VisionTheLibraryofVirginiawillinspirelearning,igniteimagination,createpossibilities,encourageunderstanding,andengageVirginia'spasttoempoweritsfuture.MissionAstheCommonwealth'slibraryandarchives,theLibraryofVirginiaisatrustededucationalinstitution.Weacquire,preserve,andpromoteaccesstouniquecollectionsofVirginia’shistoryandcultureandadvancethedevelopmentoflibraryandrecordsmanagementservicesstatewide.HistoryTheLibraryofVirginia(LVA)wascreatedbytheGeneralAssemblyin1823toorganize,carefor,andmanagethestate'sgrowingcollectionofbooksandofficialrecords—manyofwhichdatebacktotheearlycolonialperiod.TheLibraryoccupiedroomsonthethirdflooroftheCapitolinRichmonduntil1895,whenVirginiaerectedanewLibraryandofficebuildingontheeasternsideofCapitolSquare.Outgrowingthislocation,theLibraryin1940movedtoahandsome,newart-decobuildingonCapitolStreet,adjacenttoCityHallandtheExecutiveMansion.In1997,theLibraryopenedtothepublicat800EastBroadStreet,itsfourthhomesinceitsfounding.TheLibraryhousesthemostcomprehensivecollectionofmaterialsonVirginiagovernment,history,andcultureavailableanywhere.Thecollectionsillustratetherichandvariedpastofthecommonwealth,documentingthelivesofVirginianswhosedeedsareknowntoall,aswellasthoseofordinarycitizenswhoseaccomplishmentsarethefoundationofourheritage.TheLibrary'sprinted,manuscript,map,andphotographiccollectionsattractresearchersfromacrossthecountryandtheworld,whiletheLibrary'sWebsitesprovidecollection-basedcontentandaccesstoourdigitalcollectionstothoseatgreatdistanceswhoarenotabletotraveltoRichmond.Inadditiontomanagingandpreservingitscollections,theLibrarysuppliesresearchandreferenceassistancetostateofficials,providesconsultingservicestostateandlocalgovernmentagenciesandtoVirginia'spubliclibraries,administersnumerousfederal,state,andlocalgrantprograms,provideseducationalprogramsandresourcesonVirginiahistoryandcultureforstudentsandteachers,andoffersthepublicawidearrayofexhibitions,lectures,book-signings,andotherprograms.

KeyRecommendationsfromthe2013-2017PlanEvaluationthatwillguidetheLibrary’sLSTAprojectdevelopmentare:
1. ResearchPartnerships:Continuepowerfulresearchpartnerships.LVAanditspartnersshouldcontinuetoconductresearchandusetheresultstoimproveoperationsandtoengageinacoordinatedmessagingcampaign.
2. Communication/Awareness:Thecrowd-sourcingapproachandsignificantoutreachandpartnershipshavebeensuccessful,andeffortsshouldcontinueinimprovingcommunicationaboutimportantVirginiaheritageactivities–digitization,transcription,events,etc.–tospreadawarenessandusebeyondRichmondmetroarea.
3. Evergreen:EvergreenVirginiaoffersseveralopportunitiesfortheCommonwealth.LVAshouldcontinuetosupportEvergreen,encouragelibrariestoparticipate,andcoordinateregularcommunicationsamongmembersforthepurposeoflearning,policydevelopment,andplanning.

Assessment:FindItVirginia,especiallythee-bookande-magazinecontent,ishighlyvaluedbylocallibraries.Lessclearishowmanypatronsusethedatabases,howtheyusethem,andtowhatextenttheyaresatisfiedwithaccess,easeofuse,andqualityofcontent.LVAshouldtakearesearchapproachtoassessingtheseissues,aslibrariansinfocusgroupandsurveysuggested.
5. Improvements:LVAhasdoneasuperbjobofcollectingdataandreportingshort-termoutcomesfromLSTA-fundedlearningactivities.LesscleariswhethertheLibraryhasusedthedatatomakeimprovements.
