FORWARD

This manual forms part of L.F. Wade International Airport Traffic Directives and outlines the

rules and policies governing the Airside Vehicle Operator Permit (AVOP) program.

AVOP permits are issued to those with a need and right to access airside aprons, perimeter

roads, runways or taxiways in the ongoing and regular performance of their duties.

The following three manuals comprise the L.F. Wade International Airport Traffic Directives.

1.0 INTRODUCTION

Driving airside is a privilege not a right. All airside vehicle operators must be authorized by the

(SKYPORT) through the Airside Vehicle Operating Permit (AVOP) program before driving airside.

AVOP privileges are issued, monitored and enforced by Skyport.

The operation of vehicles on an aerodrome can be a potentially high risk activity. The AVOP program establishes the standards by which vehicles operating airside at L. F. Wade International Airport must be operated, equipped, and marked and is one of the many ways to reduce the risk. The AVOP program is a comprehensive system that includes:

• The application process, which requires the completion of an application form, dually completed and signed by the applicant and the employer; (for both first-time applicants and renewals).

• Orientation, on-the-job training and familiarization with the airside environment provided by the AVOP holders employer, and includes studying Airport Traffic Directives published by the L.F. Wade International Airport.

• A theory test administered by a SKYPORT approved and authorized tester.

• A practical test conducted by a SKYPORT approved and authorized tester.

Skyport mandates that all airside drivers be tested to demonstrate competence to operate safely.

This manual forms one of three manuals that comprises the L. F. Wade International Airport

Traffic Directives and this document provides general requirements and administrative policies

for the AVOP program. Refer to the Airport Traffic Directives – AVOP DA Requirements & Study

Guide and the Airport Traffic Directives – AVOP D Requirements & Study Guide for specific

information for DA and D permits.

It is the responsibility of all airside vehicle operators to be familiar with and follow the

requirements outlined in the applicable manuals comprising the Airport Traffic Directives.

2.0 ADMINISTRATION

The AVOP program is administered by Skyport – Air Operations Office. The Air Operations Office

is in Room V10 at Bermuda Skyport Corporation Ltd. (2nd floor of the Air Terminal Building)

contact number 441-293-2470. Business hours are between 9:00am-5:00pm Monday - Friday.

Skyport will review the L. F. Wade International Airport Traffic Directives through an established

AVOP committee, chaired by Skyport. This committee will:

• Meet on an annual basis and review these directives as required; and

• Monitor the AVOP program and make recommendations to Skyport as required.

Initial and renewal AVOP application forms may be obtained at the Air Operations Office.

Additionally, application forms for Airside Vehicle Permits (AVP) are obtained from the Air

Operations Office. The Air Operations Office issues all vehicle registration stickers for vehicles

operating on Airside.

3.0 TYPES OF AVOP PERMITS

L.F. Wade International Airport issues two types of AVOP permits to operate vehicles on the

airside. These permits are as follows:

DA Permit – Apron/Perimeter Road Permit

The DA permits are generally issued to individuals whose job functions are in support of aircraft

turnaround operations:

• Airline agents

• Ground support providers

• Fuellers

• Catering staff

• Contractors

A driver with a DA permit is restricted to the six uncontrolled aprons that support aircraft

turnaround operations. DA permit holders cannot operate on runways or taxiways.

D Permit – Full Airside Access

A driver with a D permit is permitted to drive on runways and taxiways as well as all areas

designated under the DA permit. This type of permit is kept to a minimum at the discretion of

Skyport and is only issued to individuals who must access all areas of the airport to perform their

job functions such as those required to perform:

• Runway inspections

• Wildlife control

• Emergency rescue services

• Essential engineering

• Airline/handling agents for aircraft towing

• Security and policing

4.0 PRE-REQUISITES REQUIRED TO APPLY FOR AN AVOP

In order to support safe, secure, and efficient operations, drivers must have a clear need and

right to attain and retain the necessary permit to operate a vehicle airside.

To qualify, a driver’s job function should include an imminent, ongoing, and regular need to drive

airside in direct support of aircraft or aviation operations. Those with an infrequent need to drive

airside (less than 5 times a month) should not seek to hold or retain an AVOP permit as infrequent

exposure to this environment increases safety risk.

Applicants must possess:

• A valid Restricted Access Pass (RAP);

• A valid Bermuda (or equivalent) issued driver’s license;

• A completed application form which details the employer’s justification for the AVOP permit; and

• A completed AVOP Practical Training Record Form (prior to practical testing only).

5.0 AVOP HOLDERS’ RESPONSIBILITIES

An AVOP holder is responsible for operating a vehicle in a manner that is safe to persons, aircraft,

vehicles and equipment and to abide by the rules of L. F. Wade International Airport Traffic

Directives. All AVOP holders must:

• Carry his/her RAP and AVOP at all times when operating a vehicle airside;

• Present any or all of the AVOP documents at the request of an Enforcement Officer;

• Inform SKYPORT when a lapse of driving airside occurs as outlined in the DA and D manual requirements, or if there is no further need for a D or DA permit;

• Inform SKYPORT if the vehicle operator’s employer has changed from the company identified on their AVOP;

• Ensure that the vehicle he/she is operating is in satisfactory condition and has the required safety equipment and markings;

• Keep Skyport informed of any changes to his/her AVOP permit. SKYPORT is to be immediately informed if any documents related to his/her AVOP are lost, stolen, or suspended, including temporary suspensions. Any suspensions, limitations or special requirements applied by the issuer of a Bermuda (or equivalent) driver’s license is to be deemed to also apply to a driver’s AVOP permit. It is the driver’s responsibility to make such conditions known to their employer and Skyport;

• Surrender the AVOP to Skyport upon ceasing employment at the L. F. Wade International Airport;

• Ensure Airfield Maps are inside vehicle always

• Ensure Call Signs are visible in in vehicle at all times for any driver to refer to( if vehicle is driven in control Areas)

• Attend review meetings with Skyport representatives, if requested;

• Renew the permit within the prescribed time periods; and

• Comply with the “Terms and Conditions of Issue—Airside Vehicle Operator’s Permit.” (See Appendix A).

An employee who does not possess a valid AVOP permit and who is still undergoing driver

training must be accompanied by an escort with a valid AVOP permit in the vehicle always.

6.0 EMPLOYERS’ RESPONSIBILITIES

Employers are responsible to:

• Provide information about the AVOP program to AVOP applicants, including where to find the Airport Traffic Directives, as well as the AVOP map and study materials which support obtaining and maintaining an AVOP permit;

• Ensure Airfield Maps are inside vehicle always

• Ensure Call Signs are visible in in vehicle at all times for any driver to refer to( if vehicle is driven in control Areas)

• Ensure AVOP applicants participate in a SKYPORT approved AVOP training course;

• Ensure vehicles and equipment meet industry safety standards, the standards contained in this directive, and are fit for a driver’s purpose and task;

• Provide justification for an employee to operate a vehicle airside;

• Ensure employees are thoroughly trained and qualified to operate the equipment they are using airside. If employers, managers and/or supervisors are unable to provide airside driver training to their employees, they may contact the AVOP Office to arrange for the delivery of driver training;

• Ensure employees have a proper airside equipped company vehicle for practical testing;

• Assess that the knowledge and driving standards have been maintained in the event they hire an applicant who is already in possession of a valid AVOP;

• Complete and log practical training on the AVOP Training Statement;

• Maintain AVOP training records (where applicable);

• Provide AVOP training records at the request of Skyport; and

• Ensure that employees driving on airside are in possession of a valid Bermuda (or equivalent) driver’s license, RAP and AVOP.

7.0 APPLYING FOR AN AVOP

AVOP applicants must demonstrate both a need and a right to drive airside. Skyport may

determine an applicant’s need to drive airside by assessing the applicant’s job related duties and

the frequency of required airside access.

The AVOP application requires the driver’s personal information, proof of a valid driver’s license,

consent to abide by airside driving rules and to the enforcement system, the employer’s

statement including a full justification for the need for an AVOP, a completed AVOP Practical

Training Record Form, and other pertinent information.

A sample application form can be found in Appendix B. The completed application must be

provided and signed by the employer. This applies to both first-time applicants and renewals.

The applicant’s employer must complete and sign the justification section of the application

form. It is the employer’s responsibility to carefully review the justification for each application

and the type of qualification required. This limits the number of drivers on airside, thereby

reducing the potential for accidents. The requirement to drive on runways and taxiways on a

regular basis justifies a D permit application; at least once-a-month constitutes a ‘regular basis’.

If an applicant is employed by two or more employers at the airport, a separate AVOP application

must be submitted for each employer. The AVOP is not transferable and infractions and penalties

assessed against an individual AVOP permit holder will affect driving privileges for all the driver’s

employers.

Should an employer hire an employee who is already in possession of a valid AVOP, the new

employer has the responsibility to assess the individual’s knowledge and driving standards prior

to operating airside to ensure they have been maintained to the new hire’s assumption of

operational duties. A review of past AVOP infractions for such new hires is also recommended.

These records are available through Skyport by request.

Cancellation of AVOP Application and Renewal Requests

SKYPORT will cancel AVOP applications and renewals 90 days after the application date if the

applicant fails to take any further action to complete the applicable process.

8.0 TRAINING

Before an AVOP is issued, applicants must complete a SKYPORT approved training course which

cover the relevant sections of the L. F. Wade International Airport Traffic Directives. This

prepares applicants to drive in designated airside areas and ensures they are familiar with airside

driving rules. As such, employers must provide theoretical and practical training prior to formal

testing. Airside driver practical training must be carried out for ALL new drivers by a qualified

appropriate AVOP permit holder manager and/or supervisor. This shall include two distinct

phases:

1. Theory training; and

2. Practical training, which includes vehicle familiarization, driving procedures, general

geography of the airport, familiarity with permitted driving areas, and general situational

awareness.

Supervision and monitoring of the practical training (new AVOP holders only) must consist of a

minimum 1.5 hours of appropriately logged practical training on the AVOP Practical Training

Record Form.

9.0 TESTING

After the appropriate AVOP training is received the applicant can schedule testing. ALL

Applicants are required to take a theory (written) exam and a practical (driving) test. Prior to

new AVOP applicants performing the practical driving test, a completed AVOP Practical Training

Record Form must be provided to the tester.

Testing completed by Skyport is scheduled per the AVOP office hours of operation. Contact

SKYPORT to arrange. AVOP applicants must be certain to respect their appointment date and

contact SKYPORT if the appointment needs to be rescheduled. The following rules apply to any

missed appointments throughout the entire process:

• 1st missed appointment; a one week waiting period will be imposed, after which an

appointment can be rescheduled.

• 2nd missed appointment; a four week waiting period will be imposed, after which an

appointment can be rescheduled.

• All required paperwork must be fully completed and provided at the time of the

scheduled test.

Theory Tests

To pass the written test, applicants must achieve a passing grade of 90 per cent and correctly

answer the mandatory site identification map question.

DA permit written tests consist of 20 questions relevant to the permit type. The D permit test

consists of 40 questions. Question content is selected from the Airport Traffic Directives.

Applicants are not permitted any aids or documents to assist while completing the written exam.

Applicants who receive an unsuccessful mark on the theory test must wait a minimum of seven

calendar days before attempting the test again. Should an applicant fail to obtain a passing mark

on the second attempt, he/she must wait an additional 15 calendar days before attempting the

test for a third time.

Test administrators will review the exam with the applicant and correct all errors with the

applicant following completion of the test.

Applicants suspected of, or caught, cheating on the AVOP written exam will be immediately

escorted from the exam room and their exam terminated. The applicant will be requested to

schedule an interview with SKYPORT, who shall determine whether the applicant remains eligible

to apply for an AVOP and may rewrite the AVOP exam.

Practical Tests

Once a candidate has successfully completed the theory test, a practical driving test can be

scheduled. Practical driving tests will not be scheduled until the theory portion of the testing has

been successfully completed. All new AVOP applicants must have a completed AVOP Practical

Training Record Form prior to taking a practical test. As part of the practical driving test, oral

questions may be asked and could include topics such as general building locations,

runway/taxiway and apron locations, airfield signage, hold short and other airfield markings and

general airside orientation. If the applicant is unable to correctly answer these questions, it will

be considered a failed practical test.

Applicants who receive an unsuccessful mark on the practical test must wait a minimum of seven

calendar days before a second attempt. Applicants are permitted two attempts to pass the

driving test. If an applicant fails, the driving test on both attempts they will be required to meet

with Skyport AVOP Coordinator to determine if a third attempt at the driving test will be

permitted. SKYPORT may deny an applicant the opportunity to take the driving test a third time.

The practical driving test will consist of but not limited to the following:

• Speed limits;

• Driving within the parameters of the designated driving lanes;

• Knowledge of current position while travelling on airside;

• Good communication skills with ATC Ground when applicable;

• Giving way to aircraft and other vehicles; and

• Knowledge of light gun signals (when appropriate).

Applicants are given 90 days to complete the practical test upon successful completion of the

theory test. If this process is not completed within the prescribed time period, the applicant must

reinitiate the process. All previous results and application forms will be rendered null and void.

Scheduling Testing

To schedule theory or practical testing with SKYPORT, applicants are to contact the AVOP office.

Testing Vehicle Requirements

For practical tests, applicants must have a vehicle equipped in accordance with this document.

The front passenger seat must be equipped with a functional seat belt for the use of the

authorized AVOP tester. The vehicle must have 360 degree view of visibility.

D permit applicants are to ensure that the test vehicle is equipped with an authorized serviceable

radio transceiver able to operate on all applicable frequencies and an assigned call sign.

Late Cancellation Fee

If an applicant cancels a scheduled practical test less than 24 hours prior to the test date, or fails

to appear for a scheduled practical test, Skyport reserves the right to charge the applicant a late

cancellation administrative fee.

10.0 AVOP EXPIRY & RENEWAL

AVOP permits expire on the same date as the vehicle operator’s Restricted Access Pass (RAP). To

renew an AVOP, vehicle operators are required to successfully complete;

1. a theory (written) exam for DA permits

2. a theory (written) exam and a practical test for D permits.

The AVOP renewal process will start no earlier than 60 calendar days prior to the expiry date.

If a vehicle operator was initially tested within 12 months of the expiry date of his/her RAP, only

a reprint of their AVOP permit is required. If more than 12 months has elapsed since initial

testing, a theory exam must be completed in order to follow the renewal cycle of his/her RAP.

The employer should ensure employees book theory (written) exam and practical test

appointments with Skyport (if applicable) early enough to complete the process prior to their

current AVOP expiring. Employees with an expired AVOP permit are not permitted to drive

airside without an escort inside the vehicle.

SKYPORT staff review the records of all renewal applicants to ensure that the applicant’s record

is clear of AVOP infractions which may restrict the renewal of an AVOP.

Applicants who incur more than three demerit points may be required, at the discretion of

Skyport, to retake both the written and practical tests before a renewal will be permitted.

11.0 AIRSIDE VEHICLE REQUIREMENTS

Employers are responsible for ensuring that airside vehicles and equipment meet industry safety

standards, the standards contained in this directive, and are fit for a driver’s purpose and task.

Employers and vehicle operators are responsible for ensuring that a vehicle is operating

satisfactorily and has the required safety equipment and markings.

Vehicles may only carry the number of persons for available seats. (i.e.: one seat; one rider).

Under no circumstances is a vehicle to be operated with riders standing, or riding on the hood,

on tailgates, on the cargo box of trucks, on belt loader belts, on trailers, or in any position other

than an approved seat within the vehicle body. Operators are to wear seat belts where provided.

Safety Marking and Equipment Requirements for Apron Areas

All vehicles and equipment operating on aprons must be equipped with standard safety markings

specified in the following diagram for apron service vehicles.

The following exceptions to this requirement are permitted:

• Occasional use on the apron area of vehicles or equipment not equipped with standard safety markings is allowed while under escort of a vehicle so equipped.

• Aircraft fueling vehicles, which have an overall height in excess of 3.5m, may mount 360° beacon lamps on the vehicle cab provided that tail signal lamps are operated in conjunction with the 360° beacon lamp to provide adequate indication to the rear of the vehicle.

• Police, emergency services and other vehicles equipped with safety marking specified for operation on movement areas and service roads satisfy these directives.

The presence of inadequately marked equipment on airport aprons can be a significant hazard

to taxiing aircraft. The reflective material on all equipment must be kept clean and in good

condition at all times.

Warning Beacon

All vehicles operating airside must conforms to CAP 168 and ICAO regulations rotating warning

beacons, or strobe lights, that must be on while airside. If the vehicle is equipped with headlights

only, those must also be turned on while in the maneuvering area as a substitute for a lightbar

or beacon that conforms to the above regulations.

The warning lights must be mounted on the vehicle in a location that will permit the beam to be

seen by aircraft or surface traffic from any position with 360° of the vehicle.

Two-Way Radio

Vehicles or equipment operating on the maneuvering areas are to be equipped with a properly

functioning two-way radio.

Personal Vehicles

Personal vehicles are not permitted airside unless they are actively engaged in commercial

activity at the airport and are appropriately signed, equipped, and insured. There is no parking of

personal vehicles airside. Unmarked, unauthorized vehicles may be towed off the airfield and

impounded at the owner’s expense.

Airside Vehicle Permit (AVP)

All vehicles operating airside must be registered with SKYPORT annually. These requirements are

outlined in Section 12.0 of this document (Insurance Requirements).

The annually issued Airside Vehicle Permit (AVP) sticker must be placed in the upper left hand

corner of the windshield from the inside of the vehicle.

AVP stickers must be in good condition and be read from outside the vehicle in normal lightning

conditions.

If the AVP sticker is faded, damaged or unreadable from outside the vehicle, contact the Air

Operations Office to acquire a replacement. To acquire a replacement AVP sticker, the vehicle

owner must present to Air Operations Office the old sticker as well as fill out the Airside Vehicle

Permit Replacement Application

All drivers and passengers must wear seat belts while vehicles and equipment are in motion on

airside, if seat belts were installed for use by the manufacturer.

Disabling Safety Equipment

No person shall disable, disconnect, modify or otherwise bypass any safety device or feature on

any vehicle or equipment operated at the airport.

Call Signs

Each vehicle operating on the movement area that is required to communicate with ATC –

Ground Control must have a call sign which uniquely identifies each vehicle. Call signs must be

determined by Skyport first before used. As best as possible vehicle or equipment identifier and

number must be displayed for Air Traffic Control Tower to be able to identify the vehicle with

binoculars.

Vehicles driving airside under escort do not require call signs.

12.0 INSURANCE REQUIREMENTS

Airfield permits are given to vehicles who travel on airport property only after review of their

application and submittal of a copy of their TCD registration and have insurance coverage. The

items mandated to be submitted to SKYPORT annually for a new vehicle airside permit sticker are

outlined below:

• Original Copy of Insurance Policy - which shall include on it;

o Name of Insurance Provider

o Policy Number

o Registration Number

o Insurance Liabilities

o Limits and Restriction

It is the responsibility of the owner to advise immediately SKYPORT of any changes, cancellations

or modifications to insurance policy submitted.

13.0 SKYPORT AUTHORIZED AVOP PERMIT

TRAINER/TESTER

SKYPORT may authorize L. F. Wade International Airport employers the right to perform AVOP

permit training testing of their own employees. To have an employee approved as an authorized

AVOP permit trainer/tester; the employer must submit a written request to SKYPORT.

The minimum standard for an AVOP holder to become an AVOP permit trainer/tester is:

• That they have held an AVOP for at least 12-months; and,

• At the time of the request process they have no demerit points.

Potential trainers will undergo an assessment by Skyport as to their suitability to be accepted as

a SKYPORT authorized AVOP permit trainer/tester.

Following the assessment, SKYPORT will decide based on the need for the authorization,

candidate’s clean AVOP driving record, and experience. If the request is approved, applicants will

be contacted by Skyport to begin their training certification.

SKYPORT authorized AVOP permit trainer/testers are required to be retested (theory and

practical) by Skyport every 3 years; or sooner if deemed warranted by Skyport.

Once approval has been given to an employer to provide AVOP permit training/testing, SKYPORT

will conduct quality control audits of; the employer’s training program, the administration of the

examinations and the standard of training and testing provided by their approved employees. In

addition audits may include ride-alongs with the designated trainer/tester and interview with

permit holders.

Any deviation from standard AVOP training or testing requirements may result in the revocation

of a SKYPORT authorized AVOP permit trainer/tester status. Audits may require submission of

corrective action plans to SKYPORT.

A SKYPORT authorized AVOP permit trainer/tester’s privileges may also be revoked if he/she:

• Is issued an AVOP infraction; or

• Is in an accident where he/she is found to be at fault.

14.0 REQUALIFICATION

A DA permit holder who has been absent from driving airside for a period of one-year, or a D-

permit holder who has been absent from driving airside for six months, must re-apply for an

AVOP

15.0 ENFORCEMENT

SKYPORT has the right to enforce the rules of these Airport Traffic Directives. Enforcement

Officers monitor observance of the Airside Vehicle Operator’s Permit (AVOP) Program.

Enforcement Officers include:

• Airport Duty Officers;

• Airport Police; and

• Any other personnel as designated by SKYPORT.

Enforcement includes periodic spot checks and special initiatives. Enforcement Officers may set

up radar speed checkpoints, check for valid AVOPs, Bermuda (or equivalent) driver’s licenses,

RAP’s, Airside Vehicle Permits, as well as enforce the rules of this directive.

Enforcement Officers have the authority to issue infractions, in the form of a ticket, and if

necessary, immediately suspend an AVOP or RAP.

SKYPORT reserves the right to:

• Test drivers at any time, without notice to the driver;

• Suspend AVOP privileges for the violation of any directives described in this manual; and

• Require an AVOP holder to complete additional training and testing.

Note: Enforcement Officers and Emergency Services may deviate from the Airport Traffic

Directives in order to carry out their duties and responsibilities.

16.0 INFRACTIONS

A detailed report of the infraction is sent to the AVOP holder and his/her employer. The report,

in the form of a letter or e-mail, cites the details of the infraction, the demerit points assigned,

the total demerit points accumulated to date and any other supporting documentation as well

as a request for an interview with SKYPORT if deemed necessary. The objective of the interview

is to:

• Reinforce the element of safe airside driving;

• Impress upon the individual the seriousness of bad driving habits;

• Educate drivers on acceptable driving habits; and

• Act upon a potentially dangerous situation.

Failing to attend the interview can result in the immediate de-activation of the permit holder’s

AVOP and RAP.

SKYPORT may deem it necessary to have an AVOP-holder complete additional training and/or

rewrite the theory and/or driving test.

17.0 GROSS MISCONDUCT/DANGEROUS

DRIVING/CARELESS DRIVING

The AVOP program defines Gross Misconduct as operating a vehicle in a manner that, having

disregard to all circumstances, including the amount of traffic, is dangerous to aircraft,

equipment, people, or other vehicles. Dangerous driving is an example of Gross Misconduct.

Dangerous driving refers to operating a vehicle airside in a manner that is dangerous to oneself

or other persons and/or without consideration for damage to airport or other property, having

disregard to all circumstances, including the nature, condition and use of the place at which the

vehicle is being operated and the amount of traffic that at the time is or might reasonably be

expected to be operating airside.

Other examples of Gross Misconduct include, but are not limited to the following:

• Speeding over twice the applicable speed limit;

• Driving while under the influence of drugs or alcohol;

• Runway incursion;

• Intentional damage to airside fixtures, structures, or safety devices;

• Tampering with or bypassing safety devices;

• Driving while under an AVOP and/or provincial drivers’ license suspension;

• Abuse or threats made towards any enforcement personnel.

While not an example of Gross Misconduct, Careless driving refers to operating a vehicle airside

without due care and attention or without reasonable consideration for the safety of oneself,

other persons and/or damage to airport or other property, and is still considered a serious

offence.

18.0 APPEALS

After an AVOP infraction has been issued to a vehicle operator, the operator has the option to

appeal the infraction to SKYPORT. SKYPORT may conduct interviews with the operator and/or

their employer, review video footage, review audio recordings from the ATC, etc. to determine if

and how an infraction occurred. If the vehicle operator or employer disagrees with the results

of an interview and/or infraction, an appeal may be made by letter, accompanying the violation

letter and given back to Skyport within 7 days of receiving the decision from SKYPORT.

Arguments for the appeal need to be directly related to the incident and considered to be

contributing factors. SKYPORT may arrange a meeting with the vehicle operator or the employer.

Once the investigation into the appeal is complete, the final decision on demerit points and

suspensions will be assessed by SKYPORT. This decision is considered final and conclusive.

A decision regarding the appeal will be sent to the vehicle operator within 10 days of the receipt

date of the appeal notification.

Permit holders may appeal:

• a Notice of Infraction

• an AVOP suspension

• an AVOP revocation

Appeals are made to SKYPORT through the AVOP Office.

19.0 DEMERIT POINT SYSTEM

Drivers incur demerit points for each violation; points are assigned against the driver’s AVOP.

Multiple violations arising from the same incident will result in multiple points on record.

The demerit point system has four main objectives:

• To reinforce the importance of safe airside driving;

• To have a fair, predictable and transparent method for reinforcement;

• To create a system for progressive discipline for repeat offenders; and

• To provide the right to revoke an AVOP from an unsafe driver.

Any action contrary to this directive will result in an Infraction and will be treated as an offence

under the Demerit Point System.

All AVOP holders begin with a zero point balance. Infractions are categorized according to their

severity. Violations fall into three categories:

For each infraction demerit points will be assessed to the permit holders AVOP record as

identified in the following tables. Points are cumulative and will only be deleted from the AVOP

record after a period of six (6) months for minor violations or twelve (12) months for major or

gross misconduct violations following the date of the last violation or suspension.

The demerit point system has four phases based on the accumulated point total on the permit

holders AVOP record. The accumulation of demerit points due to infractions can lead to a

situation where an employee’s AVOP is suspended. The number of working days the AVOP is

suspended depends on the number of demerit points an AVOP holder has accumulated.

Phase 1: Accumulation of Points

Phase 2: 6 Points – 2 day suspension of AVOP.

Phase 3: 9 Points – 2 day suspension of AVOP with complete re-examination

required before airside driving privileges are returned.

Phase 4: 12 Points or More – 7 day suspension of AVOP with complete re-

examination required before airside driving privileges are returned.

In the event of a second gross misconduct violation levied within 1 year of a prior gross

misconduct violation the AVOP shall be indefinitely suspended pending the results of an

investigation that may result in additional charges and or recommendations as determined by

Skyport.

20.0 IMMEDIATE SUSPENSION OR PERMANENT REMOVAL

OF AVOP AND RESTRICTED ACCESS PASS (RAP)

Some infractions are considered extreme offences. In addition to the demerit point system, the

following types of infractions will result in the immediate suspension of the AVOP and RAP.

Driving Without an AVOP

Driving without an AVOP or AVOP escort is an infraction chargeable under the Airport Traffic

Regulations and the Airport Traffic Directives.

Any driver found operating a vehicle airside without an AVOP or AVOP escort may be charged by

a police officer. Additional AVOP infractions may also be issued, as appropriate.

Any RAP holder operating a vehicle airside without an AVOP is also violating RAP terms and

conditions of issue.

Depending on the circumstances, an Enforcement Officer may confiscate the offending driver’s

RAP. Skyport may interview the offending driver and impose further sanctions.

Driving with an Expired, Suspended, or Revoked AVOP

Any driver found operating a vehicle airside with an expired, suspended, or revoked AVOP may

face the following consequences:

• immediate AVOP card confiscation

• escorted removal from airside

• employer notification

Furthermore, the driver shall be required to contact SKYPORT to schedule an appointment to

review the incident.

Skyport may also impose the following sanctions:

• retraining and/or retesting (both written and practical tests)

• suspension of permit privileges

• revocation of permit privileges

Surrendering a Permit

AVOP holders operating vehicles airside shall surrender their RAP and AVOP card to an authorized

Enforcement Officer as requested. Failure to comply with this requirement is a major AVOP

DEFINITIONS

The following are definitions that AVOP permit holders must be familiar with:

Airport Duty Officer - a Department of Airport Operations Officer whose responsibility includes

monitoring airside activities and operations.

Airside - the movement area of an aerodrome, adjacent terrain and buildings or portions thereof, access to which is controlled.

Apron – that part of an aerodrome, other than the taxiways and runways, intended to accommodate the loading and unloading of passengers and cargo, the refueling, servicing and maintenance, and parking of aircraft and any movement of aircraft, vehicles, and pedestrians to allow execution of those functions.

ATC - Ground Control- Air Traffic Control who monitors the frequency 124.5 as well as the 800

Trunk Radio System for all vehicle movements on the ground.

AVOP - Airside Vehicle Operator Permit issued by SKYPORT. The AVOP is required by anyone who

operates vehicles on the airside of L.F. Wade International Airport.

AVP - Airside Vehicle Permit (L. F. Wade International Airport Vehicle Registration Program).

Controlled Area - An area on the airside which cannot be entered without permission of Ground

Control. This area includes the taxiways and runways.

D/A AVOP – The D/A AVOP allows vehicle operators to drive on the airport’s aprons and on

perimeter roads, which are not in the maneuvering area. D/A holders are not permitted to enter

the maneuvering area of the airport at any time unless they are escorted by a D AVOP holder.

D AVOP - An AVOP that allows a driver to operate a vehicle anywhere on the airport in the

performance of their duties.

FOD - Foreign Object Debris. This can be defined as any debris that can be ingested by a turbo-

jet engine or struck by a propeller blade. This action can cause engine failure at a critical point

during takeoff and, at the least; it can result in substantial engine damage. There is also a risk of

aircraft on the apron areas receiving engine damage as a result of FOD.

Jet Blast - Defined as the force or wind generated behind a jet engine, particularly on or before

takeoff when high/full power is set, but also when the aircraft is taxiing.

ILS - Instrument Landing System

Marshaller - The person directing the control of an aircraft.

Maneuvering Area – The part of the airport used for the takeoff and landing of aircraft and for

the movement of aircraft associated with takeoff and landing. It includes all taxiways and

runways at L.F. Wade International Airport. All maneuvering areas are also controlled areas.

Movement Area – The part of an airport to be used for the surface movement of aircraft. It

includes the maneuvering areas and the aprons.

Perimeter Road - A route that runs along the outer perimeter of the airport. Only vehicles with

specific approval from SKYPORT may use the Perimeter Road.

Prop Wash - The force or wind generated behind a propeller, particularly on or before takeoff

when high/full power is set, but also when the aircraft is taxiing.

Push Back - Moving an aircraft backward with a tug

Ramp – see apron.

RAP - Restricted Access Pass is a permanent pass issued by SKYPORT under airport security

regulations and required for unescorted entry to the airside. This pass must be visibly displayed

when airside.

Restricted Area - Any area of an aerodrome that is identified as an area to which access is

restricted to authorized persons.

Runway – a defined rectangular area on an aerodrome prepared for the landing and take-off of aircraft.

Runway Guard Light - a light system intended to caution pilots or vehicle drivers that they are

about to enter a runway.

Service Road - Service roads are uncontrolled areas used to access private lease areas and are areas not controlled by the ATC.

Security Restricted Area - Area in which, prior to entry, persons, articles and vehicles, are

subject to screening.

SKYPORT – L.F Wade International Airport’s Operator

Taxiway – a defined path on an aerodrome established for the taxiing of aircraft and to provide a link between one part of the aerodrome and another, including an apron taxiway. Uncontrolled Area - An area on the airside which does not require Ground Control permission to

enter. The uncontrolled areas consist mainly of the aprons and the vehicle road network.

Vehicle Corridor - An area on an apron marked by painted lines for vehicles to use.

VFR – Visual flight rules, used under conditions of good visibility

VOR - Very High Frequency Omni Directional Range

800 Trunk Radio - Radio Communication method used specifically by vehicles other than aircraft

to communicate with ATC.

APPENDIX A – TERMS AND CONDITIONS DA permit holders and D permit holders must comply with the following terms and conditions of issue:

a. The permit issued to me is the property of Bermuda Skyport Corporation Ltd., L. F. Wade International Airport.

b. I am required to carry the permit with me at all times while operating vehicles on airside and ensure the permit is current.

c. I am aware that DA permit holders who have not driven airside for any 12 month period from the date of issue of the permit, or D permit holders who have not driver airside for any 6 month period form the date of issue of the permit, must report the circumstances to Skyport, rewrite the applicable AVOP examination, and retake the practical test.

d. I understand that my AVOP is not transferable, in the event I change employer at L. F. Wade International Airport.

e. I understand as an AVOP holder operating a vehicle on airside I must, at all time, be in possession of a valid Bermuda (or equivalent) driver’s license, and will immediately report a temporary or permanent revocation to Skyport. I further understand that a temporary or permanent revocation of my Bermuda (or equivalent) driver’s license will result in revocation of my AVOP.

f. As an AVOP holder, I will control Foreign Object Debris (FOD) on airside in the performance of my duties.

g. I will obey all airport traffic regulation, airport traffic directives, traffic signs, devices, and directions given by Enforcement Officers.

h. I will immediately report all accidents occurring on airside to Skyport.

i. I understand that consuming or being under the influence of alcohol or drugs while operating a vehicle or equipment on airside is a chargeable offence and will result in the immediate revocation of my AVOP.

j. I have read and understand the relevant sections of the L. F. Wade International Airport Traffic Directives and these Terms and Conditions of Issue. I understand that failure to comply with the provisions of the rules and regulations of the Traffic Directives and these Terms and Conditions of Issue may result in the temporary or permanent revocation of my airside driving privileges by Skyport.

k. I will immediately report the loss, misplacement, or theft of my AVOP to Skyport.
