Dear family of Lions, Leos, Lionessesand friends:THANK you for the honour you gave usof representing our District at theInternational Convention.We started with a couple of days to
orientate ourselves around Seattle, abeautiful city with a very mild (wet)summer. The locals wear tee shirts andshorts, no umbrellas, unless you want tolook like a tourist, as it is just a drizzle onand off most days, and the temperaturegets to 26deg, which was very good for theparade as it took just over four hours topass, lots of bands and colourful outfitsand no rain.Our training in Australia is outstanding
compared to the other countries of theworld, we were well prepared for the fourdays of training and did not have to do thehomework that some of the other DGEshad to do in the evening. After the trainingfinished the Convention began, each daystarted approximately 7am or beforedepending on your roster, and finishedabout 11pm., so sleep came readily.Our nomination for 2nd Vice
International President Barry Palmer wassuccessful, he had the support of Districtsfrom all around the world, when thepresentation began Lions from everywherecame down onto the floor and startedmarching and waving his banners and
singing to Waltzing Matilda, it was a veryspecial moment.Our new International President Wing-
Kum Tam is from Hong Kong and histheme for 2011-2012 is: I BELIEVE,believing is different from thinkingbecause it has three other key elements:Courage, Commitment, Action.
If you don’t believe what you are doingis right, how can you inspire others?President Tam has given us the
challenges of My Club, My Family “A riverthat forgets its source will soon dry up” …Family Membership, Club Program, Leos,Leos to Lions, Our Earth Our Environmentand Projecting Our Image, Work with ourcommunities. Challenges turned intoOpportunities and the Power of WeTogether we can bring hope/help.Tam would like us to tell his story and
plant trees as they replace the carbon withoxygen, he requested that we plant amillion trees. We District Governors fromaround the world have pledged 4.8million to be planted this year. I pledgedthree thousand on your behalf, whichrelates to about 2.2 trees per Lion in ourDistrict. The idea is to hold communitypicnics/projects, family days, get outtogether and have some fun days. Inviteyour neighbours and friends to an area where we can plant trees togetherand explain the

DISASTER survivors from therecent Victorian andQueensland floods and NewZealand earthquakes are goingto benefit from monies raised ata charity concert held by theLions Club of Forest Hill on 10thJuly in Ringwood. Localbusinesses, mostly from Mitchamto Chirnside Park, donated somefantastic goods resulting in 20terrific raffle prizes with thewinner of the first prize receivinga whopping $1,000+ value prize.All performers donated their time and
talent, the printer donated flyers andprogrammes. It’s amazing what can comefrom such a small Lions Club withpassionate members!Nearly 300 people witnessed the dynamic
entertainment provided by the ThreeTenors Tribute Show (including LionAngelo Falcone) and Soprana Carmela DeLosinno. It was great to see the HawthornBranch of Sing Australia Choir performing– this choir group is made up of communitypeople whose passion is to sing – it doesn’tmatter whether they can read music, hold anote or turn up to practice – they just needto enjoy singing. Well they certainly provedthey could sing – it was wonderful to see the80 choir members on stage. All performers
were supported in style by Musical Directorextraordinary Gianni Turcio on pianoforte.MC for the day was the energetic and
engaging Lion Steve Haylock from Box HillLions. Steve managed to keep the audiencespark going and was a wonderful presenter.The Lions Club of Forest Hill, through
ticket sales, raffles, sponsorships anddonations raised over $4,500 – which will bedistributed via the Australian LionsFoundation across Australia and NewZealand to support those most in need.Thank you to all who attended the
concert, including the many Lions membersfrom around the District – without yoursupport the outstanding results could nothave been achieved. Hat’s off to you –another great Lions project finished!

YOU may remember that some time agowe started talking about “purposes” whenbefore we were talking about “objects”.At the time I felt that this might be just a
play on words to justify someone’scontribution to the cause, but have a lookat this word “purpose” in the dictionaryand you can quickly see that it is part of thenew look at membership and leadershipwhich will be very much a part of thisLion’s Year.
The dictionary defines “purpose” asbeing “an objective to be attained”, “anintention to act”.
These words could very well be DistrictGovernor Lou’s catch phrase for his year inoffice. However, no matter how muchenthusiasm these words may generate, theymust be backed up with action, andsuccessful action means participation byeveryone. We must stop just thinkingabout membership, and start doingsomething about it.
I know that there are Clubs which aredoing a great job in gaining new membersand they are to be congratulated on theeffort which they have made within theircommunity.
During this Lion’s year there will be aGlobal Membership Team, under thedirection of PDG Neil Brown and a GlobalLeadership Team led by PDG BrianBuchanan. Letters of introduction havealready been sent to all Clubs in the V5District and it is hoped that they will notfind their way into the “too hard” basket.The intention is a genuine offer of help andpractical assistance and should not belightly dismissed.
Take a look around your Club and tellme what you see. Now take a second lookand tell me what you will see, in say fiveyears, if nothing is done to recruit newmembers. You may not even see a Club.
Let us stop this mentality of “us andthem” when we talk about DistrictOfficers. We are all Lions together,dedicated to sharing our experience andour knowledge for the benefit of eachother. Working together we can makeLIONS a respected and acknowledgedname in our community.
It may be a long road ahead, but thelongest journey starts with the first step.

THE Lions of Club of Heathmont was delighted to re-induct Max Tresiseinto Lionism at their recent Changeover. Whilst Lions was the poorer forlosing Max when the Ringwood Club ceased to exist, it is perhaps rathercomforting to know that Lions can still recruit past members! For those ofyou who are unaware, Max’s father had a large part to play in Lionscoming to Australia. The photo here shows Max being inducted by anotherpast Ringwood member – Richard Gray, who has been a member atHeathmont since Ringwood closed.The Lions Club of Heathmont is looking forward to the positive role that
Max will undoubtedly be playing in our Club (along with his good wifeSally), and we are also looking forward to the release of Max’s book he iswriting about Lions.Our Changeover had many special moments. We were delighted to have
Lion Delice Guscott officiate at our Changeover, and PDG Neil Guscottand many of our supportive partners as guests. We were also delighted tohave Val Davidson attend – Val’s husband ‘Davo’ was a much treasuredmember of our Club and made all our gavels for many, many years. Theirson, Ian, continues this wonderful tradition, honouring his father’s memory.

MONDAY, 27th June, the Lions Club of Seymour Inc. held itsAnnual Changeover Dinner at a local “watering hole”.It was attended by approximately 36 people, donations were given
out on the night to 1st Seymour Scout Group, Seymour Girl Guides,Seymour Radio FM, Goulburn Options and other chequesforwarded to various Lions Projects. PDG David Jones inductedJenny Stephens into our Club.I was delighted to receive a Melvin Jones Fellowship, it was
presented to me by our President Dilio Schivo.I’ve had the privilege of being a member of the Club for nearly 16

Zone projects make it easy for Clubs to eitherrun a joint fundraising event or store moniesraised from their own efforts – all for a rainyday. In the case of Children’s Mobility moniescan be provided to ALCMF along with requestto be held on behalf of a Club or Zone. Thenwhen a child needing a walker comes up in theirarea, it’s just a matter of voting to allocate fromthe held funds or not.This cuts down on so much waiting time for thechildren but also takes the stress away from theClubs. Currently each time a Club gets a phonecall or email about a nearby needy child theymust cringe and scramble to find ways to fundthe walker. Why not plan now for fundraisingprojects and have the monies held on yourbehalf until it’s needed?There is a constant flow of applications fromfamilies with children needing walkers – andsadly this flow is not going to get smaller. As youall get into a new Lions year it might be righttime to start putting some future planning inplace as contingency for walker costs?With that in mind could I please ask Presidentsand Club members to contemplate perhaps aZone project or joint projects – it really doesspread the burden of time, effort andfundraising.Currently there are two lovely young childrenneeding $1,000 per year for next five years asmaintenance costs for their walkers – Leah inKilsyth and Ashley in Brighton. If any Clubs can help I’d really love to hear fromyou. It doesn’t have to be the full amount if youcan’t afford it – each $1 counts and is appreciated.
IT’S free, it’s easy and it’s a great way for Lionsto get to know their local schools, local families
and put smiles on some young faces whoare doing it tough.Happy to report a few nominationforms have been trickling in –however given the number of Clubs in
our District it is an overalldisappointing response for the 2010/11 year. Sowith the start of new year for 2011/12 I’mexpecting great things from everyone please!You can nominate as many children as you like,up to 18 years of age, able bodied or not – forjust about any reason you can think up!Anything that will get them standing proud.All it takes is completion of a one-pagenomination form (mainly parental approvals)and on receipt I issue a certificate with thechild’s name in big print, from the nominatingClub. The Club can then present the certificateto the child/family as each situation requires.It can be as easy as five minutes at a schoolassembly – but imagine the proud childmarching away with a Lions certificate, trulypriceless!I’ve got brochures, nomination forms andcertificates waiting! So as you plan your comingyear (especially for things like the Peace Posteror Coins for Kids) please remember to ask theteachers if they know of a child/children thatcould do with a bit of a boost?Or what about your local newspapers – have youseen an article with a struggling family that havechildren? If you have, then just think of a reasonand send in a nomination form. Prompt supply ofcertificates guaranteed. Contact me if you haveany further queries.Each deserving child needs a Lions certificate ontheir fridge so they can remember and smile inpassing – it may be simple, but it can mean somuch. There’s a lot of children in V5 and I’d justlove to give away a stack of free certificates toClubs – but I need your help to do it!

THE MASSIVE Angkor Wat, builtnearly 1,000 years ago, was ateaming city of over a million
people when London was but a smallvillage. Today, millions of foreign touristscome to visit the many temple ruinsscattered over some forty squarekilometres. Angkor Wat is the EighthWonder of the World, fully protected byUNESCO for the world to marvel at theingenious architectural and artistic skillsof the ancient Khmer people.Not far from the glitz of Siem Reap,
where foreign tourists sleep in 2-5 starredcomfort and dine in cafes and restaurantsin and around Pub Street, hides the sadshadow of Cambodia: poverty strickenvillages with families who have nothing,villages which are off the tourist map,families whose annual income averages lessthan 400 USD. These are families whosechildren do not go to school because theycannot afford to pay the required fees. Carol and I have come back to Cambodia
after spending four months doingvolunteer teaching in Phnom Penh lastyear. As independent volunteers, we seekout a school with the greatest need andoffer our experience and time. We shun allWestern non-government organisations(NGOs) which charge exorbitant fees forthe “privilege” to volunteer in Cambodia.Our three-month stay in Siem Reap is
fully self-funded. I assist Carol at KhvienPrimary School about seven kilometresfrom Siem Reap. The half kilometre to theschool ground is an unmade, muddy,water-logged track. We have around eightychildren ranging from eight to sixteen yearsof age, all in primary education. Khvien has five classrooms, a library with
English books donated by some well-meaning foreign visitors – books whichneither the seven local teachers nor thechildren can read because the teachingmedium here is in Khmer (Cambodian),three squat toilets, three manually operatedwater pumps and no electricity. The twoschool buildings were donated by a Swisscharity in 2004 and the rest of the“facilities” were built as charity projects bya team of Singapore technical students andan organisation called ACCER.The children in our three classes have
learnt some English phrases from foreigntourists. When not at school, many work assouvenir and t-shirt sellers with theirparents at the Angkor Archaeological Park.They wear the same clothing everyday.Many do not possess any footwear. Somecarry an old book, an exercise book and anold biro. Most do not have lunch as they do
not have money nor food. All are under-nourished. But all show an incredibleenthusiasm to learn English!Each of the seven Khmer teachers
receives a state wage of between 50 and 100USD per month. To prevent student feecharges, a retired Sydney couple Martinand Margaret Yeoman, supported by theirlocal Rotary (the Yeomans are non-Rotarians) donate 50-kilo bags of rice tothe teachers and some of the village peopleat the monthly cost of 340 USD. Their RiceFor Life Project has been operating atKhvien Village for many years.We also have a Khmer young man who is
a land-mine victim but wants to be ateacher of English. We are paying for histwo-month training. Unfortunately, whenBel goes into a village school, he will not begiven a wage as none of the seven schoolshas the financial resource to pay him.
Despite his disability, Bel is determined tosucceed in teaching English.Carol and I are hoping a few District
Lions Clubs may be able to assist us inpaying Bel’s monthly salary of 110 USD(less than 4 USD per day) for his first yearof teaching. It means much for this disabledyoung man who has a wife and a babydaughter. Boronia Lions Club, through pastpresident Tom Bedohazy, has donated alaptop so Bel can communicate with us andany Lions Club member after Carol and Iare no longer in Cambodia. There are manyplaces in Cambodia where free internet wifican be accessed.Please contact Boronia Lions Club if you
or your Club can help us in any small way. We wish to say to all District Lions

THE Lions Club of South EastBusiness Wheelers Hill initiated abed project in 2005. It was thebrainchild of the late Lion Nihal deMel.Beds that had to be manually
operated were being discarded by allhospitals and aged care facilitiesaround Melbourne and Victoria. Itwas his idea to try to ship these bedsto Sri Lankan hospitals where mostof the time people who come in fortreatment are refused admission dueto the shortage of beds. Since itsinception in August, 2006 almost2700 beds have been shipped toColombo. Funds for shipping havebeen raised by various fundraisersin particular the annual rotti nightsthe Club has organised.Lion Daya Fernando has also
managed to get assistance fromRotary Clubs in collecting beds andfunding of the shipments.Many of our Lions and some volunteers
have through the years assisted in thepacking of these containers, usually on aSaturday morning and on weekends givingof their valuable time and resources.Majority of the time it has been donethrough the winter months where theweather has not been kind to us. Beds havebeen delivered to Government operated
and managed hospitals in Sri Lanka.We received in excess of 250 beds during
the month of May and packed 4 x 40 ftcontainers. A List of beds shipped to hospitals in Sri

MY name is Lion Robert Spicer, a memberof the LVIF team and this month Ithought I’d provide you with someinformation about our visually impairedAustralian community.Did you know that there are
approximately 32,000 people in Australiawho are registered as legally blind? Some ofthese people still have some usable vision,however 14% (4500) have no vision orlight perception at all. This means that theylive in total darkness.According to the Federal Government,
with our baby boomers getting older, thenumber of legally blind people will doubleby the year 2020. Even with advances intechnology, such as bionics, there will still bemany people who cannot be helped, asbionics rely on a healthy optic nerve. For
many, being able to see again is just a dream.On a brighter note, along with advances
in technology such as the ID Mate and thenew talking GPS for the blind, (GlobalPositioning System), lives are much moreindependent. Some of our blind Australians have been
fortunate enough to acquire thistechnology through LVIF and coming incontact with various Lions Clubs aroundthe country.Through either local Club sponsorship
or through donations directly to the LVIF,Lions have made a huge difference to thesepeople. As a totally blind person and on behalf of
the blind community, I thank you for yourongoing support and generosity and lookforward to talking to you again nextmonth.

Autism Assistance DogsSINCE the last District AGM andConvention and our last Cabinet meetingLions have been awaiting an outcomefrom the Board of Guide Dogs Victoriaregarding a mutually agreed arrangementfor Autism Assistance Dogs. GDV’s Boardannounced in June it was not going toproceed at this time. We weredisappointed of course, especially as GDVstaff was full of enthusiasm consideringthey had a first-dog ready for presentationto us at the end of June – but due to thedecision that didn’t happen. We lookforward to revisiting the proposal in thefuture however in the mean time, Lionswill continue to seek an organisation towork with and will keep members advisedof new developments.

KINGSTON Combined Services Clubswas set up by the Kingston City Council towork together on projects within the City.Our latest project was to raise funds forthe provision of personal hygiene packsfor disadvantaged people within thecommunity. Lions, Rotary and KiwanisClubs across Kingston have joinedtogether to provide male and femaletoiletry packs containing tooth paste,
toothbrush, shampoo, shaving gel,deodorant and a comb. We have providedover 200 packs via the Bayside Churches’meals program, Matt’s Place – inparticular to the homeless. St. Chad’sChurch is in the process of installingwashing facilities and showers in theirpremises so that the homeless will have theopportunity to restore their dignity andface the world with more confidence.

Carnegie lamb spitCARNEGIE Lions Club held a lamb on aspit fundraiser on Saturday July 16 at Kathyand Steve’s home in Warrandyte. Thesuccessful festive night was helped along bythe viewing of kangaroos and other wildlifein the National Park next door.Fifty tickets were sold to members and

AGM and Convention Delegates andAlternates – Member Club Delegate/s andAlternate/s formula shall apply based onmembership as disclosed in the August 2011MMR/WMMR.CLUB DELEGATE FORMULA – EachChartered Club in good standing in thisAssociation shall be entitled in each AGM andConvention to one (1) Delegate and one (1)Alternate for each ten (10) members who havebeen enrolled for at least one year and a day inthe Club, or major fraction thereof, of said Clubas shown by the records of the InternationalOffice of the first day of the month lastpreceding that month during which the AGMand Convention is held, PROVIDED, however,that each such Club shall be entitled to at leastone (1) Delegate and one (1) Alternate. Eachcertified Delegate present in person shall beentitled to cast one (1) vote of his choice for
each office to be filled by, and one (1) vote of hischoice on each question submitted to, therespective AGM and Convention The majorfraction referred to in this Section shall be five(5) or more members. Any Club which is newlychartered, and any other Chartered Club whichtakes in new members prior to the convening ofany such AGM and Convention, shall have itsdelegate quota determined on the basis ofmembers who have been enrolled in the Club forat least one year and a day as shown on suchrecord date in the records of the InternationalOffice. Delinquent dues may be paid and goodstanding acquired seven days time prior to theclose of credential certification, such closingtime having been established by the Rules andBy-Laws Committee.The phrase “members who have been enrolled
