, student, and parental/guardian awareness.

ATTENDANCE/ACCOUNTABILITY OF STUDENTS

The Safety Committee is continuing its efforts on ways to safeguard your children while at Lisbon Central School. To assist these efforts it is essential that we have an accurate accounting of who is in school. In addition, it is also necessary for us to properly account for a student who requests to be excused from school, arrives late, or returns after an absence.

If you wish that your child be excused during the school day please send a note with your son/daughter in the morning and remind him/her that it should be turned in to the high school office upon his/her arrival at school. If something occurs that you must take your child out during the day please bring a note with you, as you will be asked to write one when you arrive. If you must ask someone else to pick up your son/daughter please telephone the office notifying us of who to expect and when, then send a written excuse with your child the next morning.

If your son/daughter becomes ill during the school day he/she is to report to the Nurse’s Office. After reviewing his/her condition and determining that he/she should leave school due to illness, the nurse will telephone you to pick up your child. If your son/daughter telephones you to pick him/her up due to illness ask if he/she has been to the nurse and send him/her there. In addition to notifying you and making the necessary arrangements for picking up your child, the nurse will provide a nurse’s excuse to you and a copy is left in the high school office when your son/daughter signs out.

To properly account for each student it is essential that ALL STUDENTS SIGN OUT IN THE HIGH SCHOOL OFFICE WHEN LEAVING THE BUILDING!!

If it is necessary for your child to arrive at school late, please send a note. ALL STUDENTS ARRIVING LATE MUST SIGN IN AT THE HIGH SCHOOL OFFICE. If you are not available to give a note (i.e., you left for work and your child overslept) please send one the next morning with your son/daughter and ask that he/she turn it in to the high school office upon his/her arrival at school.

If your son/daughter is absent from school please send a note with your child on the day he/she returns to school. We ask that it be turned in to the high school office when he/she arrives at school.

STUDENT POLICIES

1) All students will remain in school until 3:00 pm daily.2) Students will not be permitted to double up on courses in the subject areas of English or Social Studies due to the pre-requisite nature of these courses.

STUDENT BEHAVIOR

All students are expected to behave in accordance with generally accepted standards and be personally responsible for their own behavior. Student behavior that deviates from accepted standards will not be permitted, the faculty and the Principal will administer appropriate discipline.

There is a strong commitment at Lisbon Central School for the creation and maintenance of a school environment that presents our young people with the opportunity to study and learn under the best conditions possible. A key factor in providing a positive learning environment is the success realized by the school in its effort to promote positive behavior among its students.

It is our belief that this publication related to student behavior is important in that it gives each student, teacher, parent and administrator a clear description of what is expected of the young people in our school. It also outlines student responsibilities and gives an overview as to how all parties with an interest in our school and the behavior of students in school, assume a role in the efforts to promote and sustain a positive learning environment.

It should be noted that this handbook encourages school personnel to use preventive measures to the greatest extent possible as a primary means of helping students develop positive behavior patterns. Each of us has a responsibility in this continuing commitment. We strongly encourage students, parents and teachers to become familiar with this handbook and keep it for ready reference. By clearly understanding these standards for acceptable con-duct and the responsibilities that apply to all of us, we can work together toward achieving excellence at Lisbon Central School.
