This paper from National Voices suggests that the knowledge, skills, experience and resources of VCSE organisations are crucial to the widespread implementation of care and support planning. It argues that charities have a vital role in supporting people to develop care and support plans, and in working with people with long-term conditions and their clinical teams to put the plans into practice. A long and winding road: improving communication with patients in the NHS This report from Marie Curie warns that poor communication in the NHS has a profound impact on patient care, staff burnout and public funds. It argues that inadequacies in communication are damaging medical care and wasting much-needed NHS resources.. It says that better communication between healthcare professionals and patients can save costs, improve health outcomes and enhance the quality of experience of patients and the professionals who support them. Every breath we take: the lifelong impact of air pollution This report, from the Royal College of Physicians and written with the Royal College of Paediatrics and Child Health, sets out the impact air pollution is currently having on the nation’s health. Each year in the UK, around 40,000 deaths are attributable to exposure to outdoor air pollution which plays a role in many of the major health challenges and has been linked to e.g. cancer, asthma, stroke and heart disease, diabetes, obesity. Carpal Tunnel Syndrome Guidelines Published (American) The American Academy of Orthopaedic Surgeons has issued new guidelines on managing carpal tunnel syndrome. AAOS guideline (Free PDF) 2016 Recommendations on Diabetes Care Highlighted The American Diabetes Association has published 2016 "Standards of Medical Care in Diabetes." Cutting Red Tape: review of adult social care – residential and nursing home sector took evidence from those working in the sector about their experiences of regulation and how it is enforced. It found that while relationships between regulators and providers were generally positive and professional, with examples given of good practice, there was an overwhelming concern about the duplication of inspections and information requests and a widely expressed concern that this was taking providers away from the delivery of front line care. End-of-life care and physician-assisted dying: reflections and recommendations This project, launched in November 2014, aimed to examine both the public and medical professionals' attitudes on aspects of end-of-life care and physician-assisted dying. While recognising the many excellent examples of end-of-life care provision, this research highlights the variability in the quality of care between and within geographical areas and between different medical conditions. The report outlines the main challenges to providing good end-of-life care and the ways we can address them. It highlights three overarching themes which have come out of the research: the need to ensure the provision of consistently high-quality end-of-life care; the need for ongoing education, training and support for doctors; and the central role of families and those close to the patient. Personalised commissioning in adult social care The National Audit Office has published Personalised commissioning in adult social care. This report aims to provide central government and local authorities with a review of progress with personalised commissioning. It looks at the practical challenges and opportunities associated with implementing personalised commissioning given the current financial environment and the extension of personal budgets into healthcare. It is aimed to encourage adults, particular those in middle age, to take control of their health to enjoy significant benefits now, and in later life. The campaign will help adults take more exercise, eat well, drink less and be smoke free. It will also provide information on how people can reduce their stress levels and sleep better. This plan sets out how the specific commitments presented in the Prime Minister’s challenge on dementia 2020 will be met It includes priority actions across four themes: risk reduction; health and care; awareness and social action. To read more click here Improving staff health NHS England has announced that from April, hospitals and other providers of NHS care will be funded to improve the support they offer to frontline health staff to stay healthy. They will be able to earn their share of a national incentive fund worth £600m in 2016/17 if they: offer frontline nurses, therapists, doctors, care assistants and other staff access to workplace physio, mental health support, and healthy workplace options; take action on junk food and obesity by ensuring that healthy food options are available for their staff and visitors; and increase the uptake of the winter flu vaccine for their staff. To read more click here NHS engagement with the local voluntary sector The Race Equality Foundation, in partnership with the LGBT Foundation, Disability Rights UK, and Mens Health Forum have published The Equality Delivery System for the NHS EDS2: guide to engagement with the local voluntary sector. This guide explores how the local voluntary and community sector can help NHS organisations to engage communities and, implement the Equality Delivery System (EDS2) better. Commercial access to health data Ipsos MORI has published The One - Way Mirror: Public attitudes to commercial access to health data. This report prepared for the Wellcome Trust focuses on what the public thinks about patient records being used by commercial organisations and finds that the majority are in favour as long as there is a clear public benefit and appropriate safeguards are in place. The findings show that there is a low awareness about the uses of health data within the NHS, as well as how commercial organisations can use the data. While there is a core group of people who do not want health data shared at all. Report Lung cancer audit The Healthcare Quality Improvement Partnership and the Royal College of Surgeons has published National Lung Cancer Audit Lung cancer consultant outcomes publication 2016 (for the 2013 audit period). This report describes the outcomes of individual consultant thoracic and cardiothoracic surgeons who carry out surgery for lung cancer. It has been prepared from data collected by the National Lung Cancer Audit (NLCA) and the Society for Cardiothoracic Surgery for Great Britain and Ireland (SCTS). The results demonstrate that survival rates after major lung cancer surgery are improving. Report Promoting the friends and family test NHS England is holding a mini five-day campaign next week (14-18 March) aimed at promoting the Family and Friends test. The initiative is aimed at boosting the number of people giving feedback on their NHS care and treatment. During the week there will be a range of promotional activities in the community such as information stands in local supermarkets and posters in libraries, local media advertising, a one-day national conference and an announcement about the winners of the first FFT Awards. Maternity safety equipment funding Department of Health has allocated funding to invest in new maternity safety equipment to more than 90 trusts. The money will enable trusts to purchase new equipment, including ultrasound machines and mother and baby monitoring equipment, so any problems can be detected and addressed earlier. This is part of the government’s campaign to halve the number of stillbirths, neonatal deaths, maternal deaths and brain injuries occurring during or soon after birth, by 2030. To read more click here Women’s mentoring campaign To mark International Women’s Day 2016, NHS Employers, supported by, the HSJ Women Leaders Network is launching the #mymentor campaign. The campaign aims to encourage women leaders, aspiring women leaders, male and female mentors and mentees from the wider NHS community, to engage in a public celebration of the value of mentoring in the NHS. Join the #mymentor campaign

Training for patient safety Health Education England has published Improving Safety Through Education and Training. Produced by the Commission on Education and Training for Patient Safety and supported by Imperial College the report sets out ambitions, the case for change, what is working well including case studies and where improvements need to be made to make the greatest difference to patient safety both now and in the future. It sets out the future of education and training for patient safety in the NHS over the next ten years, making twelve recommendations to Health Education England and the wider system. Aiming for a tobacco free UK by 2035 Cancer Research UK and the UK Health Forum has jointly published Aiming high: why the UK should aim to be tobacco free. Published to coincide with National No Smoking Day this report highlights that if recent trends were to continue, the number of smokers would be on track to fall to 10 per cent by 2035, but Cancer Research UK is urging the government to adopt a bold ambition for a tobacco free UK meaning only around five per cent smoke in the next 20 years. Achieving this ambition could mean 97,000 fewer new cases of smoking related disease over the next 20 years, including around 36,000 cases of cancer. Report Access to general practice The Public Accounts Committee has published its 28th Report Access to General Practice in England. The committee felt that in recent years the Department of Health and NHS England have failed to ensure that staffing in general practice has kept pace with growing demand. They appear to have been complacent about general practice’s ability to cope with the increase in demand caused by rising public expectations and the needs of an ageing population, many of whom have multiple health conditions. The committee however, noted that the Department and NHS England now recognise the urgent need for action and they envisage significant changes in general practice over the next few years. Report Additional link: RCGP press release Learning from mistakes league Monitor and the NHS Trust Development Authority have launched the Learning from mistakes league. The league table identifies levels of openness and transparency within NHS trusts and foundation trusts. It has been drawn together by scoring providers based on the fairness and effectiveness of procedures for reporting errors; near misses and incidents; staff confidence and security in reporting unsafe clinical practice; and the percentage of staff who feel able to contribute towards improvements at their trust. To read more click here Additional links: Monitor press release DH press release Commissioning augmentative and alternative communication (AAC) services NHS England has published Guidance for commissioning augmentative and alternative communication (AAC) services and equipment. This guide sets out how most children and adults needing and using AAC will receive locally commissioned services. Those with the most complex communication needs are able to access specialised AAC services funded directly by NHS England and organised regionally. Guidance Increase in scarlet fever cases across England Public Health England has reported steep increases in scarlet fever notifications across England, with a total of 6157 new cases since the season began in September 2015. This is the third season in a row where the incidence of scarlet has shown a marked elevation. Around 600 cases are being notified each week at present with further increases expected as we reach the peak season, which typically occurs between late March and mid-April. To read more click here Death certification reforms The Department of Health has launched an open consultation on proposed changes to the death certification process in England and Wales. These changes include the introduction of independent medical examiners who will confirm cause of all deaths that do not need to be investigated by a coroner. The consultation also seeks views about making changes to cremation regulations. Consultation Antibiotic resistance programme to combat overuse NHS England is launching a healthcare incentive scheme for hospitals, family doctors and other health service providers to prevent the growing problem of antibiotic resistance. The NHS’ new programme, which goes live in April 2016, will offer hospitals incentive funding worth up to £150 million to support expert pharmacists and clinicians review and reduce inappropriate prescribing. In addition, a typical local Clinical Commissioning Group with a population of 300,000 people could receive up to £150,000 a year to support GP practices improve their antimicrobial prescribing. Guidance Quality improvement training in medical education The Academy of Medical Royal Colleges has published Quality improvement – training for better outcomes. The report provides recommendations for embedding quality improvement training in medical education and highlights the importance of making quality improvement part of the mind-set of all health and social care staff. It calls on employers in particular, to provide protected time and resources for doctors to put their quality improvement training into practice. To download the key findings and full report click here Sustainability and financial performance of acute hospital trusts The Public Accounts Committee has published Sustainability and financial performance of acute hospital trusts. The Committee concludes the financial performance of NHS trusts and NHS foundation trusts has deteriorated sharply and this trend is not sustainable. It highlights the "long-term damage" to trusts' finances caused by unrealistic government efficiency targets, and describes the data used to estimate trusts' potential cost savings targets as "seriously flawed". It concludes the current system for paying providers "is not fit-for-purpose as it does not incentivise the right behaviors needed for joined-up healthcare services". Report

Integrating services to improve patient care The Royal College of Physicians and Royal College of General Practitioners have published Patient care: a unified approach. This document contains nine case studies where GPs and physicians have worked closely together to produce new and integrated services. The case studies span a wide range of services in England and Wales, covering different specialties, different population groups and different ways of addressing complex issues. This report explores the integration of physical and mental health care. It provides service users’ perspectives on what integrated care would look like and highlights ten areas that offer some of the biggest opportunities for improving quality and controlling costs. Commissioners and providers can use these ten areas as a guide to identify where some of the most significant opportunities for quality improvement and cost control lie. Bystander CPR for out-of-hospital cardiac arrest

A Swedish cohort study found that bystander cardiopulmonary resuscitation (CPR) doubled the likelihood of survival in people who experienced out-of-hospital cardiac arrest. Effects of antimicrobial stewardship and infection control measures on MRSA infections A retrospective observational study in Scotland found that an antimicrobial stewardship intervention combined with infection prevention and control measures reduced meticillin-resistant Staphylococcus aureus (MRSA) infections in hospital and community

settings. Epidemiology of vivax malaria in the UK An observational study reported that people of south Asian family origin visiting friends and relatives in countries with malaria accounted for the majority of cases of vivax malaria in the UK. Symptoms were most likely to appear during the UK summer months, irrespective of when the person acquired the infection abroad. Delirium in critically ill people A meta-analysis reported that critically ill people with delirium were more than twice as likely to die in the intensive care unit or hospital as people without delirium. Smoke-free legislation and respiratory tract infections in children A cohort study reported that the introduction of smoke-free legislation in England resulted in a 3.5% decrease in hospital admissions for acute respiratory tract infections in children.
