PURPOSE OF THE BUSINESS PLAN

Lions Clubs International is a global organisation that is active in 209 countries, with 46,000 clubs and a total of 1.36 million members. The organisation is divided into Multiple Districts. British Isles and Ireland is known as Multiple District 105. Multiple District 105 is broken down into thirteen separate Districts. Our District 105NE covers the North Yorkshire area from the north of York (but not the old West Riding), the counties of Durham, Northumbria and the whole of Scotland. There are 41 clubs, 1 Lioness Club, 1 Branch Club and 3 Leo Clubs presently with this District.

This Business Plan sets out the organisation of District 105NE. It is intended that this document is an informative document for both for members of Lions Clubs International and for members of the public. It will outline the roles and responsibilities of the various teams that are required to ensure that the District functions efficiently, in accordance within the legislation relevant to the location of the individual clubs (England or Scotland) and the various constitutions. The corporate governance of Lions Clubs International is under the International, Multiple District, District and Clubs Constitutions. Working within these confines, abiding with the mission and vision Statements, and the code of ethics and international purposes of the organisation, each club is autonomous in its running. It will go on to identify the work required to enable the District to develop in the future, with particular reference to the work required to retain present members and attract new members. It will look at the challenges facing the organisation within the District. The Plan sets out the strategy to be adopted over a rolling period which will encompass at least the next 3 years tenancy of the District Governor, 1st Vice District Governor and 2nd Vice District Governor.

This plan will be reviewed on an annual basis or in accordance with any directorates from Lions

Clubs International that directly affect the contents of this plan.

region is then divided into two Zones based on the number of clubs and the geographical location of

the clubs.

The District will embrace this year’s theme as it enhances this Business plan. In particular through the Centennial Service Challenge it gives the District an

opportunity to promote service projects

The initiative is to celebrate 100 years of Lions Service by challenging clubs to participate in four Global Service Action Campaigns these are

ENGAGING OUR YOUTH - SHARING THE VISION - RELIEVING THE HUNGER - PROTECTING OUR ENVIRNOMENT

The four goal areas seek to benefit 100 million people overall, with 25 million people benefitting in each of the four areas

The qualifying activities will be highlighted on the MyLCI Service Activity Report System and certain donations to LCIF will also qualify.

The scheme will run from 1 July 2014 through to 31 December 2017

The District would like 100% of the Clubs to participate in the scheme but the target is to get 50% of our clubs to report participation in 2 or more Global

Service Action Campaigns through MyLCI Online Service Activity Reporting. Promotion and Training in using MyLCI will be a priority.

The Global Service Action Campaigns are

HOW WE ARE ORGANISED

The District is headed by the District Governor Team which in turn is supported by a number of other

teams:

Each of these teams is headed up by an experienced Lion, who is the team leader.

Under the constitution of Lions Clubs International the District have to hold a number of cabinet

meetings during the year, and these meetings are open to any member of our Lions to attend. A

Lions year runs from the 1 July each year. The location of these meetings may be varied across the

District according to the prevailing circumstances at the time and any club may be requested to act as

host for that meeting.

Each year the District has to hold a convention which is hosted by one of the clubs. This is held in

November each year and is the Annual General Meeting of the District. Similar conventions are held

on an International (June/July) and Multiple District (May) basis.

The District Governor who is elected each year is the representative of the District on the Council of

Governors and they meet four times a year in Birmingham.

Provide our members with the knowledge and skills required to perform the roles we request of them

The Guiding Lion team will meet in April of each year for a training day

Training for existing and new Zone chairs will be held in May at the last Cabinet meeting

To hold Club Officers workshops each year, organised by the Zone Chairmen in the

March/June, before the club officers take office, proactively encouraging individuals to attend.

Club officer guides to be provided for all officers

Promote technology training, particularly the use of the LCI website, for all guiding Lions, Zone

chairs and club officers. This will support all members in their roles and give a broader

knowledge of roles within Lions. This will mean that we can engage with our clubs through the

GMT for membership growth particularly looking at branching and the building of new clubs in

the District.

Provide all our District officers with the information they need so that they can be professional in their

promotion of their duties

Encouraging use of online training and keeping them informed of International and Multiple

District strategies. Zone Chairs to undertake their training module before or on appointment.

Mentoring Zone Chairs and Club Presidents through the Guiding Lion and Club Success

teams.

To provide our members with access to information and inform them where they can find it.

Lion Magazine, Spotlight, Emails to Club Officers, Zone meetings, Circulating Minutes of

To achieve these intentions there is a need to establish a robust and realistic training budget in order

to achieve the aims over the length of this plan. This will involve creating an established training plan

which would support the funding of any such budget.

A gradual change

Making Cabinet more professional (outcome driven) to promote a well run organisation with a

corporate Image and reputation that can be proud of its achievements and known for its impact within

the communities of 105NE.

Identify cabinet roles of limited value and prioritise the work of others. This document will address

some of those issues.

Seek around 15-20% new blood on Cabinet each year in order to encourage participation and the

development of fresh ideas.

Reduce the ‘ritual’ and increase the ‘relevance’ of Convention. The business session will be restricted

to the morning and seminars developed for the afternoon.

Continually look at opportunities to make members more involved and less instructed.

Test everything that is done at District and MD against mantra ‘does it help us as Lions to help

others’? If not, challenge the continued relevance.

To work with the Multiple District to develop membership programmes’ such the Club Excellence

Programme (CEP Pro and CEP Lite) which include club health checks, how are your ratings and

community needs assessments, and the Just Ask promotion including the penny campaign.

Within each Zone we have a Zone Chairman whose role is to work closely with the club presidents as

a link between the District and the clubs. This is a key role within the organisation and is seen very

much as a development role for any Lion. It is imperative that we give the Zone Chairmen the training

and the tools to do the role so that we can achieve their development.

RISK MANAGEMENT OF THE DISTRICT

Financial Risk

Each year the District has financial liabilities which it is obliged to fund as part of the various

constitutions and bye-laws. In order to achieve the aims of this plan there is a need for increased

involvement of the Treasurer to assist the District Governor team and the GMT/GLT teams in making

decisions. The 1st Vice District Governor needs to consult with the District Treasurer about his vision

for their year as District Governor before the first cabinet meeting in their year as 1st Vice. This is to

enable any budget issues to be addressed by resolution at the convention that November. This early

decision making is a situation unique to this District because out convention is held so early in the

Lions year.

Operating Risk

Contingencies have to be made whereby individuals, for whatever reason, can no longer carry out

their functional responsibilities. To cover this aspect there is an emphasis on the team approach so

that one member of the team could deputise for another

Regulatory Risk

Every District and Club Officer should ensure that clubs have obtained all the necessary clearances, and licences for any function. They should all ensure that the club has complied with the principles of data protection and all other regulatory compliance that may be relevant to their activities. Each Club is responsible for obtaining appropriate Licences from their Local Authorities. This will include such Licences for: Entertainment Gaming and Lotteries Street Collections House to House Collections

Insurance

Insurance is taken out by the association to cover some legal responsibilities to members and the

public. Lions Clubs and Districts, as well as all Lioness and Leo clubs, are protected by the general

liability insurance that the association provides. The current policy covers clubs, members or

volunteer workers for sums they may become legally obligated to pay for damages incurred while

participating in Lions activities.

The District has a Lion who is part of the Cabinet and is responsible for advising clubs on matters of

insurance. This position forms part of the District administration team. Clubs should seek advice for

any large event (likely to attract over 1000 people) they are organising.

Health and Safety and Vulnerable Persons

The District has a responsibility for the activities undertaken and the involvement in the community by Lions Clubs and Lion members. The District is required to keep a central register and a record of all the names of the nominated Health & Safety Officers for each Club within the District.

All activities undertaken by Lions Clubs require a Risk Assessment to be carried out and a detailed record kept and available for review should the need arise. Members of projects of the responsible Lion club (Lioness, Leos and Branches) should keep the responsible club informed of their activities and lodge risk assessments for their activities with them Whenever volunteers, friends of Lions, or families are supporting Lions activities their names require noting in the club minutes and records before the activity takes place. For Scotland and England Disclosures’ from Disclosure Scotland or the Disclosure and Barring Service must be obtained by members when appropriate and each club should have an officer who is aware of the relevant vulnerable person policy.

The District has two Lions who are part of the Cabinet and are responsible for overseeing and advising clubs on their compliance with the legislation relating to vulnerable persons. One of these Lions covers Scotland and the second covers the English area of the District. They are part of the Health and Disabilities team. There is also a team of Lions who work as countersignatories and are based on a regional basis. Clubs are asked to seek advice if in any doubt about the law and the requirements. All the policies are available on the Multiple District website.

District Governor Team

The team consists of the District Governor, the 1st Vice District Governor, the 2nd Vice District

Governor, and the Immediate Past District Governor, The team is to remain in constant contact and

hold regular telephone conferences to discuss all matters relating to International, Multiple District

and the running of the District. In order to assist the District Governor perform his duties of running

the District during the year, the District Governor and his Vice District Governors will share out the

club visits and charter celebrations. The Lions Clubs International guidelines recommend that club

visits should be shared each year in such a way that each governor visits each club in the District

over a three year period. This allows the District Governor more time in his/her year of office to

manage the District, ensure that objectives and goals are met and have more time to support District,

Regions, Zones and Clubs activities and events. Where possible this model will be followed but due

to the geography of the District and individual circumstances the number of visits may not be evenly

split during the year. The decision of how the visits are split will ultimately be that of the District

Governor. The feedback from other Districts which have adopted this model is positive, members

believing it not only reduces the burden on the District Governor but might actively encourage Lions

to put themselves forward for the position of governor who might otherwise be discouraged by the

amount of work perceived in the position.

The following is the proposed three year plan to implement the change in club visits and has

commenced from year 2013 2014;

At the beginning of the Lions year, the governors’ team will communicate and agree the club visits for

the year

The District Governor will select the District Clubs that they wish to visit at a business meeting during

the year.

The 1st Vice District Governor will then be allocated a number of clubs to visit at a business meeting

based on their geographical location

The 2nd Vice District Governor will visit the remaining clubs at a business meeting, again this decision will

based on their geographical location

Upon Invitation, the District Governor will attend as many charter celebrations as possible, prioritising

those clubs not visited at a business meeting. The Vice District Governors will attend those charter

celebrations that the District Governor cannot according to circumstances..

At the end of the year, the governors team will communicate to review the success or otherwise of the

year.

A record of the club visits carried out during the year will be maintained and retained in the cloud facility

‘Dropbox’ for easy access and updating.

This record is required to ensure that each and every club gets their fair share of visits from the District

Governor.

The Global Membership and Leadership Teams

These teams will link in closely with the Multiple District Teams and the leader of these teams will be

expected to attend Multiple District meetings. The leaders will be appointed for a three year term and the

appointment will be made after consultation between the District Governor Team and the Multiple District

Officer. Members of the GMT and GLT work together to develop membership through service and

engagement, and also to support present Lions leaders and identify future leaders. The two teams operate

as parallel structures and are connected and coordinated at the International level by an executive council.

It will be advantageous to hold joint meetings during the year.

The Membership team will consist of the GMT Coordinator, the 1st VDG (DG Liaison Officer), the 2nd

VDG, the Forward Planning Team Leader, and The Club Success Officer. The team’s primary role is to

coordinate and oversee membership development and growth activities

The Leadership Team will consist of the GLT Coordinator, the GMT Coordinator, the 2nd VDG (DG Liaison

Officer), the 1st VDG, the Guiding Lion Team Leader, and other Lions appointed by the DG. The team’s

primary role is to coordinate and oversee leadership and Club/District Officer Training

.

The Forward Planning team

Under the constitution of 105NE there shall be a standing committee called the District Future

Planning Committee. For the purpose of consistency with International recommendations, this will be

called the Forward Planning Team. This shall consist of a maximum of five Lion members, one of

whom shall be a Past District Governor and one the incumbent 1st Vice District Governor. The

Chairman (Forward Planning Officer) shall serve a term of three years and will be appointed after

liaison with MD Officers. The 2nd Vice District Governor and the 2nd Vice District Governor (elect – ex-

offico) if in post will be part of the team, with the District Treasurer. The team’s primary role is to focus

on the continuous improvement of the long term vision of the District. This team will be the owners of

this document.

The Guiding Lions team

This is a new team for 2014 2015 and will be for a trial period of three years. The team will be headed

up by a Past District Governor who has experience in training. At the start of the Lions year 2014/15

this team will consist of one representative from each of the regions. As more and more Lions

become Guiding Lions then more representatives shall be co-opted. This group will focus on Zone

Chairman and Club Officer mentoring, working with new clubs and branches, helping develop club

extensions and assisting with retention issues.

The Club Success Team

Forming part of the overall Global Membership team. The team’s primary role is to focuses on the

interface with clubs, cross –sharing expertise, cross-learning and support. Lead by a Past District

Governor this team will coordinate the activities of the Zone Chairmen and on behalf of the District

Governor, will ensure that they are delivering the required elements of the District Governors vision

and this plan.

It is important that the team leaders of the Guiding Lions team and the Club Success Team

should co-ordinate their activities with the clubs and not work in isolation.

The Administration Team

This team will focus on the Administration of the District and Convention. These roles are important

to ensure the smooth running of the District within the International, Multiple District and District

constitutions. Ideally each member will be experienced in their particular field, will have identified

another Lion as a potential successor and provided suitable training to that Lion. The roles in this

team will consist of the Cabinet Secretary & Convention/Events Officer, the Cabinet Treasurer, the

Constitution, Nominations and Resolutions Officer, the Sergeant at Arms, the Health & Safety Officer,

the Almoner and the Convention Chairmen from each club which the cabinet have nominated to hold

a future convention. A new role for 2014 2015 leading up to 2017 will be the Centenary Coordinator,

and they will have the responsibility of coordinating the District activities and representing the District

on the Multiple District Committee

The Communications Team

It is recognised that good communications are a key element in the running of any organisation and

the feedback we received as a District directs us towards seeking improvement in this area. The

team will be headed by a Lion with experience in the field with a brief to focus on delivering and

enhancing internal and external areas of communication. The format of the present website was

developed a number of years ago and is in the process of being refreshed. Many clubs now have

their own websites having been encouraged to do so through the LCI e-clubhouse over the last few

years. It is part of this plan to continue this encouraging of clubs to continual improve their website

and to link into the new District Website.

It is important that we engage with the younger generation and the use of social media is to be

developed across the District, within the policies and code of ethics of the organisation.

The DG will continue to work with newsletter co-coordinator and the e-mail co-coordinator with a view

to continually improve the service that is presently supplied.

We Serve

The Youth Team

This is a very active area for the Lions movement. The Opportunities for Youth Team Leader should

be an experienced Lion with the skills to work with young people. The signature projects of the

District include Young Leaders in Service and this will continue to be one of the main drivers of this

District over the next three years. Engaging with Youth is also one of the identified campaigns in the

Global Service Action Campaigns for the Centennial Service Challenge. For the next three years

clubs will be encouraged to participate in the campaign especially during the month of August.

The development of Leo Clubs has been a success story in this District over the last few years and

where possible efforts will be made to continue this success

The Youth Exchange and Youth Camp schemes are important to this District, in the next three years

efforts will be made to encourage more of the young people in the District to take part in these

schemes. Support will also be given to the District Youth camp to be held in Dumfries in 2016. Other

projects are the Young Ambassador, Peace Poster, and Lifeskills, are all equally important and will

continue to be developed and promoted in this District.

Clubs are requested to make a voluntary contribution to the District Youth Fund each year and this is

invested back into the District to develop youth projects.

The International Projects Team

It is important to continue to remind all Lions that they are part of a large international organisaion

and this team with focus on promoting Lions service projects both internationally, within the Multiple

District and within 105NE. The International and Projects team leader will need to be knowledgeable

in this area and especially in the workings of the Lions Clubs International Foundation (L.C.I.F.).

With this specialist knowledge the clubs in the District will remain in a position to seek help when

required

The Leo Club objective is to "...to provide the youth of the world (with) an opportunity

for development and contribution, individually and collectively, as responsible

members of the local, national and international community."

The Health and Disabilities team

The team focuses on promoting Lions Health and Disability related projects and ensuring that the

legal requirements for Lions in these areas are complied with. The team leader should be a Lion

who has good general experience covering most of the projects that are being promoted. The

individual officers in the team will be available to give expert advice in their own individual areas.

Lions are the Knights of the Blind and the District Officer will continue to promote this message

across the clubs in the District. This team will include and prioritise the other Multiple District

Signature project ‘The Lions Eye Health Programme’ (LEHP). Sharing the Vision is also one of the

identified Campaigns in the Global Service Action Campaigns for the Centennial Service Challenge.

For the next three years clubs will be requested to participate in the campaign, especially during the

month of October.

The team will also be responsible for other District Lions Projects; Special Olympics, Gift for Living,

Medic Alert, Message in a Bottle, and LIBRA. It was also oversee the role of Vulnerable Persons

Officers for the two legislative areas of Scotland and England.

This team will continue to promote speech and hearing issues to the Clubs.

During the period of this plan there will be Multiple District initiatives in relation to Diabetes UK and

the Marie Curie charities, which the clubs will be informed about. It will be up to individual clubs to

decide if they wish to participate in these initiatives. The Diabetes Awareness Officer will promote

and inform clubs of all issues in relation to that partnership.

LIONS SIGNATURE PROJECTS An opportunity for Lions Members to put their stamp on their community by doing something everyone would recognise as being a significant Lions Initiative. The Lions Signature Projects bring together two successful programmes that is the Lions Eye Health programme which has been the cornerstone of Lions work with the visually impaired and and also the Young Leaders in Service Programme which recognises the work that the young people are doing in their communities and bring awareness of our work to this key group of young people..

New Projects

Relieving the Hunger is also one of the identified Campaigns in the Global Service Action Campaigns for

the Centennial Service Challenge. For the next three years clubs will be encouraged to participate in the

campaign especially during the months of December and January.

Protecting the Environment is another one of the identified Campaigns in the Global Service Action

Campaigns for the Centennial Service Challenge. For the next three years clubs will be encouraged to

participate in the campaign especially during the month of April.

Both areas are not new to Lions but the promotion of the Centennial Service Challenge but the 2014-2015

International President has increased the emphasis of these two areas within the District.
