Why are parking lots not being swept clean?
Question: Why is the outside of Building3008 not maintained? There are leaves anddirt as high as the curb on the north and westsides of the building in the parking lot. Someonecleaned the drain cover on the north side andleft the leaves on the sidewalk. This not good forthe drains if the leaves and dirt start filling thedrains.
Answer: The appearance of our facilities,landscape and open space is an important issuewith both Commander Navy Region Southwestand Naval Base Ventura County. We encourageall of our tenants and residents to take pride inthe work space and surrounding area.Our Public Works Department monitors
drains and surrounding areas. Unfortunately,due to current funding levels, we are not re-sourced to sweep parking lots, which will causeoccasional buildup of leaves and pine needles.Our Environmental Division inspects the base
storm water system annually and identifies linesneeding cleaning. Cleaning of drains and pipingis prioritized by need and risk of flooding andperformed according to available funding.Day-to-day maintenance will be one of the
first areas where we all see significant change asthe federal budget woes continue. I urge every-one to show patience and flexibility over thenext few weeks — and possibly months — untilthe Defense Appropriations bill stalemate isresolved.

staff officer of NBVC, read three Seussbooks to preschoolers in his son’s class atthe Child Development Center, Port Hue-neme.“Reading to children opens a world to
them,” he said. “I came from a family ofavid readers, and I’m trying to pass thaton to my children.”All three of his youngsters — ages 10,
6 and 4 — love to read, he said.Senior Chief BuilderMichelle Bernales,
the NBVC command community servicesofficer, organized the community relationsevent that had she and five others fromNBVC reading “Hop on Pop,” “GreenEggs and Ham” and other Seussian titlesto students at Marina West ElementarySchool in Oxnard.Bernales teamed up with United Way
to bring the Sailors to Marina West.She noted that literacy among elemen-
tary school students is dropping at analarming rate and that the benefit of read-
ing aloud to youngsters is well document-ed. In addition, she said, “this was a greatopportunity for our military members toget out in the community and have a lotof fun.”
KarenMiyamoto, a kindergarten teach-er at Marina West, said she appreciatedthe Navy’s help in “bringing these booksto life” and carrying out the goal of ReadAcross America Day by demonstratinghow important it is to read to a child.“Hopefully these children will go home

es to where help is needed. And peoplearound the country rally with outpouringsof volunteer assistance and donations offunds and needed supplies. But the workof the American Red Cross is not limitedto disaster response.Since 1942, following the tradition of
President Franklin D. Roosevelt, the pres-ident declared themonth of March asRedCrossMonth. This focus on theRedCrosscoincides with their major push for fundraising to accomplish their diversemissionthroughout the year and across the coun-try.Most of us know about the Red Cross

Counting the tiles on the floor as youtake awalkwith your toddler, encouragingyour elementary-age child to try a neweducational computer software programor allowing your teenager to help with thehousehold budget are all ways to build anappreciation of science, technology, engi-neering and math.By doing these things you may be bol-
stering your children’s chances of successin their future careers. This is because en-joying math and science may determine achild’s later career success.The National Science Foundation esti-
mates that 80 percent of jobs created inthe next decade will require some form ofmath and science. For this reason, manyschools and businesses are focusing moretime, energy andmoney on Science, Tech-nology, Engineering and Mathematics— STEM.In recent years, there has been a sig-
nificant decline in the number of collegestudents choosing majors in science- ortechnology-related fields.Much of this hasto do with poor preparation for highschool classes and the intense work re-
quired outside of the lecture setting— inplaces like laboratories. Students havechosen easier majors and courses of studyin place of taking on the fields they wantdue to poor preparedness.This preparation cannot start too
soon.From block building as a preschooler
to rebuilding an engine as a teenager, mathand science can be enjoyable and educa-tional. While schools are refocusing toinclude more STEM in their curriculum,
families can findways to encourage STEMat home as well.Spending time with children piecing
puzzles together, discussing how familiescan improve recycling efforts or experi-menting with recipes in the kitchen arejust a few examples of how families canencourage STEM efforts at home.Additionally, keeping in contact with
your child’s school to learn how they areencouraging an interest in math and sci-ence may give you even more ideas. Par-ents who have building skills or cookingskills can offer their time and expertise tosupport their own children, as well asmany other students.In an effort to support families’ endeav-
ors to encourage STEM,Naval Base Ven-tura County Community Support Pro-grams is coordinating aRobotics Program.Families will have the opportunity to worktogether to build a robot. The kits, pro-vided by a sponsorship fromTimeWarnerCable, will be provided to 100 familiesduring Family Robotics Nights, which willtake place at the CYP Youth Centers onApril 6, 7, and 8.
Neal Friedman of Robotics and Thingswill lead families in their efforts to builda family robot and how they can add toit once they take it home. They can thenbring their robots to Kids’ Day on April30 for a Robotics Competition. All fami-lies will receive a certificate of participa-tion, and those whowin in various catego-ries will receive prizes. However, the bestprize in this competition is that familieswill have the opportunity to work togeth-er, have fun together and enjoy learningabout many aspects of math and sci-ence.Mark your calendars for Family Robot-
ics Nights: April 6 at Point Mugu, April7 at Port Hueneme Youth Center, andApril 8 at the Camarillo Youth Center.Families interested in participating can

As a lifelong baseball fan, I was thrilledto buy for my little niece, Lauren, her firstbaseball glove. I am proud to say that sheis a great little girl as well as being quitean athlete at age 8. Despite her size, she isabsolutely fearless on the soccer field.When my brother told me that she wasinterested in playing T-ball, I couldn’t waitto see them during our vacation togeth-er.While I was playing catch and trying to
teach her the fundamentals of baseball, awonderful flood of memories overcameme in how my brother and I used to playthe same way when we were boys. Thiswas during the Little League phase of ourathletic past.I thankGodwe grew up in a nice neigh-
borhood where there were many kids ourage. Like many young boys, we used toplay pickup baseball games until late intothe summer evenings. Looking back, I cannow see it was certainly an idyllic andwonderful place to grow up!To this day I find it hard to explain what
life used to be like to someone who is un-der 25 years of age. It was definitely adifferent era and time in America. Young-
sters, for example, didn’t sit in front of acomputer and play games all day. In fact,the only video games where you couldplay, for 25 cents at a time, were locatedat carnivals or arcade centers. Believe itor not, Pac-Man and Donkey Kong wereonce considered the technological pin-nacle of arcade games!I wonder: Many years from now, when
my niece grows up and gets married andhas children of her own, will she still beinterested in baseball? I don’t know.WhatI do hope for her, however, is that she will
have fond memories playing catch withher Uncle Jeff in Navy base housing whenshe was a little girl.I want to end my article with a
beautiful and well-known piece ofwriting. You may have seen these fa-miliar words on a poster of a littleboy staring out towards the ocean.This excerpt was from “Within MyPower” by Forest Witcraft. The post-er is titled, “One Hundred Years FromNow.”He writes: “One hundred years from
now it will not matter what kind ofcar I drove, what kind of house I livedin, how much money was in my bankaccount nor what my clothes lookedlike. But the world may be a betterplace because I was important in thelife of a child.”I just wanted to remind us that we
are already important in someone’slife. As busy as life can get sometimes,let us not forget the ones whom Godhas entrusted in our lives. Who knowshow our world will be a better placebecause you were important in a lifeof a child also.

More than 1,000Seabees, family and friends from SouthernCalifornia gathered around to representpride, build camaraderie and share theirunique history.“You can enjoy friendship, see veterans
and talk with people you’ve served withthen and now,” said Lt. Cmdr. Russell C.Rang, the executive officer of the CivilEngineer Corps Officer School and mas-ter of ceremonies for the event. “It meansa lot.”
The event kicked off with a cocktailhour followed by a catered meal. As a tra-dition, a cake-cutting ceremony was heldwhere the youngest and the oldest Seabeesat the event cut the cake; this year’s SeabeeBall recognized Construction MechanicConstructionman Apprentice SeberianoGutierrez as the youngest Seabee andUtilities Constructionman Master ChiefJim Lampman as the oldest.“It was a great honor to cut the cake
with the oldest Seabee with all his experi-
ence and rank,” said Gutierrez. “I wassurprised I was the youngest Seabee.”Gutierrez stated that he is unsure where

general, who shook hands andchatted with each one.He praised them all on the job
they’re doing, pointing out thattoday’s recruits are some of themost highly qualified in the his-
tory of the Marine Corps.He also updated them on the
situation in theMiddle East, vow-ing that theMarines’ victories inIraq will be repeated in Afghani-stan.“We’ve put a lot of assets into
the Helmand Province and we’redoing very, very well,” he said.“We’ll be there awhile, but we aredoing very well.”

Cold temperatures and a constant driz-zle didn’t stop about 250 motorcyclistsfrom visiting the Motorcycle Safety Fairput on Friday, Feb. 25, by the Naval BaseVentura County Safety Department.In fact, the weather ended up being ap-
propriate for a safety fair, with rain-slick-ened roads and excessive speed combiningto create their share of motorcycle acci-dents in Ventura County.“Speeding and lack of safety gear are
probably our twomain areas of concern,”said Builder 1st Class Patrick Posey ofNaval Mobile Construction Battalion 4,a riding enthusiast who helped organizethe event at the Port Hueneme ParadeDeck with George Egeler, the base safetymanager.Egeler added another: lack of experi-
ence.“They go on deployment andwhen they
come back, they’re rusty,”he said. “Thereare no bikes in Iraq. They simply forgetthe basic skills.”The safety fair offered riders the chance
to brush up on those skills, courtesy of
Jason Pridmore and his Lancaster motor-cycle school, which offered safety tips; theOxnard Police Department, which gave
out information on the latest traffic laws;and riding groups and vendors, includingHOGs, the Harley Owners Group, and
American Legion riders.Egeler said the safety fair was a first for
the base, and he’s hoping to bring it back.He estimates that about 10 percent of basepersonnel ride motorcycles, with battal-ions having the highest percentages ofriders.Excessive speed is often an issue, Posey
and Egeler said: “They’re young and theywant to go fast,” is how Posey put it.So is inappropriate safety gear.“They use the gear, but it’s often the
wrong gear for the type of bike they’reriding,” Posey said. “They’ll ride a sportbike with a half helmet, and that doesn’tdo a lot for you if you have an acci-dent.”Neither do tennis shoes as opposed to
an over-ankle boot.The Motorcycle Safety Fair was a pre-
lude to the Fourth Annual Ride for Safe-ty, set for May. Last year’s Ride for Safe-ty brought out more than 70 riders for adaylong trip through the mountainousbackroads of Ventura and Los Angelescounties.For information on this year’s event, e-

MAIMANAH, Afghanistan – U.S.Navy Seabees from Naval Mobile Con-struction Battalion 40 added the final seg-ments to a dining facility they built onForward Operating Base CampGriffin inFaryab province Feb. 13 prior to their re-deployment to the United States.The 30-Sailor detachment, which pro-
vided construction, logistical and physicalsupport to four International Security As-sistance Force bases in northwestern Af-ghanistan, is completing a seven-monthdeployment.“We wouldn’t be here if we didn’t enjoy
what we do,” said Chief Steelworker AlanEgelston, detachment officer-in-charge.“Although junior, every Sailor was very
professional. They thought and plannedbefore beginning a project and were ableto think on the fly. It was a good deploy-ment.”The Seabees built up physical infrastruc-
ture and maintenance programs at FOBGriffin and FOB Qeysar. The $200,000dining facility was one of many projectsplanned and built by the Seabees to in-clude a tactical operation center for theU.S. Army’s 3rd Battalion, 6th Field Artil-lery, 1st Brigade Combat Team, 10thMountain Division; water wells; Morale,Welfare and Recreation building; chapel;picnic benches and furniture; and othertents and buildings supportingU.S. Armyand ISAF soldiers.“After a patrol or being outside the wire,
we wanted the Soldiers to have a placethat would be warm or cold depending on
the season where they can rest and enjoya meal,” said Seaman Brett Rankin, steel-worker, FOB Griffin dining facility con-struction project assistant crew leader.“This dining facility will be able to host125 people. We are definitely proud ofwhat we were able to accomplish and ifwe didn’t have it, we’d make it.”There were 13 Sailors assigned to build
the 30-by-90-square-foot dining facility,which was completed one month and twoweeks ahead of schedule.“It’s a quality of life issue,” added
Egelston. “We were glad we were able toestablish a place like this and are proudto be forward operating.”The Seabees are theU.S.Navy’s combat-
capable construction element with theability of operating in any environmentto support construction requirements.
NMCB 40 ends deployment with mess hall

CAMPLEATHERNECK,Afghanistan—Hundreds of Seabees fromNaval Mo-bile Construction Battalion (NMCB) 3have been taking extra time to focus onboth deployment and getting qualified inthe Seabee Combat Warfare Specialist(SCW) program.NMCB 3 has been deployed to Afghan-
istan since November and has set an ag-gressive goal to qualify 230 of its Seabeesin the SCW program before the end ofdeployment.The SCW qualification process is dif-
ferent from other platform-based warfarequalifications in that the final board re-quires a practical demonstration of in-depth knowledge of construction battalionoperations. The depth and breadth ofknowledge tested ratchets up or downwithrespect to the pay grade of the personqualifying. For example, an E1-E3 wouldhave to plan and present a 14-man footpatrol, while a chief petty officer or ensignwould have to plan a large mission of 125Seabees, including construction projects,convoys, security and transporting of allequipment and personnel from a homebase to a forward location in a tacticalenvironment.
Being deployed to a contingency areahas been a unique but valuable situationfor the SCW trainees. The deploymentenvironment has given the Seabees achance to get hands-on experience with alot of the training in the warfare curricu-lum.“The fact that you’re able to do practi-
cal application and touch everything inthe TOA (Table of Allowance) adds to thelearning experience,”said CommandMas-ter Chief (SCW/EXW) Percy Trent. “Theprogram overall allows the command tomaximize unit readiness so Seabees areprepared when they are pushed out towork at the forward operating bases dur-
ing deployment.”The Seabees have been going to SCW
classes five days out of the week and havealso sought detailed information frombat-talion subject matter experts.“It is nice to know that, even though
the program can be rough at times, we arecontributing to professional developmentof the junior Seabees who will take ourplaces in the future,” said ConstructionElectrician 1st Class (SCW) Crystal Cor-ner, NMCB 3’s SCW coordinator.As of February, the battalion has qual-
ified 62 members in SCW and will con-tinue toward its goal of 230 members bythe end of deployment.

at the same time it employs 17,000 person-nel, operates a major aviation shore com-mand andNaval Construction Force mo-bilization base, and tests combat andweapons systems.The base is home to seven species that
are listed by the federal government asendangered or threatened: Salt MarshBird’s-Beak, a plant; Western Snowy Plo-ver, California Least Tern, Light-FootedClapper Rail, Least Bell’s Vireo, all birds;black abalone; and Island Night Liz-ards.

the NRP during FY09 and FY10 includ-ed the removal of feral cats on San Nico-las Island to restore seabird nesting colo-nies and the initiation of a program tore-establish eelgrass inMuguLagoon,” theaward nomination states.
From June of 2009 to June of 2010, 52cats and 10 kittens were relocated to aferal cat sanctuary in Ramona, where theywill live out the remainder of their livesand the kittens will be adopted.“In 2010, monitoring efforts continued
via surveys and camera traps,” the awardnomination states. “It is believed that veryfew, if any, feral cats remain on the island.The program is now ahead of scheduleand in the monitoring phase to ensure allcats have been captured.”Starting this year, the NRP will create
oyster beds at PointMugu with the intentof restoring native oyster populations. Thework is being funded by a grant from theNature Conservancy and will take placein partnership with Channel Island Ma-rine Research Institute.The NRP also captures falcons, hawks
and owls that present a strike hazard to
aircraft and relocates them.“At this time, 41 hawks have been relo-
cated, and only three have been confirmedreturned toNBVC,”the award nominationstates.The NRP monitors more than 100,000
adult elephant seals, California sea lionsand harbor seals that breed and give birthto up to 40,000 pups each year at SanNicolas Island.And itmonitors the South-west PondTurtle, Brandt’s Cormorant andmigratory birds.Shide calledthe award an honor.“It is a recognition of the good work

Annual anti-terrorism exercise includes hostages, car bomb

Last month’s Solid-Curtain-Citadel Shield anti-terrorism training exercise, which put Naval Base Ventura County (NBVC) into its highest level of force pro-tection since 9/11, was deemed a success by base officials.
“We know it was inconvenient for a lot of people, but what we accomplished and what we learned simply couldn’t have oc-curred any other way,” said Robert Huether, installation training officer. “We needed to be in fully enforced FPCON Charlie for a sustained amount of time.”
FPCON Charlie, or Force Protection Condition C, was in effect for 24 hours beginning Wednesday, Feb. 23. It required several gate closures, mandatory identifi-cation checks and random vehicle search-es.
The actual training exercise ran from Feb. 21 to 25 and was conducted on naval bases and installations throughout the continental United States and Guam.
Several scenarios took place at NBVC during those five days:
• A hostage situation unfolded at Port Hueneme. Base officials worked with the Oxnard Police Hostage Negotiation Team and Special Weapons Tactics team (SWAT) to “rescue” the seven hostages and capture the gunman.
• At Point Mugu, a car bomb was dis-covered when someone tried to ram through the Las Posas Gate. The driver was detained and Explosive Ordnance Disposal technicians successfully defused the bomb.
• An underwater improvised explosive device was discovered in the port and suc-cessfully defused.
• In a surveillance exercise, someone who was taking unauthorized photos of NBVC from outside the Port Hueneme gates was detained and questioned.
• An intrusion alarm was set off at Point Mugu.
“Interagency cooperation went very well,” Huether said of Oxnard SWAT’s involvement in the exercise. “This par-ticular scenario gave everyone an oppor-
tunity to practice better communications in case of an emergency.”
The next major exercise will take place in July when the region’s Navy installa-tions train to respond to a natural disas-ter.

Naval Surface Warfare Center, PortHueneme Division (NSWC PHD) coor-dinated and led an assist team, along withan engineer fromNSWCDahlgren, fromFeb. 6 to 11 to provide support to USSNitze (DDG94) in preparation for its 2011deployment.The team visited the ship to conduct an
onboard tech assist in response to a Ca-sualty Report (CASREP) reporting Com-mand and Decision (CND) faults. Thesefaults resulted in a loss of combat systemcapability. The root cause was identifiedand corrected during the team’s first dayonboard.During the remaining four days of the
visit, the team continued monitoring andobserving fault-free performance of CND,and they assisted ship’s force techniciansin troubleshooting and correcting addi-
tional AEGISWeapon System faults notassociated with the original CASREP.The teamwas able to respond so quick-
ly to the request for assistance due to therecently implemented Baseline 7.1.2 FirstResponder initiative as directed by ViceAdm. Kevin McCoy, NAVSEA com-mander.“This is a perfect example of what

Team prepares USS Nitze for deployment
The American Red Cross is holdingmonthly classes on first aid and cardio-pulmonary resuscitation at Naval BaseVentura County.Classes are being taught from 8 a.m. to
4 p.m. on the second Tuesday of eachmonth in theRedCross training classroomat the NBVC Fleet and Family SupportCenter, Port Hueneme. The eight-hourclass covers first aid and CPR for adults,children and infants.Upcoming dates are April 12, May 10
and June 14.The classes are free for active-duty mil-
itary personnel and their dependents,thanks to a grant from the Departmentof Defense to the Red Cross. Cost is $60for everyone else, including retirees andcontractors.Red Cross certification is now good for
two years, not just one. That changed onJan. 1.“It’s important to know CPR because
you may find yourself in a position whereyou need to use it to save someone’s life,”explained Judy Stahl, a Red Cross volun-teer. She and her husband, Curt Baker,are the Service toArmed Forces coordina-tors for the American Red Cross of Ven-tura County. “If you happen to be in theright place at the right time, you can save
a life, and it’s a pretty simple thing tolearn. There’s not much reason not toknow it.”In the past, officially recognized CPR
involved chest compressions and mouth-to-mouth resuscitation. The American
Red Cross recently introduced “CitizenCPR,”with chest compressions only, andthe AmericanHeart Association is follow-ing suit.“That eliminated a major reason why
people wouldn’t learn CPR,” Baker said.The Red Cross will continue to offer
both types of training, however, becausefull CPR with rescue breaths is still bestin some cases, especially for children, teen-agers, drowning victims or people whocollapse due to breathing problems.The monthly classes add to an already
busy Red Cross schedule at the base. RedCross instructors teach infant CPR andfirst aid at the FFSC classes for new par-ents, and they frequently doCPR and firstaid classes at individual commands andfor deploying battalions. Some volunteerswho are deployed even hold classes in Af-ghanistan.The Red Cross also attends all pre-de-
ployment picnics, deployments and home-comings, serving snacks and warmthoughts.Being in the deployment area, where
Sailors sometimes wait for hours betweenthe family goodbyes and the actual take-off, is Stahl’s favorite.“It’s amazing howmuch a doughnut can
mean at 3:30 in the morning,” she said.
“It’s really a privilege for us to be there.It’s a chance for us to express how muchwe appreciate them and all they do.”The Red Cross also shows up “basi-
cally, wherever we’re asked to be,” Stahlsaid. “Air shows, SeabeeDays, health fairs,Ride to the Flags – we go wherever we’reinvited.”Stahl and Baker, who are celebrating
their 20th anniversary this month, havebeen the Service to Armed Forces coor-dinators for about two years. They grewup in the Los Angeles area, then returnedthree years ago after spending much oftheir professional lives in Boston, he as acomputer consultant and she as the chiefinformation officer for the Harvard Busi-ness School.The Red Cross office in the FFSC is
staffed with volunteers from 8:30 a.m. tonoonMonday through Friday. The officeprovides information on blood donations,emergency services and classes that areoffered at other branches — “everythingfrom psychological first aid to babysit-ting,” Stahl said.For more information on the CPR
