lating to the issuing of a license forthe KeWoiiL' Saloon. A decisionwas lciidoied a Mioit lime ago byMr. Justice Dole in tavor of the de-

fendant to which I lie plaintiffs ap-

pealed. The decision this morningdismisses tin: appeal with eosts.Judge Utile gave an oral opinion'coneuiiing in the conclusions butdeferring with the reasonings of hiscolleagues.

The second decision was in thecase where ecilain liquors belong-ing to a Chinese firm were seizedunder the law of 1.H88 for not beingproperly labelled with the name andquantity thereof. The Court holdsthat "the provisions of the Act,

which authorizes tlie seizm e of pio-per- ty

without a legal method of pro-ceedings in condemnation, and thecondemnation without due processof law are in conflict with rights se-

emed by the Constitution, and sothe statute to the extent found to beunconstitutional is to that extentvoid. Section' ! is therefore pro-

nounced void. If there arc otherportions of the statute not depend-

ent on these parts which are hereadjudged to be unconstitutional,they tire not affected by this deter-mination. "We hereby adjudge thatthe plaintiffs herein do have andtake the goods heielofore declaredforieit with their lawful costs."

The third decision was relating tothe Act entitled "An Act to regu-

late the keeping of books of accountsby wholesale and letail licensees,"passed at the session of 1888. AChinaman, Lau Kin, was arrestedfor violating the provisions of theAct and lined 00 in the l'oliceCourt. An appeal was taken to theSupiemc Couit in banco. Theopinion of the full Court concludesas follows: "We find it impossibleto sustain this Act, and are obligedto hold that every section of it is

unconstitutional and void. Tlieconviction of the defendant under itis quashed and lie is discharged."
