“Probably the best advice I ever got came from when I was in engineering school. That advice was: If you can’t measure it, you can’t manage it. If you can’t measure something, you don’t know enough about it to actually understand how to control it.” Harold DePriest President and CEO, Chattanooga’s EPB (Electric Power Board.)sources: http://www.cityscopemag.com/wp-content/uploads/2013/02/03CEOs.pdf, http://www.timesfreepress.com/news/2013/apr/28/depriest-awarded-as-chattanoogas-top-boss/

Chattanooga Tennessee USA, is the First City in the world to deploy on a city wide low energy lighting with a utility certified smart grid meter inside every light to measure the managed energy savings as it occurs.

Today ,Chattanooga is increasing its Lumen Out put X2 to increase safety during the peak hours, and dimming the entire city in the non peak hours.

The on board utility certified meter measures the managed energy savings and reports it back to the Utility’s billing system monthly.

Using the City’s wireless infrastructure hosted by the municipally owned Electric Power Board’s Fiber Optics Network to manage the lighting power consumption.

Manual Meters Automated Meter Reading (AMR) Advanced Metering Infrastructure

One-way communication of periodic usage data from the meter to the utility

Capable of measuring usage more frequently than manual meters

Not considered a smart meter as it does not allow for two-way communication

Operate by utilizing wireless technology such as radio frequency, or PLC

Reading: On-site, remote “walk-by” collection, remote “drive-by” collection, remote fixed site collection

Communications: One-Way Other Capabilities: None

Historically, was metering industry’s staple product

Measures utilization through mechanical components, electromechanical technology, or solid state technology

Require on-site reading of consumption data recorded by each meter

Reading: On-site only

Communications: None

Other Capabilities: None

True Smart Meter Two- way communication

between the smart meter and the utility or third party applications

Communication facilitated through direct point-to-multipoint RF, mesh network, PLC, or GPRS

Provides demand patterns, trends and other previously inaccessible consumption data

Reading: Continuous remote monitoring

Communications: Two-Way Other Capabilities: Control of

other smart grid substations, distribution automation, leak or security breach detection, disconnect or reconnect service, automated billing, inactive meter detection, consumer devices, etc.

•As each obsolete light is taken down, the total associated flat rate comes off of the monthly power bill. ($9.51 average per month)

• Since the city now owns and maintains the equipment, therefore there is no further need for a facility cost that includes depreciation, and maintenance.

Up to 78% projected savings

The new operating cost for each light will be $4.25 (55%) to $2.13 (78%) reduction per month

Page 27: Lighting Presentatioin

• Over the Next 15 years, Municipalities and Utilities will replace every street light in the USA. Why not use this as an opportunity to host a nationwide Network Infrastructure.

• A patent-pending UCL (Urban Connection Light) that incorporates:

• The Back Haul platform include space, power and backhaul options:• Private RF • Wifi• LOS / NLOS Microwave• Fiber Optics

• A low cost“ platform” for the deployment of internal and external equipment such as:

• Sensors – weather, bio-hazard…• Cameras• Wi-Fi ( Public and Private Wireless Transmitters)• LTE ( Cell Transmitters)

• An optimal model shares costs between the municipality and the private sector needing vertical position on the pole. Thus, the light becomes a revenue generator for the city.
