The year 2015 marked Resources for the Blind’s 27th year of serving persons with visual impairment in the Philippines. Our full spectrum of services for persons who are blind — ranging from eye
care, education, social i nclusion, r ehabilitati on, j ob pl acement and disaster r elief — provi ded the facility to answer their varied needs .
SUMMARYEXECUTIVE
But more important than all other aspects of our work is ensuring that Christian growth remains at the core of our mission. Our pastors who are blind conducted Bible Studies in schools where children with visual impairment were enrolled and served 700 students nationwide.
The year 2015 also marked another milestone as 205 teens and children who are visually impaired joined the Annual Summer Camp. This is one of the highest attendance that we have on record for this yearly event.
This report brings to light RBI’s accomplishments that strongly emphasize the significance of our partnerships with our donors, government agencies, volunteers, individuals and families in helping the country's visually impaired population reach their fullest potential in life.
As long as there are persons with visual impairment and their needs remain unfulfilled, we will uphold our unwavering trust that the Lord will send His provision to continue the delivery of services to many of our blind friends around the Philippines. We will remain faithful to our mission as we look to another 27 years of responding to the call.

Resources for the Blind’s Executive Director Mr. Randy Weisser retires after 26 years with RBI. He started
with RBI in 1989 as the Acting Director and assumed the
directorship in February 1992 after the retirement of RBI
Founder Dr. Arthur Lown. With Mr. Weisser at the helm of the
RBI ministry, countless persons with visual impairment reaped
the benefits of the initiatives he spearheaded. In every step of
the way, he made sure that the Word of God was shared to
them.

Mr. Weisser emphasized that RBI is not just him, but a team of dedicated ministry workers moving towards the same goal of sharing the Word of God and helping persons with visual impairment.
He asked for the same support accorded to him to be, likewise, given to his successor Mr. Nestor V. Custodio. Mr. Weisser is now with his family in Alaska and will continue working in the Lord’s ministry as the Executive Director of the Alaska Village Missions.

In October 2015, the Board of Trustees of the Resources for the Blind,Inc. officially appointed Mr. Nestor V. Custodio as the new Executive Director.
Mr. Custodio is a devoted family man and a Pastor currently serving as the Chairman of the Board of Elders of the Valley Ministries Christian Community Church International.
He is an alumnus of the University of Santo Tomas with a Bachelor of Science Degree in Commerce major in Accounting. He passed the Accountancy Board Examination in 1981.
At about the same time that RBI founder Dr. Lown started the organization, Mr. Custodio was pursuing a career in the financial services industry. He has held key senior positions in highly reputable international companies such as the Hongkong Shanghai Banking Corporation (HSBC), International Nederlanden Group (ING) Bank and Baring Securities, Philippines Inc.
In 2009, Mr. Custodio answered the Lord’s calling to full time church ministry and left the corporate world to become a Pastor. The staff and management team pray for the continued support of all local and international partners as another chapter in the RBI history unfolds.

October of 2015 marked a very important milestone in my life Director’s
and in the history of RBI, when I was appointed by the Board of Trustees as the new Executive Director, in view of Randy Weisser’s retirement. Mr. Weisser had been the organization’s Executive Director
for the past 26 years, so it will be a challenge for me to continue, and if
BEGINNING needed, improve the programs of RBI, as it seeks to fulfill its ministry.
Message As I prepared for the big move from full time pastoring in the church to assuming the directorship at RBI, I witnessed how everyone in the organization worked together to achieve the mission of implementing programs that will help people with visual impairment reach their fullest potential in life and service to God.
As we look to a new beginning, it is my prayer to have the strength and wisdom to
effectively execute RBI’s programs that will move the country towards becoming an
inclusive society where persons with visual impairment enjoy dignity, human rights
and meaningful access to quality education anywhere in the Philippines. I intend to
work diligently with our organization’s partners and staff to protect the rights of blind
persons, serve and improve their situation to become productive and recognized
members of the community.
The road ahead is full of challenges but with the Lord’s grace and provision, I know that RBI’s success will continue in the years to come.

difference between meaningful progress or delay in learning. This is the
reality for the regular average child, but more so for children who do not have the sight to facilitate gaining knowledge from the environment. So it has become
RBI’s thrust to include intervention of children with visual impairment at the earliest
age possible to minimize or even avoid the expected developmental delays in their cognitive, communication, motor and social skills. Being able to train early both the
child and the parents on how to deal with the disability will yield better results in terms of acquiring academic and life skills that will enable the person and everyone around him to live normally.

INCLUSIVEEDUCATION Leaving no blind behind. This is our goal in our inclusive education program.
Education is everyone’s right and it is just unfortunate that persons with disabilities (PWDs) are often being deprived of this right by the same institutions
which should guarantee it. That is why we continually exert efforts to explore and find
the best possible way that we can get children with visual impairment to attend school.
Our strategic move to address this matter has been to train
teachers, school administrators and other stakeholders on
how to handle children with impaired vision inside regular
classes. We also provide devices for the student’s special
needs as to ensure that the school environment and their
classes would be conducive to learning.
In 2015, we were able to train 543 teachers and enroll to
schools a total of 3,285 students with visual impairment.
Moving on to 2016, we look forward into motivating
more schools to open their admission to them. The
challenges are great but these only motivate us to
persevere in fulfilling our mission to open up
opportunities for visually impaired children to have
access to quality education.

In 2015, RBI received a number of complaints about universities and colleges
refusing admission to students with visual impairment. The usual reasons given
were: a) the teachers were not ready to handle students with visual impairment and
b) they did not have the special tools needed to teach them. This is a serious
blatant violation of the Magna Carta for Persons with Disability which provides that
PWDs must be given full access to quality education, but many academic
institutions are still unaware that such a law exists.
To address the issue, Resources for
the Blind reached out to administrators
of schools and universities in
partnership with the Commission on
Higher Education (CHED) and became
more assertive in its drive for inclusion
of students with visual impairment in
higher education.
In 2015, 308 university administrators and
faculty attended the orientation workshop
for the inclusion of students with visual
impairment. This is an improvement on
the level of participation that we had in
the past two years.
Based on our latest data, we have already given training to 95 universities where a total of 165 college students with visual impairment are enrolled. Our data also showed some encouraging results as we have twenty students who have been given college scholarships.

While our main mission is to
provide services to persons with visual
impairment, we also have programs to
prevent blindness and assist patients with low BLINDNESS
vision. Our approach is to establish meaningful
linkages with government units to track down
those who need eye care services, coordinate with
community workers to implement projects and
partner with eye care specialists to provide the
necessary medical assessment and treatment.
Nationwide trainings and public awareness campaigns in barangays are
conducted to effectively disseminate information that would equip the members of the community with knowledge and
skills that would help prevent blindness.
Although the raising of funds for eye surgeries has been very challenging, we have been able to continue with the program through the assistance of a major partner, RBI International (US), who has been consistent in their efforts to find donors for children who need surgery. Focus is given to children because of the special urgent attention needed for childhood blindness cases.
At the end of 2015, the United States Agency for International development (USAID) awarded RBI with a grant to launch a project which will help ensure the continuum of care for children with visual impairment. Full implementation of the project commences in January 2016 and will run until 2018.

Having low vision mea ns livin g with a re duce d lev el of si ght, w hich &
cannot be fully corrected by the use of regular eyeglasses. It is considered a visual impairment, but unlike a person who is totally blind, a person with low vision still has some useful sight left. As such, their needs are different from someone who has no sight at all. What they generally need are
some training on mobility and the use of special devices to minimize the difficulties associated with reduced visual ability.
Three years ago, we initiated strategies to enhance RBI’s low vision services by partnering with optometry colleges and national associations of optometrists. Today, we have fine-tuned continue our programs which now include low vision training for teachers, parents and other stakeholders.
In 2015, we were able to organize low vision training for 100 optometry students and
conducted continuing education courses to 30 practicing optometrists. We also
assessed and provided treatment to low vision patients and made low vision devices
available for sale or for lending to students with varying degrees of vision loss.

At RBI, Christian Growth has always been at the heart of its activities and programs. Our work does not stop at planting the seeds of the Christian faith
Growth program has remained an important priority despite the greater challenges of getting it funded compared to our other programs.
Since the beginning, RBI has always promoted the ministry of distributing Scriptures to
as many people as we can reach. In our programs’ activities, we try to incorporate the
sharing of the Word of God to encourage people with visual impairment. From producing
the first Tagalog Bible in braille, RBI has gone a long way in advancing the Bible through
adoption of the latest technological advancements. Now we can produce Bibles in
different Filipino dialects like Cebuano and Hiligaynon and in formats other than Braille,
such as large print and digital.
To foster spiritual and social growth among elementary and high school students with visual impairment, we hold the kids and teens camp every summer. Furthermore, our blind pastors continuously hold weekly bible studies in schools where there are students with visual disability. We are extremely gratified

Accessible Media refers to all forms of communication whose MEDIAACCESSIBLE
content can be effectively conveyed to persons with disability,
specifically in RBI’s case, those with impaired vision. In the past, it only meant producing printed documents in Braille or recording in cassette
tapes. But with modern technology,
accessible media now include materials in
audio and digital formats which can be read
with the use of devices especially made for
this purpose. Software products like screen
readers complement these devices to
provide persons with visual impairment full
and easy access to information that they
need and want. Nowadays, tablets,
laptops, cellular phones and other digital
devices are being used by persons with
visual disability with ease, and in many
cases, more efficiently than sighted people.
To further ensure media accessibility, RBI also maintain partnership with Bookshare, an online digital library of accessible electronic books for readers with print disabilities. It has thousands of downloadable materials including textbooks, magazines, educational books, children’s books, literature, newspapers, and bestsellers.

Our job placement program seeks to assist adults who are visually impaired in their search for employment. Though we
recognize the talents and skills that qualify them to take on the same
jobs that sighted persons have, we are cognizant of the fact that they
face more challenges in the workplace. Many employers are still very hesitant when it comes to hiring persons with visual impairment. Thus, our thrust has been focused on preparing both the employee with visual
impairment and the prospective employer.
Aside from the technical and soft skills trainings we conduct for prospective job applicants, we likewise give them guidance and encouragement on matters related to their social, spiritual and emotional well-being.
On the other hand, we continue to communicate with companies
and make them aware during our trainings and orientations that there are really no big adjustments that they have to do when hiring people with visual impairment. It is a great fulfillment to
see companies opening their doors to our clients and we look forward to seeing more blind-friendly employers in the future.

have been a witness to many success
stories of people with visual impairment who
overcame their discouragement and now
live productive and meaningful lives. When a
person loses his sight, oftentimes he only
needs to adopt new ways of doing things to
achieve the same goals. This is where our
Rehabilitation Program comes in.
In 2015, our counseling, mobility training,
lessons on using technology, Braille reading
and writing and prayer sessions worked in
synergy to help 213 persons who became
blind only recently re-assess their situation in
life and discover new ways of doing things.

RBI strongly advocates the vision of the United Nations Convention on the
Rights of Persons with Disability (UNCRPD) which is to promote, defend
and reinforce the human rights of all persons with disabilities. To achieve
this goal, we endeavour to remove the obstacles faced by persons with
visual impairment in the areas of education, health care, employment and
transportation. We believe that most hindrances faced by persons who with
visual impairment are caused, not by the
actual limitations of blindness, but by other people’s typical view that blind people are unable to do many things.
In the area of employment, we hold seminars
that specifically target front line staff and
decision makers in the workplace. We reach out
to these employers to encourage them to
contribute in improving the welfare of persons
with disabilities. The attendees to our trainings

administrators, human resource personnel,
hotel/airlines/shipping lines staff, banking staff,
and administrative staff at the House of
