Letter from the President of the Lime Lake Cottage Owners’ Association
(LLCOA)
Dear LLCOA Members:
Your Board, along with many volunteers, has been very busy over the last twelve months. We generally
report at our Opening and Closing Meetings the projects which have been completed and those still in
progress, but not everyone attends those meetings, so I thought I’d recap some of our accomplishments
and future plans.
We continue to strengthen our relationship with Cattaraugus County, who assists us with the
maintenance of the spillway area, securing sheriff patrols on the Lake and conducting Boater Safety
Courses. We maintain an excellent working relationship with Cathy Young, our Senator, who has been
instrumental in helping us obtain grant funds for various Lime Lake improvement projects. The
Association continues to be an active member of NYS DEC’s CSLAP Program and conducts lake
sampling throughout the summer. In addition, we have a positive and open partnership with the Town of
Machias. Frank Bork and I now sit on the Machias Town Board as well as the Lime Lake Wastewater
Committee (Sewer Project). These partnerships, in conjunction with the efforts of the Board and the
contributions of the many volunteers, make Lime Lake our own paradise.
The Board has also invested money in upgrading and improving our Broad Bay Circle (BBC) buildings
and playground, the boat launch and Elton Road spillway building. Additional enhancements are planned
for the kitchen at BBC which has become a popular venue for members to use for family parties.
While providing social activities and events is not the primary purpose of the LLCOA, we are fortunate
that there are board members and volunteers who dedicate many hours to coordinating these events.
We also have many local merchants and restaurants who support these events with donations.
Generally, these events are self-funding or require minimal dollars from the Association. Please join us
this year at one or all of our events. They present a wonderful and fun opportunity to meet your
neighbors.
In closing, I would like to remind all to be safe when on the lake. On a warm Sunday afternoon, the lake
can become quite congested with watercraft of varying sizes and speeds, all of which is further
complicated by the tubers, swimmers, skiers, wake boarders and fishermen. Please stay alert and be
respectful of others when on the lake!
Please show your support of the LLCOA and pay your dues. It is the dues that fund our largest
expenditure, which is our weed treatment cost. Without weed treatment the lake would quickly become
inaccessible in areas due to the seaweed, and unsightly to even look at. Since all properties surrounding
the lake enjoy the lake, all should share in the cost to maintain it. Please join the LLCOA and
encourage your neighbors to join too!

Recognition Awards Presented at the 2017 LLCOA Closing Meeting
Tom Reese, President of LLCOA read the following:
“I’ve been on the Lime Lake Board many times over the years and I have to admit this is one of the best boards I’ve ever worked with.
There is a shared commitment to do what is necessary to maintain the quality and safety of the lake, while at the same time providing
opportunity for social interaction.
As with many businesses, we are experiencing new and sometimes cumbersome and expensive regulatory requirements. In our case it’s
the Dam Safety regulations. Our accounting and tax preparation is more complicated than it was in days gone by. We also have several
properties that need to be maintained and properly insured. In addition, we need to continue our water sampling program and work with
the Town and other groups on the Sewer Project.
Fortunately, the board is made up of people with varied talents and experiences which allow us to tackle all of this. Since all the current
board members hold full time jobs, except for me…….support from others around the lake is welcome and appreciated. So, while I
generally don’t want to single out people for recognition…
I feel it is important to recognize and thank the following people who volunteer their time and talent:
Ray Broderick (320 Lakeview)
After Ray left the Board, he offered to continue to assist with opening and closing BBC every year. Since we have toilets and running
water, we simply can’t lock the doors at the end of the season. Ray makes sure everything is winterized.
And this year he offered to perform some maintenance and upkeep. Thanks to Roy, we now have a new pump and toilets in bathrooms.
There were problems with prior ones.
Bob McNamara (254 BBC)
Even though Bob has probably served on the Lime Lake board longer than anyone else, he continues to assist even in his retired
capacity. Bob is the scheduler for the BBC Pavilion party bookings which means he checks the buildings and supplies before and after
every party. He also cuts the grass and does some weed control. He has also been assisting Craig Schreck as Craig takes on the annual
weed treatment paperwork and process.
Russ Trank (80 Potter)
Russ, on his own initiative and pocketbook, purchased and installed the Lime Lake webcam which is viewable via our website and has
been in place for 10 years. Russ started with 4 cameras and now has 11. It is very popular…especially with our snowbirds who want to
keep track of the weather up north. On the occasion the webcam is down…..Russ makes a special trip to the lake from his home in
Orchard Park. We appreciate his commitment to Lime Lake and in particular for providing this service to our residents.
Mike Powers (196 Long Point)
Mike has been the Association’s attorney “forever”. His services have always been provided “no fee”. When he recently retired from
Phillips Lytle, he had his Lime Lake files boxed and delivered to the Association. Roy received “too many to count” boxes. Over the
years, Mike has advised the board on hundreds of matters…some small and some large. In recent years has been instrumental in our
ongoing discussions and interactions with the DEC and Catt. County over “who” is responsible for the dam and spillway from a
maintenance and compliance standpoint. Mike has saved us God knows how many dollars. He also advised on the route 16 dock project
and our interactions with the RR along Lake St.
Stephanie Schreck (30 Potter Rd)
Steph was “volunteered” several years ago by her mother-in-law, Kathy Kaminski from the LL Snack Bar, to help with the newsletter.
Well, Steph does more than “help”. She has become the article coordinator and editor as well as the person formatting the articles and
arranging for its printing. She also does all the mailing. It’s a thankless job…but the Board wants to thank Steph for making time for this
valuable communication.
There are others who assist with Lime Lake functions and activities; we will attempt to recognize them at future meetings.”

More Thank Yous
There is a lot that needs to happen to make Lime Lake the lake we all enjoy. While your LLCOA Board of Directors has responsibility
for “maintaining and preserving” the lake which includes: weed treatment, spillway maintenance and compliance, oversight of all green
space properties, lake quality and safety, etc. There are other tasks and duties which can only be completed with the help of the Lime
Lake residents.
This primarily includes assistance with social events, but also includes other tasks like assisting with maintenance and cleanup of our
green space e.g. Broad Bay Circle.
In addition to the recognitions handed out at the Closing Meeting and listed in this newsletter, the Board would like to thank

2017 Financials and Membership
This fiscal year we experienced a slight increase in
membership (1%) or 3 new members, for a total
membership of 280. The 2017 expenses increased
due to the maintenance work on the weir and the new
docks installed at the boat launch. Mr. Roy Sheppard
diligently worked to secure grant monies that were
available which helped offset some of these costs.
For the 2018 membership year, the dues have
remained at last year’s rates, $125.00 for regular
membership and $150.00 for gold membership. The
membership letters have been sent out.
Your Membership Dues at Work
In the Fall of last year the playground equipment in
Broad Bay Circle was replaced. The Board hired
Northwood Structures out of Franklinville to install a
new composite playground. The previous one was
showing its age and had several broken pieces.
The new playground is 23’w x 20’d x 10’h. It includes:
playhouse with porch, ramp with rope, avalanche turbo
twist slide, belt swing, trapeze and plastic glider. The
bedding was also replaced. Our kids and grandkids
should really enjoy this new upgrade to the park.
In addition, capital improvements were made to the
bathrooms and water pump at our Broad Bay Circle
buildings. This property is frequently used by the
LLCOA for its events and has become very popular
for members to rent for their own use.
During the annual clean-up of BBC this Spring, the
kitchen will be given a thorough cleaning. This will
include inventorying what kitchen utensils are there
and upgrading when appropriate.

A new dock was also installed at the LLCOA boat
launch on Broad Bay Circle and Route 16.
Other improvements to the boat launch area are being
planned for 2018 to help insure safe unloading and
loading of vessels.

2018 Launch Key Distribution
Guidelines and Schedule
This year, launch keys will be primarily distributed from the
home of Tom and Gail Reese at 22 Potter Road.
As needed, keys will be available from Joe Miller at 17
Potter Road.
There will be nine distribution days with a total of 22
hours. Hopefully, the expanded days and hours will
eliminate, or at least reduce, the number of special
appointments.

Keys will also be available at the LLCOA Opening Meeting
scheduled for June 3rd.
Please be respectful of our volunteers’ time and try to
obtain your key on one of the following dates.
Please be sure to bring your 2018 LLCOA membership
card and old launch key or check for $25.00.
While LLCOA membership payments are accepted at each
distribution point, you are encouraged to pay your dues by
the deadline of 3/31/18 via the LLCOA P.O. Box.

Meeting with Senator Catharine M. Young

Tom Reese and I had the honor of meeting with Senator
Catharine Young this past August at the Broad Bay Circle
Pavilion. We opened the meeting by thanking the Senator
for working so hard to obtain an Invasive Species grant of
$25,000 to treat Lime Lake. Tom and I realize that the
membership understands the serious threat Invasive
Species poses to our lake community. As a small Not For
Profit organization, any help in the treatment of Invasive
Species goes a long way to keep our lake open for fishing
and the many recreation water sports we all enjoy. We
thanked her for allowing us to use another grant she
acquired to pay for suggested Spillway maintenance.
Tom and I reviewed the LLCOA five-year plan with
Senator Young and requested her help in obtaining new
grants to help pay for two initiatives:
1. We are working to obtain $41,000 in grants to
perform a survey of Lime Lake. The survey will be
used as a baseline for dredging, future planning and
other projects to enhance the water quality of
Lime Lake. The survey is the first document Lime
Lake will need in order to formulate a plan to
dredge the North and South ends, Weaver Bay
and any other areas of Lime Lake that require
attention.
2. $40,000 in non-matching grant funds to treat
Invasive Species at Lime Lake for 2019 and 2020
seasons
The Senator was very receptive to our plans. Following
the meeting at the Pavilion, Tom and I drove Senator
Young around the lake pointing out the highlights of the
lake. The Senator seemed very pleased with how LLCOA
utilized the Grants.
Weed Treatment
The Bureau of Pest Management is responsible for the
administration of the Aquatic Pesticide Permit Program in
New York, under the authority granted by the
Environmental Conservation Law (ECL) and Rules and
Regulations of the State of New York.
The application of aquatic pesticides is regulated by the
Department of Environmental Conservation (DEC)
through pesticide registration, pesticide applicator
certification, pesticide business registration and two types
of aquatic pesticide permits. The combined use of these
management tools provides oversight for the control of
aquatic pests while preserving and protecting the waters of
the State.
Every year an application must be completed and submitted
to DEC. Once approved, the LLCOA’s Weed Treatment
Coordinator needs to meet with a representative from the
DEC to survey the lake for “weed treatment necessity”
and then must coordinate with the weed applicator person
and be present during the actual weed treatment.
Bob McNamara has been the Association’s weed
treatment coordinator for 10 plus years. The past couple
years he has been transitioning the responsibilities over to
Craig Schreck. Craig has also been serving on the LLCOA
Board of Directors. Although he recently resigned from
that position due to other commitments, he has agreed to
continue to be our weed coordinator. The Board will
assume responsibility for obtaining all weed treatment
permits.
Thanks to Bob McNamara for all those years he handled
this responsibility and to Craig for agreeing to handle it on
a go forward basis.

Sewer Update
The construction trailer located next to the pavilion on Broad Bay Circle is being used as the Engineer’s Field Office for the Lime Lake
Sewer District Project. The trailer is designated by two signs affixed to the southern exterior wall of the trailer, one with the MDA
Consulting Engineers, PLLC (MDA) logo and another showing “Engineer’s Field Office.” This trailer will be used by MDA and their
field staff as a base of operations throughout the duration of the project.
Some of the services which will be provided through this office include: holding progress meetings with the construction contractors,
completing daily field observation reports, maintaining record drawings and field measurements taken during construction, and receiving
questions, comments, and complaints from the residents affected by construction activities. During construction MDA personnel will be
in and out of the Field Office frequently and there will not always be someone occupying the trailer. A phone and answering machine
have been set up at the field office to take messages from anyone who calls during a time when no field personnel are available to take
the calls. The phone number for the Field Office is (716) 258-4113. This phone number will be prominently displayed on the “Engineer’s
Field Office” sign on the exterior of the trailer once construction resumes again in the spring.
Calls can be made at any time and on all days of the week, but calls will only be returned during normal business hours (7 a.m. to 5 p.m.).
It is recommended that all phone messages contain the following information at a minimum: Caller’s Name, Caller’s Address (on Lime
Lake), the best number to call back on, and any specific time of the day to call back.
As some are already aware, construction has begun on the collection system around the lake. J.D. Northrup Construction, Inc.
(Northrup) has been awarded the contract for installing all of the infrastructure around the lake, including the main line sewer pipe,
service pipe and grinder pumps. Northrup was able to accomplish a substantial amount of work in the Odosagih Bible Conference, and
main line installation along Hazelmere Avenue, Franklin Street and Potter Road before the weather forced them to cease construction
activities for the winter.
If you haven’t received it already, you will be receiving shortly a letter with additional sewer updates, including a timeline for this year.
The letter will come from the Town of Machias and be mailed to all homeowners in the Lime Lake sewer district.
Please remember that all homeowners are responsible to complete any and all required electrical and plumbing modifications prior to the
installation of the grinder pumps, as indicated in the August 27, 2015 letter (1) sent to all property owners by the Town of Machias.

Music at the Lake -
Summer 2017
On August 20th the local band Homemade Jam performed for the lake from the porch
at 350 Lakeview Blvd. This is the sixth year
Larry Ciszak and his band performed. They
played for over two hours with toe tappin’
tunes. There was a mix of songs from: Patsy
Cline, John Denver, Linda Ronstadt, The
Eagles, The Judds, LeaAnn Rimes, The Man
in Black, Creedence, Toby Keith’s- I Like
This Lake (Bar), and Kathy Mattea just to
name a few. Some “Blue Grass” tunes were
mixed in.
All who anchored along the shoreline or
floated on by enjoyed the music. There was
even a special jamming with a fellah who
swam to shore and played spoons.
A special thanks to Homemade Jam who
provide this entertainment free of charge.
However, Tom Reese did deliver beer and
wine to quench their “thirst”. Needless to
say….it was enjoyed.

10th Annual “Walk for a Cause”
Last year was our 9th Annual Lime Lake “Walk for a Cause.” We had another great year in which we had 68
walkers and we raised $4,730.00 benefiting I AM ISIAH, Inc – Suicide Awareness & Prevention!
I want to thank everyone who participated in our walk for all their generous donations and also the people and
businesses that donated gift certificates and gift baskets for the raffle.
This year the walk will be held on Saturday, June 9, 2018 at 10:00 a.m. at Broad Bay Circle Picnic Area
benefiting Melanoma Research through the American Cancer Society.
Skin cancer is by far the most common cancer in the U.S., making it an important area of focus for the American
Cancer Society. A lot is known about what causes skin cancer, but they’re still learning how best to prevent and
treat it.
Each year, skin cancer rates continue to rise. Research to discover the most effective ways to prevent and treat
all types of skin cancer remains a priority for them. An estimated 76,380 Americans are expected to be
diagnosed with melanoma and more than 10,000 will die from it in 2018. The five-year survival rate for
melanoma of the skin has increased from 82% in the mid-1970s to 92% for cases diagnosed during 2005-2011.
Because this is such an important focus, the American Cancer Society is currently partnering with the Melanoma
Research Alliance to improve immunotherapy outcomes.
The new partnership will fund much-needed research aimed at decreasing rare but serious side effects
associated with checkpoint inhibitors, which allow white blood cells known as T-cells to attack cancer cells.
Through a joint grant-making program, the partnership will support research into finding ways to better predict,
prevent, and/or minimize the side effects of checkpoint inhibitor therapy, while maximizing outcomes for treated

No Wake
(Idle Speed Area)
The “small bay” in Lime Lake is considered a No Wake
Zone. This means all vessels entering in the small bay
or motoring within the small bay must do so at a slow
wake speed regardless of whether or not the area is
marked by buoys. “No wake” is generally defined as a
vessel traveling at or below idle speed, or at such
speed that the boat or its wake (waves) is not
sufficient to cause possible injury or damage to other
persons, boats, or property. Generally, speed in excess
of five miles per hour is prohibited.
Lime Lake Water Sampling
Throughout this newsletter, you will see references
to “water sampling” or “CSLAP”. CSLAP is The
Citizens Statewide Lake Assessment Program
where volunteers help to monitor and collect
important lake data by making visual observations and
actually capturing lake samples at a particular
location. This information and lake samples are used
to understand lake conditions and to develop lake
management plans. The CSLAP program is managed
by DEC and New York State Federation of Lake
Associations (NYSFOLA). Reports capturing the
results of this lake sampling are published on the
LLCOA website. Your CSLAP volunteers are
Marcia Bender, Gail Reese and Wendy Thompson.

Safe Boating Course Again Offered at Lime Lake!(June 23rd in Broad Bay Circle Pavilion)
The LLCOA and the Cattaraugus County Sheriff’s office will again offer a NY State Safe Boating Course and Certificate on Saturday,
June 23, 2018 The course will run from 8:00 am to 4:30 pm, and be held in the Pavilion Building in Broad Bay Circle. Please register
via email on the LLCOA website (LLCOA.com), at [email protected], or contact LLCOA Board Member Joe Miller at (716)
622-5893. Be sure to provide the full names and date of birth of all persons registered along with contact information for each. The
course is designed as a comprehensive boating course, teaching the fundamentals of safe boating operation and has been approved by
the National Association of Boating Law Administrators.
The course will be instructed through the Cattaraugus County Sheriff’s Department, coordinated by Captain Robert Buchhardt. This
course is a requirement for any Operator of a powered boat between the ages of 10 to 18, and any operator of a Personal Watercraft
(PWC) over the legal age of 14.
While required for all legal age PWC operators and boat operators between the ages of 10 and 18, this course is an excellent course to
help ALL boat and PWC operators better understand the laws and guidelines of our waterways, and develop a “Be Safe” mentality and
approach to properly operate and maintain a watercraft.
The cost for those 18 years of age and over is $10 per participant for the certificate, payable to New York State upon completion (free
certificate from NYS to those under 18).
As a service to our community, and to promote safe boating to all on our lake, there are no additional charges from the Cattaraugus
County Sheriff’s office, or the LLCOA. The LLCOA will also provide lunch to participants at no charge. It is also a great opportunity to
meet with others that we share the water with, and put a ‘name to a face (or to a watercraft)’.
Age and Operator Restrictions for New York State Boaters:
A person at least 10 years old and born on or after May 1, 1996, may operate a recreational boat (other than a PWC) only if he or she:
● Has passed a boating safety course approved by the New York State Office of Parks, Recreation and Historic Preservation
and carries the New York State Boating Safety Certificate on board or…
● Is accompanied on board by a person 18 years of age or older who either has a New York State Boating Safety Certificate on
board or is not required to have a certificate.
A person at least 14 years old may operate a PWC only if he or she:
● Has passed a boating safety course approved by the New York State Office of Parks, Recreation and Historic Preservation
and…
● Carries the New York State Boating Safety Certificate on board the PWC or is accompanied on board the PWC by a person
18 years of age or older who holds a New York State Boating Safety Certificate.
No person under the age of 14 may operate a PWC.

Kayak Tour
The weather for last year’s kayak
tour presented a challenge for the
40 enthusiastic paddlers who
participated. High winds and cold
temperature made paddling
difficult. Congratulations to all
those who braved the elements.

Road Rally
LLCOA is pleased to announce a
road rally on August 11th!
We last ran a rally 2 or 3 years
ago to great success. Those who
came out to play that day had fun,
won trophies, received door prizes
and laughed a lot. Join the
rally…really.
For those who were unable to
participate last time, the rally is a
simple follow the directions and
“find” things along the way. You will
be provided with a set of directions
with clues to your route and what
to look for. The team with the most
correct answers and mileage
closest to perfect will win.
We will start at the pavilion in
Broad Bay Circle and end there as

Tour of Homes
Last summer’s Tour of Homes raised $2,200 for
I AM ISIAH, Inc. - Suicide Awareness & Prevention!
This event would not have been possible without our
eight homeowner's opening up their beautiful homes
(see list below) to 134 Lime Lake residents and their
family and friends. 100% of ticket sales went to the
Charity along with $190.00 in donations.

2018 Home Tour
Needs Your Home!
The home tour is scheduled for August 18, 2018 from
10am-2pm. However, for this event to actually
happen, we need 8-10 homes. We are looking for
homes in a variety of shapes and sizes. Anyone who
has been on one of the two home tours knows we’ve
shown recently rebuilt homes showing all the latest
household gadgets and trendy decorating ideas, as
well as the quaint cottages with all their charm and
creative storage ideas. This is a wonderful event. It
provides an opportunity to get decorating or
remodeling ideas. 100% of the ticket sales go to the
charity sponsored by the annual Walk for a Cause.

The LLCOA spillway building on Elton Road was
included last year and will be included this year. Those
who took the time to visit it and heard the history and
workings of the spillway from Kevin Sparks or Tom
Reese found it quite interesting and informative. This
visual tour gives our residents a true picture of the
spillway workings and what is involved when the
infamous boards are put in or taken out to control the
level of the lake.

End to Horse Droppings...Hopefully!
As the President of the LLCOA I would like to share a story with, hopefully, a happy ending...a situation where a
very unique approach to the problem ended with positive results.
Anyone who walks or rides around Lime Lake has certainly encountered large piles of horse dropping. I’m sure we
would all agree they are pretty disgusting. While Machias has a leash law for dogs, there is no law prohibiting
horse droppings to be left on the road. The LLCOA has investigated this in the past.
Several years ago I called upon the Bishop for the Amish Sect that lives near our lake. I engaged in a discussion
with him about our issue with the horse droppings. Needless to say, nothing changed.
So, now fast forward to June 3rd this past year and our annual Lime Lake garage sale. There was a group of
Amish from Centerview, NY who asked permission to sell baked goods in Broad Bay Circle. Permission was
granted with the restriction there could be no horses. They complied. However, the same day a horse and buggy
from the local Amish group made the rounds at BBC. And, naturally, dropped you know what.
As the President of LLCOA I receive many calls about many diverse topics. So, I was not surprised when
someone called to report horse droppings in BBC. My initial thought is: “What do you want me to do about it?”,
but then my wife suggested lets go pick them up and deliver them back to the Amish.
So, I shoveled them up into a garbage bag. My plan was to give the bag of droppings to the next horse and buggy I
saw around the lake.
Well, two weeks later a buggy was coming down Potter. My wife yelled “Amish” so I ran and got the now very
ripe horse droppings bag. I chased the buggy with my gem car and when they stopped, gave the driver the bag with
a note saying something to the effect of “Please contact me about the horse droppings around the Lake.”
My wife and I thought nothing would come of it. Well, a week later three Amish gentlemen approached me by foot
while I was in my garage. They had left the horse and buggy parked up on Lake St. We had quite a lengthy
conversation and came to the agreement that they would notify their group to try and avoid the roads around
Lime Lake during early May till early October. They will definitely not go in BBC or down Potter, Lakeview,
Yacht Club or Long Point. They will attempt to stay off Elton and Hazelmere when possible. Unfortunately, to
avoid those roads takes them significantly out of their way.
I now have a name and address for one of the Amish elders. I will visit with him if the horse droppings continue.
