• Our overall role is to ensure the public travel safely and to provide a high quality and efficient licensing service

What we licence
• PHV Licensing in London began in 2001• A PHV is any vehicle constructed or adapted to seat fewer
than nine passengers which is made available with a driver for hire for the purpose of carrying passengers, other than a licensed taxi or public service vehicle

Most TPH inspection centres can accommodate limousines

Complaints register must be in place
Converted vehicles must present us with a Voluntary Individual Vehicle Approval (VIVA)

• VIVA is a relatively inexpensive, one-off, vehicle inspection process which reflects the key technical areas as set out in European and UK National Type Approval legislation and are a standards and inspection service consistently applied across the UK by VOSA

• The Law Commission has been tasked to review taxi and private hire services in England and Wales
• Under current proposals limousines licensed by local authorities/TfL will have to adopt national standards
• We will be shortly reviewing our limousine standards to feed into this – we would welcome views from London limousine operators
