The Deputy Director of Mines & Geology, Kakinada has in principle granted the 1st

renewal of quarry lease for Road Metal & Boulders over an extent of 2.50 ha in Sy.

No.122, D. Polavaram village, Tuni Mandal, East Godavari District, A.P., in favour of ,

Sri Sabbella Gopi Ramakrishna Reddy for a period of 10 years vide Proceedings no.

273/Q1/2005 dated 17.03.2015 (copy enclosed as Annexure – I) .

Thus, The Lessee has approached Sri Nagisetti Venkateswarlu, Geologist

(RQP/NGP/511/2014/A) for preparation of Mining plan for the above mentioned area.

Agriculture is important occupation of the local people. Further good potential exists for

the employment of unskilled laborers in the existing Road Metal & Boulders quarries

and allied small/medium scale industries. The area is falling in the zone of semi-arid

climatic conditions with an average annual rainfall around 1100 mm. The local day

temperature varies from 25° C in November to 48° C in April & May months. The

general wind direction reported is SW to NE and SE to NW.

2.50 General Details of the area/ Mining Lease:

Topography

1 Topography The Quarry lease area is semi undulated land. The Eastern

part of the lease area has a maximum RL 75 m and minimum

RL of 35 m observed. Surface relief in QL area is 40m.

ABM is fixed as 73 m RL at Boundary Pillar No. 2.

2 Drainage Sub-Dendritic Pattern in N-S

3 Vegetation The quarry lease area is part of the hill slope with some shrubs

are observed within the QL area where very little soil exists.

4 Climate The quarry lease area is falling under hot to subtropical with

very hot summer. The temperature recorded in this area is

25°C in winter and about 48°C in summer seasons. The wind

direction is in SW to NE.

5 Rainfall The average annual rainfall is 1100mm

6 Soil Type The predominant soils in the area are red clayey soil and

lateritic soil. Lateritic soils, deep reddish in colour, but

differ from red soils in composition and are characterized

by free drainage condition and acidic in reaction.

7 Land use pattern The lease area is located on the hill slope. Sparse vegetation

like shrubs & bushes and is surrounded by barren lands.

2.50 Geology and Exploration

a) Brief descriptions of Regional Geology with reference to location of lease

area.

Regionally the lease area forms part of Eastern Ghat Mobile Belt exposing all the

characteristic litho units such as Khondalites, Chornockites and Migmatite. The

Khondalite group is represented by Khondalite (Quartz-Feldspar-Garnet-Sillimanite-

Graphite Gneiss), calc granulite Quartzite which occur as impersistant bands within the

b) Detailed description of Geology of the lease area

The Quarry Lease area forms part of the Eastern Ghat Mobile Belt and the rock type is

Khondalite group represented by Khondalite (Quartz-Feldspar-Garnet-Sillimanite-

Graphite), Calc Granulite and Quartz which occur as impersistent bands within the

Khondalite.

Litho-facies map of the area had been prepared on 1:1000 scale. The distinct mappable

litho-units have been differentiated, traced and plotted in the Surface Geological Plan

(enclosed as Plate III).

Topographical Survey

The baseline is considered from the GPS reading in co-relation with Toposheet

contours, the levels were taken using total station of LEICA with 5 cm accuracy covering

the total area.

Assumed Bench Mark (ABM) is fixed at 145m in SE corner at Boundary point 3. The

geo co-ordinates were fixed using the 12 channel handled GPS, GARMIN make with

MAP DATUM: WGS – 84.

Method of Estimation of Reserves

The calculation of reserves of the subject Quarry Lease area has been done on the

surface exposures, sample pits and the nearby working quarries along the dykes at

every stage, right from preliminary to last stage of exploration and quarrying.

The proved deposit is considered as “Reserves under UNFC 111” and probable

deposit is considered as “Resources under UNFC 121”.

Further, the percentage of recovery is a major parameter in arriving mineable deposit. In

this area the 95% recovery is considered as the entire lease is covered with ~5% topsoil

and weathered zone as overburden.

3.0 MINING

(i) Method of Mining (Open Cast other than fully Mechanized/Semi Mechanized)

The Road Metal & Boulders in the Quarry lease area is exposed on the surface. Hence,

it is proposed to mine the Road Metal & Boulders by open cast, using semi-mechanized

method by developing the benches of 6 M height with 2 slices of 3 m and 3 M bench

width with shallow drilling and blasting. The development of benches will be maintained

@ 40 - 600 safety slopes.

Drilling

Drill holes of 1.5 – 3.0 m depth will be drilled in a staggered pattern at 3 m. interval:

i) Drill hole diameter : 32 mm up to 1.5 – 3.0 m long

ii) Depth and inclination of

drill hole

: Generally drilled vertically in an alignment

iii) Explosive type : Detonator Fuse with detonators

(ii) Production proposal for five years:-

It has been proposed to commence quarrying operations from the W part of the Q.L

area. During the ensuing five years the mineral shall be handled by forming the ramp

and developing the benches. The proposed projections are made for the five years

period and the workings shall be made from all the benches to be developed to achieve

the targeted production of 12000cu.m per annum. Proposed year-wise production and

development blocks for the five years is shown in Plate V.

1st Year:- The First year mining operations shall be commenced from the W part of the

lease area at 35m top contour by developing a ramp with box cut trench till reach bench

height of an average 6m upto 29m bottom contour and advance towards SW to a

thickness 6m. In the first year, it is proposed to excavate an area of 1700sq.m with

single bench operation during the year the quarry operations shall be in between

contour 35 – 29m with an average thickness of 6m is quarried with 95% recovery for

9690cu.m.

2nd Year:- The second year mining operations shall be commenced from E of the 1st

year workings of the Q.L area at 45m top contour by developing a ramp with box cut

trench till reach bench height of an average 9m upto 36m contour and advance towards

E of the area. In the 2nd year, it is proposed to excavate an area of 1411sq.m with a

volume of 12064.05cu.m of rock mass will be quarried with 95% recovery.

3rd Year:- The third year mining operations shall be commenced from NE part of the 2nd

year workings of the Q.L area at 50m top contour by developing a ramp with box cut

trench till reach bench height of an average 9m upto 41m contour and advance towards

E of the area. In the 3rd year, it is proposed to excavate an area of 1516sq.m with a

volume of 12961.8cu.m of rock mass will be quarried with 95% recovery.

4th Year:- The Fourth year Quarry operations shall be commenced from NE part of the

third year workings of the Q.L area at 55m top contour by developing a ramp with box

cut trench till reach bench height of an average 9m upto 46m contour and advance

towards E of the area. In the 4th year, it is proposed to excavate an area of 1168sq.m

with a volume of 9986.4cu.m of rock mass will be quarried with 95% recovery.

5th Year:- The Fifth year Quarry operations shall be commenced from NE part of the

height of an average 10m upto 50m contour and advance towards S of the area. In the

5th year, it is proposed to excavate an area of 1625sq.m with a volume of 15437.5cu.m

of rock mass will be quarried with 95% recovery.

From the five year quarrying operations a volume of 63305cu.m rock mass will be

excavated to reach the target production of around 12000cu.m per annum with 95%

recovery.

a) Production Schedule

The production of Road Metal & Boulders is continuous throughout year except during

monsoon. That is 10 working months, 25 working days per month are considered. The

average production of 12,000 cu. m. per year (300 days @ 40 cu. m. per day) can be

easily achieved in a single shift with sufficient men and machinery.

b) Magazine Type and Capacity

No Magazine is required for this lease as the he is utilizing the services.

c) Stack Yard

Not required for below 5 Ha. of Road Metal & Boulders land.

d) Handling of blocks within the quarry

4.0 Mine Drainage

The general direction of ground water flow is towards North East of the area.

Ground water table is 40-45 m BGL in the surrounding areas. The mining operations will

be carried out up to 30m from ground level. Hence there will not be any impact on

ground water table.

In most of the cases the quarries do not operate during rainy season. This is due to

accumulation of water in the mining pit. Most of the water slowly seeps in to the ground.

In particular no additional steps are needed to arrest the natural drainage system. The

natural drainage system in general of this area does not flow to longer distances. Any

slight flow will join the local 1st or 2nd order streams and flow down.

Liquid Waste

a) Mine Drainage:

The drainage system of mine in this area consists of surface run off generated from rain

fall and seepage.

The water that will be accumulated in the mine through pits or fractures of weathered

rock will be pumped out from the mine area. The water may be used for sprinkling of

mine roads & plantations.

b) Run off from waste dumps and measures proposed to arrest run off:

Not applicable as no waste generation from the QL area.

c) Excavation drainage ditches all around the quarry to direct surface drainage

Since small and medium industries exist in the vicinity of the area, no treatment is

required for the run off.

6.0 Use of Mineral and Mineral Reject

The Road Metal & Boulders is used for formation of roads, leveling areas for civil

construction works etc. No mineral rejects are anticipated.

7.0 Processing of ROM (Run of Mine) and Mineral Reject

No additional processing techniques are required as the blasted material directly loaded

into the trucks and send to the crushers. This Road Metal will be used for land filling,

construction and road formation.

PROGRSSIVE MINE CLOSURE PLAN

1.0 Environmental Base Line Information

i) Existing Land Use Pattern

The lease area is located on undulated land. The Lease area is barren with sparse

vegetation like shrubs & bushes. The QL is surrounded by barren lands.

The local plantation in the surrounding areas of mine is limited to domestic trees like

Neem and Eucalyptus. The lease area contains very less/negligible quantity of top soil.

ii) Water Regime

The lease area operations extend up to 34 m ground level. The water that is due to

rains settles below the mine area. In most of the cases the quarries do not operate

during rainy seasons. This is due to accumulation of water and not good for Safety.

iii) Human Settlements

The nearest village Kollmeru is situated 0.9 km due W of the lease area. Agriculture and

cattle rearing are important professions of the people living in the village besides

involving themselves in quarrying activity.

iv) Public Buildings, Places & Monuments

No public buildings, important places and monuments are seen in and around the

quarry lease area. The Lessee will adopt the safety measures while conducting the

quarry operations as per the Regulations of Metalliferrous Mines Regulation 1961.

v) Sanctuaries and eco-sensitive areas

No Sanctuaries and eco-sensitive areas are seen in and around the lease area.

Part of lease area is occupied by scattered sparse vegetation of thorny trees and small

bushes.

2.0 Environmental Impact Assessment

(a) Landscape changes

During the next 5 years 0.7420 ha of the quarry lease area will be reduced by around

9m. The area quarrying will alter the shape of the land with a large sliced pit.

(b) Air Quality in Environment

Air quality will not be disturbed in the lease area, as quarrying is very limited. Highest air

pollution due to dust is caused during drilling, excavation, loading operations and during

transportation. The dust is not siliceous, and is not harmful. The noxious gases will

generate due to diesel based vehicles.

However as a precautionary measure the workers of the quarry wear a protective nose

mask. The only silver lining in this pollutant's quality is that this does not contain

respirable size of dust as defined under Mines Act-1952. That is the reason that there

are no cases of any lung diseases to the persons working.

the road, etc., But it will be within the permissible limits by adopting the following:

The dust rising due to drilling will be controlled by covering the drill rods with cloth;

The speed limits of the trucks will be dictated and overloading of trucks is totally

avoided which will prevent 50% of dust rising on roads.

(c) Water Quality

Operations of Road Metal & Boulders quarries in general do not contribute to the

water pollution much. This is due to the reason one being the material is geologically

Igneous in origin. This is the reason why the water does not percolate directly into the

earth. Rather it tries to travel through the cleave planes or the joints. The site specific

reason for low water pollution is that, the floor exposed is impervious whereas the

direction perpendicular to the floor is pervious. Thus there will not be any direct

contamination.

No water course is passing through the lease area. No adverse effect is anticipated on

the water regime in the area due to quarrying of Road Metal & Boulders. The standards

for water quality is given below.

Noise will be due to transportation of Road Metal & Boulders . However, the probable

noise level will be within the permissible limits and will not cause harm. The vehicles will

be properly maintained.

The lease area is semi undulated land. The usable Road Metal & Boulders quarry

operations extend upto 34m from ground level. The water that is due to rains settles

seasonal stream or will be used for dust suppression in the quarry.

(i) Socio Economic Environment

The main occupation of villagers is agriculture, working in quarries and sheep raring.

The commencement of quarrying activity in this area improved the socio-economic

status of the local people by creation of employment and paying taxes to gram

panchayat.

(j) Occupation Health and Safety

The lease area does not involve any hazardous methods. The quarrying is simple and

open cast mining method. In this, the possibilities of small injuries are anticipated. The

Lessee is providing First Aid facilities at quarry site and temporary Office room.

The aplicant will provide PPE (Personal Protective Equipments) to the workers based

on their nature of work. The following PPE is proposed to be distributed.

Helmets once in three years as needed under Mines Act

Safety shoe to all the employees twice a year as per the same statute.

Nose masks once two months (Actually these are the cotton thin towels)

Other step to improve safety conditions is to inculcate the safety culture among

the persons working.

Vegetation

soil is very less and will be preserved separately and used for plantation along the road.

7.0 Disaster Management and Risk Assessment

Quarrying shall be carried out as per MMR 1961 & Rules and regulations applicable the

project in charge is having a mobile communication for quick intimation of information if

need arises.

A vehicle is kept all the time at the quarry site for conveyance. Weekly Safety drills are

given better results for awareness of the Mine team.

At quarry level, first aid will be provided and person(s) shall be shifted to nearby hospital

at East Godavari which is having all basic amenities if in Serious Conditions.

8.0 Care and Maintenance during temporary discontinuance

The quarry workers are taken on contract basis on need based orders; the workers

always get Employment / Contract in similar quarries existing around.

9.0 Financial Assurance: As per Rule 23 (F) (2) MCD Rules, 1988 APPMC rules

1966.

Financial assurance can be submitted in any en cashable from preferable a bank

guarantee from a Scheduled Bank at the rates equivalent to rates prescribed in Rule 23

(F) (2) of Mineral Conservation Development Rules, 1988 for five years period expiring

at the end of validity of the document.

The proposed mining operations are by semi mechanised method of Quarrying, hence

the cost of reclamation & rehabilitation is calculated as per the provisions of MCDR,

1988 @ Rs. 15,000/- per hectare or part thereof. The amount works out to be Rs.

12443/- for 0.8295 ha of area.

The minimum financial assurance in the form of Bank Guarantee Bond for Rs.

1,00,000/- will be submitted in due course to the Assistant Director, Department of

Mines & Geology, Rajahmundry.
