Leto 2005 je bilo za Geodetsko upravoRepublike Slovenije izredno pomembno,lahko bi rekli celo prelomno. Trdno smostopili na pot prenove strategijedelovanja, ko postajamo iz službe, zazrtev geodetsko stroko, partner vsem tistim,ki se ukvarjajo z nepremičninami inprostorom. Lahko bi dejali, da našedelovanje postaja globalno, naši izdelki instoritve pa uporabni in splošno dostopni.

Prostor postaja vse bolj pomembna incenjena dobrina. Vzporedno s tem papridobiva pomen tudi lastništvo. Zaurejene, pravilne in ažurne podatke onepremičninah je Geodetska uprava

Dear users of the data and services ofthe Surveying and Mapping Authority ofthe Republic of Slovenia,

One might say that 2005 was a turningpoint for the Surveying and MappingAuthority of the Republic of Slovenia. Weundertook to overhaul our strategy frombeing a service focused on geodeticprofession to becoming a partner to allwho are deal with real estate propertiesand physical space. It is accurate to saythat our activities are turning global andour products and services are becominguseful and generally available.

Physical space is becoming anincreasingly important and prized asset.At the same time the importance of

Tega se zvsakim dnem bolj zavedamo in zato našeprocese neprestano prilagajamohitrejšemu doseganju tega cilja.Začeli smo z aktivnostmi za vzpostavitevsistema množičnega vrednotenjanepremičnin in ponovno oživili idejoskupnega jedra moderneganepremičninskega sistema, ki bopovezoval zemljiški kataster, katasterstavb in zemljiško knjigo.

Uporabniki naših storitev pa danes nisozgolj lastniki nepremičnin oz. posameznedržavne in upravne službe, ki potrebujejopodatke za odločanje. Uporabnikov našihpodatkov je iz dneva v dan več. Spojavom spletne tehnologije so prostodostopni v različnih pregledovalnikih ininformacijskih sistemih. Zatovzpostavljamo kakovostno distribucijskookolje, ki omogoča dostop do ažurnihpodatkov vsem zainteresiranimuporabnikom.

Globalni navigacijski sistem GPS je razvitdo te mere, da se mnoge geodetskemeritve že izvajajo s pomočjo tegasistema. Ker je poslanstvo Geodetskeuprave Republike Slovenije zagotavljanjepogojev za izvajanje kvalitetnih meritev,sledimo razvoju tudi na tem področju.Pričeli smo z vzpostavljanjem mrežepermanentnih postaj, ki so povezane vdržavno mrežo teh postaj, imenovanoSIGNAL. Načrtujemo, da bo celotnoomrežje vzpostavljeno v letu 2006.

Država je s prenovo prostorskezakonodaje predvidela veliko aktivnosti napodročju urejanja prostora. Občinezačenjajo z aktivnostmi za pripravo novihstrategij in prostorskih redov, za karpotrebujejo kvalitetne topografske innepremičninske podlage, ki jih zagotavljaGeodetska uprava Republike Slovenije.

Together with realestate title holders, the Surveying andMapping Authority of the Republic ofSlovenia is co-responsible for well-organised, accurate and updated dataon real estate properties. Each daybrings an increasing awareness of thatfact and consequently, we are constantlyadapting our processes towards morerapidly achieving that goal.We started with the activities for theestablishment of the system for massreal estate valuation and revived theidea of the joint core of the modern realestate system connecting the LandCadastre, the Building Cadastre and theLand Register.

The users of our services are not onlythe real estate title holders andindividual state and administrativebodies who need the data in decisionmaking process. The number of ourusers increases daily. With the advent ofweb technology the data have becomeavailable through various browsers andinformation systems. Therefore, we areestablishing a quality distributionenvironment, which allows access toupdated data to all interested users.

The GPS global navigation system hasbeen developed to such extent thatmany surveys are implemented usingthis system. Given that the mission ofthe Surveying and Mapping Authority ofthe Republic of Slovenia is to ensure theconditions for implementing accuratesurvey, we are keeping pace with theprogress in that area as well. We havestarted with the establishment of thenetwork of permanent GPS stations,which are linked into SIGNAL - a nationalnetwork of stations. We expect thenetwork to be fully established in 2006.

Naj za konec še enkrat poudarimprepričanje, da je Geodetska upravaRepublike Slovenije na pravi poti razvojaiz skrbnika geodetskih evidenc vkoordinatorja aktivnosti v prostoru inposrednika prostorskih innepremičninskih podatkov. Večkratprevzemamo tudi vlogo povezovalca medrazličnimi interesnimi sferami, ki delujejov prostoru, s tem pa sledimo zgledumoderno organiziranih geodetskih službv Evropski uniji.

This address is merely a summary of thekey activities implemented in 2005. Allthe projects will be treated in moredetail in the continuation of this report.

Finally, let me emphasise our convictionthat the Surveying and MappingAuthority of the Republic of Slovenia hastaken the correct developmental routein transforming from the caretaker ofgeodetic records into a coordinator ofspatial activities and the provider ofspatial and real estate data. Often wehave taken on the role of an interagentbetween different interests active in thespatial field; in this, we have followed theexample of modern geodetic services inthe European Union.

Geodetska uprava Republike Slovenije (vnadaljnjem besedilu Geodetska uprava)je organ v sestavi Ministrstva za okolje inprostor. V delovno področje Geodetskeuprave sodijo naloge državne geodetskeslužbe, ki obsegajo vzpostavitev, vodenjein vzdrževanje zbirk podatkov napodročju osnovnega geodetskegasistema, nepremičnin, državne meje,prostorskih enot in hišnih številk tertopografskega in kartografskegasistema.

Geodetska uprava skrbi za osnovnepodatke o prostoru in nepremičninah vurejenih zbirkah podatkov ter zagotavljastoritve, povezane z evidentiranjemsprememb v prostoru in nanepremičninah, izvaja koordinacijskovlogo na področju nepremičninskegasistema in prostorske podatkovneinfrastrukture, v sodelovanju zministrstvom za finance uvaja množičnovrednotenje nepremičnin, z namenomzagotoviti temelje za uspešno inučinkovito upravljanje z nepremičninamiter podatke za objektivno in celovitoobdavčenje nepremičnin ter hkrati zaizboljšanje učinkovitosti trga znepremičninami. Zagotavlja pogoje zaizvajanje geodetskih meritev in skladnostdržavnega koordinatnega sistema zevropskim koordinatnim sistemom.

ABOUT SURVEYING ANDMAPPING AUTHORITY OFTHE REPUBLIC OFSLOVENIA

SMA AT A GLANCE

The Surveying and Mapping Authority ofthe Republic of Slovenia (hereinafter theSurveying and Mapping Authority) is abody within the Ministry of Environmentand Spatial Planning of the Republic ofSlovenia. The scope of activities of theSurveying and Mapping Authority of theRepublic of Slovenia includes theassignments of the national land surveyservice which include the creation,administration and updating ofdatabases in the field of the basicgeodetic system, real estate, stateborder, spatial units and house numbers,and in the field of the topographic andcartographic system.

Land survey service is responsible forthe basic data on space and real estatein the finalised databases and providesservices pertaining to the registration ofchanges in space and on real estateproperties, performs a coordinate rolein the field of the real estate system andspatial data infrastructure, and, incooperation with the Ministry of Finance,is introducing mass real estate valuationwith the goal of creating foundations forsuccessful and efficient real estateadministration and provision of data forobjective and comprehensive real estatetaxation as well as increased efficiencyof the real estate market. It ensures theconditions for implementing land surveysand ensures the compliance of thenational coordinate system with theEuropean coordinate system.



NAŠA DEJAVNOST

Geodetsko upravo sestavljajo glavni uradin dvanajst območnih geodetskih uprav.Te so ustanovljene zato, da bi omogočileracionalnejše poslovanje in izboljšaledostopnost upravnih in strokovnih nalogter storitev, ki jih izvaja Geodetskauprava.

Glavni urad v sodelovanju z območnimigeodetskimi upravami opravlja naslednjenaloge: • pripravlja letni program državne

geodetske službe in poročilo o njegoviizvedbi;

• organizira delo območnih geodetskihuprav, opravlja nadzor nad njihovimdelom in zagotavlja enotno izvajanjenalog državne geodetske službe;

• usmerja izvajanje razvojnih nalog spodročja geodetske dejavnosti;

• pripravlja predpise s področjageodetske dejavnosti;

• skrbi za izvajanje mednarodnihobveznosti s področja državnegeodetske službe.

Glavni urad sestavljajo: sektor zanepremičnine, sektor za geodezijo,sektor za informatiko in izdajanjepodatkov, pravna služba ter služba zasplošne in finančne zadeve.

SCOPE OF ACTIVITIES

The Surveying and Mapping Authorityconsists of the Main Office and twelveRegional Surveying and MappingAuthorities. The latter have beenestablished in order to streamlineoperations and improve the accessibilityof administrative and expertassignments and services provided bythe Surveying and Mapping Authority.

The Head Office, in cooperation with theregional surveying and mappingauthorities, implements the followingassignments: • it prepares the national land survey

service annual program and thereport on its implementation;

• it organises the work of RegionalSurveying and Mapping Authorities,monitors their work, and providesuniform implementation of geodeticservice assignments;

• it directs the implementation ofdevelopmental tasks relative tosurveying and mapping activities;

• it drafts regulations relative tosurveying and mapping activities;

• it provides for the implementation ofinternational obligations of thegeodetic service.

The Main Office comprises: the RealEstate Sector, the Geodesy Sector, the ITand Data Issuing Sector, Legal Serviceand the Financial and General AffairsService.

TThhee RReeaall EEssttaattee SSeeccttoorr,, together withthe Land Cadastre, the BuildingCadastre and the State BorderDepartments, implementsadministrative, expert, technical,coordinate and supervisory assignmentsrelative to the administration of the LandCadastre, the Building Cadastre, other

It is involved in the activities ofthe international committees, it isresponsible for the education andtraining of the employees of theSurveying and Mapping Administrationand the surveying and mappingcompanies licensed to provide landsurveying and mapping services, it isresponsible for carrying out specialcertification examinations required forperforming land survey and mappingservices, it issues licences forimplementing land surveying andmapping services, it administers theregister of the surveying and mappingcompanies that are licensed to performsurveying and mapping services and theregister of persons who have passedthe certification exam for implementingland surveying and mapping servicesand supervises their work.

TThhee GGeeooddeessyy SSeeccttoorr comprises theCartography Department, BasicGeodetic System Department and theLand Survey Department. The sectorimplements administrative, expert,technical, coordinate and supervisoryassignments relative to topographicdatabases and cartographic system,register of geographic names, basicgeodetic system and its linking with thesystems of the neighbouring countries, itis responsible for the emplacement,maintenance and restoration of thepoints of the geodetic network and itensures the GPS service.



PPrraavvnnaa sslluužžbbaa opravlja naloge reševanjasistemsko-pravnih vprašanj v zvezi zorganizacijo, pristojnostmi in delovnimpodročjem Geodetske uprave.

SSlluužžbbaa zzaa ssppllooššnnee iinn ffiinnaannččnnee zzaaddeevveeopravlja naloge, ki se nanašajo nafinančno poslovanje, področje javnihnaročil, kadrovske zadeve, izobraževanje,pisarniško poslovanje, varnost in zdravjepri delu ter druge nalogeorganizacijskega značaja, ki sopomembne za delovanje Geodetskeuprave. Sestavljena je iz oddelka zakadrovske zadeve in oddelka za javnanaročila in splošne zadeve.

KADRI

Konec leta 2005 je bilo na Geodetskiupravi za nedoločen čas zaposlenih 539delavcev, za določen čas pa 15 delavcev,od tega 10 pripravnikov. Delavnorazmerje je prekinilo 35 javnihuslužbencev, na novo smo sklenilidelovno razmerje za nedoločen čas z 8javnimi uslužbenci. V primerjavi s koncemleta 2004 se je število redno zaposlenihzmanjšalo za 2,4 odstotka.

IITT aanndd DDaattaa IIssssuuiinngg SSeeccttoorr implementsadministrative, expert, technical,coordinate and supervisory assignmentsrelative to the linking of spatialdatabases, the issuing of data andcertificates in analogue and digital form,e-commerce with spatial data, spatialdata infrastructure, informatisation ofthe land survey service, it administersthe information and telecommunicationinfrastructure, provides systemic,application and user support and ITtraining and education. The sectorcomprises two departments: the ITDepartment and the Data IssuingDepartment.

TThhee LLeeggaall SSeerrvviiccee implementsassignments relative to systemic-legalissues pertaining to the organisation,competence and scope of activities ofthe Surveying and Mapping Authority ofthe Republic of Slovenia.

FFiinnaanncciiaall aanndd GGeenneerraall AAffffaaiirrss SSeerrvviicceeimplements assignments pertaining tothe financial operation, public tenders,human resources, education andtraining, office operation, safety andhealth in the workplace and otherorganisational assignments ofimportance for the operation of theSurveying and Mapping Authority of theRepublic of Slovenia. The Servicecomprises the Human ResourcesDepartment and the Public Tenders andGeneral Affairs Department.

HUMAN RESOURCES

At the end of 2005 the Surveying andMapping Authority employed 539 staffon a permanent basis and 15 on atemporary basis, 10 of who weretrainees. 35 employees terminated theiremployment, while 8 new employees

FINANCE

Geodetska uprava se financira predvsemiz državnega proračuna in v manjšemobsegu iz prihodkov, realiziranih iznaslova opravljanja lastne dejavnosti.Obseg sofinanciranja uporabnikovpodatkov (predvsem se tu pojavljajo kotsofinancerji lokalne skupnosti) jesorazmerno majhen in za realizacijozačrtanega programa geodetskih del zaposamezno leto ni odločujoč. Programgeodetskih del je dvoleten in ga potrjujeVlada Republike Slovenije.

V zadnjih letih se prihodek, ustvarjen sprodajo geodetskih podatkov in izdelkov,bistveno ne spreminja. Prihodek jeustvarjen z lastno dejavnostjo. FINANCIAL OVERVIEW

The Surveying and Mapping Authority isfinanced mainly from the nationalbudget, and to a lesser extent fromincome generated throughimplementation of its own activities. Theextent of co-financing on the part of datausers (local communities as co-financingparties) is relatively limited and does notplay a deciding role in the realization ofthe planned geodetic works. Thegeodetic works program is prepared fora period of two years and is approved bythe Government of the Republic ofSlovenia.

In recent years, the income from thesale of geodetic data and products haslargely remained unchanged. The incomeis the result of own activities. Incompliance with the BudgetImplementation Act, it the incomederiving from own activities may only beused for covering material costs and thecosts of administering and issuing dataand products.

Geodetska uprava aktivno deluje vrazličnih evropskih mednarodnihstrokovnih združenjih s področja svojegadelovanja. The Surveying and Mapping Authority isactively involved in various European andinternational professional associationsrelated to its field of operation. Inaddition to its active role in certainassociations and the cooperation inEuropean surveying events, it also takespart in projects of professionalinternational partnerships, linking ofdatabases, exchange of data andtransfer of knowledge and skills intoother professional environments.

The Surveying and Mapping Authority isalso member of EEuurrooGGeeooggrraapphhiiccss, whichcovers the areas of the basic geodeticsystem, topography, cartography,cadastres and land registries. Withinthe Association it participated in itsexperts groups and at the end of 2004the representative of the Surveying andMapping Authority took over the chairingof the newly established Expert groupfor Cadastres and Land Registry; thusthe Surveying and Mapping Authoritybecame more actively involved in thecreation of the European real estateundertakings. The Surveying andMapping Authority also participates inthe projects of the associations such asEEuurrooRReeggiioonnaallMMaapp, EEuurrooGGlloobbaallMMaapp, SSAABBEEand in the projects being prepared forEuropean co-financing such asEEuurrooGGeeooNNaammeess and EEuurrooBBoouunnddaarriieess.

Geodetska uprava Republike Slovenije je vletu 2005 dosegla kar nekaj pomembnihuspehov in z zaključenimi projektipostavila nekatere pomembne mejniketako doma, kot v mednarodnemprostoru ... Rezultati teh projektov paniso pomembni zgolj za geodezijo kotstroko, ampak predvsem za sorodnestroke, ki v času, ko je že večinageodetskih podatkov digitalizirana,izkazujejo vse večji interes za uporabogeodetskih podatkov. Zato so bili tudiprojekti, ki so se izvajali v letu 2005,naravnani predvsem na obdelavoosnovnih geodetskih podatkov o prostoruali nepremičninah, ki skozi končne izdelkepomenijo dodano vrednost na osnovneinformacije, ki se shranjujejo in vodijo vgeodetskih evidencah. Geodetska upravaRepublike Slovenije na tak načinsimbolično prehaja iz evidentičarjaprostorskih in nepremičninskih podatkovv ponudnika obogatenih podatkov instoritev, ki jih danes potrebujejo vsi, ki ses prostorom in nepremičninami ukvarjajona sodoben - digitalen način. Takšnausmeritev geodetske službe v Sloveniji seizkazuje tudi v naslednjem poglavju, vzapisani viziji, odraža se v strateških ciljih,ki bodo v prihajajočih letih še močnejezaznamovali prodor geodezije v drugestroke in krepili povezovalno vlogoGeodetske uprave Republike Slovenije napodročju geoinformacijske infrastrukture.

WHAT WE ACHIEVED -OVERVIEW OF THEPROJECTSIMPLEMENTED IN 2005

In 2005 the Surveying and MappingAuthority of the Republic of Sloveniarealised several importantaccomplishments and set someimportant milestones both nationally andinternationally with the projects itcompleted. The results of the projects are not

important solely for the geodeticprofession but also for relatedprofessions which, with most of thegeodetic data digitised, have beenshowing increasing interest in the use ofthese geodetic data. That is why theprojects implemented in 2005 focusedprimarily on the processing of basicspatial geodetic data or real estateproperties, which represent added valueto basic information administered ingeodetic records. The Surveying andMapping Authority of the Republic ofSlovenia is thus symbolically abandoningits role of the records keeper of spatialand real estate data and is taking on therole of the provider of added-value dataand services, which are needed byeveryone who deals with spatial and realestate matters in a modern - digital -manner. This stance of the Surveyingand Mapping Authority is evident in thenext chapter, in the vision it hascommitted to, it is evident in thestrategic goals which will powerfullymark the advent of geodesy into otherprofessions and strengthen the linkingrole of the Surveying and MappingAuthority of the Republic of Slovenia inthe field of geoinformationinfrastructure.

PROJEKT POSODOBITVEEVIDENTIRANJA NEPREMIČNIN

Projekt posodobitve evidentiranjanepremičnin je bil v letu 2005 tudiformalno zaključen.Osnovni cilj projekta je bil izboljšatiučinkovitost nepremičninskih sistemov vSloveniji, v kar je bilo vključenih pet nosilnihinstitucij izvršilne in sodne veje oblasti.

Rešitve v okviru Projekta posodobitveevidentiranja nepremičnin in rešitve, ki jihna nepremičninskem področju v Slovenijiše pripravljamo, temeljijo nazgodovinskem razvoju, tradiciji, razvojnihpristopih in modernih trendih tersodobnih metodah in tehnologijahobdelave.

We will begin the overview of the activitiesimplemented in 2005 with probably themost important Real Estate RegistrationModernisation Project, which unfolded inthe field of space and real estateregistration - it is a project which wasentrusted to the Surveying and MappingAuthority of the Republic of Slovenia,which, in addition to that role, alsoperformed an important role of acoordinator of various ministries andsectors, and which demonstrated for thefirst time its ambitions to serve as aninteragent between all the users of spatialand real estate data. It is a project whichhas been co-financed by the Republic ofSlovenia and the World Bank.

REAL ESTATE REGISTRATIONMODERNISATION PROJECT

The Real Estate Registration ModernisationProject was formally concluded in 2005.The primary goal of the project was toimprove the efficiency of the real estatesystems in Slovenia and five stakeholderinstitutions from the executive and judicialbranches were involved.

The solutions within the Real EstateRegistration Modernisation project and thesolutions still being prepared for the realestate field are founded on the historicaldevelopment, tradition, developmentalapproaches and modern trends as well asmodern processing methods andtechnologies.

• backlog mitigation in Land Registrycourts was accelerated,

• highly accurate data on agricultureand forest land use for the entireterritory of Slovenia were acquired,

• data on agriculture and forest landuse for the purpose of implementingagricultural subsidies control wereprepared.

• completed comparative analysis ofdifferent models of mortgagebanking.

Rezultati projekta se izkazujejo priizboljšanih rešitvah vodenja in dostopa dopodatkov treh ključnih nepremičninskihevidenc: zemljiškega katastra, katastrastavb in zemljiške knjige, pri izboljšaninepremičninski zakonodaji in pripravljenihpredlogih za univerzalni sistemhipotekarnega bančništva termnožičnega vrednotenja in obdavčitvenepremičnin, pri vzpostavljenih podlagahza spremljavo rabe kmetijskih zemljišč terpri predlogih informacijske in stroškovnepodpore delovanja nepremičninskihsistemov. Pregled narejenega napodročju vzpostavitve in dopolnjevanjaevidenc o nepremičninah, pripravesistemskih in metodoloških rešitev,izdelave predlogov zakonskih besedil, ki senanašajo na področje nepremičnin, terizdelave usmeritev za informacijskotehnološke rešitve pokaže velik obseg inširino področja, ki so ga vse sodelujočeinstitucije poskušale reševati celovito inmedsebojno usklajeno.

information technology andinformation management togetherwith cost recovery in the field ofreal estate registration,

• creation of software solutions forthe support of the system of themass real estate valuation and theReal Estate Market Register.

The results of the project are evident inthe improved solutions for administeringand accessing the data in the three keyreal estate records: the Land Cadastre,the Building Cadastre and the LandRegister, in the improved real estatelegislation and drafted proposals for theuniversal mortgage banking system andmass real estate valuation and realestate taxation, in the established basesfor monitoring the agricultural land useand in the proposals for information andcost recovery support to the functioningof the real estate systems. The review ofthe work done in the area of thecreation and amendment of real estaterecords, the preparation of systemicand methodological solutions, drafting oflegislation pertaining to real estate aswell as the creation of guidelines for ITsolutions demonstrate the scope andbreadth of the area that all the



opravičuje vložena sredstva in delo vprojektu. Cilji, zastavljeni ob začetkuprojekta, so doseženi, marsikjepreseženi, nekaj malega jih je ostalo tudineuresničenih. Rezultati projekta so naveč področjih odprli nove dileme in noveizzive.

Prav sodelovanje izvršilne in sodne vejeoblasti ter sodelovanje resorjev znotrajizvršilne veje oblasti je ena izmedbistvenih prednosti, ki jih je prineselprojekt. Poleg tega se je pokazalo, dakljub pripravljenosti za sodelovanjenekaterih sistemskih ovir ni mogočepreseči. Zato bo v nadaljevanju potrebnospremeniti organiziranost in pristojnostina področjih, povezanih z evidentiranjemnepremičnin, ali sistemsko bolj podpretiin poenostaviti formalne pogoje zasodelovanje med različnimi vejami oblastiin različnimi resorji.

The Real Estate RegistrationModernisation Project was successfullyconcluded in 2005. The results of thecomprehensive review of the work donejustify the resources and the effortinvested into the project. The goals setat the outset of the project have beenachieved and in many cases exceed andonly a few goals were unrealised. Theresults of the project opened newdilemmas and new challenges in manyareas.

It is the cooperation between theexecutive and judicial branch ofgovernment and cooperation betweengovernment agencies within theexecutive branch of government thatproved one of the most significantadvantages that resulted from theproject. In addition, it became evidentthat in spite of the willingness tocooperate some systemic obstaclescould not be overcome. That is why inthe future it will be necessary to eitherchange the organisation and jurisdictionin the areas pertaining to real estateregistration or to provide bettersystemic support to and simplify formalconditions for cooperation betweendifferent branches of government andvarious government agencies.

Geodetska uprava Republike Slovenije jeskladno z veljavno zakonodajo (97. členZakona o evidentiranju nepremičnin,državne meje in prostorskih enot -ZENDMPE (UL RS, št. 52/00 in 87/02-SPZ)) dolžna od zemljiške knjige prevzetielaborate, na podlagi katerih je bilavpisana etažna lastnina v zemljiško knjigopred letom 2000, ko kataster stavb še nibil vzpostavljen. Kljub določenim težavampri pridobivanju oz. prevzemanjuelaboratov od posameznih zemljiških knjigje bilo v letih 2002-2004 prevzetih invpisanih v evidenco katastra stavbpribližno 2500 takih elaboratov. Naosnovi pregleda oz. prejetih informacij sstrani zemljiških knjig je bilo konec leta2004 ocenjeno, da je potrebno prevzetiše približno 3.700 elaboratov. Zaradipredvidenih aktivnosti in potreb, ki soizhajale iz določil novega zakona oevidentiranju nepremičnin, je bilopotrebno zagotoviti vpis vseh elaboratovetažne lastnine v kataster stavb dokonca leta 2005. As a consequence of therequired expertise (familiarity with thegeodetic legislation regulations) and theextent of the assignment not all the workcould be completed in the regularworking hours because, as aconsequence of the great amount ofwork, such an approach would have ledto backlog in dealing with other regulargeodetic procedures and the violation ofthe time limits prescribed for theimplementation of administrativeprocedures. Therefore, on the basis ofthe Government decision, the employeesof the Surveying and Mapping Authorityof the Republic of Slovenia entered intowork contract and registered a portionof the acquired studies outside regularworking hours. By the end of 20052875 building floor plans were acquiredand registered into the BuildingCadastre, 1632 of which through workcontract and the rest during regularworking hours.

In 2005 the national general map at ascale of 1:250,000 (DPK 250) wascreated.

It is a map which shows the entireterritory of Slovenia and parts of theterritories of neighbouring countries on asingle A0 sheet. The map creation tookplace within the national general mapsrenovation project, whose purpose was tomake the system of national general mapsuniform, to refashion the contents and toprepare vector data. This year DPK 250will be followed by other general maps -DPK 500, DPK 750 and DPK 1000.

V letu 2005 je bila izdelana državnapregledna karta merila 1 : 250 000(DPK 250). To je karta, ki na enemsamem listu velikosti A0 prikazujecelotno Slovenijo in del ozemlja sosednjihdržav.

Izdelava karte je potekala v okviruprojekta prenove državnih preglednihkart, katerega namen je poenotenjesistema državnih preglednih kart,vsebinska predelava in pripravavektorskih podatkov. DPK 250 bodo vletošnjem letu sledile ostale preglednekarte, in sicer DPK 500, DPK 750 inDPK 1000.

Poleg natisnjenih listov in rastrskih slojevje karta na voljo tudi v vektorski obliki.Objekti karte so logično razdeljeni vosem objektnih tipov: matematičnielementi (geodetske točke, koordinatne


mreže), naselja in objekti, komunikacije,relief, hidrografija, pokritost tal, meje inzemljepisna imena.

DPK 250 je namenjena orientaciji vprostoru. Zaradi prikaza na enem listu jeprimerna podlaga za planiranje nadržavni ravni. Kot pregledna karta je zeloprimerna osnova za prikaze različnihtematik (meje prostorskih enot,razdelitev na trigonometrične sekcije,gostote poselitve…), zato je različica DPK250 izdelana v sivo-modrih barvah. Sivo-modra različica ne prikazuje reliefa inpokritosti tal.

Vektorski podatki karte služijo kot osnovaza izdelavo evropske zbirke topografskihpodatkov za merilo 1 : 250 000,imenovane EuroRegionalMap (ERM).

In addition to printed sheets and rasterlayers, the map is also available in vectorform. The map objects are logically dividedinto eight object types: mathematicalelements (geodetic points, coordinatenetworks), settlements and objects,communications, relief, hydrography, landcover, borders and geographical names.

The purpose of DPK 250 is spatialorientation. Because it exists on a singlesheet it a suitable basis for country-levelplanning. As a general map it is extremelyappropriate for displaying different themes(spatial unit boundaries, division intotrigonometric sections, settlementdensities, etc.), which is why a version ofDPK 250 is done in blue-grey colours. Theblue-grey version does not show relief andland cover.

The map vector data serve as a basis forthe creation of the European database oftopographic data for the scale 1:250,000,the so called EuroRegionalMap (ERM).

V letu 2005 je bil zaključen večletniprojekt izdelave državne in vojašketopografske karte merila 1 : 50 000(DTK 50 in VTK 50), saj je bilonatisnjenih še zadnjih deset listov karte.

Izdelava DTK 50 in VTK 50 je potekalapod vodstvom Geodetske upraveRepublike Slovenije s sodelovanjemMinistrstva za obrambo. Pri njeni zasnoviin izdelavi je sodelovala interdisciplinarnaskupina kartografov, geodetov, geografovin grafičnih oblikovalcev. Izvedbo projektana strani izvajalcev je vodil Geodetskiinštitut Slovenije. Postopki izdelave so bilioptimizirani do te mere, da smo zminimalno dodatno obdelavo prišli dodveh različic karte, ki se uporabljata vcivilne (DTK 50) in vojaške (VTK 50)namene.

DTK 50 na 58 listih enakomerno inpodrobno prikazuje območje RepublikeSlovenije ter dele sosednjih držav vmerilu 1 : 50 000. Prikazani objekti sologično razdeljeni v osem objektnih tipov:matematični elementi (geodetske točke,koordinatne mreže), naselja in objekti,komunikacije, relief, hidrografija,pokritost tal, meje in ločnice terzemljepisna imena.

DTK 50 omogoča odlično orientacijo vprostoru, zato je namenjena vsem, ki sev delovnem ali prostem času želijoorientirati v naravi. Karta pa jepomembna tudi z vidika urejanjaprostora, saj predstavlja geodetskopodlago za prikazovanje planskih aktovna regionalni in medregionalni ravni.Povezljivost topografskih podatkov naregionalni ravni postaja vsepomembnejša v sodelovanju s sosednjimidržavami. To daje karti še večjo težo, saj

In 2005 the multiyear project of thecreation of the national and militarytopographic map at a scale of 1:50,000(DTK 50 and VTK 50) concluded withthe printing of the final ten sheets of themap.

The creation of DTK 50 and VTK 50 wasrun by the Surveying and MappingAuthority of the Republic of Slovenia and incooperation with the Ministry of Defence.An interdisciplinary group ofcartographers, land surveyors,geographers and graphics designers wasinvolved in the design and creation of themap. On the implementers' side, theproject implementation was run by theGeodetic Institute of Slovenia. The creationprocedures were optimised to such adegree that only minimal adjustmentswere required to yield two versions of themap, which are used for civilian (DTK 50)and military (VTK 50) purposes.

On 58 sheets DTK 50 evenly and indetail shows the territory of the Republicof Slovenia and parts of the neighbouringcountries at a scale of 1:50,000. Themap objects are logically divided intoeight object types: mathematicalelements (geodetic points, coordinatenetworks), settlements and objects,communications, relief, hydrography,land cover, borders and dividing lines,and geographical names.

DTK 50 enables excellent spatialorientation and is therefore intended forall who need to find their way in the fieldwhether as part of work or in theirspare time. The map is also importantfor spatial planning as it represents ageodetic basis for displaying spatial actson a regional and interregional level.



With cooperation with the neighbouringcountries the connectibility of data on aregional level is gaining in importance.This makes the map even moreimportant as it is directly connectible tothe maps of the neighbouring countriesdue to its mathematical foundation.

In 2006 the updating of DTK/VTK 50began and it is expected to beimplemented in four to five-year cycles.

In November 2005 the map waspresented in the conference hall of theMinistry of Public Administration.

barvnega snemanja je bilo izdelanih 753barvnih ortofotov (23 % Slovenije). Polegbarvnih ortofotov smo v letu 2005 izdelališe črnobele ortofote za dva bloka, ki stabila posneta v letu 2004, in sicer Postojnain Slovenj Gradec, ter ostalefotogramatrične bloke, posnete v letu2005. Vsi podatki aerosnemanja so bili pripravljeniza zajem podatkov za topografsko bazo.

Poleg skenogramov za zajem podatkov zatopografsko bazo in ortofoto smo narediliskenograme nizke resolucije. To pomeni, dasmo resolucijo znižali iz 16.000x16.000pikslov v 2.000x2.000 pikslov ter s temnaredili pripravo, da bomo skenogramelahko v prihodnosti prikazali prekosvetovnega spleta.

V letu 2005 smo izvedli tudi posodobitevbaze osnovnih fotogrametričnih podatkov,ki sedaj omogoča preglede skenogramovnizke resolucije, enostavnejše uvažanjepodatkov in prikaz ortofotov ob kliku naželeno karto.

V letu 2005 sta bila posodobljena tehničnapravilnika za izdelavo ortofota inaerosnemanja, ki ju je izdelal Geodetskiinštitut Slovenije. V okviru te naloge je bilaizvedena tudi terenska kontrolaaerotriangulacije in ortofota. Rezultatikontrol so bili podobni, kot smo jih doseglisami z izvedbo notranje kontrole, za katerosmo nabavili tudi dva nova GPSsprejemnika GIS natančnosti.

In addition to scans for the acquisition ofdata for the topographic database andorthophotos, we also made low resolutionsscans. The resolution was reduced from16,000 x 16,000 pixels to 2,000 x 2,000pixels, thus preparing the scans for onlinedisplay.

In 2005 we also upgraded the database ofbasic photogrammetric data, which nowallows the viewing of low-resolution scans,simpler data importing and display oforthophotos by clicking on a selected map.

In 2005 we upgraded technical rules forimplementing orthophotos and aerialsurveys, which were prepared by theGeodetic Institute of Slovenia. As part ofthat assignment field control of aerialtriangulation and orthophotos wasimplemented. The results of the controlwere similar to the results obtainedthrough internal control, for the purpose ofwhich we purchased two new GPSreceivers of GIS accuracy.



DDIIGGIITTAALLNNII MMOODDEELL RREELLIIEEFFAA SSLLOOVVEENNIIJJEE

Geodetska uprava Republike Slovenijevodi v svojih evidencah veliko številopodatkov o reliefu. To so podatkidigitalnih modelov višin, plastnic invišinskih kot ter drugi podatki o višinah, kiso se v preteklosti zajemali za potrebetopografskih in kartografskih zbirkpodatkov, zemljiškega katastra, katastrastavb, državne meje in drugi evidenc. Tiobstoječi višinski podatki so zbrani,analizirani ter po potrebi spremenjeni alidopolnjeni. Iz njih je izdelan digitalnimodel reliefa Slovenije. V okviru projektaje bila izdelana metodologija, ki polegnastavitve zajema tudi celovit sistem zavzdrževanje modela reliefa z novimi,kakovostnejšimi podatki o reliefu.Izdelano metodologijo za vzdrževanjemodela reliefa smo v preteklih letihpreizkusili ob sami izdelavi digitalnegamodela reliefa Slovenije. Projekt je trajal6 let in bil uspešno zaključen v letu2005.

Model reliefa je zaradi združevanja večkot 25 različnih podatkovnih virovnekakšen nehomogen kolaž, vseeno pa jetako z metričnega kot tudi zgeomorfološkega vidika boljše kakovostiod najboljšega uporabljenegapodatkovnega vira. Bistvene značilnostimodela so:• ocenjena natančnost je 3,2 m za

območje vse Slovenije, in sicer 1,1 mza ravnine, 2,3 m za gričevja, 3,8 mza hribovja in 7,0 m za gorovja,

• model pokriva tudi okolico Slovenije sskupno površino 55.087,5 km2, kar je2,7-kratna velikost države,

• skupaj s kontrolo kakovosti so bileodpravljene grobe in sistematičnenapake vseh uporabljenih virov.

The Surveying and Mapping Authority ofthe Republic of Slovenia administers alarge number of relief data in itsrecords. These include data from thedigital elevation models, contour linesand height points, as well as other dataon heights which were acquired in thepast for topographic and cartographicdatabases, the Land Cadastre, theBuilding Cadastre, state border andother records. The existing height datawere collected, analysed and, whennecessary, changed and amended. TheDigital Relief Model of Slovenia wascreated on the basis of these data. Aspart of the project the methodology wascreated for model setup as well as thecomprehensive system for updating themodel with new, higher quality data onrelief. The selected methodology forupdating the relief model was tested inthe past few years in the process ofcreating the Digital Relief Model ofSlovenia. The project took six year and itwas successfully concluded in 2005.

As a consequence of merging morethan 25 different data sources, therelief model is an inhomogeneouscollage; nonetheless, both from a metricand geomorphologic perspective, it is ofhigher quality than any of the used datasources. The crucial characteristics ofthe model are:• the estimated accuracy is 3.2m for

the entire territory of Slovenia: 1.1mfor plains, 2.3m for low hills, 3.8m forhills and 7.0m for mountains.

Na karti so vidne tudigeomorfološke značilnosti, kot so vrhovi,grebeni, doline, vrtače, tektonski prelomi,hidrografska mreža, površina jezer,kamnolomi in peskokopi, odlagališčaodpadkov, železniško omrežje z večjiminasipi ter cestno omrežje, zlastiavtoceste.

The Digital Relief Model of Slovenia wasused for the creation of elevation modelswith resolutions of 12.5m, 25m, and100m, which cover the area of Sloveniaand the neighbouring areas. The DigitalRelief Model of Slovenia is not apermanent and final result, but only thefirst result of the integration of the reliefdata on Slovenia and it will periodically beupdated with new sources.

As part of the project, the map of thesurface of Slovenia at 1:250,000 wascreated. The surface is shown as acombination of hypsometric tinting,analytical shading and emphasisedareas. The map displays clearly visiblegeomorphologic characteristics, such aspeaks, ridges, valleys, sinkholes, tectonicfaults, and in addition to that thehydrographic network, lake surfaces,quarries and gravel pits, waste dumps,railway network with larger dikes and theroad network, especially motorways.

Gospodarska javna infrastruktura (GJI)predstavlja velik delež javnegapremoženja, katerega upravljanje je bilo vzadnjih desetletjih nekoliko podcenjeno inse zato tudi ni ustrezno evidentiralo. Zvzpostavitvijo celovitega sistemaevidentiranja GJI želimo omogočitigospodarnejše ravnanje zinfrastrukturnimi objekti, varnejšeizvajanje posegov v prostor innenazadnje tudi bolj razumno urejanjeprostora. Ključne skupine subjektov vsistemu evidentiranja gospodarske javneinfrastrukture so:• geodetska služba kot vezni člen

znotraj sistema,• lokalne skupnosti, ministrstva ter

drugi lastniki GJI, ki zagotavljajopodatke,

• uporabniki podatkov, ki podatkepotrebujejo pri svojem delu.

Uspešnost in dolgoročno delovanjesistema bo zagotovljeno le ssodelovanjem vseh treh ključnih skupinudeležencev v procesu. Vloga geodetskeslužbe je omogočiti delovanje sistema, kizagotavlja podatke čim večjemu številurazličnih uporabnikov, kar bo polegzakonodaje zavezovalo lastnikeinfrastrukture, da bodo v sistem tudiredno posredovali podatke.

Public infrastructure represents a largeportion of public property, whosemanagement has been underestimatedin the recent decades and consequently,it was not recorded properly. Byestablishing a comprehensive publicinfrastructure registration system weaim to enable more economical use ofinfrastructural objects, safer activities inphysical space and, not least, morereasonable spatial planning. The keygroups of subjects in the publicinfrastructure registration system are:• land survey service as a linking part

within the system,• local communities, ministries and

other public infrastructure owners,who provide the data,

• the users of data who need the datain their work.

The success and longevity of the systemwill be ensured only by the cooperationof all three key groups of participants inthe process. The role of the land surveyservice is to enable the functioning ofthe system, which provides data to thelargest possible number of differentusers, which, in addition to thelegislation, will force the infrastructureowners to commit to regularlysubmitting data.

Z vzpostavitvijo zbirnega katastra GJI jezagotovljena celotna infrastruktura zapolnjenje zbirke podatkov, predvsem paso določeni postopki in podatkovni modeliza evidentiranje posameznih objektov invrst GJI. Geodetska uprava RepublikeSlovenije z letom 2005 že sprejemaelaborate za vpis obstoječeinfrastrukture in novozgrajenih objektov vzbirni kataster. Do konca leta 2006 najbi bil v zbirnem katastru že evidentiranvečji del obstoječe državneinfrastrukture (državne ceste, železnice,prenosni plinovodi, gozdne ceste inprenosno električno omrežje),komunalne infrastrukture in elektronskihkomunikacij. Polnjenje zbirke je odvisnopredvsem od lastnikov (občine, pristojnaministrstva, lastniki elektronskihkomunikacij itd).

Z urejeno zbirko zbirnega katastra bodona enem mestu zbrani vsi osnovnipodatki o GJI, ki bodo služili različnimuporabnikom v procesih urejanjaprostora. Javnost zbirke bo pripomogla kbolj preglednemu upravljanju zinfrastrukturo tako na ravni občine kotdržave.

With the establishment of theConsolidated Cadastre of PublicInfrastructure the entire infrastructurefor supplying the database has now beenput into place and primarily, theprocedures and data models forregistering individual objects and typesof public infrastructure have beendefined. Since 2005 the Surveying andMapping Authority of the Republic ofSlovenia has been receiving studies forthe registration of the existinginfrastructure and newly constructedobjects into the consolidated cadastre. Itis expected that by the end of 2006most of the existing state-ownedinfrastructure (state roads, railways,transmission gas pipes, forest roadsand transmission electrical network),public utility infrastructure andelectronic communications will beregistered into the cadastre. Thedatabase feeding depends primarily onthe owners (municipalities, competentministries, owners of electroniccommunications, etc.).

The completed consolidated cadastredatabase will ensure that all the basicdata, which will serve various users inspatial planning processes, are collectedin one location. The public character ofthe database will help makeinfrastructure management moretransparent, both on a municipal andstate level.

Geodetska uprava Republike Slovenije jepripravila gradivo "Normativna ureditevdržavne geodetske izmere ter državnetopografije in kartografije" z delovnimosnutkom novega zakona o državnigeodetski izmeri. Aktivnosti se nadaljujejov letu 2006.

The projectcontinues in 2006.

Temeljni topografski načrti in karte terdrugi topografsko kartografski podatki naobmočju Republike Slovenije so izdelani vGauss-Kruegerjevi projekciji s širinomeridianske cone ∆λ = 3 15' in srednjimmeridianom λ= 15° vzhodne geografskedolžine glede na začetni meridianGreenwich. Višine na načrtih in kartah senanašajo na srednji morski nivo (Trst,pomol Sartorio).

TEMELJNI TOPOGRAFSKI NAČRTI

• V merilu 1 : 5.000 (TTN 5) so izdelaninačrti, ki pokrivajo intenzivna kmetijskain poseljena območja - 2543 listov.

• Temeljni topografski načrti se zaradivelikih stroškov vzdrževanja vsebine nevzdržujejo več.

PRESENTATION OF SMADATA AND PRODUCTS

TOPOGRAPHICCARTOGRAPHIC DATA

The basic topographic maps for theterritory of the Republic of Slovenia havebeen produced in the Gauss-Kruegerprojection, its meridian zone width being∆λ = 3 15' and the central meridian λ=15° eastern longitude relative to theGreenwich starting meridian. Theelevations on plans and maps refer tothe mean sea level (Trieste, the Sartoriopier).

BASIC TOPOGRAPHIC MAPS

• The maps covering intensive agriculturaland settled areas - 2543 sheets - weremade at 1:5,000 (TTN 5).

• The maps covering the remainingareas - 258 sheets - were made at1:10,000 (TTN 10).

• The basic topographic maps wereuniformly created for the entireterritory of Slovenia.

• Raster data may be obtained asmonochrome scans, separated bylayers or merged.

• The individual layers are: settlementswith traffic network, geographicalnames, relief - contour lines andhydrography.

• The basic topographic maps are nolonger updated because of high costs.

• Osnovni vir za zajem so biliskenogrami državne topografskekarte v merilu 1 : 25.000.

• Poleg lokacije ima posamezen objektbaze podane tudi osnovne opisnepodatke (atribute).

• V generalizirani kartografski bazi sozajete štiri skupine objektov in sicer:ceste, vode, plastnice in železnice.

DIGITALNI MODEL VIŠIN

• Digitalni model višin z ločljivostjo 12,5m (DMV 12,5):• izdelan je iz več kot 25 vrst

različnih višinskih podatkov (digitalnimodeli višin z ločljivostjo od 10 do600 m, digitalizirane plastnice,podatki o cestah, železnicah inhidrografiji, podatki katastra stavbitd.),

• izdelan je bil v letu 2005,• model je homogen za območje

• Podatki se zajemajo na filmski trakoziroma direktno na digitalne medije.

• V Sloveniji smo začeli z lastnimisnemanji leta 1971.

• Od leta 1985 se je izvajalo rednosnemanje v triletnih ciklih v merilu 1 :17.500 (ciklično aerosnemanje).

• V 1997-1999 so se v okviru cikličnegaaerosnemanja izvajala šeaerosnemanja v merilu 1 : 28.000.

• Od leta 2003 je del ozemlja posnet vbarvni tehniki.

• V letu 2006 je bilo posneto celoobmočje Slovenije v digitalni tehniki.

AERIAL IMAGES

• Aerial survey is a procedure ofobtaining photographs (aerial images)from a plane.

• The data are captured onto the filmor directly onto a digital medium.

• Slovenia introduced aerial surveying in1971.

• Since 1985 regular aerial surveyshave been implemented in three-yearcycles at a scale of 1:17,500 (cyclicaerial surveys).

• In the period between 1997 and1999 the cyclic aerial surveys were

• Najstarejši ortofoti zadnje izdaje so izleta 1997 (stanje na terenu).

• 30% Slovenije je pokrito z barvnimiortofoti.

• V letih 2006 in 2007 bo celaSlovenija pokrita z novimi, barvnimiortofoti.

REGISTER ZEMLJEPISNIH IMEN

• Slovenija ima približno 200.000zemljepisnih imen.

• Osnovni namen zemljepisnih imen jeorientacija v prostoru.

• V register zemljepisnih imen se izkartografskih virov zajemajo imena, kiimajo trajno časovno, zgodovinsko,etnološko ali družbeno uveljavljenoidentiteto.

• Register zemljepisnih imen jevzpostavljen za tri stopnje natančnostiin sicer: za ravni merila 1 : 5.000, 1 :25.000 in 1 : 250.000.

• Zemljepisna imena za ravni meril1:25.000 in 1:250.000 sotoponomastično pregledana.

• Izdelan je Zgoščeni imenikzemljepisnih imen za Slovenijo, kivsebuje zemljepisna imena za ravenmerila 1:1.000.000.

DIGITAL ORTHOPHOTO

• Orthophoto images are aerial imagescorrected and altered so as to fit intothe orthogonal projection of thenational coordinate system.

• In a metric sense, they arecomparable to line maps (basictopographic maps at 1:5,000 scale),which is the reason why the markingsfor individual orthophoto sheets areidentical to the TTN 5 sheet division.

• The country is covered by 3258orthophoto sheets.

• Slovenia was completely covered byorthophotos (DOF 5) in August 2001.

• The oldest orthophotos of the latestissue date back to 1997 (situation inthe field).

• 30% of the territory of Slovenia iscovered by colour orthophotos.

• In 2006 and 2007 the entireterritory of Slovenia will be covered bynew, colour orthophotos.

REGISTER OF GEOGRAPHICAL NAMES

• There are approximately 200,000geographical names in Slovenia.

• Nivelmanska mreža je navezana naavstro-ogrski fundamentalni reper (FR1049) v Rušah.

• Glede na stopnjo natančnosti in načinrazvijanja mrež uvrščamo le-te vnivelmanske mreže z velikonatančnostjo, nivelmanske mreže

GEODETIC POINTS

• The national coordinate system isdetermined by geodetic points whichform horizontal, vertical andgravimetric networks of geodeticpoints and represent a mathematicaland physical basis for surveys,geocoding and cartography.

• The geodetic points are identified onthe ground and have coordinates inthe unified coordinate system.

• The register comprises data for theentire country.

BASIC LEVELLING GEODETIC POINTS

• They define the terrestic system ofthe Republic of Slovenia.

• Their coordinates are given in the 5thmeridian zone of the Gauss-Kruegerprojection, copied from the Besselellipsoid (1841).

• The basic levelling points compriseseveral types of geodetic pointsclassified with respect to theprecision of their coordinates and themethod of their identification -trigonometric points from 1st to 4thorder, polygonometric points anddensification points.

BASIC TRIGONOMETRIC POINTS

• They define the elevation system ofthe Republic of Slovenia.

IZMERITVENE GEODETSKE TOČKE

TOČKE ETRS

• Določajo nov državni (evropski)koordinatni sistem.

• Točke ETRS imajo določenekoordinate v ETRS 89 koordinatnemsistemu in državnem koordinatnemsistemu.

• Trenutno je na območju RepublikeSlovenije določenih 2200 točk.

• Državno omrežje stalnih postaj GNSS(Global Navigation Satellite System),imenovano SIGNAL, je del temeljnedržavne geoinformacijskeinfrastrukture, namenjene geodeziji innavigaciji.

• Omrežje SIGNAL sestavlja petnajststalnih postaj in sicer v Ljubljani,Mariboru, Črnomlju, Bovcu, Kopru,Ilirski Bistrici, Trebnjem, Radovljici,Brežicah, Celju, Ptuju, Slovenj Gradcu,Bodoncih, Novi Gorici in Veliki Polani, kiso komunikacijsko povezane scentrom Službe za GPS v Ljubljani.

GRAVIMETRIČNE TOČKE

• Gravimetrična mreža je sestavni delsodobnega državnega koordinatnegasistema, ki skupaj z nivelmanomomogoča določitev višin v težnostnempolju Zemlje (nadmorskih višin) s

SURVEYED GEODETIC POINTS

• They represent the basis for linkingsurvey measurements to the nationalcoordinate system.

• In contrast to the basic network ofgeodetic points, which is developedfor the whole territory of the country,as a rule the surveyed network ofgeodetic points is developed in areaswith intensive use of space.

ETRS POINTS

• They define the new national(European) coordinate system.

• The coordinates of the ETRS pointsare defined in the ETRS89 coordinatesystem and the national coordinatesystem.

• Currently there are 2200 such pointsin the Republic of Slovenia.

• The national network of permanentstations GNSS (Global NavigationSatellite System) named SIGNAL is apart of the basic nationalgeoinformation infrastructureintended for geodesy and navigation.

• The SIGNAL network comprisesfifteen permanent stations - inLjubljana, Maribor, Črnomelj, Bovec,

ZEMLJIŠKI KATASTER

Zemljiški kataster je uradna evidencazemljišč, kjer je zemljišče opredeljeno sparcelo. Povezuje stvarne pravice nanepremičninah - zemljiščih, ki jih vodizemljiška knjiga, z lokacijo v prostoru -umesti lastnino v prostor oziromaprostor poveže z lastnikom. • Osnovna enota za vodenje podatkov v

zemljiškem katastru je katastrskaobčina.

• Vsi podatki zemljiškega katastra naobmočju Republike Slovenije soenotno definirani s šifro katastrskeobčine in z identifikatorjem podatkaznotraj katastrske občine.

• Parcela je osnovna enota zemljiškegakatastra. Leži znotraj ene katastrskeobčine. V zemljiškem katastru jeevidentirana z mejo parcele inoznačena s parcelno številko.

• Parcelna številka je identifikacijskaoznaka parcele. V zemljiškem katastruse pojavlja v naslednjih oblikah:99 zemljiška parcela brez poddelilke105/1 zemljiška parcela s poddelilko*15 stavbna parcela brez poddelilke*17/1 stavbna parcela z poddelilko

• Meje parcele so daljice, ki tvorijozaključen poligon in razmejujejozemljišče parcele od sosednjih parcel.V zemljiškem katastru se mejaevidentira s koordinatamizemljiškokatastrskih točk.

• Zemljiškokatastrska točka je točka, kidefinira mejo parcele in imakoordinate v državnem koordinatnemsistemu.

GRAVIMETRIC POINTS

• Gravimetric network is an integralpart of a modern national coordinatesystem, which, together with thelevelling network, enables thedetermination of heights in theEarth's gravity field (altitudes abovesea level), using either traditionalsurveying methods or GPS satellitetechnology.

• The basic gravimetric network in theRepublic of Slovenia comprises sixabsolute gravimetric points and 29relative gravimetric points.

LAND CADASTRE

The Land Cadastre is an official recordin which the land is defined in terms ofland parcels. It links real property rightson properties administered by the LandRegister with the location in physicalspace - it integrates ownership intophysical space, i.e. it links space andowner. • The basic unit for administering data

in the Land Cadastre is a cadastralarea.

• All Land Cadastre data in the territoryof the Republic of Slovenia areuniformly defined with the cadastralarea code and the data identifierwithin the cadastral area.

• Land parcel is the basic unit of theLand Cadastre. It lies within a singlecadastral area. In the Land Cadastreit is identified with the parcelboundary and marked with the parcelnumber.



• V zemljiškem katastru se vodijo zavsako parcelo naslednji podatki:parcelna številka, meja, površina,lastnik, upravljavec državnega alilokalnega premoženja, dejanska raba,zemljišče pod stavbo in bonitetazemljišč.

• Grafični prikaz mej parcel je podan vdigitalni obliki, ki jo predstavljajo digitalnikatastrski načrti - DKN. Prikazujejo mejeparcel in parcelnih delov ter parcelneštevilke. Podatki so v državnemkoordinatnem sistemu. Natančnost jeodvisna od vrste katastra, načinaizmere in merila katastrskega načrta, kije bil vir za izdelavo DKN. Vzpostavljeniso za celo Slovenijo.

• Zemljiškokatastrski prikaz je slikaoblike in medsebojne lege parcel in sene sme uporabljati za ugotavljanjepoteka meje po podatkih zemljiškegakatastra. Je zgolj informativen prikaz.

• Zemljiškokatastrski načrt je grafičniprikaz mej parcel, ki so evidentirane skoordinatami zemljiškokatastrskihtočk s predpisano natančnostjo. Vpreteklosti se je ta pojem uporabljalza vse katastrske načrte na papirju,ne glede na vrsto in vsebinozemljiškega katastra.

KATASTER STAVB

Kataster stavb je temeljna evidencapodatkov o stavbah in delih stavb, kipovezuje stvarne pravice na stavbah, kijih vodi zemljiška knjiga, z lokacijo vprostoru - umesti stavbo ali del stavbe vprostor oziroma stavbo ali del stavbepoveže z lastnikom.• V katastru stavb se evidentirajo

podatki o stavbah in delih stavb. • Vsi podatki katastra stavb na območju

Republike Slovenije so enotnodefinirani s šifro katastrske občine ins številko stavbe, ki se določi v okvirukatastrske občine.

• The land parcel number is theparcel's identifying marking. Thenumbers appear in the followingforms:99 land parcel without a denominator105/1 land parcel with a denominator*15 building parcel without a denominator*17/1 building parcel with a denominator

• Parcel boundaries are straight linesforming a closed polygon and dividingthe land parcel from the neighbouringparcels. In the Land Cadastre theboundary is recorded with thecoordinates of the land cadastre points.

• The land cadastre point is a pointwhich defines the parcel boundaryand whose coordinates are given inthe state coordinate system.

• The following data are administeredin the Land Cadastre for each landparcel: parcel number, boundary,surface area, owner, manager ofstate or local property, actual use,land under a building and the landparcel rating.

• The graphic representation of parcelboundaries is provided in digital formrepresented by the digital cadastralmaps. They show parcel and parcelparts boundaries, and parcelnumbers. The data are referenced inthe national coordinate system. Theprecision depends on the type ofcadastre, the method of survey, thescale of the cadastral map used asthe source for the digital cadastralmap. They have been created for theentire territory of Slovenia.

• Land Cadastre representation is animage of the shape and positions ofparcels relative to other parcels andmust not be used for determining thecourse of the boundary on the basisof the Land Cadastre data. It is onlyinformative.

• Vsaka stavba ima enega ali več delov.V katastru stavb je stavbaevidentirana z lego in obliko inoznačena s številko stavbe. Lego inobliko stavbe predstavljajo tlorisstavbe, višina stavbe in število etaž.

• Del stavbe je evidentiran z lego vstavbi in številko dela stavbe v okvirustavbe. Lega je določena s številkoetaže in tlorisom dela stavbe.

• V katastru stavb se vodijo za vsakostavbo ali del stavbe naslednji podatki:številka stavbe, številka dela stavbe,lastnik, upravljavec državnega alilokalnega premoženja, lega in oblika,površina, dejanska raba ter številkastanovanja ali poslovnega prostora.

REGISTER PROSTORSKIH ENOT

Register prostorskih enot je nastal znadgradnjo Registra območij teritorialnihenot (ROTE) in evidence hišnih številk(EHIŠ), ki sta ju vzpostavila statistika ingeodetska služba na začetku 80-ih let.Osnova Registra prostorskih enot jeintegrirana podatkovna baza zlokacijskimi in opisnimi podatki, ki je bilavzpostavljena leta 1995. • Evidentirajo se naslednji podatki:

katastrske občine, naselja,samoupravne lokalne skupnosti zožjimi deli, šolski in poštni okoliši,območja volišč ter druge prostorskeenote.

• Evidentirajo se tudi ulice in hišneštevilke.

• V registru prostorskih enot se vodijoza prostorske enote podatki o vrstiprostorske enote, identifikacijskištevilki, imenu prostorske enote, mejiin površini.

• Za ulico se vodijo podatki o imenu,identifikacijski številki in legi.

• Za hišno številko se vodijo podatki o

BUILDING CADASTRE

The Building Cadastre is a basic recordof data on buildings and parts ofbuildings, which links real propertyrights on buildings, administered by theLand Register, with the location inphysical space - it integrates a buildingor part of a building into space or links abuilding or a part of a building with theowner.• The data recorded in the Building

Cadastre comprise data on buildingsand parts of buildings.

• All the Building Cadastre data for theterritory of the Republic of Sloveniaare uniformly identified with thecadastral area code and the buildingnumber defined within the cadastralarea.

• The basic units of the BuildingCadastre are a building and a part ofa building.

• Each building has one or more parts.In the Building Cadastre a building isrecorded with its position and shape,and marked by the building number.The position and shape of the buildingare represented by the building floorplan, the building height and thenumber of floors.

• A part of the building is recorded withits position in the building and thenumber of the part of the building.The position is represented by thefloor number and the building floorplan.

ZBIRNI KATASTER GOSPODARSKEJAVNE INFRASTRUKTURE

V katastru se vodijo podatki o objektihgospodarske javne infrastrukture, ki so vlasti države (državne ceste, vodnainfrastruktura…), občin (vodovod,kanalizacija, odlagališča odpadkov…) inprivatnih družb (kabelska omrežja,telekomunikacijske naprave in omrežja…). • V zbirnem katastru se vodijo zbirni

podatki o vrsti in tipu objekta, onjegovi lokaciji v prostoru inupravljavcu na podlagi podatkov, ki soevidentirani v posameznih katastrihgospodarske javne infrastrukture.

• Lastniki gospodarske javneinfrastrukture so dolžni zagotoviti, dase zbirni podatki o objektihgospodarske javne infrastruktureposredujejo Geodetski upraviRepublike Slovenije, ki podatke vnese vzbirni kataster gospodarske javneinfrastrukture.

REGISTER OF SPATIAL UNITS

The Register of Spatial Units is theresult of the upgrading of the Register ofthe Areas of Territorial Units and theRecord of House Numbers, which werecreated by the Statistics and LandSurvey Service in the beginning of the1980s.The basis of the Register of Spatial Unitsis an integrated database thatcomprises location and descriptive data.This database was created in 1995. • The following data are recorder in the

Register: cadastral areas,settlements, local self-governingcommunities with subunits, postal andschool districts, voting units and otherspatial units.

• Streets and house numbers are alsorecorded in the Register.

• The data on the type of spatial unit,identification number, name of thespatial unit, boundary and surfacearea are administered in the Registerof Spatial Units.

PLANIRANI PROJEKTI

V programu del državne geodetskeslužbe so opredeljene vse redneoperativne in razvojno usmerjene naloge,katerih namen je doseči strateške ciljena področju evidentiranja nepremičnin, kiso usmerjeni k izboljšanju kakovostipodatkov o nepremičninah, poenostavitvipostopkov, ažurnemu vodenju invzdrževanju podatkov o vsehnepremičninah v zemljiškem katastru inkatastru stavb ter njihovem povezovanjus drugimi nepremičninskimi podatki,predvsem s podatki zemljiške knjige.

Redne operativne naloge zagotavljajonemoteno poslovanje in delovanjeosnovnih programskih rešitev in njihovihdopolnitev.

Vsebinska in položajna natančnostpodatkov zemljiškega katastra sezagotavlja z urejanjem mej parcel indrugimi geodetskimi postopki, ki seizvajajo na zahtevo lastnika. Izmera večjihzaključenih območij pa se izvajapredvsem tam, kjer je izkazan interesuporabnikov (lokalne skupnosti) in vokviru manjših finančnih sredstevGeodetske uprave Republike Slovenije naobmočjih, kjer je zaradi slabe kvalitetepodatkov oteženo vzdrževanje evidence.Zaradi omejenega obsega razpoložljivihsredstev za tovrstne izboljšave podatkovje bila izdelana projektna naloga, ki jevsebovala pripravo finančnoovrednotenega programa izboljšavepodatkov zemljiškega katastra intestiranje metod poenostavljenih novihizmer z vključitvijo poenostavitevposameznih faz postopka. PLANNED PROJECTS

The programme of works of the nationalland survey service defines all theregular operative and developmentalassignments, whose purpose is toachieve strategic goals in the field ofreal estate registration, which areaimed at improving the quality of data onreal estate properties, simplification ofprocedures, administration and rapidupdating of the data on all the realestate properties in the Land Cadastreand the Building Cadastre, and theirlinking with other real estate data,foremost with the Land Register data.

Regular operative assignments ensurethe uninterrupted operation of basicsoftware solutions and their upgrading.

Content precision and positionalprecision of the Land Cadastre data isensured through boundarydetermination procedures and otherland survey procedures implemented atthe request of the owner. The survey oflarger self-contained areas isimplemented at the expressed interestof the users (local community) or, withlimited expenditure by the Surveying andMapping Authority of the Republic ofSlovenia, in areas where recordsadministration is made difficult by thepoor quality of data. Due to limitedresources for such data improvements,a project paper has been created, whichcontained the preparation of thefinancially assessed programme of Land



metodološko tehnoloških osnov zanadgradnjo programskih rešitev tertehničnih pogojev za dopolnitev podatkovo dejanski rabi zemljišč je bila na podlagiprevzetih podatkov o dejanski rabikmetijskih in gozdnih zemljišč, prejetih sstrani Ministrstva za kmetijstvo,gozdarstvo in prehrano, zajeta dejanskaraba "pozidano" po pogojih, ki so usklajeniz Ministrstvom za okolje in prostor zapribližno tretjino države. Rezultat nalogeje bila tudi določitev območij dejanskerabe, ki se prekrivajo, in območij, kjerdejanska raba ni ugotovljena. Zajemdejanske rabe, ki bo izveden v celoti vletu 2006, bo tako omogočil usklajenodefiniranje dejanske rabe za vsa območjav R Sloveniji.

Arhiv zemljiškega katastra po grobioceni obsega 15 milijonov dokumentov.V letu 2005 smo nadaljevali sskeniranjem približno 670.000dokumentov in se tako približali petiniskeniranih dokumentov celotnega arhivazemljiškega katastra. Z aktivnostmibomo nadaljevali tudi v letu 2006.

Nove potrebe in zahteve uporabnikovnarekujejo spremembe v načinuprikazovanja osnovnih nepremičninskihpodatkov. V izvedbi je razvojna naloga, kinaj bi opredelila možnosti vzpostavitve innadaljnjega vodenja 3D katastra stavb inzemljiškega katastra.

S postopno vzpostavitvijo omrežja stalnihGPS postaj se odpirajo nove možnosti napodročju geodetskih meritev. V projektninalogi GPS v zemljiškem katastru boizdelana opredelitev tehnoloških,metodoloških in formalno-pravnihpostopkov za prehod na meritve ssatelitsko tehnologijo in za postopenprenos vseh položajnih podatkov ZK vnov državni koordinatni sistem.

Cadastre data amelioration and testingof the methods of simplified new surveysthrough the inclusion of thesimplifications of certain phases of theprocedure. The simplifications aresupposed to enable faster and moreeconomical recording of the situation inthe Land Cadastre without impairing thequality of data. On the basis of the previously preparedmethodological and technological basisfor the upgrading of the softwareapplications and technical conditions foramending data on the actual use of theland, the actual use "built-up" wasobtained for approximately one third ofthe country, on the basis of the data onthe actual use of agricultural and forestland received by the Ministry ofAgriculture, Forestry and Food, and underthe conditions harmonised with theMinistry of the Environment and SpatialPlanning. The result of the assignmentwas also the determination of theoverlapping areas of actual use and areasfor which actual use was not established.The capture of actual use data, which willbe implemented in full in 2006, will thusenable harmonised defining of the actualuse for all the areas in Slovenia.

By rough estimate, the Land Cadastrearchive comprises 15 million documents.In 2005 we continued with the scanningof approximately 670,000 documentsand thus approached one fifth of thedocuments of the entire archive whichhave been scanned. The activities willcontinue in 2006.

New requirements and requests by theusers mandate changes in the mannerof displaying the basic real estate data.A developmental paper is being created,which will define the possibility ofestablishing and administering a 3DBuilding Cadastre and Land Cadastre.



Na področju vzdrževanja in evidentiranjadržavne meje se izvajajo vnaprejdoločene naloge, ki se oblikujejo naosnovi sprejetih meddržavnih pogodb in vokviru sprejetih programov na stalnihmešanih komisijah. Za lažje delo priplaniranju del na državni meji, zapodporo pri odločanju o poteku državnemeje s Hrvaško in za vodenje tervzdrževanje mejne dokumentacije jepredvidena izdelava posebneprogramska rešitve.

V letu 2006 bomo posebno pozornostnamenili že zbranim podatkom katastrastavb, saj načrtujemo izvedbo razgrnitvepodatkov katastra stavb, kjer bomo spomočjo lastnikov preverili zbranepodatke o stavbah in na osnovi popisapridobili manjkajoče podatke o stavbah.Tako bomo pridobili kvalitetno evidenco ostavbah, ki bo služila kot osnova zauporabo v različnih prostorskih innepremičninskih aplikacijah, medkaterimi je najbolj pomembno množičnovrednotenje nepremičnin, ki bouporabljalo podatke katastra stavb kotosnovo za vrednotenje.

Gradual establishment of the network ofpermanent GPS stations has openednew possibilities in the field of landsurvey. The project paper GPS in theLand Cadastre will define technological,methodological and formal proceduresfor the transition to surveys usingsatellite technology and for gradualtransfer of all positional data of the LandCadastre into the new nationalcoordinate system.

In the field of maintaining and recordingthe state border certain previouslydefined assignments, which aredesignated on the basis of theinternational agreements entered intoand within programmes adopted bypermanent joint committees, are beingimplemented. The creation of a specialsoftware solution for facilitating theplanning of works at the state border,for support in determining the course ofthe state border with Croatia and foradministering and updating the statedocumentation is being planned.

In 2006 we will focus our attention onthe already-collected Building Cadastredata. We are planning theimplementation of the disclosure of theBuilding Cadastre data, through whichwe will review the collected building datawith the help of the owners and acquirethe missing data on buildings through asurvey. This will yield a quality record onbuildings, which will serve as a basis foruse in various spatial and real estateapplications, among which the mass realestate valuation, which will use theBuilding Cadastre data as a basis forvaluation, is the most important.
