Message from the OIC-PSO
Perseverance and solidarity among personnel of Philippine Statistics Authority (PSA)-Leyte Provincial Statistical Office brought significant achievements in 2016. Being one of the top 15 provinces, indicates a manifestation of continued commitment in achieving organization’s goals and objectives despite of the many challenges. Having celebrated three years of existence as PSA with the theme “Syn3ergy”, we continue to reach the vision of a solid, responsive and world-class authority on quality statistics and civil registration. There had been ups and downs in the fulfillment of our planned activities but we were able to overcome them as we exercised dedication, excellence and teamwork in all our endeavors. All mandated and adhoc statistical activities were successfully conducted within the allotted timeframe. Several trainings on field operation, processing and data validation were undertaken to ensure quality output. Prompt submission of statistical tables and data files to Regional Statistical Service Office and Central Office were always our target. Recognizing the value of our human resources, we continued to capacitate them with the necessary developmental trainings. Team building and de-stressing activities were likewise conducted to promote their general welfare and well-being. We continued to meet the expectations of our clients and stakeholders through the conduct of data appreciation seminars, issuance of statistical releases and other IEC materials, inter-agency coordination, and provision of technical assistance. Conduct of social responsibility activities such “Adopt a marginalized sector in the community” and environment-related activities added value to our being as public servant. We ensure customer satisfaction to our civil registration clients by providing them fast and efficient services. Timely submission of machine processed civil registry documents was achieved for the entire year because of our strong partnership with the Local Civil Registry Offices in the province. Establishing camaraderie and collaboration with Local Civil Registrars enabled us to expand our horizon to effectively carry out our mandate for quality civil registration services. All these accomplishments were realized due to the continued support and cooperation of our partners, the survey respondents, Local Government Units, Government Agencies, Non-Government Organizations, Academe, Media, Private Sector and other stakeholders. As PSA Leyte personnel continue to aim high in the performance of its duties and responsibilities, we treat problems and difficulties as challenges to encourage us to strive beyond what is expected from us. The PSA
Mandates The PSA shall primarily be responsible for the implementation of the objectives and provisions of
R.A. 10625. It shall plan, develop, prescribe, disseminate and enforce policies, rules and
regulations and coordinate government-wide programs governing the production of official
statistics, general-purpose statistics, and civil registration services.
It shall primarily be responsible for all national censuses and surveys, sectoral statistics,
consolidation of selected administrative recording systems and compilation of national accounts.

Functions The PSA shall: 1. Serve as the central statistical authority of the Philippine government on primary data collection; 2. Prepare and conduct periodic censuses on population, housing, agriculture, fisheries, business, industry, and other sectors of the economy; 3. Collect, compile, analyze, abstract and publish statistical information relating to the country’s economic, social, demographic and general activities and condition of the people; 4. Prepare and conduct statistical sample surveys on all aspects of socioeconomic life including agriculture, industry, trade, finance, prices and marketing information, income and expenditure, education, health, culture, and social situations for the use of the government and the public; 5. Carry out, enforce and administer civil registration functions in the country as provided for in Act 3753, the Law on Registry of Civil Status. 6. Collaborate with departments of the national government including GOCCs and their subsidiaries in the collection, compilation, maintenance and publication of statistical information, including special statistical data derived from the activities of those departments, corporations and their subsidiaries;
7. Promote and develop integrated social and economic statistics and coordinate plans for the integration of those statistics, including the national accounts; 8. Develop and maintain appropriate frameworks and standards for the collection, processing, analysis and dissemination of data; 9. Coordinate with government departments and local government units (LGUs) on the promotion and adoption of statistical standards involving techniques, methodologies, concepts, definitions and classifications, and on the avoidance of duplication in the collection of statistical information; 10. Conduct continuing methodological, analytical and development activities, in coordination with the PSRTI , to improve the conduct of censuses, surveys and other data collection activities; 11. Recommend executive and legislative measures to enhance the development of the statistical activities and programs of the government; 12. Prepare, in consultation with the PSA Board, a Philippine Statistical Development Program (PSDP); 13. Implement policies on statistical matters and coordination, as directed by the PSA Board, and; 14. Perform other functions as may be assigned by the PSA Board and as may be necessary to carry out the purposes of RA 10625.

Household-based Statistics
Monthly Survey
Farm Price Survey
This is a nationwide household-based survey designed to gather data on prices received by farmers for their produce and prices paid for the pesticides they used in their farms. In 2016, there were 24 kinds of crop considered in the survey. Five (5)
respondents per crop were selected purposively belonging to the top five (5) crop producing municipalities.
Monthly Palay and Corn Situation Reporting System
Serves as a monitoring system of the growing conditions and actual plantings of palay and corn. Specifically, it aims to update the forecasts for the current quarter based on standing crop and forecasts for the next quarter based on planting intentions and to provide monthly updates on the area and production of palay and corn by stages of growth (i.e., vegetative, reproductive and maturing) across the country. A total of 20 barangays were covered monthly in 2016. From these barangays, 64 corn farmers and 78 palay farmers were interviewed.
Palay and Corn Stock Survey
Intends to generate estimates of the current stock of rice and corn in farm and non-farm households. It is a monthly survey being conducted in the first four (4) days of the month with the 1st day of the month, 6:00 AM, as the reference period.
In 2016, 130 farm households and 100 non-farm households from 20 barangays were sampled
every month.

Backyard Livestock and Poultry Surveys
This survey generates data on inventory of animals by farm type, by age and by classification; chicken by type; disposition of animals; and volume of egg produced. There were 130 farming households and 100 non-farming households interviewed quarterly from
20 sample barangays in 2016.

Consumer Expectations Survey
It captures the economic outlook of consumers as an indication of the country’s future economic conditions. This is a complementary survey to BSP’s Business Expectation Survey. This
is administered on a sample basis at household level drawn through a stratified multi-stage random sampling. In 2016, there were 103 sample households during the January survey round, 116 in April, 114 in July and 94 in October or a total of 427 sample households enumerated.
Crops Production Survey This survey aims to generate basic production statistics for crops other than palay and corn at the national, regional and provincial levels. It covers more than 200 crops of which 19 are considered. Leyte had 6 samples in nonfood industrial crops, 7 samples in vegetables and 4 sample in fruits classified as major crops.
Corn Production Survey It aims to generate estimates on corn production, area and yield and other related information. Each round generated estimates for the immediate past quarter and forecast for the next two quarters. Results of the survey served as
inputs to planners and policy makers on matters concerning the corn industry. In 2016, there were 20 barangays and 138 households sampled monthly.
Labor Force Survey
The survey is designed to provide statistics on levels and trends of employment, unemployment and underemployment for the country, as a whole, and for each of the administrative regions, including provinces and key cities. This is conducted every January, April, July and October.
As a result of the damage of Super Typhoon Yolanda in November 2013 which displaced large number of households, Leyte was excluded in the quarterly survey until April 2015. The province was again included in the nationwide survey in July 2015 round.

Palay Production Survey
Aims to generate estimates and forecasts on palay areas, production and yield, usage of yield enhancing inputs, usage of yield protecting inputs, farmers planting intention, and farmer’s participation and availment in the different government programs and interventions in agriculture. It aimed at providing data inputs for policy making and program interventions on palay. The date
of collection is in the first 10 days of the following quarter. Leyte had 20 sample barangays and 154 sample HHs in a month in 2016.
Quarterly Aquaculture Survey
Generates data on volume and value of aquaculture production by aquafarm type, by culture environment, by species, by quarter at the national, regional and provincial levels. In Leyte, 140 households were sampled quarterly in 2016.
Quarterly Commercial Fisheries Survey
Undertakes to generate information on quarterly volume and value of fish unloaded at commercial fish landing centers, also segregated by species. This survey covered 8 landing centers in Leyte in 2016.
Quarterly Inland Fisheries Survey
Generates data on quarterly volume and value of fish unloaded at municipal fish landing centers by species at the national, regional and provincial levels. 20 sample households from five (5) sample barangays were covered quarterly in 2016.

Agricultural Labor Survey
Generates estimates of the daily wage rates of workers in agriculture, particularly in palay, corn, coconut and sugarcane farms. The January 2016 survey round which covered July to December 2015, there were 20 corn farmers, 20 palay farmers, 15 coconut farmers and 15 sugarcane farmers sampled. In the July 2016 survey round which covered January to June 2016, only palay and corn farmers were sampled with the same number in the January 2016 round.
Annual Poverty Indicator Survey Aims to provide inputs to the development of an integrated poverty indicator and monitoring system which would enhance timely, accurate and consistent production of poverty-related data that can be used at the national level. This was a rider survey to the July 2016 Labor Force Survey.
There were 481 completed interviews resulting to a response rate of 97.8 percent in 2016.
Family Income and Expenditure Survey
This aims at providing data on family income and expenditure, including, among others, levels of consumption by item of expenditure, sources of income in cash, and related information affecting income and expenditure levels and patterns in the Philippines. For the 2016 FIES Second Visit conducted in January 2016, the same sample households in first visit were again visited. There were 1,335 sample respondents in 2016. After enumeration, processors were hired to do the manual processing of the accomplished questionnaires.
Household Survey on Domestic Visitors
This is primarily undertaken in order to collect data on domestic tourism in the country as well as outbound travel of Filipinos during the six-month reference period.
The 2016 HSDV was the 6th time to be conducted since 2005. There were 187 completed interviews out of 223 sample households during the survey operation in Novemver 2016.

Model Functioning Survey
The 2016 MFS was conducted by the PSA in collaboration with
the Department of Health (DOH) and the National Council on
Disability Affairs (NCDA). The 2016 MFS aimed to collect
comprehensive, comparable and relevant disability information of individual aged 15 years old
and over to monitor the United Nations Convention on the Rights of Persons with Disabilities
(CRPD). There were 188 sample households interviewed in 2016 MFS. Two (2) PSA Leyte employees and
six (6) hired statistical researchers (SRs) were involved in the survey operation in November to
December 2016.
Survey on Overseas Filipinos Aims to derive national estimates on the number of Overseas Filipino Workers, their socio-economic characteristics and the amount and mode of remittances, in cash and in kind, received by their families. This was a rider survey to the October 2016 Labor Force Survey.
In 2016, a total of 1,065 sample households were covered in Leyte.
Survey of Food Demand for Agricultural Commodities
The survey aims to determine the following: 1) average per capita
consumption of rice, corn, and other basic agricultural food items; 2)
emerging consumption patterns of Filipino households; 3)
substitution of rice with other food commodities; and 4) quantity of
rice and corn leftovers, wastage, and consumed by animals/pet. The 2015-2016 SFD was undertaken in four (4) rounds from 2015 to 2016. Leyte had 160 sample
households from 16 sample barangays.

Establishment-based Statistics
Bi-weekly/Weekly/Bi-monthly Survey
Agricultural Marketing Information System This is an integrated system of collecting, processing, analyzing and disseminating information that involves design and implementation of site-specific monitoring scheme that parallels the existing marketing system. Price surveys are implemented in major local/provincial market centers and strategic terminal markets throughout the country. Prices of the sample agricultural commodities gathered through the Retail Price Survey for Agricultural Commodities and Wholesale Price Survey for Agricultural Commodities are run as inputs in AGMARIS. In 2016, there were 210 sample commodities collected every survey rounds for retail and 15 for wholesale.
Survey of Retail Price for Generation of CPI
Serves as basis for the construction of the Consumer Price Index (CPI), which indicates average changes in prices of commodities and services consumed by an average Filipino household.
Leyte had 1,764 sample commodities for 2000 based market basket, 4,557 sample commodities for 2006 based market basket and 3,400 sample commodities for 2012 based market basket in 2016.
Weekly Survey of Selected Petroleum Products
This survey is conducted every Friday to provide snapshot of the prices of selected petroleum products on a weekly basis. Prices of diesel, kerosene, unleaded gasoline and liquefied petroleum gases (LPG) were collected every week from seven (7) sample outlets in Leyte.

Weekly Cereals and Fertilizer Price Monitoring
This survey has been the source of the weekly update on cereal data
users. Moreover, this has been the source of the official data for
dealers’ prices of fertilizers. In 2016, there were 26 commodities sampled weekly.

Monthly Integrated Survey of Selected Industries
Provides the government and private sectors timely flash indicators
on the performance of growth-oriented industries in the
manufacturing sector. There were three (3) sample establishments in the province in 2016.
Producer Price Survey The survey gathers monthly producer prices of selected products of establishments included in the market. There were also three (3) sample establishments in the province in 2016.

Quarterly Survey on Philippine Business and Industry
This is a quarterly survey that provides statistics on revenue,
employment and compensation of the identified establishments
engaged in economic activities with total employment of 20 and over
except in the Agriculture, Forestry and Fishing sectors. Leyte had 79 sample establishments per quarter or a total of 316
sample establishments in 2016.
Semi-annual/Annual/ Other Survey
Annual Survey on Philippine Business and Industry
Gathers information on structure, levels, performance and trends of
economic activities of the formal sector in the country. A total of 283 sample establishments and enterprises were covered in the
province in 2016.

Integrated Survey on Labor Employment
The ISLE a nationwide survey of establishments employing at least
20 workers which aims to collect information on industry trends and
practices. The 2016 ISLE had 99 sample establishments in 2016.
Occupational Wages Survey
The OWS is a biennial survey that generates statistics for wage and
salary administration and for wage determination in collective
bargaining negotiations. In 2016, there were 99 sample establishments covered.
Survey on Information and Communication Technology
Is a rider survey to the ASPBI which aims to collect and generate data
on the availability, distribution and access or utilization of ICT
among establishments in the country. The measurement of ICT
access and use will enable the assessment and monitoring of the
digital divide in the country. Furthermore, the survey will generate
core ICT indicators important for measuring the progress in
information and Technology. Sample establishments totaled to 80 in 2016.
Semi-annual Survey of Dairy Enterprises
The survey is intended to generate data on inventory of dairy animals by type and breed, milk production of dairy animals by type and disposition. This is undertaken on a semestral basis. Leyte had 13 sample dairy farms interviewed every semester in 2016.
Updating of the List of Establishments
This is a nationwide PSA survey conducted to provide a reliable
sampling frame for various business surveys and censuses. This
was undertaken in September to November 2016 which covered
174 establishments covered for Main Office Inquiry Form, 229 establishments
for Establishment Inquiry Form other than main office, and 388 barangays
verified for presence of economic units.

Collection of Administrative-Based Data
Agricultural Situation Report This report gathers information on crop, livestock and poultry, fisheries,
prices and market supply situation and general outlook of certain
municipality/city. It also covers the infrastructure development,
seminar/trainings, government programs, workshops/meetings that
took place and the prevailing weather condition/climate in the locality.
Foreign Trade Statistics
Are compiled by PSA from copies of import and export documents
submitted to the Bureau of Customs (BOC) by importers and exporters or
their authorized representatives as required by law. Preliminary monthly
export and import statistics are released in the form of press releases 40
days and 55 days after the reference month, respectively. A total of 192 foreign manifests were collected and processed in 2016 from two (2) Bureau of
Custom’s Sub-Port Offices in Leyte.
Commodity Flow or Domestic Trade Statistics
Refers to air, rail and coastwise trade statistics compiled monthly
by PSA based from airway bills; daily report of outgoing
shipments (DROS); coasting and passenger manifests collected
from Philippine Airlines (PAL) operating in domestic airports. In 2016, there were 1,398 collected and processed domestic trade documents. For airway bills, 1,802 documents were collected and processed.
Construction Statistics from Approved Building Permit
Construction statistics contained in approved Building Permits (BP) are collected from all cities and municipalities. The data generated include the number, floor area, type and the value of building construction proposed for construction during the specified period.

Survey of Slaughterhouses and Poultry Dressing Plant
Data are collected from accredited abattoirs and dressing plants as well as LGU-supervised slaughter facilities. It aims to provide government executives, policy makers, and planners with information in support of the Meat Sufficiency Program of the government. As provided for in Administrative Order No. 5 series, of 2016 of the Department of Agriculture (DA), there is monthly submission of the consolidated slaughter and condemnation report to the National Meat Inspection Service (NMIS) and PSA. Data from cities/municipalities in Leyte were collected every month.
Vital Statistics
Vital statistics are statistics derived from the registered birth, death, foetal death and marriage documents collected from the Local Civil Registrars Offices. These documents are processed in the province using the Decentralized Vital Statistics System (DVSS). Vital Statistics Report provides information on the facts surrounding the occurrence of said events. These statistics may serve as inputs for planners, policy makers and researchers in monitoring and evaluating demographics and socio-economic progress of the country.

Celebration of Civil Registration Month As part of the celebration of the Civil Registration Month, the PSA Leyte together with other concerned agencies involved in the implementation of the Civil RegistryLaw, joined hands to commemorate the occasion. The theme for 2016 was “Pilipinong Rehistrado, Matatag na Kinabukasan ay Sigurado.” The celebration kicked-off with a caravan followed by a program hosted by LGU-Abuyog held at Abuyog Gymnasium. This was participated by the PSA Regional Statistical Services Office 8 (RSSO 8), PSA - Provincial Statistical Offices (PSOs), and Local Civil Registry personnel in the province. Symposia, data dissemination seminars, trainings, exhibits, slogan and poster making contests, quiz bee, tree planting, information and education campaign such as press conference, media interviews, and hanging of CRM streamers and tarpaulins were conducted during this month-long celebration. Awards were given also to outstanding LCROs for their exemplary performance in the delivery of civil registration services.

Decentralized Vital Statistics System (DVSS) The DVSS is used in the machine processing of submitted civil registry documents by the Local
Civil Registrars in the province. The documents underwent data entry, verification and data
editing before data files and documents are submitted to Civil Registration Service at PSA Central
Office. All of the DVSS documents and data files in 2016 were submitted on time.
Issuance of Certificates of Registration of Authority
to Solemnize Marriage Starting January 2006, there was full decentralization of the processing of Certificate of Registration
of Authority to Solemnize Marriage (CRASM) to the field offices where the church assignment of
the Solemnizing Officer is located whether renewal or new application. Evaluation and processing
are undertaken at PSA Provincial Statistical Offices while approval is done at the Regional
Statistical Service Office. In 2016, PSA Leyte issued a total of 74 CRASM. Of these, 17 were new applicants while 57 were
renewal.
Philippine Civil Registration Information System (PhilCRIS) Users PhilCris is available for use by the Offices of the Civil Registrars and other end-users. The
software enables encoding of relevant information from civil registry documents, storage of vital
data, query and retrieval of encoded records. The system is offered free-of-charge, however
Memorandum of Agreement is to be executed between the PSA and interested parties. As of 2016, there were 15 cities/municipalities and 18 birthing centers/churches using PhilCRIS
in Leyte.

.Training/Seminars on Civil Registration Training seminar on the new IRR of 9255 and PhilCris was
conducted for the employees of PSA Leyte. This was held at
the Caluwayan Palm resort on August 11-12, 2016.

Publications
PSA Leyte generated 8 issues of various publications on the statistics generated by the office. The Leyte QuickStat is a quarterly publication
that features the updates most requested statistics
mainly in the province of Leyte. The CPI Special Release, on the other hand, is also
a quarterly publication that highlights the change
in the average prices of a fixed basket of goods
and services commonly purchased by households
relative to a base year.
One-time Ambush Interview
Then OIC-PSO Victor A. Paran was interviewed
by Radyo Kausbawan DYNG – FM 103 on April
28, 2016 at NGCP Hall, Palompon ,Leyte right
after the disseminatiojn forum conducted by
PSA leyte. He was asked about the civil
registration and statistical updates particularly
in the Municipality of Palompon.
Information Dissemination
On-the-spot Poster Making Contest In line with the National Statistics Month in October 2016, the office spearheaded the conduct of On-the-spot Poster Making Contest to secondary public and private schools in the province.

Data Dissemination As mandated by law, the PSA is duty-bound to disseminate official statistics, general-purpose statistics, and civil registration services. With this, the PSA Leyte intensified its information dissemination campaign by conducting forum and symposium in different agencies, sectors, and schools.

Employees of Social Security System (SSS) Tacloban Branch, together with their Branch Head, Dra. Lilibeth A. Cajucom, attended the Information Dissemination Forum conducted by PSA Leyte on November 16, 2016.
Fisherfolks of Palompon, Leyte joined the Information Dissemination Forum conducted on April 28, 2016 at NGCP Hall, Palompon, Leyte.
Bookkeepers, managers, and owners of business establishments participated in the launching of 2015 ASPBI & SICT and Data Dissemination Forum held in Tacloban City on May 2, 2016 and Ormoc City on May 12, 2016.

In 2016, a total of 16 symposia was conducted in schools.
Maintenance of Library
With its vast collection of publications, mostly of PSA census and survey results, the PSA Leyte Library was instrumental to the students and other users doing research. Several researchers were assisted and provided with the needed data. Aside from the office library, PSA Leyte also maintains accredited information centers that are housed in the libraries of partner state universities in the province. As of 2016, there were three (3) accredited information centers in Leyte.

Parade/Fun Run The PSA-Leyte employees participated in the parade and fun run organized by other agencies to
show support to their activities. In 2016, PSA Leyte took part in three (3) parade and fun run.

Social Responsibility
Adopt-a-Daycare Center
As one way of fostering social responsibility, the PSA Leyte visited Brgy. Doña Brigida, Tolosa, Leyte on September 13, 2016 to adopt a Daycare Center located in their barangay. Different activities were conducted during the visit like feeding of the pupils, distribution of school supplies, and giving of short briefing to parents regarding with the frequently asked questions on civil registration.
Adopt-a-Marginalized Sector
Fisherfolks of Palompon, Leyte were selected as
beneficiaries of the Adopt-a-Marginalized Sector
organized by the PSA Leyte. Bags, mugs, and t-shirts were
handed out to the fisher folks during the one-day activity
held at NGCP Hall, Palompon on April 28, 2016.
Coastal Clean-up
To preserve the pristine beauty of Kalangaman Island, the
PSA Leyte carried out a clean-up drive on its coastline on
April 29, 2016. The island, which is known for its beautiful
sandbar, is located in Palompon, Leyte.

Involvement in the Activities of other Agencies
Tree Planting
On March 10, 2016, the PSA Leyte employees
joined the other government agencies in the
“Beach Forest Tree Planting”. The activity was
organized by the Community Environment and
Natural Resources Office (CENRO), Palo in
celebration of the National Women’s Month.
CSC ARTA Caravan
The PSA Leyte took part in the 2016 ARTA Caravan
held at HRDC Hall, Leyte Normal University on
February 2, 2016. The said event, spearheaded by
the Civil Service Commission (CSC) Regional
Office VIII, aims to promote the awareness of the
Republic Act 9485 otherwise known as Anti-Red
Tape Act (ARTA) of 2007. The caravan also served
as a one-stop information exhibit, and a venue for
the students to avail themselves of the services of
the participating government agencies.
Guest Speaker in Mass Weddings
OIC-PSO Sheryl Ann A. Jamisola and other PSA Leyte personnel attended invitation to mass weddings organized by LGUs. There were six (6) invitations received by the office in 2016.

Financial Matters Fund Allocation and Expenditures
The PSA Leyte financial performance for FY 2016 and major outputs were consistent with the
priorities and targets planned for the year. PSA Leyte received a total allocation of Php 15.12
million for its regular operation and support activities for 2016. The same amount was incurred
in disbursements for the whole year, or equivalent to a 100% utilization rate.

Human Resource Manpower and Training
As of December 31, 2016, PSA Leyte had a workforce consisted of 12 regular employees (6 males and 6 females). To augment the needed manpower, there were 13 service contractors/job-orders. (8 females and 5 males). The employees of PSA Leyte attended 19 statistical trainings and 18 non-statistical trainings in 2016.

Administrative Service Fuel Consumption
PSA Leyte consumed 2,191.08 liters or an average per month of 182.59 liters per month in 2016. The highest fuel consumption was in November at 296.71 liters while the lowest consumption was in May at 81.40 litters.
Summary of Property, Plant and Equipment (PPE) As of December 31, 2016, the province’ total acquisition cost for property, plant and equipment amounted to Php 4,501,391.75. With an accumulated depreciation of Php 2,829,558.58, the total book value amounted to Php 1,671,833.17. Disposal of Unserviceable Property, Plant and Equipment (PPE) The approved unserviceable PPE of PSA Leyte were disposed of in two modes in 2016, by
donation and sale. The recipient of the unserviceable PPE was Palo Central Schools executed
though a Deed-of-donation. Meanwhile, the unserviceable PPE sold through public bidding was
awarded to Good News Junkshop at a bid price amounting to Eight Thousand Nine Hundred
Five Pesos (Php 8,945).
