Dear Mr. Epps,
This letter with attachments is submitted as notice of successful pre-qualification of the clay soilfrom the new borrow area. The clay from this area will be used for the construction of the RCRASubtitle Cap at Neal's Landfill. The pre-qualification of the clay will eliminate the need toperform moisture-density (Proctor) tests during the construction of the liner, and will also serve toeliminate the requirement for the construction of a formal test pad. The pre-qualification and testpad waiver are based on the results of the laboratory testing of a total of 10 borrow samples.
Borrow Pre-Qualification
Section 02778, Part 2 of the approved Prefinal Design RCRA Subtitle C Cap (projectspecifications) dated August 11, 1999 outlines the material, construction and QA/QCrequirements for the construction of a clay liner. Key QA/QC parameters for the soil to be usedare Unified Soil Classification System (USCS) classification, grain size distribution, AtterbergLimits and remolded hydraulic conductivity. Specifications for these parameters are as follows:
Soil type: natural CL, CH, MH or ML soil.Gradation: 100% passing 1-in. sieve size (dry weight basis)
80% passing U.S. No. 4 sieveat least 50% passing U.S. No. 200 sieve
Liquid Limit: at least 25Plastic Limit: at least 10Hydraulic Conductivity: maximum of 1 x 10-7 cm/sec
The project specifications also stipulate that each of the above parameters are to be measuredbefore construction starts, at a frequency determined by the volume of soil to be used. In all casesexcept hydraulic conductivity, the required frequency is 1 test for each 5,000 cubic yards of

material to be used. The required frequency for remolded hydraulic conductivity is 1 test for each10,000 cubic yards of soil.
Based on an estimated 35,320 cubic yards of clay needed to construct the 24-in. thick liner, andwith the above material and performance requirements in mind, it was decided to pre-qualify atotal of 50,000 cubic yards of soil.
The area selected as the borrow source for the clay liner work comprises approximately 13.2acres owned by CBS and farmed by Mr. Dale Connard. The 13.2 acre area was initiallyinvestigated as "Area C", one of several potential borrow sources, as summarized in a 1993 reportby Regional Services Corp. (RSC) of Columbus Indiana, titled "Soil Borrow Investigation forWestinghouse Electric Corporation". Approximately 5.2 acres (225,060 square feet) of "Area C"was selected for further investigation and pre-qualification. The 5.2 acres of the original "AreaC" is shown on the accompanying topographic map recently prepared by Smith-Neubecker &Associates of Bloomington, Indiana
A total of 10 test pits were excavated within the 5.2 acre "pre-qualification" area on August 12,1999 using a backhoe. The locations of the test pits are shown on the topographic map (TP1, forexample). Each test pit was logged by a geologist from PSARA Technologies, Inc. Copies of theTest Pit Logs are enclosed.
A bulk soil sample representing a composite of soils encountered from a depth of 3 feet to 9 feetwas collected from each test pit. Samples were then delivered to the H. C. Nutting Company(HCN) of Cincinnati, Ohio for the required laboratory testing.
The accompanying table summarizes the results of the testing performed by HCN. Please notethat only 5 remolded hydraulic conductivity tests were performed since only 5 were needed topre-qualify 50,000 cubic yards of soil. All samples were found to meet all project specifications.Based on these findings, it is our opinion that the area has been pre-qualified as a source of linerclay.
Test Pad Waiver
Section 02778, Part 3, Paragraph 3.4 A of the approved project specifications states that if theprovisions of 329 IAC 10-17-5 (e) are met (classification and engineering properties of the clay),the construction of a formal test pad is not needed. The conditions in the referenced citation areas follows:
• Soil classification of CL, CH, ML, MH or OH;• Minimum of 50% by weight passing the U.S. No. 200 sieve;• Minimum of 25% by weight clay content (0.005 mm in diameter);

• Liquid Limit of at least 25;• Plasticity Index of at least 10;• Submittal of at least 5 compaction curves if soil is uniform;• Submittal of an additional 3 compaction curves if the soil changes by more than 5 pounds per
cubic foot (maximum dry density).
As summarized on the accompanying table of laboratory test results, the borrow soil tested meetsall of the above criteria A total of ten (10) compaction tests were performed. Compactioncurves for all 10 test pit samples are submitted herewith along with laboratory test reports for theother tests performed.
Although no formal test pad is planned, all QA/QC requirements for the clay liner and other components ofthe cap as specified in the project specifications will be performed and fully documented. Finally,please note that in lieu of a formal test pad, WRS has constructed a 50-ft. by 100-ft. test section of clayliner using the actual equipment and techniques that are planed for use in constructing the liner. This iscustomary construction practice intended to evaluate the effectiveness of various types of equipment andvarious means of their use (number of passes of a sheepsfoot roller, for example).
