ACTION THIS PERIOD
Remedial Investisationlleasibility Study (RI/FS):
A monthly progress report for May 2003 was prepared and subrrtitted to the New York State Department of Environmental Conservation (NYSDEC) on 10 June 2003. Copies were forwarded to United States Environmental Protection Agency (USEPA), and the New York State Department of Health (NYSDOH).
During the reporting period, ERM continued implementation of the proposed actions set forth in our 6 March 2003 letter intended to advance the Site through the RI/FS process. These activities included the following:
• ERM finalized the candidate and alternative locations for the two additional monitoring points downgradient of Garden City Supply Wells N-08339 and N-07058. Accordingly a formal request for access to install the monitoring points on the Garden City Golf Club was submitted to the club management for review and consideration by the Board of Directors in a letter dated 4 June 2003. Copies of the letter were forwarded to the NYSDEC, USEPA and NYSDOH. To date, the Board of Directors has not rendered a decision concerning the access request.
ERM continued to evaluate and compare several commercially available multi-level ground water monitoring systems to determine which system is most appropriate for installation at the two additional monitoring points.
. ERM again contacted the Garden City Water Department (GCWD) to follow-up on our written request (ERM letter dtd. 15 April 2003) for copies of any hydrogeologic and/or well performance testing information related to Garden City Supply Wells N-08339, N-07058 and N-03881. This information will be used to better evaluate the near-well hydraulic regime (e.g. pumping conditions, flow velocity, etc.) in the Upper Glacial and Magothy aquifers. The GCWD indicated the information provided to ERM in the near future.
• ERM received, reviewed, and validated the laboratory data deliverables for ground water samples collected from monitoring wells MWs GCP-15S, 15A, 15B, 21A, 21B & 21C as part of the 1st Quarterly Ground Water Sampling Event/PDB Correlation Study. The validated volatile organic compound (VOC) results are presented in Table 1 along with the results of the September/October 2001 ground water sampling event for comparative purposes.

The VOC results presented in Table 1 indicate that at most well locations:
- The VOC concentrations have risen or fallen by an order of magnitude or more since the September-October 2001 sampling event; and
- The May 2003 results indicate that at many well in the PDB samples were generally lower in comparison to concentrations observed in ground water samples collected using conventional/low flow methods at the time of PDB recovery. This is best illustrated in Figure 1 that presents a schematic of each monitoring well showing screen zones, PDB locations and conventional low-flow sample locations with the corresponding May 2003 detected total (TVOC), tetrachloroethene (PCE) and trichloroethene (TCE) concentrations posted next to each location.
Environmental Resources Management
Published research and case study literature from the United States Geological Survey (USGS) and other agencies concerning PDB samplers demonstrate proven success at numerous sites with similar characteristics. Although the apparent low bias of the PDB samples is not a unique occurrence, discrepancies between the PDB and conventional sample results are more commonly characterized by the PDB results being higher than the conventional sample results. Consequently, ERM contacted the vendor of the PDBs and researched available published literature to determine possible reasons for what appeared to be a low bias observed in the PDB samples. This information was then used to develop a strategy to diagnose the probable cause of the same. Possible reasons may include the following:
- Although the USGS guidance document states that many VOCs equilibrate with the PDB sampler water within 48 to 72 hours and recommends a two-week equilibration period, it is possible that the PDBs were not able to sufficiently equilibrate to ambient aquifer concentrations within the allotted two-week time period.
- At numerous sites with similar characteristics, documented studies demonstrate that VOC concentrations may flux an order of magnitude or more over short intervals of time creating temporal variability in concentrations. This flux in concentration may have been captured at the time of sampling via conventional/low flow sampling event presenting a situation with elevated levels of VOC concentrations. In this circumstance, the PDB samplers represent an average concentration of the ambient aquifer conditions over the two-week period that is a more accurate representation of the net

concentration experienced at a given location over time.
- There may not be adequate communication occurring between the monitoring wells and the aquifer. This potential reason is unlikely since all indications (development history and yield versus drawdown during purging) suggest the wells are in good communication with the formation.
There may be horizontal intervals, or "Stringers" of higher VOC concentrations above, below or adjacent to the screen zones, which were drawn into the screen zone during under pumping conditions of the conventional/low flow-sampling event. These higher concentration would otherwise not pass through the well screen interval imder non-pumping conditions.
ERM has developed an approach to evaluate the aforementioned possible causes of the data discrepancies for the 1 ' Quarterly Ground Water Sampling Event/PDB Correlation Study, which are described below:
- On 10,11 and 14 July, PDBs will be deployed at wells MWs 15S, 15A, 15B, 21A, 21B & 21C. In addition, PDBs will be deployed in wells GCP 01, OlD, 08,18S and 18D. The PDBs will remain in the wells for a period of four weeks to address possible inadequate equilibration times from the first event, and will be recovered on or about 7 and 8 of August 2003. These data will be helpful in understanding the possible inadequate equilibration time, and will provide additional information concerning current VOC concentrations (post-Soil IRM) within the center of the plume nearer the Site.
- Discrete interval samples will be collected from the midpoint of each monitoring well screen zone prior to PDB installation. Similarly, discrete interval samples will also be collected after the PDBs are recovered at each well location. Conventional low-flow ground water samples will also be collected at the time of PDB recovery. Weekly discrete interval samples will also be collected at several select wells for a period of two weeks thereafter. These data will be helpful in understanding the possible temporal flux in concentrations that may be occurring, as well as the potential for higher concentration zones above, below or adjacent to the well screen zones.
ERM began to make necessary arrangements to implement the second quarterly sampling event using the augmented approach described above. This included issuing written notification informing concerned parties (e.g. the Village of Garden City Police Department, the Garden City Department of Public Works, local hospitals etc.) of the upcoming

field activities on 10,11 & 14 July 2003; acquisition of necessary equipment/supplies; and scheduling of personnel and subcontractors (e.g. laboratory and purge water handling and disposal).
. Finally, FS activities continued. ERM continued a dialogue with personnel from the GCWD regarding the postponement of the air stripper upgrade until Fall 2003 because of GCWD's concern that the work may not be completed in time to meet their high demand season. ERM had previously contacted the GCWD and suggested temporary engineering options that would enable both of the wells currently connected to the air stripper to remain on-line during the peak demand period. ERM has been informed that the GCWD has concluded that the temporary engineering options suggested to enable the upgrade are unnecessary at this time. The GCWD has concerns about the temporary connections that would have to be made and they feel they have sufficient capacity to meet peak demand this summer.
Soil Interim Remedial Measure (IRM):
ERM is preparing a work plan (letter-format) that presents the approach to the passive sub-slab venting system conceptually proposed in ERM's 6 March 2003 for NYSDEC for review and approval. Once the Venting System Work Plan is approved and the system is installed, ERM will submit letter report documenting the constiuction of the vent system, including as-built drawings.
ACTION NEXT PERIOD
RI/FS:
Submit a regularly scheduled monthly progress report.
. Implement the 2"^ Quarterly Ground Water Sampling Event/PDB Correlation Study as described above.
Select the final additional monitoring point technology that is most appropriate for the Site-specific conditions.
. Receive a response from the Garden City Golf Club concerning Genesco's request for access to install the monitoring points on the Club's golf course. Make preparations to install the wells accordingly.
. Obtain and evaluate any hydrogeologic reports and/or well performance testing information related to Garden City Supply Wells N-08339, N-07058 and N-03881 from the GCWD.
. Await comments on the draft Exposure Pathways Report from USEPA.
