The U.S. Agency for International Development (USAID) partnered with the Sri Lanka Sustainable Energy Authority (SLSEA) and the Lighting Research Center, USA, to create a new lighting center, known as the Regional Centre for Lighting (RCL). Headquartered in Colombo, Sri Lanka, the RCL is designed to support collaborative initiatives with Afghanistan, Bangladesh, Bhutan, India, Maldives, Nepal, Pakistan and Sri Lanka. As the RCL’s knowledge partner and leading university-based center devoted to lighting, the Lighting Research Center is guiding the RCL in developing education, research and testing programs, as well as strategic industry collaboration initiatives, to create access to clean and efficient lighting for the people of South Asia. The South Asia Regional Centre for Lighting (RCL) is working to advance sustainable lighting and make it affordable in South Asia to improve the well- being of the citizens and the countries within the region. The RCL is conducting this market transformation through: Field studies and evaluations, designed to increase the awareness of clean, energy-efficient lighting technologies and their applications to reduce the electricity demanded by lighting. Technical assessment of lighting technologies and development of quality standards, in a first-of-its-kind lighting research and development laboratory in South Asia designed to create and maintain quality control of lighting products, including LEDs, and thus spur regional manufacturing. Regional and global collaborations, designed to catalyze manufacturing of sustainable lighting products throughout South Asia to improve the economy of the region and to make lighting affordable to many underprivileged citizens. Education and training, designed to help the workforce understand South Asia’s energy and lighting issues and guide lighting decision makers on how to best use the latest advances in lighting technology and application design to meet challenges with sustainable solutions. As South Asia’s knowledge center for lighting, the RCL is designed to support sustainable lighting throughout the region. The RCL is establishing a new 1,000 square meter, state-of-the-art

facility, including a well-equipped electrical and photometry

laboratory, a demonstration centre with training facilities, and a

qualified team of lighting experts. As RCL’s knowledge partner,

Rensselaer Polytechnic Institute’s Lighting Research Center in New

York, USA, is providing information, technical training, and

guidance in development of the new facility, its staff, education

programs, and testing and evaluation services. The Lighting

Research Center, established in 1988, is the leading university-

based organization devoted to lighting research and education.

Test ing and Assessment A lack of unbiased information on product performance impedes promotion of efficient lighting. Therefore, the RCL space includes a state-of-the-art research and development laboratory in South Asia designed to create and maintain quality control of lighting products, including LEDs. The facility will follow evaluation standards and methods established by international organizations. These services are designed to create and maintain quality control standards and thus spur regional manufacturing of sustainable lighting products.

Educat ion and Train ing The RCL holds classes throughout South Asia in collaboration with professors from Rensselaer’s Lighting Research Center. These comprehensive sessions teach the newest advances in energy-efficient lighting design, technology and measurement to promote good, sustainable lighting designs that improve visibility and task performance. In addition, the Lighting Research Center is working with the University of Moratuwa in Sri Lanka to develop a post-graduate certificate program in lighting.

Col laborat ion The RCL leverages its resources to establish regional and global partnerships and networking opportunities for industry, electric utilities and government organizations. In addition, the RCL helps manufacturers understand component and system integration issues and encourages collaboration among regional and global entities for the development of good quality, sustainable products.
