The emission totals for these Insignificant Sources are shownunder this Miscellaneous Category that we added for this report. This also includes the VOC emissions fromSource ID 104 (Voltz Degreasing Unit). Mr. John Renalli of PA DEP agreed that this source should be reportedalong with the other Miscellaneous Sources because the emissions from it are less than one ton (they are only 0.2tons VOC).

From: Chris Conroy Date: 02/15/2011Subject: Cooling Tower EmissionsMessage:The reported PM10 emissions from each Cooling Tower are greater than the emissions reported for these units inpast years. The increase is due to a change in emission calculation methodology as explained further below. Therehas been no change in the cooling tower operation and no change in actual PM10 emissions.

Cooling tower PM10 emissions are calculated using a mass balance formula: circulating water flow rate in thetower x total dissolved solids concentration in the water x percent drift rate from the tower. Prior to 2010, thiscalculation was performed using fixed values for these parameters that were included in the Title V permitapplication for the facility. With the reissuance of a new Title V permit in December 2009, the calculationmethodology was revised as follows:

1) actual circulating water flowrates were used instead of a fixed design flow rate. Actual 2010 rates were slightlyless than the previously-used design rates.2) Actual 2010 total dissolved solids (TDS) values based on weekly sampling were used instead of a fixedhistorical value. The measured TDS in 2010 (yearly average was 1330 mg/I) was greater than the historical TDSvalue used in past years calculations (599 mg/I).3) A drift rate of 0.0065% was used beginning in 2010, instead of a 0.003% drift rate which was used in past yearsreporting. Exelon retained A114, Inc. consultants to evaluate drift rate factors for the cooling towers. Based on athorough review of available data by A114 Inc., this new drift rate was considered to be a more conservativeestimate of drift (no site-specific drift rate data is available). Both the previous drift rate and the new drift ratechosen by Exelon for its cooling towers is significantly more conservative than that used by U.S. EPA as presentedAP-42 (0.00088%, with an emission factor quality rating of E).

The above change combined to result in an increase in calculated PM10 emissions compared to that using the oldmethodology. As discussed above, there has been no change in the cooling tower operation and no change inactual PM10 emissions. The increase is due only to using a more conservative calculation methodology in 2010.
