Train Ready To Start (TRTS) and Approach Locking

Y F SUNG

FIRSE

Secretary, IRSE(HK)

Train Ready To Start - TRTS

This system is normally provided at terminal station or the station in need. A heavy duty plunger is provided at the

end of platform accessible by the train guard or platform staff. When the train guard or platform staff finishes his/her

platform duty and all the train doors are closed, he/she presses the TRTS plunger for train departure. In the control

centre, TRTS white light and an acknowledge button are provided at the platform end. It shows flashing when the

TRTS plunger is activated by train guard or platform staff. This means that the train at the platform is ready to depart.

When the signalman acknowledges by press the button, the TRTS light will show steady and the signalman has to

clear the signal according to time table. When the train leaves the platform track, the TRTS light will extinguish.

Approach Locking

If the signal is replaced to danger, the approach locking prevents the immediate release of the route because it is

possible that an approaching train may be unable to stop in front of the signal. If such signal replacement permitted

immediate release of the controls on the route, there is significant risk that the train would enter a route in which

points were free to move or against which a conflicting route could be set.

Approach locking shall prevent, until it is safe to do so, the changing of the route ahead of a signal once the driver

has an opportunity to observe proceed aspect at the signal.

Change of route includes:

Membership Promotion in Mainland China

Charles LUNG

FIRSE

Vice-Chairman, IRSE(HK)

1. Background

Map of China

It is the long-standing objective of the IRSE to promote and

expand membership globally to countries all around the

world.

China, being the most populous country in the world, and with

a large and growing railway network, should definitely be a

prime target for membership promotion. However, with a

population of 1.3 billion, the IRSE’s record shows a very

disproportionate number (only 10) of members in all classes

combined in the whole of Mainland China (excluding Hong

Kong, Macau and Taiwan).

2. The First Discussions

Based on such background information, the first discussion was held in Hong Kong when Mrs. Claire PORTER, then

Senior Vice-President, visited the Hong Kong Section in March 2011. We tried to understand why there were so few

members in China, and also to agree on future actions to open up this enormous market.

2nd-to-R: Mr. Michael LAW (Committee Member,

IRSE(HK))

Right: Mr. SUNG Yuen Fat (Secretary, IRSE(HK))

To cut the long story short, one of the actions agreed was for the Hong Kong Section to act as the bridge between

IRSE HQ and “Chinese Railway Community” in general, to start some useful dialogue.

Hong Kong is in a very unique position to fulfill this function, having on one side its long and close relationship with the

UK, and on the other side as the doorway to get into China. The Hong Kong Section has a long connection, since

2000, with the Beijing Jiaotong University (BJTU) in cooperatively offering a distance learning Bachelor Degree

Course in Transport Management in Hong Kong.

The HK Section’s Training & Development Sub-Committee, led by Vice-Chairman Mr. Charles LUNG, regularly

visited the BJTU to discuss matters relating to course management, and the next visit was just planned in April 2011.

In a meeting with Prof. NING Bin, President of the BJTU, and also the first FIRSE in China, Mr. Charles LUNG

mentioned the wish of establishing some dialogue between IRSE and BJTU. Prof. NING was very supportive of the

idea, and immediately extended his invitation to the President of IRSE to visit BJTU.

Prof. NING’s invitation was passed onto Mrs. Claire PORTER, who had just taken up the Office of President, and she

happily accepted. The visit was timed to follow the Convention in Singapore/Malaysia at the end of October 2011.

A working team was formed consisting of Mr. Y F SUNG, Secretary of HK Section, and Mr. Alex WONG, Committee

Member of HK Section, working closely with the Office of International Cooperation and Exchange, BJTU, to work out

a programme of visit for the President. The dates were agreed as 22-25 October 2011. The President would be

accompanied by the Chief Executive, Mr. Colin PORTER.

3. Presidential “Pioneering” Visit to Beijing

With the programme agreed, the HK Section nominated 2 members, Mr. Charles LUNG and Mr. Alex WONG, to travel

to Beijing during the Presidential visit, to generally oversee the arrangements. They arrived in Beijing on the same

date, 22 October, as the President, just some 30 minutes earlier. Meeting and transfer was arranged by BJTU, and

the party was accommodated in the Hongguoyuan Hotel inside the University.

The programme for the day of the official visit, 24 October, was aimed at achieving the most in the limited time

available – meeting the most people with influence, discussing the main topics of mutual interest, and seeing the

signalling systems under development and in actual operation.

The day started with a visit to the “State Key Laboratory of Rail Traffic Control and Safety”, where the Chinese

Communication Based Control System CBTC was developed. The President visited several design offices and

test laboratories, and showed great interest in the processes and equipment.

Later in the morning, the IRSE delegation met with the President of the BJTU, Prof. NING, and the Chinese

delegation. The meeting room was set in an official manner, with a long table and the Chinese and British flags in the

middle, some resemblance to the “Sino-British Negotiations”. After initial introductions by Mr. Charles LUNG to both

the Presidents, the meeting was opened officially.

Members of both delegations included –

Prof. NING Bin, President of Beijing Jiaotong University BJTU

Mr. LIU Chaoying, Director-general of Electricity Bureau, Ministry of Railway MOR

delegation and the Chinese delegation

Several specific actions were agreed in the meeting,

including –

Membership applications – Prof. NING would

nominate several (at least 5 as a first batch)

potential members to apply for Fellow or Member.

IRSE Hong Kong Section would support in the

application process.

Membership promotion – IRSE Hong Kong

Section, in collaboration with BJTU, MOR, TCT etc.

would disseminate information about IRSE to

promote and attract the attention of more potential

members.

IRSE China Section – It is hoped to establish an

IRSE China Section when sufficient members have

been recruited.

IRSE China Convention – It is hoped to organize a

Convention in Beijing in the next few years,

probably 2015/16.

The meeting opened with a welcome speech by Prof.

NING, and responded by a short speech by Mrs. Claire

PORTER. Mr. Colin PORTER then gave a 20 minutes

presentation on the IRSE, covering the general topics of

background, objectives, structure and membership etc. of

the IRSE. The contents were interpreted by Ms. Helen

SONG to the audience, who showed great interest,

especially on how to gain membership and international

recognition. There was very strong reaction when the

figures of international membership were shown – Q. India

(400+), China (10) Q. Prof. NING commented that we

should definitely do something to promote membership in

China. The presentation aroused a lot of questions and

discussions among the members, and continued right into

the lunch afterwards. Lunch was hosted by Prof. NING.

After lunch, the IRSE delegation went on a technical visit to the Yizhuang Line of Beijing Metro. This line was opened

in November 2010, and was the first line employing the Chinese CBTC System developed by the BJTU. The party

visited the Station Control Room, Signalling Equipment Room, and travelled on the train inside the driving cab. One

special experience was to observe the “Driverless Turn Back” at the terminus station.

After the visit to Yizhuang Line, the party went to the office of the Beijing Traffic Control Technology Co., Ltd.

(TCT), which managed the operation of this line. There was a quick visit to the research office, but before that all

members had to put on protective shoe covers and go through a “wind bath” such that we would not contaminate the

clean zone.

The whole visit of Yizhuang Line and TCT was carefully organized and supervised by Ms. HUANG Wenyan, Deputy

General Manager of TCT. The President was especially impressed by her technical competence and ability to answer

those difficult technical questions – GSM-R, ATO, etc, you name it – all in fluent English.

Dinner on that day was by courtesy of TCT. After dinner, there was another visit (not technical this time) to the famous

“Bar District” of Beijing. Being a Monday evening, it was not so noisy as it would have been on the weekend. Anyway,

it provided a light-hearted closure to an otherwise very “serious” day.

Photo 7: A group photo of the IRSE delegation and Chinese delegation in front of the BJTU President’s Office

The Presidential visit was not “just work no play”. Claire and Colin could still find some time for leisure – visiting the

“Forbidden City”, China’s imperial palace of the Ming and Qing Dynasties, on Sunday 23 October, and the Great

Wall near Beijing, on Tuesday 25 October. They also paid a visit to the Memorial Museum of Zhan Tianyou, the

“Father of Railways” of China, a worthwhile visit for all Railway Professionals.

4. The Way Forward

With the actions agreed, a task force was immediately set up to proceed with the first one – membership applications.

The IRSE HK Section provided the template of the application form and some “model” applications to the Office of

International Cooperation and Exchange, BJTU. Prof. NING nominated five potential applicants from the BJTU, MOR

and TCT as the first batch. All of them were admitted to membership by the IRSE Council in early February 2012.

There will be a Certificate Presentation Ceremony to the new members in Beijing in March 2012.

The IRSE HK Section will be working closely with IRSE HQ to identify more contact points within China to disseminate

information about the IRSE, e.g. Beijing Metro, consultant firms, contractors, universities, etc. We will aim at both

intensive and extensive penetration into the professional and academic fields. Our ultimate aim is to establish the

IRSE China Section within a couple of years.

Photo 8: Prof. NING Bin presenting a souvenir to Mr. Alex

WONG (L) (Mr. Alex WONG was the originator to propose

offering the IRSE 2015 International Convention in

Beijing, China.)

The idea of a China Convention has got the initial support of

Prof. NING and Mr. LIU of MOR. It is hoped to organize it in

2015/16, to fit in nicely with the anticipated time of opening of

the Hong Kong-Shenzhen-Guangzhou Express Rail Line

(XRL) in August 2015. The whole party can then travel by

China High Speed Train CRH from Hong Kong to Beijing as

part of the Convention programme. In the coming months,

the HK Section will be actively “selling” this idea to various

potential “stakeholders” to gain their support. However, the

final decision will still rest with the President of the year

2015/16, yet to be identified.

The IRSE Hong Kong Section will continue to play a significant role in the process of membership promotion into

Mainland China, as her contribution to IRSE’s overall objective of global membership promotion.

“One Name Three Stations, One Station Three Names”

MTR Station Names – An Interesting Review

Charles LUNG

FIRSE

Vice-Chairman, IRSE(HK)

Most of our readers, especially those working in MTR, will be very familiar with the MTR network, and regard the

names of stations as part of everyday life. Yet some of the station names have an interesting background story,

extending even to a hundred years ago. So it is worth to take a review of some of them.

Kowloon Station

The name of “Kowloon Station” has been assigned to three different stations in the course of the past 100 years.

When the KCR was first built in 1906-1910, the terminus was at Tsim Sha Tsui. When the railway was opened in

October 1910, the terminus station building was not constructed yet. It used a temporary structure between 1910

and 1916, until finally Kowloon Station was completed and put into service in March 1916.

In 1975 the terminus of KCR was moved from Tsim Sha Tsui to Hung Hom where a new station was constructed.

This new terminus was also called Kowloon Station. What remains of the original Kowloon Station is only the Clock

Tower now standing on the waterfront near Star Ferry.

In 1998 when the MTR constructed the Airport Railway, a new station was constructed in the west Kowloon

reclamation to serve both the Airport Line and the Tung Chung Line. With mutual agreement between the KCRC and

the MTRC, the name “Kowloon Station” was assigned to this new station, whereas the terminus of KCR was

renamed “Hung Hom Station”. Actually the name of Hung Hom Station had been used much earlier, from the

beginning of the KCR line in 1910. A minor stop was made at Hung Hom to facilitate the workers of the Railway

Workshop which was situated at Hung Hom, where the PolyU now stands. This stop was abolished when the

Railway Workshop was moved to Ho Tung Lau in the 1960s.

Yau Ma Tei Station and Mong Kok Station

Again the name “Yau Ma Tei Station“ has been assigned to two different stations in the past.

In addition to Kowloon Station, the original KCR had one more station in the urban area of Kowloon, near Argyle

Street in Mong Kok. Since at that time (1910) Mong Kok was still relatively under-developed compared with Yau Ma

Tei, it was originally called “Yau Ma Ti” Station, and this name used for some 50 years until it was changed to “Mong

Page 28: Linking IRSE to China Railway Communityirse.org.hk/eNewsletter/issue04-2011/IRSE(HK... · (3) Migration of East Rail and West Rail OCC to Tsing Yi - by Mr. John CHAU (4) Railway Accidents

Kok” Station at the end of the 1950s. From the merger of the services of KCR and MTR in 2007, this station was

renamed again to “Mong Kok East” Station to avoid confusion. Mong Kok Station is the one at the junction of Nathan

Road and Argyle Street.

The name of “Yau Ma Tei” Station was revived in 1979 when the MTR opened the first line in Kowloon (the Modified

Initial Scheme, MIS). It is the station at the junction of Nathan Road and Waterloo Road.

The two stations of Yau Ma Tei and Mong Kok had different names during the planning stage of the MTR. The

original plan was to call the four stations along Nathan Road by the names of the roads/streets crossing at the

stations :

1. Jordan Station at Jordan Road,

2. Waterloo Station at Waterloo Road,

3. Argyle Station at Argyle Street, and

4. Prince Edward Station at Prince Edward Road.

However, to be more user-friendly, the two stations 2 & 3 are named Yau Ma Tei and Mong Kok at the opening of

service.

If there had been no such change, maybe we would have a more “London style” station in Hong Kong – Waterloo

Station.

Olympic Station and Sunny Bay Station

It is customary to name stations to indicate the geographical locations where they are situated. However, there is

one exception on the Tung Chung Line – Olympic Station.

When the Airport Railway was constructed in 1993-98, it was planned to have a station in the west Kowloon

reclamation area near Tai Kok Tsui, and the name was naturally “Tai Kok Tsui” Station. During the course of

construction, in 1996, Hong Kong made a record in the Olympic Games and won the first gold medal ever. To

celebrate such a happy occasion, MTR decided to rename Tai Kok Tsui Station to Olympic Station. However, for a

short period of time, the Chinese name of this station appeared in some documents as 奧林匹克奧林匹克奧林匹克奧林匹克, a direct translation

by pronunciation. MTR quickly noticed the awkward sound and changed it to the name now in use, 奧運奧運奧運奧運.

There is another station on the Tung Chung Line with a name modified from the original place name – Sunny Bay

Station. The location of this station is on the shore of a small bay called Yam O Wan 陰澳灣陰澳灣陰澳灣陰澳灣. MTR used this name in

the planning stage of the railway, naming the traction substation there “Yam O” (YOT). However, the meaning of

“Yam” 陰 is somewhat gloomy, so when the Disneyland Resort Line was constructed and a new station built there,

it was called “Sunny Bay” Station 欣澳欣澳欣澳欣澳, a much brighter name after all.

Ma On Shan Line

Most of the station names are based on the district names currently in use. However, on the Ma On Shan Line we

Page 29: Linking IRSE to China Railway Communityirse.org.hk/eNewsletter/issue04-2011/IRSE(HK... · (3) Migration of East Rail and West Rail OCC to Tsing Yi - by Mr. John CHAU (4) Railway Accidents

IRSE(HK) Newsletter – Issue #4, 2011/2012 P. 29 of 32

can find some names of the original villages instead of the new estates in the same location.

1. Sha Tin Wai 沙田圍沙田圍沙田圍沙田圍 – a small village on the hillside, now surrounded by the estates of Pok Hong and Sha

Kok.

2. Tai Shui Hang 大水坑大水坑大水坑大水坑 – a small village on the shore, and also the name of the stream flowing by the village.

The modern estates nearby are Kam Tai Court and Chevalier Garden.

3. Wu Kai Sha 烏溪沙烏溪沙烏溪沙烏溪沙 – a small village at the foot of Ma On Shan, opposite to Lee On Estate.

Admiralty Station

This is the only one station where we find no direct relationship between the English and Chinese names. Admiralty

Station is one of the busiest stations in the whole MTR network, being the interchange between the Tsuen Wan Line

and the Island Line.

The name bears some memories of the original military ownership of the surrounding area. The station now stands

on the land occupied by the British Forces in the 19th to 20

th Century up to about 1970. To the north was the Naval

Dockyard, commanded by an Officer of the level of Navy Admiral, hence the name “Admiralty”. The Dockyard was

named “H.M.S. Tamar” after the War, to commemorate the vessel which was sunk during the Japanese invasion in

1941.

To the south were the barracks of the Army, with the Chief Commander’s House or Flagstaff House, now the

Museum of Tea Ware, on the slope. One of the barracks, the Victoria Barracks, had a big brass bell for sounding the

signal of working hours. With the brass highly polished to shine like gold, people commonly called it “golden bell”,

hence the name 金鐘金鐘金鐘金鐘. So we can see that “Admiralty” and “金鐘金鐘金鐘金鐘” actually mean different things. This also explains

why the name of the road 金鐘道金鐘道金鐘道金鐘道 is Queensway, not Admiralty Road.

By the naming of this station, MTR has done well in preserving our memories of the history of Hong Kong.
