Make more use of plots / maps (integrated imaging). Especially cross-regional. Layout the entire problem.
Make more use of systems such as HIS-viewer and FLIWAS. Also to support decision making.

Do not change the goals shortly before the exercise.
Ensure continuity of preparation. Appoint someone to give overview and direction.
