Purpose of the Strategic Plan This document serves as the road map for the City of Lewiston’s Public Works Department. It identifies some of the key areas of where we are going and how we are going to get there. One key thing to remember is that a strategic plan is not something that must be followed to the letter to the exclusion of all else. The Public Works Department will continue to provide day-to-day service to the public and internal staff, as we have in the past. Our strategic plan is a commitment to our Mission Statement: “Providing excellent public service with entrusted resources.”; with the understanding that we learn, change, adapt, and improve each day. Providing excellent public service with entrusted resources

Vision

We are motivated to be a recognized leader in providing quality water, wastewater, stormwater, solid waste, street and traffic regulation, GIS and engineering services, so that we are a source of distinction within the community. We accept the responsibility to provide these essential services to our customers and to always protect the safety and welfare of the public.

Values

We value and respect our customers.

We recognize our staff as one of our greatest resources. We respect,

support, and encourage their growth, and ensure their safety.

We encourage positive communication with all internal and external customers.

We acknowledge Local, State, and Federal rules and regulations and how

they impact public services. We continually pursue improved methods for enhancing public services.

Goals and Objectives

GOAL Improve environmental stewardship and protection of natural resources Objectives:

Meet or exceed environmental regulations for water quality and wastewater discharge limits to protect natural resources and our customers.

Minimize the amount of waste generated going to the landfill; reuse and recycle whenever possible. For FY ’11 find a project that incorporates recycled glass and reduces the use of other products.

Incorporate into roadway projects methods which use natural infiltration and landscaping of storm water.

GOAL Foster responsible stewardship of public funds and resources Objectives:

Promote efficiency to reduce costs and provide a high level of service with fewer resources

Improve the transparency of the budget process Reduce the amount of change orders on construction projects

GOAL Make Public Works a place of pride and a great place to work Objectives:

Maintain a stable, productive, talented, and diverse work force Enhance job satisfaction of employees, empower staff to make decisions Maintain a safe working environment; reduce accidents and injuries to

employees Provide opportunities to employees for advancement and continuing

education GOAL Use of Technology for advancement of Department Objectives:

Implementation of GIS within department and city wide
