It was noted that the use of window film for aesthetic reasons is not normally approved. Any window film that would void a window manufacturer’s warranty would not be approved. It is not approved to place the educational sticker on the corner of the windows due to the visual impact this would make when viewing from the outside, and potential impact to the film. Stickers or signage should be placed on the window sill or adjacent to the window. Residence Life to determine the best method of application. The pilot program should be evaluated after a certain period of time (24 months is recommended). Residence Life should work with Utilities & Energy Services to determine actual cost savings, and also evaluate the durability of the film inside a residence hall and whether there is an increased amount of maintenance. If the program is successful and it is desired to apply the film to additional residence halls, those requests must be submitted to the CBE for review and approval. o UES suggests consulting our BAS team to better understand how the installation of the window film can impact energy consumption as it pertains to the building’s HVAC system.

DESIGN REVIEW SUB‐COUNCIL REPORT  From:     Lilia Gonzales 

Design Review Sub‐Council Chair  Date:     June 3, 2021  Subject:  Eppright Hall Window Film Pilot Program      DRsc members reviewed a request from Residence Life for installation of window film on Eppright Hall. The purpose of the film is to reduce heat gain and improve temperature comfort for residents, as well as decrease the energy usage of the building.   The window film is slightly tinted, but when applied to the interior of the darkly tinted existing windows of Eppright Hall it is not expected to cause a visible change to the windows. It was noted that this type and brand of window film is already in use at other campus facilities: O&M building and University Libraries facilities.   Application of the window film is projected to save $8,000 per year in energy costs, resulting in a return on investment in about seven years. The film has a warranty of ten years and Residence Life has committed to be responsible for costs associated with maintenance or replacement needs after this time.   If approved, this project will be funded by a grant from the Aggie Green Fund. It is proposed to add stickers to the corners of the windows noting that the project is funded by AGF and reminding students not to place items on the windows so as not to harm the film.   This project is a pilot program. If it is determined to be successful, Residence Life would explore the possibility of adding window film to other residence hall facilities.   Recommendation DRsc members voted to recommend approval of the request for installation of window film on Eppright Hall with the following caveats:

Re: Res Life – Eppright Hall Window Film Pilot Request

The Maintenance Sub-Council (Msc) reviewed a request by Res Life Sustainability, Kristianna Bowles, to add window film to the noted building windows. Ms, Bowles presented the project as a major grant for submission to the Aggie Green Fund. From questions it was determined, and Res Life agrees that all cost associated with short- and long-term maintenance would be the responsibility of the Res Life. Recommendation The CBE Msc voted to recommend approval with the following caveats. • All work associated with this request will be treated as a project and routed through SSC for management. • All maintenance cost associated with the applied film will be the responsibly of Res Life.
