Presidents Message

Aloha, aloha kakou-

Welcome to the 33rd annual convention of the Association of Hawaiian Civic Clubs. Ourconvention originally planned for Kaua 'i became a victim of Hurricane 'Iniki in September, and itwas by a stroke of good luck that after considering several other options, we were able to return tothe Kona Surf for the third time.

This is my last opportunity to be your convention chair, as I have reached the end of mytenure as Association President. Words cannot fully express how rewarding it has been to workwith many of you on the wide variety of issues facing the civic dubs in this rapidly changing time. You have responded with enthusiasm and good heart, keeping the best interests of the Associationin mind, and have earned my deepest respect and appreciation.

I leave the Office of President secure in the knowledge that there has been progress andexpansion in the Association without losing the essential quality that brings us together - pride, loveand the practice of our native culture. There is always room for improvement, however, it will befor others to accomplish.

My very special mahalo goes to the committee chairs - the workhorses of the Association'who provide programs and activities that enlighten us, entertain us and generally make coming tocivic dub convention enjoyable and worthwhile. Most of the time their work goes unnoticed, because they make things look easy, but without the work of the committee chairs, conventionswould be dull and uneventful.

Me ke aloha pumehana,

Jalna Keala

To our Kaua'i membership, keep up your spirits and may akua be with you as you worktoward recovery. To the Hawai'i Council who quickly pitched in to help put on this convention,my sincerest gratitude and aloha. And to all of you for your participation and support, myeverlasting love and mahalo.

For the office of Second Vice President

Annelle Amaral

I am Annelle Amaral of Ali'i Pauahi Hawaiian CivicClub, a candidate for the office of Second Vice President ofthe Association Board of Directors.

I have been a member of Ali'i Pauahi for 10 years. I ama past president of my club, former chair of the Health andHuman Services Committee of the O'ahu Council and currentPlanning chair of the Association board committee.

As the Planning Chair for the Association, I facilitated afirst ever planning retreat with members of the Board ofDirectors. As a result of this retreat, the Associationidentified its long-range goals, and as a result developedobjectives from which we can create an action plan for theAssociation. I also held a workshop with the Associationcommittee chairs to create job descriptions for the committeesfor the first time. These descriptions were then expandedupon at the 1991 convention.

I would like to continue the work of long range planningfor the Association and assist the Association-committees incompleting their work for the future of the civic clubmovement.

I would also like to assist the Councils and Clubs in first, understanding the plans of the Association, then, if they arein agreement, to provide direction for their future as well.

I believe the civic clubs will continue to be a powerfulforce in the future of Hawaiian self-determination. Withyour help and support, I would like to help create part of thatfuture.

In place of listing our achievements we would like toshare a brief history of our club.

The Hawaiian Civic Club of Hilo as it exists today wasorganized in 1955 following the merging of both theHawaiian Civic Club for Men and the Hawaiian Civic Club for Women.

The Men's club was organized in July of 1929 with thelate Julian Yates as its first president. The Women's clubwas organized in September of 1935 with .Josephine Mehauas its first president. The women organized after severalunsuccessful attempts to join the men.

One of the objectives shared by both clubswaseducation of the Hawaiian children. Some -of the means themen took to raising funds for their pet cause was through"after meeting 'gambling," fines of sorts, and for severalyears raising taro and selling the product and once a yearhaving a poi sale. The holoku ball was the women's annualfund raiser.

Today, the surviving members of both clubs hold lifemembership in the Hawaiian Civic Club of Hilo, They areLofty Cook, Richard Furtado, Hobron Van Gieson, JuliaFurtado and Anna Payne. Thank you for letting us share thisbit of history. ~

ACTIVITJ:ES & ACHIEVEMENTSEscalated inundation of proposed development and the

influx of ka po'e malihini have put the Kona Hawaiian CivicClub on "Red Alert" to ensure the protection andpreservation of our cultural, historical and natural resources.Requests from developers to present their proposed plans tothe membership has been heard and commented on. So far, none with great enthusiasm.

As "watchdogs", we have been very busy doing researchand follow-up on several projects. Several of these projectsare: 1. 'Ahuena heiau at Kamakahonu Bay; 2. LuahinewaiPond at Kiholo; 3. Keolonahibi State Historical Park atHolualoa Bay; 4. Hale Halawai 0 Holualoa Historical Churchand Meeting House at Houlaloa Bay; and 5. Kailua Bay atKailua-Kona.

The unexpected death of our president, Amy Mokihana-Freitas in April has left a great void in the organization, asshe was the force of energy that encompassed all in her path. She is dearly missed.

Filling in the remaining duration of the 1992 year term isEugene Gregory as president. We will elect new officers thisyear for 1993 and 1994.

The 1992 King Kamehameha Celebration Ho'olaule'a wasagain a great success for the club. Picking up litter alongtheold Kona airport and the Kona Palisades main drag has madeus more aware of litter on the highways.

We have had the pleasure of hearing Rodger Betts,Kaho'olawe Island Conveyance Commission ExecutiveDirector as guest speaker, Pua Kanahele, Keolonahihi SHPConsultant speak on her conceptual plans for the park, andthe Pai 'Ohana whose homes were damaged by Hurricane'Iniki, asking for support in the up-coming KalokoHonokohau NHP hearing.

An entertainment group has sprung out of the 1991convention Ho'olaule'a held at Waikoloa, and we'veperformed in and around Kona this year.

"MAINLAND COUNCIL REPORT II

The Mainland Council has spent the past year strengtheningcouncil leadership and component HCC, charting newdirection for our council and supporting the efforts of ourAssociation of Hawaiian Civic Clubs.

Our first meeting this past April, in Las Vegas, Nevada, provided our Mainland Council an opportunity to clarify ourmission and objectives for our individual clubs. We alsoprovided a leadership workshop based on traditional Hawaiianvalues, learned and developed skills in planning forsuccessful fund raising and financial forecasting and control.Additionally, alternative funding opportunities via local, stateand federal cultural and educational grants was explored forclub pursuit. Members spent a full weekend in businessmeetings, planning for the AOHCC 1993 Convention andaccepting committee assignments. We are making excellentprogress with programming for the '93 convention and willprovide more information at this year's convention. Wewrapped up our meeting with an excellent presentation fromKa Lahui Hawai'i with Judy Cachola. They provided us withtheir progress in the Sovereignty movement and fieldedquestions from the attendees. The packed weekend schedule

. culminated with a Sunday Pule 'Ohana followed by na meaHawai'i workshop "ka ulana lauhala a me ka lau niu."

Our Council continues to support our component clubsthrough letters of support for cultural and educationalprograms and has provided technical assistance for grantproposals, festivals, and other cultural celebrations.

We have received a rather belated response from OHAregarding our request for the establishment of a satelliteoffice in California to address mainland native Hawaiianneeds. Their response for support will depend on newbudgeting and more"'importantly a legal opinion regarding theestablishing of a satellite office in California. We plan topursue this issue and develop strategies toward this endeavor.

In preparation for Convention '93, supporting the UnitedNations' "Year of the Indigenous Peoples," we havesubmitted a grant request to the National Endowment for theArts to assist with our na mea Hawai'i programming duringconvention. Mahalo nui loa for your letters of support.Initial response from the NEA has been most positive.

Kulaiwi

Music by Peter Moon, Lyrics by Larry L. Kimura

/

Mai ka pi'ina a ka Hi i Ha'eha'eAi ka mole 'olu 0 LehuaEia a u ko kama eHe marno aloha no Haloa'0 Hawai'i ku'u ku'u kulaiwiMai na kupuna mai,A'ohe mea nana e ku'aiI ke ewe 0 ku'u mau iwiE ola au i ku'u lahuiKe kuleana 0 ka 'oiwi'0 ka 'I rna kana 'oleloHe Hawai'i au mau a mau

From where the sun rises at its gateway at Ha'eha'eTo the pleasant tap root foundation of LehuaHere am I your offspringA descendant of HaloaHawaii is my native landFrom my ancestorsNo one can purchaseThe homeland of my lineageI will live on in my cultural identityThe right and responsibility of a native sonIs to declare in his tongueI am a Hawaiian for now and forever

After attending native American language conferences between 1987 to 1990 in Canada and the mainland US Ibecame more aware of North American indigenous people's sovereignty from the perspective of their land basereferred to either as a reservation or reserve. In December of 1988 when I presented a paper at the ModernLanguage Association of America Conference in New Orleans, Louisiana, I was asked by a U.S. American Indian,"You are a Hawaiian, but where is your share of the land?" His question carne from his experience of sovereignty asexercised from a portion of land awarded to his people called a reservation. My response to him was that we do nothave reservations to own and govern and as a Hawaiian I believe all of hawai'i belongs to me. How can I feel foronly a certain island or place as more hawaiian than another? It is established in our tradition that all ofHawai'i isHawaiian. When I heard this particular tune that Peter Moon had composed I felt it would fit the theme for a Hawaiianconnection to the land. In Hawaiian tradition when we set the boundaries of Hawai'i in entirety our languageprovides us with many similar sayings. The following is one. Mai ka pi'ina a ka la i Ha'eha'e a i ka mole 'olu 0

Lehua - From where the sun rises at its gateway at Ha'eha'e to is setting at the pleasant tap root of Lehua. It iswithin these "boundaries" from where the sun rises and sets in Hawai'i that I stand as an offspring, a descendantfrom the first Hawaiian man - Haloa - given birth toby the goddess Kaho'ohokuokalani and sired by Wakea. In factour islands which preceded Haloa's birth were also given birth to by our Hawaiian gods, and Haloa's brother whocarne before him as a still born human baby, Haloanakalaukapalili, was buried in the soil of Hawai'i and he sproutedforth as the taro plant which nurtured subsequent human habitation in Hawai'i. Therefore, we did not settle Hawai'iby sailing across the vast Pacific as taught by western knowledge, but we were already here as Hawaiians when our'ohana came by voyaging canoes from the distant lands of Kabiki. t#

Kulaiwi literally meaning, bone land, or land where the bones of our ancestors are, is today understood as nativeland or homeland, for all who have the bold of Haloa running through their veins. It is our right to always knowHawai'i is our homeland and no sum of money can take that away, no matter if we live in Hawai'i or not.

We can thrive in life and look forward to wonderful things being Hawaiian as we grow in our culture and becomemore confident in our own identity. Then it is our right also to declare in our own language, and not in a foreigntongue, He Hawai'i au, mau a mau, I am a Hawaiian for now'and for always.
