Main difficulties of leading NSDI projects (1)

Difficulty : the lack of information concerning the informations that is actually available.

Difficulty : ignorance within governments as to what an NSDI is

No matter what the country, launching an NSDI project requires that the interest of the procedure be demonstrated and that the highest authorities be convinced because they must:

Lead the procedure and make sure that it enters into a binding strategic framework

Unite all of the data-producing institutions

An NSDI project that is not linked to a national development strategy is very unlikely to succeed.

Data may be inconsistent in terms of production, updates and availability.

Few metadata exist that indicate the source of the data, their level of quality…

This ignorance of existing data leads to poor exploitation, under-utilisation or redundant production.

Difficulty : trying to do too much too quickly, and too much at once

Difficulty : underestimate psycological roadblocks

Technical difficulties are not the only ones you will face:

Leadership problems from one administration to another can be problematic

Short-term visions (elections…) Reluctancy generated by changes in work

methodsNSDI projects are very ambitious, you must accept that the work will happen progressively with a detailed plan for short, medium and long term

Recent references

NATIONAL GEOMATIC PLAN - GABONGabon is a country full of important mineral and environmental resources. In order to accompany the national “Emerging Gabon” development strategy created by the President of the Republic, geographic information has become a valuable tool. IGN France International was commissioned by the Gabonese government to conduct the preliminary study for the implementation of a National geomatic plan.

TECHNICAL ASSISTANCE FOR THE CREATION OF A NATIONAL SPATIAL DATA INFRASTRUCTURE

The Serbian Geodetic Institute (RGZ) in charge of establishing cadastre in Serbia will soon become the Centre for Geographic Information for the Serbian Republic in accordance with the European SDI standards that should be in place by 2015. A collaboration has been established between the RGZ and the consortium of EADS Astrium - IGN France International that will allow the deployment of highly technological components, capacity building and a unique transfer of experience.
