The Goodyear Blimp, the Budweiser Clydesdales andKyle Loza, FMXMotocross GoldMedalist will be at Na-val Base Ventura County later this month to take part ina three-day extravaganza celebrating the expansion andrenovation of the Navy Exchange at Port Hueneme.The celebration begins Wednesday, March 10, when the

Budweiser Clydesdales will be on display from noon to 2p.m. in front of the NEX. Anyone with base access is in-vited to bring a camera and pose with the world-famoushorses.On Thursday, March 11, the NEX will close to the pub-

lic at 5 p.m. so store associates and the renovation crew cancelebrate their hard work during the 24months of construc-tion. About 250 people are expected for the event, whichincludes a 5:30 p.m. ribbon-cutting and awards ceremo-ny.Friday, March 12, is an all-day Customer Appreciation

Question: Recently I made a stop at the gasolinestation at Point Mugu to purchase bottled water andsome sunflower seeds from the mini store at the gasstation.I was informed that I could not purchase any items

whatsoever. The reason stated to me was that I was acontractor, and furthermore was told that only civilservants could buy items and service persons, as wellas retirees.I was informed by the gentleman behind the coun-

ter that it was ironic that I could serve my country,but I could not buy some bottled water and somesunflower seeds. I, also, told the gentleman that I hadserved my country, yet I could not buy those items.This does not make any sense whatsoever to me.I informed the clerk that I have a military picture

ID that was expired from when I was in the serviceand showed him that picture, and still he said that itwas not a valid picture ID.

Answer: Only current active duty or retired mili-tary are allowed to purchase items at NEX, includingthe mini mart. It is possible that the work associatewas not familiar in asking you for a military ID inyour previous visits.Armed Services Exchange Regulations, DODI

1330.21, Enclosure 6, details authorized patronagefor NEX facilities. There are 17 separate categories,with many sub-categories, regarding who is autho-rized. Most of the NEX sales floor associates are re-sponsible for knowing basic patronage requirements,which is limited to active duty and retired militarymembers and their dependents (as noted on their IDcards).Questions regarding further details for patronage

should be directed to a member of NEX management.Unfortunately, based upon your description of

There was a time when having a SeabeeBall without a SeabeeQueenwas unthink-able.Until recently, the Seabee Museum at

Naval Base Ventura County Port Huen-eme had a display about the history of theSeabee Ball and the Seabee Queens. Thatexhibit was recently closed as the museumbegins transitioning to its new building.According to the now-closed display, the

first annual birthday celebration to com-memorate the founding of theNaval Con-struction Force was in 1943. It wouldeventually be called the Seabee Ball.As part of those celebrations, the oldest

and youngest Seabees on the base wererecognized, and a Seabee Queen was se-lected to preside over the festivities.The first woman selected as Seabee

Queen was actress Susan Hayward, JohnWayne’s co-star in the 1944 movie, “TheFighting Seabees.” She remained the Sea-bee Queen throughoutWorldWar II, andshe returned to Port Hueneme severaltimes over the course of the war.From 1946 until 1951, no queen was

selected, but in 1952, Seabee Queensemerged as a morale booster once more.Every year thereafter, Seabees nominatedwives, girlfriends, daughters ormovie starsand voted for the new Seabee Queen.The museum’s now-dismantled display

included photos of each woman selectedSeabee Queen for Port Hueneme. The firstwas Emiley Martinez, and the last, in1991, was Nicole Rabusa.The tradition was then discontinued,

even before any woman served in an activeduty construction battalion — “a directreflection of the changing customs sur-rounding the Seabee Birthday,” the ex-hibit stated.

Tickets soldout early, with amenu of steamboat roundof beef, chicken and numerous side dish-es. Days before the ball, the CPO Wives

Club decorated the CPOClub for the cel-ebration.Enlisted men E-6 and below held theirs

in the Acey-Deucy Ball Room in the En-listed Club, located at the Sunkist Gate.Officers held their Seabee Ball in the BallRoom at the Bard Mansion.When Duke’s opened on 23rd Avenue,

both the CPO and Enlisted Clubs weredemolished. Bard Mansion closed as anOfficers Club, and Duke’s became an all-hands facility.

I have begun researching this series I’mcalling “Military Spousedom 101.”Beforewe begin, I want towarn you: The

military — and Navy in particular — issteeped in tradition. Some are rooted intheir rich history. Others, well, as a spouseI just shake my head.After you walk the aisle, tying the knot

with that handsome man (or gorgeouswoman) in uniform, you become eligiblefor many benefits and resources for life asa Navy spouse. To access these benefits,your Sailor is responsible to add you toDEERS, theDefenseEligibilityEnrollmentSystem. Once enrolled, you will be issuedtheU.S.Uniformed Services Identificationand Privilege Card (orDependent ID). Letme warn you, if you think your driver’slicense photo is bad, be prepared: Thisphoto will be worse. I speak from experi-ence.Let’s talk about that card. Your card is

tan, signifying you are a dependent. Careneeds to be given to protect this card as itcontains your Sailor’s name and Social

Security number. The bearer of this cardis granted access to military installations,services and benefits. Guard your card.Once you receive your card, look at the

box on the bottom right corner. This tellsyou some of your privileges: MWR (Mo-rale,Welfare andRecreation –more aboutthis in a later column), Exchange (militarytax-free department store), Commissary(military grocery store). On the back of thecard are your vital statistics, a barcode andyour eligibility status for medical carethrough themilitarymedical systemknownas TriCare.To get off on the right foot, there are

three more stops to make: Pass & ID, Tri-Care and Navy Legal.Once enrolled in DEERS, you need to

enroll in TriCare, the militarymedical sys-tem. Each base hosts a TriCare ServiceCenter with health benefit advisors andpatient advocates. Stop by this office toenroll in the plan that best suits you (moreon this topic in a later column). They arevery knowledgeable andwill help youwith

your selection.The Pass & ID Office issues decals for

your vehicle. Vehicles wanting to access thebase require a permanent or temporarydecal. To obtain your decals, take your ID,vehicle registration and proof of insurance.A quick call to your Pass & ID Officeprior to arrival is valuable, as your statemay have extra requirements such as anemissions compliance certificate.The last stop is the Navy Legal Services

Office. This office provides legal supportto Sailors and their families (again, an-other column) but you are here today toget a Power of Attorney, or POA. As yourSailor deploys, youwillmake decisions andtake action in his absence. Banks, and oth-ers require a POA if you are not on theaccount or authorized tomake changes. Itis important to have one.Your Sailor has one more stop: PSD, or

Personnel SupportDetachment, to updatehis “PageTwo.”ThePageTwo is the officialemergency notification sheet. If somethinghappens to your Sailor, this is who theDe-partment of the Navy will notify. I haveheard frommany spouses whosemothers-in-law were notified instead of the spousebecause the Page Two was not updated.We’re on our way. Next week we’ll look

at the privileges that card provides.

Three ships participating in U.S. NavyCombat Systems ShipQualification Trials(CSSQT) visited Naval Base VenturaCounty (NBVC) and Naval SurfaceWar-fare Center (NSWC) Port Hueneme Feb.19-22 as part of the ships’ internationalfleet qualification and training exercises.The Spanish SPS Álvaro de Bazán (F

101) and the United States’Dewey (DDG105) andWayne E.Meyer (DDG 108) ar-rived at Port Hueneme for a series of tech-nical briefings withNSWCPortHueneme,followed by range operations to completethe ships’ air defense portion of the tri-als.The visiting ships were welcomed with

a barbecue at NSWC Port Hueneme onFeb. 20.During CSSQT, NSWC Port Hueneme

engineers and technicians provide trainingand detailed briefings to the ships’ Sailorsto ensure their equipment is operatingproperly in preparation for a series of at-sea exercises and tests on the sea range atPoint Mugu.

The CSSQT objectives are to verify thatnew shipboard systems have been installedcorrectly and can be operated and main-tained safely and effectively by ship per-sonnel, improve interoperability betweenthe two navies and enhance coalition war-fare.Commissioned in September 2002, Ál-

varo de Bazán is an Aegis combat system-equipped air defense frigate under the

command of Cmdr. Iñigo de la PuenteMora-Figueroa.Dewey, commanded by Cmdr. Warren

R. Buller, is an Arleigh Burke class de-stroyer that will be commissionedMarch6 in Seal Beach.Wayne E.Meyer, also an Arleigh Burke

Vice Admiral Anthony L. Winns, theinspector general of the U.S. Navy, tookan hour out of his recent area visits to givea presentation at Naval Base VenturaCounty (NBVC) in honor of AfricanAmerican/Black History Month.His Feb. 22 topic at Port Hueneme’s

Seabee Chapel was the history of blackeconomic empowerment in the UnitedStates.It’s a story, he said, of not only the well-

known successes, but of thousands moreuntold successes and achievements.It’s a story of those “whose positive

contributions have escaped the eye of thehistorian”:• Of Lewis Latimer, who created the first

incandescent light bulb.• Of ElijahMcCoy, who created the first

automated lubricating cup for trains, andwhose copycats were so inferior that thephrase “The Real McCoy” was coined.• Of Granville T. Woods, who invented

air brakes for trains.It’s a story, Winns said, of “dedicated

and determined people like you— leaderswho can help create change at any lev-el.”“I am optimistic about the future,” he

said, “because somany people aremakinga difference in the present.”Winns said he envisions a day when

there won’t be anAfricanAmerican/BlackHistory Month, but rather an AmericaHistoryMonth— “when the solution isn’ta black thing or awhite thing, but the rightthing.”Before Winns spoke, Culinary Special-

ist 2ndClassDavidRoman andConstruc-tion Electrician 3rd Class RodneshiaRouse presented a slide show on the his-tory of black empowerment.Their theme was the same as Winns’:

Vice admiral visits NBVCMonday, March 15, is the deadline to

submit nominations for the Joyce W.Stewart Memorial Award, presentedduring Women’s History Month eachMarch by the Federal Women’s ProgramCommittee.Stewart was the first woman at the

former Construction Battalion CenterPort Hueneme to achieve the profes-sional grade of GM-14. She worked toassure that her organization, the Facili-ties System Office, reflected the Navy’saffirmative action goals by pursuing apositive approach to the acceptance ofdiversity.Any employee or group of employees

Few things in life are as important askeeping our goals in sight, because ourgoals directly shape who we become andwhere we will go in life.A great example of this truth is Florence

Chadwick.On July 4, in the year 1952, she set out

to swim the 26 miles separating CatalinaIsland from the California coast. She be-gan her journey flanked by two smallboats to offer assistance should the needarise. Indeed, she would encounter seriousobstacles.The first obstacle was having to listen

to those in the boats drive away sharkswith rifle fire. Can you imagine stayingfocused on your goal knowing sharks werethat close? And as unnerving as that was,the second obstacle proved to be far morechallenging.Fifteen hours into her swim, a thick fog

rolled in to the point that she could hard-ly see the boats in her party. Continuingfor another hour, but unable to see thecoastline, she called to her mother in oneof the boats, telling her that she doubtedher ability to finish and asked to be re-

moved from the water. As she sat in theboat, she learned that she had stoppedswimming less than one mile from herdestination.Later, she said to a reporter, “I am not

NFELC Surge unit since 2006, began a

six-month Active Duty Special Work As-signment with NFELC in December2009.“Petty Officer Mallari was one of our

NFELC Surge reservists who came onactive duty to help us mobilize two Tableof Allowances to support the increasedSeabee mission in Afghanistan,” saidCapt. Marshall Sykes, NFELC executiveofficer. “We were honored to have himin our command. He was greatly respect-ed by all for his professionalism and ser-vice. His work assisting with the packoutof TOAs for the Seabees and with ourre-warehousing project was exceptional.Petty Officer Mallari will be truly missedby all.”During his nearly 10 years of service

After more than 30 years in the Navy— much of that time at Naval Base Ven-tura County — Command Master Chief(SCW) Glenn E. Brunelle has retired.About 300 people attended the retire-

ment ceremony, held Feb. 19 at a place thathad specialmeaning toBrunelle: theWhiteHouse at Port Hueneme.“This is where I started my Seabee ca-

reer,”Brunelle said of the building that usedto be theNavalConstructionTrainingCen-ter headquarters.He rolled up to the ceremony in a

M151A1, the same type of vehicle he firstworked on inmechanic school, back whenwatching the 1944 classic “The FightingSeabees”with JohnWayne and SusanHay-ward was part of the curriculum.Using what he called his “Palm Pilot”

— notes written on his hand — the self-described “technically challenged”Brunelleregaled the crowdwith stories of his career,his family and his future.People came in from all over the country

to honor him, including his 82-year-oldfather who lives in Oregon.“I’ve spent my entire adult life in the

Navy,” said Brunelle. “Thirty years wentby really fast.”Brunelle enlisted in theNavy onDec. 28,

1979, just a few months after graduatingfrom high school. Master Chief Utilities-man (SCW) Jamye Rainwater, the masterof ceremonies, pointed out that at time,Jimmy Carter was president, “Kramer vs.Kramer”received the AcademyAward forBest Picture, the nuclear disaster at Three-Mile Islandoccurred andBrunelle’s belovedSanFrancisco 49ers closed the seasonwithtwo wins and 14 losses.His many deployments over the next 30

years included Okinawa, Japan; Naples,Italy; Midway Island; Guantanamo Bay,Cuba; Madagascar; Puerto Rico; SaudiArabia during Operation Desert Shield;Adak, Alaska; and Guam. He also de-ployed to Gulfport, Miss., and New Or-leans in support of Hurricane Katrinarelief efforts.Throughout his career, Brunelle was sta-

tionedatPortHuenemeonly twice—“oncefor 10 years and once for 14 years,” hesaid.The second long tour allowed his family

to live in the same house for 14 years, whichis why he said he’ll be working on 14-year-old home improvement projects.

Capt. Jim McHugh, who took over ascommanding officer of Naval Base Ven-turaCounty a year ago, saidBrunellemadeit a smooth transition.“I could not have asked for a better

CMC,”he said, thanking him for his friend-ship and his “endless patience.”Capt. Clayton O. Mitchell Jr. of the

Civil Engineer Corps, called Brunelle “anincredible inspiration.”He said Brunelle has an uncanny ability

to connect with people, “no matter whothey are or where they are. He has an abil-ity to rally people around his cause.”Capt. George E. “Dwyn”Taylor II, also

of the Civil Engineer Corps, said he firstmet Brunelle in the 1990swhen hewaswiththe 31stNaval ConstructionRegiment.Hewas impressed with Brunelle’s “polishedprofessionalism and can-do spirit,” traitshe found had not diminished by 2002whenthey worked together again.“He is not a man who looks out for No.

1,”Taylor said. “He is a bedrock of integ-rity.”Knowing about Brunelle’s love of mo-

torcycles and his penchant for getting aHarley-DavidsonT-shirt wherever he goes,Taylor presented Brunelle with one fromhis current city of residence, St. Augustine,Fla.There were many certificates of appre-

ciation and gifts presented to Brunelle thatday, and he gave some himself, especiallyto his family — his wife of 19 years, Min-dy, and their three children, James,Kirstenand Sarah.“I’m not quite sure what I will do next,”

he said, adding that the family will stay inthe area and that they plan a trip to Dis-neyland soon.He showed the audience he’s prepared

for something else, too.“Let’s ride,”he said, whipping out a pair

of sunglasses and putting them on with aflourish.

“Why can’t there be more places to eatat Point Mugu?”“Why can’t there be wireless service in

the barracks?”“Is there anything we can do about the

gophers?”At his first Town Hall meeting since

becoming commanding officer at NavalBase Ventura County a year ago, Capt.JimMcHughwas pepperedwith questions— first at the PointMugu Theater on Feb.16, then the next day at NeedhamTheaterat Port Hueneme.At both sites, McHugh presented an

update on base happenings— everythingfrom construction projects to basewidereductions in energy and water usage toupcoming Family Night Out events andyouth programming. He presented a slideshow on behalf of Morale, Welfare andRecreation that detailed ongoing programsand events, and he reminded the audienceto check out the tables set up in the foyersthat offered information on housing, chap-lain and school liaison services, the Fleet& Family Support Center, the Navy-Ma-rine Corps Relief Society and the RedCross.Then he opened it up for questions.More services at Point Mugu? “It is an

issue,” agreed McHugh, who lives atMugu, but it’s all amatter of money—notthe Navy’s money, but whatever a privateenterprise can generate, and in this econ-omy, new businesses on base are unlike-ly.Wireless service in the barracks? “There’s

actually aNavywide initiative to havewire-less basewide and at all bases worldwide,”McHugh said.And the gophers?This question was asked at both Mugu

and Port Hueneme, and as a Mugu resi-dent, McHugh is all-too familiar with theissue.“I have my own 36-hole golf course in

my backyard,”he said. “This has been go-

ing on for many, many years.”He suggested that anyone with a pest

control problem request a service call andan exterminator will be called.Someone in the audience also suggested

a corgi.Here are some of the base updates

McHugh mentioned:• Dog parks at both Point Mugu and

Port Hueneme should be open within ayear, as soon as environmental and finan-cial issues are worked out.• The base continues to make progress

on becomingmore energy-efficient.NBVChas reduced its energy usage by 48 percentsince 1985, saving the equivalent of 65,000barrels of oil per year. Using 2003 baselinenumbers, NBVC needs to reduce energyby another 30 percent by 2015, and it hasalready reached the 15 percent mark.• Since 2007, NBVC has reduced its wa-

ter usage by 37.5 percent, exceeding itsgoal of a 16 percent reduction by the endof 2015.• The base veterinarian at PortHueneme

will be moving to new quarters in April.New offices will be at Building 19.• During the fourth quarter, the area

around the NEX parking lot at Port Hue-nemewill be reconfigured to improve traf-fic flow. “Hopefully, you’ll all see a greatimprovement with this project,”McHughsaid.• The parking lot at Duke’s will be re-

paved during the second quarter.• Amonthly FamilyNightOut featuring

a $5 spaghetti dinner will begin in April,alternating between the PortHueneme andPoint Mugu sites.• A Parents Night Out will begin inMay

and continue the third Friday of everymonth. From 6 to 9 p.m., free child carewill be provided.Between 50 and 75 people attended each

theNBVCWelcomeCenter building camealive with banners, resumes, business cardsand, in some cases, interview questions.Before the day ended, more than 700

job seekers had rubbed elbows with 38

employers in the hopes of being called foran interview.Employers have always been drawn to

military members and their families, aswell as government employees, for theirreputation as being hard workers, havingdiscipline and for possessing a vast arrayof skills.The goal of the NBVC Job Fair was to

provide a venue where all active duty,spouses, reservists, retirees, Defense De-

partment employees, contract employeesand anyone who has installation accesscan meet employers, network and gethired.Judging by the feedback received on the

surveys, the FFSC is pretty confident thatthe event was a success.If you’re a job seeker who has yet to

hear back from an employer you’re inter-ested in, now is the time to consider fol-lowing up with a thank you letter, phone

Naval Base Ventura County (NBVC) isreplacing streetlights, parking lot lightsand lights outside residential quarters withenergy-efficient LED (light emitting di-ode) systems.Tom Santoianni, NBVC’s energy man-

ager, said the project at both Port Huen-eme and PointMuguwill reduce the base’senergy consumption by 317,445 kilowatthours and will cut the base’s annual util-ity bill by $45,500, based on the averageVentura County utility rate of 14 centsper kilowatt hour.“The steps that NBVC are taking to

introduce sustainable lighting to an entirecommunity serves as a leading examplefor military bases, college campuses andcities and towns across America,” saidZach Gibler, CEO of Lighting ScienceGroup Corp., whose lighting systems thebase is using. “These LED lighting solu-tions are not only affordable but also sus-tainable. The lighting retrofit will reducecarbon dioxide emissions by 228 metrictons annually at NBVC. That’s equivalentto removing the annual greenhouse gasemissions from 44.5 passenger cars.”

A total of 1,084 existing streetlights,area lights and parking lot lighting fixturesare being replaced with Lighting ScienceLED luminaires. Once completed, theretrofit will reduce NBVC’s exterior light-ing energy consumption by nearly 60 per-cent and will increase the product lifetimeby threefold, thereby reducing mainte-nance costs.

“This helps us to set the environmentalstandard for U.S. Naval bases,” said San-toianni.

Here’s what’s being done:Streetlights: 430 RoadWay luminaires

will replace the current high pressure so-dium cobra head street lighting fixturesthroughout the Port Hueneme and PointMugu residential areas.About 150 have been installed at Port

Hueneme since mid-January. Work willbegin soon along 23rd Avenue from Pat-terson Road east to the Sunkist Gate.“In areas where the streetlights have

been replaced, the feedback from the on-base community has been positive,” San-toianni said. “People can actually see andexperience the upgrade in light quality.”Bachelor housing lighting: 549WallPack

luminaires will be installed at the bachelorhousing facilities at both Port Huenemeand Point Mugu. They are designed toilluminate exterior walkways and to pro-vide perimeter and security lighting. Theyare also made of lightweight aluminum,which is easy to install. They will last upto three times longer and will consumeless than half the amount of energy thanconventional light sources — only about35 watts, less than the amount of energy

consumed by a standard table lamp.“Lighting Science Group and the Navy

collaborated to customize the LightingScience WallPack luminaires to incorpo-rate an integral motion sensor, which fur-ther reduces energy consumption to just10 watts when perimeter walkways areunoccupied,” Santoianni said. “This typeof cooperation helped us to lead the chargein delivering energy-efficient solutions forour specific design needs.”Parking and general area lighting: The

Navy chose 105 ShoeBox luminaires toreplace traditional parking and generalarea lighting fixtures. Using only 86 wattsper fixture, they deliver glare-free, low-maintenance light.Lights in the parking lots of Buildings

PH1000, Duke’s, the Bowling Alley andWelcome Center and the Seabee Chapelwill begin soon, Santoianni said.Work will begin in mid- to late-March

and run through July to install the rest ofthe streetlights throughout residential ar-eas and to install theWallPack lights out-side bachelor housing facilities at bothPort Hueneme and Point Mugu.

A C-130T from Fleet Logistics Support Squadron Five Five (VR-55) recently landed in the Haitian capital of Port-au-Prince to de-liver cargo while participating in the massive Haiti relief efforts.

These supplies were then trans-ported to the USNS Comfort in support of Haiti search and re-covery relief operations.

In addition, VR-55 has flown multiple logistics sorties to and from Guantanamo Bay, Cuba, carrying both cargo and person-nel in support of the Joint Task Force mission. Because Port-au-Prince is unable to handle the extensive volume of both civil and military air traffic supporting the relief efforts, Guantanamo Bay is acting as a massive staging area for cargo and supplies to be fur-ther delivered to Haiti.

Lt. Cmdr. Ron Martin, the cur-rent operations officer for VR-55, is one of many squadron pilots

who participated in such mis-sions.

“Providing logistics support throughout the world is our job, yet we find it especially rewarding to play any role we can to help out in these dire times,” he said.

Operating five C-130T aircraft from Point Mugu, VR-55 sup-ports deployed U.S. Navy ships, submarines, Navy SEALS, avia-tion detachments, and Marine units throughout the fleet.

VR-55 is one of 15 Navy Re-serve squadrons that fall under Commander, Fleet Logistics Sup-port Wing (CFLSW), the Navy’s largest air wing and primary op-erator of logistics aircraft for the Navy.

The wing’s squadrons fly logis-tics support missions worldwide and throughout the United States. It is in times like these that Navy Reserve squadrons can be relied upon to provide around-the-clock support of natural disaster re-lief.

Currently, every Navy C-40, C-9 and C-130 squadron has par-ticipated in Haiti relief operations.

With more than 100 flights com-bined as of VR-55’s Feb. 9 mis-sion, they have delivered approx-

imately 1,850 passengers and 2.25 million pounds of cargo, while logging over 830 hours. Th

Seabees from the 30th Naval Construction Regiment and Na-val Mobile Construction Battalion 3 (NMCB 3) returned to Naval Base Ventura County Point Mugu after a six-month de-ployment to Afghanistan.

The unit returned from a scheduled deployment directly sup-porting ongoing operations. The regiment provided command and control of all engineering assets in Southern Afghanistan, and the battalion was busy constructing facilities for President Barack Obama’s troop surge.

so many federal employees and a majoraccomplishment in this economy,” saidCapt. JimWorcester, who served as GoldCoast CFC chair for the 2009-2010 cam-paign.Worcester is the commanding officer of

the Naval Facilities Expeditionary Logis-tics Center and commander of the 31stSeabee Readiness Group.TheCaliforniaGoldCoast CFC is com-

prised of more than 17,000 federal em-ployees in the three counties. This is thesecond year the counties have united toconduct one campaign.“We have a diverse group of federal

employees within three counties who haveworked hard tomake this campaign a suc-

cess through their volunteer efforts andwillingness to give to others,” saidWorces-ter. “People in our community and beyondwill benefit through their generosity.”The campaign, held between Sept. 1,
