    Approach: The Global Fund recommends national M&E

    self-assessments every two to three years.

    Progress: Until mid 2011, over 87% of disease programs

    conducted at least one M&E self-assessment.

    Approach: The Global Fund requires PRs to submit

    National M&E Plan prior to or at the time ofgrant negotiation.

    Progress: By mid 2011, 60% of disease programs

    developed National M&E plans.

    2. Planning for M&E

    LFA to review M&E documents and reports tothe Global Fund.

    Approach: 5% to 10% of grant resources to be earmarked for

    M&E. Principal Recipient may request reallocation of

    funds and/or reprogramming within existing grants.

    Progress: The 2010 Enhanced Financial Reporting (EFR)

    shows over 5% allocated to M&E.

    4. Follow-up: M&E of the M&E system

    Approach:

    Follow-up on M&E strengthening during program review. M&E country profile used to synthesize M&E issues, follow-

    up actions and progresses.

    Progress: Over 90% of disease programs have M&E country profiles. Systematic use of M&E country profiles starting 2012.

    REQUIREMENTS

    M&E plan National M&E plan, except if: Multi country program, missing level of details,

    longer period into negotiations.

    On-Site-Data-Verification (OSDV) Annually per PR and per disease jointly with Rapid Service Quality Assessment (RSQA).

    LFA to review M&E documents, conduct OSDVand reports to the Global Fund.

    Data Quality Audit 20 DQAs commended by GF per year. Random selection of countries or specific request.

    Program review and program evaluation Country to plan and budget for program reviews

    and evaluations. CCM to provide reports to inform Periodic Review.

    RECOMMENDATIONS

    M&E self assessment (MESST) Conducted 2 - 3 years using standard tools. Can be required by the Global Fund.

    Routine Data Quality Audit (RDQA) Tool for routine data quality checks during supervision Verify data quality, implement corrective measures and

    monitor performance of system.

    M&E FUNDING

    Principles GF recommends 5 to 10% of program funding to M&E. Costed action plan to include Technical Assistance

    During grant implementation Resources can be reallocated to M&E At Periodic Review, resources can be earmarked for

    program review and evaluation activities.

    CONCLUSIONS

    Roles: The LFA has a key roles in the Relationship between the GF and beneficiaries and Global Fund grant management.

    LFAs responsibilities include Monitoring grant management. Reporting to and advising the Global Fund.

    The LFA needs to strengthen its own M&E capacity.
