Main project objectives of Life IWM project.
TO ESTABLISH STRUCTURE ABLE TO COORDINATE AND PLAN WASTE MANAGEMENT WITHIN THE VLORE REGIONAL AUTHORITY THROUGH THE INVOLVEMENT OF THE REGIONAL PERSONNEL.
TO DEFINE USEFUL TECHNICAL TOOLS TO IMPLEMENT AN INTEGRATED WASTE MANAGEMENT.
Results and Output of Life IWM project ACTION: TEAMBUILDING
Training course on Planning principles on waste management
Beneficiary: Network of public officers of all public institutions involved (N.1 Regional Authority + 7
Municipalities + N. 15 people involved).

municipal authorities • Training courses for technicians of waste
collection and transport • Training courses for tourist operators • Training courses for operators and port workers Beneficiaries: all local stakeholders in Vlore

ACTION: PLANNING ACTIVITY • Social and economic analysis • Database and collecting data model • Collecting data on area with waste collecting services • Collecting of all environmental laws in Albania • Defining of sustainable size of local treatment plants • To define several scenario in Vlore region

ACTION: PILOT PROJECTS
• 1 pilot project for the building up a system of waste separated collection along the seaside of Himara, Saranda and Lukova with more than 500 bins.
• 25 sites for the separated waste collection located within the schools of the Vlore Region.
• 1 ecological island for the used oil collection in the Port of Durres.
• 1 pilot project for the used paper collection through a system of bins and an ad hoc truck.

ACTION: AWARENESS ACTIVITIES • Illustrated “waste book” for schools and students • An education plan for teachers• A Training course for teachers on environmental
education
• Public campaign on waste collection

STRENGTHS
1. Ownership by the local stakeholders. The action was agreed among all partners.
2. The initiative corresponds to the territorial “vocation and needs ”
3. Real joint assessment and implementation.4. Good results in terms of multiplier effect5. High capacity to create financial sinergies with
International and National donors.6. High involvement by the local beneficiaries in
particular with awareness activity.
WEAKNESS
• Personnel of Regional office under the effect of “political spoil system”
• Regional Authority too weak in Albania in terms of resources
• Lack of good dialogue with private sectors.
ADVICE
• It is very important to mantain an integrated approach in waste management projects.
• To obtain political ownership of the projects at all levels.
• Financial sinergy is essential • To improve the role of public officers of
European local authorities as tutor with Third countries partnership.
ADVICE
• To create always a specific common goal for each group of stakeholders or public administrator
• Try to organize training as a workshop to solve specific technical problems.
• Don’t forget project management• Do not undervalue the power of children to
spread practical concept to other family members.
