Meanwhile, the police are also investigating why 12 children were being transported in a vehicle that is not permitted to carry passengers. Following the accident, some schools in Rustenburg have been calling for the Department of Public Safety to give educational institutions more power to reign in on drivers who do not observe the law when ferrying scholars. In another incident, an armed robbery resulted in the death of a man in the Mamogaleskraal area near Brits. According to information at hand, the 69-year-old man was shot after the three broke into the house. At the time of the incident, the man was in the company of two other people inside the house. “The three suspects entered the house and fired shots, and one of the bullets hit the victim who died on the scene,” North West police spokesperson Sabata Mokgwabone said.The police are looking for the three, who fled with the victim’s white Isuzu double cab bakkie. Mokgwabone told Leseding News that they will also interview the two people who were with the man as they look for more leads in the case. “We cannot talk to the two people at the moment because unfortunately they were traumatized by the ordeal and are receiving treatment. “We may be able to get a description of what the suspects look like, but only after the two have been interviewed. “Anybody with information regarding the incident must call Brits Police on 012 381 600,” he said.

Train crash driver back in court

I knew I was innocent – Wolmarans Former Rustenburg Mayor Matthew Wolmarans – who together with his former bodyguard Enoch Matshaba successfully appealed a murder conviction – has hit back at his critics, saying he always knew the wheels of justice would prove his innocence. Wolmarans and Matshaba were last year found guilty of the 2009 murder of Rustenburg councillor Moss Phakoe. Matshaba was sentenced to life imprisonment last year after the court found he had pulled the trigger and killed Phakoe in the driveway of his Rustenburg North house on 14 March 2009.Wolmarans, then an ANC North West provincial executive committee member, was sentenced for masterminding the hit.The two men were later granted leave to appeal against their convictions and were released on R100 000 bail each pending appeal.Following the appeal, the Mafikeng High Court dismissed the case last week – citing inconsistency in the statement of one of the state witnesses.Speaking at his home in Tlhabane on Thursday, shortly after the High Court ruling, Wolmarans said the verdict proves his innocence. “There was never any murder case against me or Enoch. It was always about money and politics. I am happy that I have been vindicated,” he said. He added that he is prepared to serve the ANC in any capacity and pointed out that the party must work hard to regain lost ground during the 2016 local government elections. “I would like to thank all those who have supported me. We will be directed by the ANC on the way forward. “For now, we are happy to be free and I am overwhelmed by all those who supported me. We must be united in the ANC and work together towards strengthening our structures,” he added. Matshaba, who also addressed a crowd made up of ANC supporters, councillors and other party officials from Rustenburg, echoed Wolmarans’ sentiments.Also present was Happy Serongwane, the chief whip of Rustenburg’s Council, who urged ANC members in the area to demonstrate a united purpose. “Let us move forward with unity and purpose. This is not a time to point fingers because we have a lot of work that we have to accomplish ahead,” he said. Elsewhere however, the High Court ruling was not received favourably.EFF’s provincial convener in the North West province Alfred Motsi – a former ANC councillor who was a close colleague to Phakoe – is not convinced of Wolmarans or Motshaba’s innocence. “They won the appeal but I feel bad. I feel very bad because I think money could have changed hands here,” Motsi told Leseding News.“We are going to be like a number of African countries that are corrupt,” he added. Phakoe was shot and killed at his Rustenburg North home in what became arguably the most high profile murder case in the city. At the time of his death, Phakoe was known for his strong stance against corruption – particularly in the Rustenburg Local Municipality corridors of power.

PLATINUM MINE STRIKES OVER!Rustenburg in particular and South Africa in general heaved a huge sigh of relief late on Monday after AMCU announced an end to a strike in the Platinum belt that had dragged on since January 23. The trade union announced to its followers that it accepted offers from the mining companies – bringing an end to the strike after just over five months. “We are signing the agreement tomorrow. That means the strike has come to an end officially," AMCU leader Joseph Mathunjwa said at a mass rally held at the Royal Bafokeng Sports Complex.Mining workers are expected to return back to work today. Mathunjwa presented to loud applause a revised wage deal to platinum miners at the rally.Thousands of miners were given a programme that included “back to work arrangements.” Mathunjwa read out the details of the deal for different salary bands at Lonmin [JSE:LON], Impala Platinum [JSE:IMP] and Anglo Platinum [JSE:AMS], which included a R1 000 per month salary increase for lower earners.The deal would be back-dated to last July at Implats and Amplats but the back pay would end on January 22, when the strike started. This means miners will not be paid for the months they were on strike.At Lonmin the deal would be back-dated to last October until January 22."In 2012, we asked for R12 500 and people died... and left us with a challenge [to keep fighting]," he said. Before reading out the deal, Mathunjwa asked all miners in the stadium to stand and have a moment of silence for "fallen comrades".He said the strike was one of the most peaceful strikes in South Africa.The strike has already had a negative impact on the country’s economy and investor confidence. Additionally, it has been mentioned by ratings agency Standard & Poor's as one of the reasons South Africa’s credit rating was downgraded.

Did you celebrate Fathers’ Day?“Father’s Day is about honouring those who have the responsibility of taking care of their families through making them feel special. “It is about fathers being spoilt by their children and generally enjoying quality time with their families. It is also a time to look back at what you have achieved as a father and try and correct some of the wrong things you might identify.” These were the words of Sekiswa Sewanywa, a drama teacher based in Rustenburg. Like many fathers, he spent Father’s Day (June 15) with his family while reflecting on his achievements and challenges. The history of Father’s Day stretches back to the early 20th century where those responsible for initially setting the date aside did so to compliment Mother’s Day.Historically, the credit for the modern holiday is often given to Sonora Dodd of the Central Methodist Episcopal Church, who played a major role in its establishment.

In Mogwase – located just outside Rustenburg and close to Sun City – a group of young people have found a new way of enjoying and expressing themselves through dance.Mogwase Dance Academy offers dance classes with the aim of ensuring that young people stay away from drug and alcohol abuse and other illicit activities. Retlametswe Rose Masilo – who runs the establishment – explained to Leseding News how she has played a role in transforming the lives of dancers, most of whom are around 16 years old. “The dance club was established in August 2006 by Thato Mosako and then later on France Mosito took over,” she said.“As time went by, the dance club closed due to some inhibiting factors. I decided to re-open it, after almost four years of inactivity,” she added. “We re-established the club in the middle of April 2014 and it was through the help of my siblings, who are also dancers. “I also received support from my friends and family members. However, our efforts would not have succeeded if it had not been for the passion that has been shown by our dancing students,” she explained. Masilo currently has twenty six dancers – all drawn from areas in and around Mogwase. “We specialise in Latin and Ballroom dancing,” she said. Latin dance is one of the most popular forms of dancing. It includes a variety of dancing routines, originally developed in areas in and around Latin America. Ballroom dance – on the other hand –

is a set of partner movements, which are enjoyed at social gatherings or performed during competitions. Widely popular in North America, this form of dancing is also performed on stage, film and television. However, as Masilo explained, the dance club is not only limited to these two types of routines. “We also do other dance genres depending on the occasion, such as hip hop and sbojwa,” she revealed. One of the major objectives of the club is to provide young people in the area with a positive influence aimed at steering them away from some of society’s ills. Masilo said in the long run, the club aims to spread its wings beyond the borders of Mogwase by ensuring that more young people take part in their activities. “Our aims and objectives are to help the youth by assisting them to conquer the challenges affecting them such as alcohol and substance abuse, peer pressure, teenage pregnancy as well fighting obesity among young children through dancing,” Masilo said. “It is also our aim to grow beyond the borders of our community. We would like to reach out to more young people within the Moses Kotane Local Municipality. “We always encourage young people to be actively involved in sporting activities. As dancers, it is our aim to grow our club so that we will be able to compete at national level,” she said. However, as is the case with a number of emerging projects, Mogwase Dance Club is experiencing a number of

challenges. Most of the challenges the club is facing are financial as most of its members are not able to afford the costs of participating in major competitions. “We are experiencing a number of challenges but we often experience the major during competition times.“Not all dancers can afford the hefty fees that are usually required to participate in the competitions and this sometimes affects the number of the dancers that represent us during these events,” she said. She pointed out that a major reason why some dancers were experiencing difficulties is the fact that Latin and Ballroom dancing are among one of the most expensive genres. “Most of the dancers cannot afford to take part because they are still at school,” she said. Besides the challenges, the club has remained positive. Apart from taking part in the dances, members have also been involved in a number of projects aimed at assisting community members in their area in some of the projects they are involved in. “As a community dance club, we took it upon ourselves to assist people living in our area,” she said. “On June 16, we went to St. Catherina Hospice to assist them in cleaning up their premises. Massive potential

in NW tourism

– Mohono

The MEC for the Department of

Tourism, Desbo Mohono, believes the industry has

massive potential to contribute more to the development of the South African

economy.

Speaking at the recently held Dr. Kenneth Kaunda District Awards held in Tlokwe,

Mohono urged the 300 stakeholders who

attended the event to play their part in ensuring the growth

of the sector.

“Tourism has been identified, prioritized

and deliberately positioned as one

of the major sectors that can contribute to the growth and

development of our economy, it has a

very wide multiplier effect as compared

to other sectors” she said.

Mohono – who was speaking during her

first public address at the MEC of Tourism – promised that her department would work together with local municipalities

to create a conducive environment for the growth of tourism.

She also underlined the importance

of implementing programmes and

interventions aimed at achieving this

objective.

She urged stakeholders to

remove obstacles that impede tourism growth and prevent

investment form the private sector and outlined the

importance of ensuring that

communities also benefit from business

partnerships.

Mohono also pointed out that the growth

of the tourism industry would also lead to the reduction of unemployment in

the mining sector.

A new transport system in Rustenburg, based on similar facilities that are already in use in cities such as Johannesburg and Cape Town, is set to start operating in early 2016 in a development that will change the lives of people living in the mining area.

Since the initial feasibility studies were carried out in 2010, a number of ordinary people are still not aware of just how the Rustenburg Rapid Transport (RRT) system will operate – how much it will cost to travel from Sun City to Rustenburg for example – or what the buses they will be using will actually look like.Four years since those feasibility studies and just under two years before the system starts operating, a number of residents are still unsure of what to expect. Muaaz Gani – manager in the RRT marketing and communications department – explains to Leseding News that getting people to understand the concept of the transport system has been one of their biggest challenges. “The biggest challenge throughout the project has always been buy-in from resident’s commuters and other stakeholders but this has gradually changed and improved over the years as the project progressed further,” Gani said,

responding to questions from Leseding News. “Until the system is fully operational and we have the confidence of the people, then we’ll say our job has been well done. “With the nature of this project, it is an entire mindset and lifestyle change for most, to make the switch from their privately owned vehicles to public transport.” Essentially, the RRT is part of a Department of Transport initiative throughout 13 cities that will result in the creation of Integrated Public Transport Networks (IPTN). The networks – which will incorporate bus, mini bus, metered taxis and rail – are aimed at alleviating transport problems faced by those who use public transport such as congestion, air and noise pollution, safety and affordability. With around 85% of residents in Rustenburg relying on public transport, the RRT is envisaged to make the experience of travelling more enjoyable.“We need to be cognizant that the city is growing, and there will be an increase in traffic volumes, resulting in congestion on the roads and in the bigger scheme of things adding to the already battling ozone,” Gani pointed out. Going into detail about how the new transport system will affect some of the major routes used by local motorists,

Gani said: “We anticipate to have Phase 1A, which is our pilot project, in March 2016. The buses will run on the trunk corridor of Tlhabane (R104), and its feeder routes of Geelhout Park, Tlhabane West and Rustenburg North. “An estimated 43 000 passenger trips are expected in this region alone. The estimated cost of the project is R3 billion. This includes the infrastructure, the intelligent transport systems and the fleet.” As the project was being rolled out, there were fears that major stakeholders within the taxi industry would resist moves to implement RRT. Such pessimism was based on the belief that a number of taxi operators would be rendered redundant when the system becomes fully operational. Gani explained that RRT personnel have carefully navigated through such sensitive issues through holding regular meetings with leaders in the transport industry and informing them of how the project will actually empower a number of people operating taxis.“In terms of transport legislation, existing public transport operators, which are taxis and buses

operators must be included to form part of the Integrated Transport Networks (IPTN) system by way of negotiating and concluding the operating contracts,” Gani said.

“The engagement with existing taxi and bus operators in Rustenburg has begun. To achieve the above objective, the RLM has developed a six stage programme that will be the basis of negotiations with the taxi industry to transition them from their current manner of operation to formalized arrangement, to position them to operate the RRT system from 2016,” he added. During its implementation, some labor unions alleged that the RRT project was only employing people based on how close they were to those within the city’s political corridors of power. However, Rustenburg Executive Mayor Mpho Khunou has since poured cold water on these allegations – challenging those with such evidence to come out publicly with it. Explaining the broad and long term effects of the RRT, Gani emphasized once again how the system is all encompassing. “It will change the face of the city as we know it. Transport as an enabler for economic growth makes this project a catalyst for key socio-economic benefits that will ultimately benefit the residents and communities in Rustenburg,” Gani pointed out.

Marks Rapoo, the newly appointed Acting Municipal Manager of Rustenburg, is hoping that the experience he has gained from various other positions he has held within local government will assist him to execute his duties efficiently. “Initially, when Council appointed me, I had a lot of mixed feelings and emotions. Why me of all people? Why does Council put this huge responsibility on me? These are the questions that I found asking myself,” Rapoo told Leseding News.“It was daunting but I also saw it as an opportunity to grow and experience a new challenge. Rustenburg is one of the fastest growing cities in the country and there are a number of challenges that we have to deal with as a city,” he added. As the Acting MM, Rapoo has been mandated with a three-month brief of “steadying the ship” while Council decides the identity of the person who will take up the post on a substantive basis. “It had never dawned on me that within a short period of time I would be appointed to the position of Acting MM,” Rapoo pointed out. This is a modest statement – if one considers that Rapoo has been working for the municipality since 2006. “My career with the municipality began in 2006 when I was appointed to the municipal infrastructure grant programme. “At that time, my duties would involve applying for funding to do projects. I occupied this position for four years,” he revealed. In 2009, he received an offer to work for

the Federation of International Football Associations (Fifa) as venue transport coordinator. He held this position briefly before he bounced back at the Rustenburg municipality as Unit Head, Roads and Storm water.“I occupied this position until 2011 when I was appointed to head the RRT (Rustenburg Rapid Transport) project. I was with the RRT until my recent appointment (as Acting Municipality Manager),”he said. He pointed out that the experience he has gained in the various positions he has occupied in the municipality has played a key role in helping him to run the day to day affairs of the city. He said: “Yes, the experience does help because you easily interact with people in various positions. “In my duties, I find myself interacting with various people from budget and treasury. Sometimes I talk to people who are doing what I once did so it is easy to relate to them. You can understand where they are coming from.” Explaining the duties of a municipal manager, Rapoo pointed out that his operations are guided by the provisions of the Municipal Financial management Act. “This act gives the MM a lot of responsibilities.

I have to ensure that there is sound financial management in the various departments. “I also have to ensure that the funds that are allocated are not spent improperly,” he said. “In addition to this, issues related to staffing and the municipality’s structures also fall under my responsibility. “I also have to oversee the work that is done by the directors and make sure that the resolutions taken by Council are implemented,” he explained.

The recent arrest of three men in Rustenburg over copper cable theft – is a tip of the iceberg of how law enforcement agents in the city continue to face a major challenge in bringing criminals who are becoming more and more desperate to book.The three – who were arrested by Department of Public Safety personnel in Ziniaville – were found in possession of about 60kgs of copper worth an estimated R3 324. The Rustenburg Local Municipality admits that there has been an increase in the number of cases related to copper theft and attributes this to the harsh economic environment in the city.“More and more people tend to turn to copper theft and other criminal activities when they are unemployed,” Lebo Makete, from the communications department of the municipality, said.Recent statistics – at national level – point towards a general increase in copper theft. In April, the SA Chamber of Commerce and Industry (Sacci) revealed that the copper theft barometer increased from R10.7 million in February 2014 to R11 million in March. This is an increase of 10% compared to the previous year and is higher than the 2013 monthly average of R10.5 million. Sacci is hoping that the rest of the year will witness a reduction in the amount of money that the industry is losing to copper thieves. “The outlook for reduction in copper theft levels for 2014 remains relatively optimistic. Once the R10m a month benchmark is established, the next benchmark should be set below R5m a month,” Sacci explained. In Rustenburg – a city that relies on mining activities – copper cables, together with a variety of other scrap metals, have a ready market.While the law requires scrap metal dealers to ensure they not buy stolen copper, brazen criminals – undeterred by the risk of being electrocuted – often find a way around these regulations. But, as Makete explained, copper theft also poses many other security threats to motorists and other ordinary people. “Copper theft is affecting everyone,” Makete said. “It affects service delivery because it disrupts our efforts to provide electricity to residents. This affects households, companies, all those who rely on electricity.” “Copper theft also leads to less visibility because on some occasions our street lights are not able to function. This creates a threat at night to motorists and the general public,” she added, explaining how decreased visibility – especially at night – can be a breeding ground for more

criminal activities. Makete said while the Department of Public Safety, in partnership with the South African Police Services (SAPS) has increased its efforts to reign in on copper cable theft, it is also important for residents to play their part by reporting any suspicious activities. “Copper cable theft is on the increase. We would like to urge members of the public to call 014 590 3356/4049/ 3208 if they notice anything suspicious.“Fighting criminal activities such as copper cable theft will be more effective if the public plays an active role,” she said.

Two relatives rape minorTwo men – aged 61 and 52 respectively – were recently arrested by the police for allegedly raping a 10-year-old girl in an incident that has left the Koster community shocked. The two men are said to be the grandfather and uncle to the girl. According to police, the incident happened at the Senthumule area of Koster. “The girl’s guardian became concerned when she realised that the child was not walking properly. The child was taken to the hospital where it was discovered that she was raped”, Colonel Sabata Mokgwabaone of SAPS said.Mokgwabone added the child informed the guardian she had been raped by the two relatives. North West Premier, Supra Mahumapelo, expressed shock at the rape of the minor. “We wish to condemn in the strongest terms possible the horrendous and shameful act which has robbed the child of her innocence. The alleged betrayal of trust by the closest people who were supposed to protect her is unforgivable,” Mahumapelo said. He added that the incident calls for an intensified effort to protect children and for moral regenerationinitiatives to be deepened.

Former Bafana Bafana international Thando Mngomeni shares his views with us on the 2014 World Cup and picks his favourites, underdogs, and speaks about the chances of the African teams in the competition.The opening ceremony was interesting. It gave me a little bit of a different view about Brazil, who we mostly know for their dancing and soccer.I obviously have my favourite, which is the Netherlands. I just love the way the Dutch play, their whole concept. You could see they have perfected it from the previous World Cup where they played against Spain in the final in 2010 here in South Africa.I didn’t expect such a huge result (5-1), I expected maybe a two goals to one kind of result from their match against Spain. The Dutch obviously had something to prove. When the fixture came out and they got the reigning world champions

Spain, they were naturally more motivated because they know how it feels to lose to a team in the final stages of a World Cup.They were well prepared. I have to congratulate their coach Louis van Gaal because he ironed out Spain's plan. Holland really looked the hungrier side and the result speaks for itself.I also have a keen eye on Belgium. They are my underdog team.As far as Africa goes, Cameroon have not been so convincing, and I'm not sure if they can step it up against Brazil. Ghana for me is definitely a contender to go far in the tournament. Sure they lost against the USA, but like in previous World Cups, teams like Italy and Spain have lost their opening matches and gone on to win the tournament.Ivory Coast, I feel are over the hill a little bit. They do not look like they have enough fire power. It's a very experienced

team, but I'm worried they won't have the legs to go all the way as expected. Algeria, not bad on paper, but I have not seen much of them in the warm-up games. African champions Nigeria play in patches, which is not enough to do damage at such a tournament.What's really disappointing is that Bafana Bafana is not there. I think we definitely have players at that level, but you know with SAFA you never know what they are going to do next.It doesn't look like there's a plan in place. There should actually be a five or six-year plan. But with the constant chopping and changing of coaches we won't go far. They will now not renew Gordon Igesund’s contract, and we don't really know why because his results were not bad with the team he had. Without consistency, I don't think we can dominate internationally.

Owen Da Gama – a former coach of Platinum Stars – has advised Allan Freese to concentrate on giving young players a chance to play in the senior team during the 2014/15 season. Freese, who is the current coach of the Rustenburg-based side, will be without players such as striker Henrico Botes, Issa Sarr and Siphelele Mthembu when the season starts in August. The contracts of Botes and Mthembu were not renewed by the club while Sarr is now with Orlando Pirates.Da Gama told Leseding News that he expects Freese to field some of the youngsters that are coming through the ranks of the club’s junior development structures. “Allan is a very experienced coach and he obviously has a plan for the upcoming season,” Da Gama said. “He must use some of the younger players to replace those who have already

departed from the club. This will strengthen his player base as well as exposing the younger players to a higher level of football.“I do not think that Platinum Stars will be affected much by the departure of some of their key players. They are a good team, as a unit, and I think the experience of Allan will be key again during the season,” Da Gama added. Platinum Stars will play newly promoted side Chippa United in their first fixture of the 2014/15 Absa Premiership season, which will get underway on the second weekend of August. Platinum Stars have never lost an opening fixture since 2005 and will be looking to maintain this record against Chippa. Before the league action gets underway, however, Platinum Stars will play against Mamelodi Sundowns in the MTN8 cup quarterfinals. The MTN8 title one of two trophies that Platinum Stars won last season – together with the Telkom Knockout Cup.
