EXECUTIVE SUMMARY

The Sparwood Leisure Centre Grounds is approximately 11.2 hectares in size and includes three contiguous park areas; Heritage Park at the north of the site, the Leisure Centre Grounds in the middle, and Lions Park at the south. In this document the three areas are referred to collectively as the ‘Leisure Centre Grounds’ or ‘the park’.

The Leisure Centre Grounds is the central hub for the community of Sparwood and surrounding areas. There are multiple recreation and sport facilities on the site, and it is used for a variety of community events, sporting activities and informal park activities.

The District of Sparwood (District) anticipates continued investment in the park in future years. The purpose of this project was to prepare a master plan for the Leisure Centre Grounds that offers short and long-term development plans that will meet community requirements and form the basis of a lasting legacy for the District.

A comprehensive site inventory and analysis were conducted. The primary highlights of the park are its central location, popular events, well used sports facilities, views to the mountains, and areas of attractive open pine forest. The main challenges are some deteriorating and underused sports facilities, poor path connectivity and accessibility, and lack of trees and cohesive site character.

A vision and objectives for the Leisure Centre Grounds were generated through workshops with District staff and the public. The vision is as follows:

“The Leisure Centre Grounds is the central recreational and outdoor social hub of the community, supporting year-round recreation, sports, social events, and informal park activities for people of all ages and abilities in an attractive setting.”

The objectives are as follows:

• Increase use in the summer and winter

• Improve accessibility into and through the park

The park program identifies the existing and proposed facilities and features to be included in the master plan. Several optional plans were prepared for consideration and a preferred plan was generated. The following are the key features of the master plan for the park:

• Buffer the park from the railway with berms and trees

• Plant more trees throughout the park for improved site character

The Leisure Centre Grounds Master Plan will be implemented in phases, as funding becomes available. The timing of each phase will be based on the need to replace and update existing facilities, public interest in specific activities, and the availability of funding. A preliminary cost estimate based on typical 2012 construction costs is provided.

1.0 INTRODUCTION

1.1 CONTEXT The Sparwood Leisure Centre Grounds is approximately 11.2 hectares in size and includes three contiguous park areas; Heritage Park at the north of the site, the Leisure Centre Grounds in the middle, and Lions Park at the south. The three areas are managed as a single park site, referred to collectively in this document as the ‘Leisure Centre Grounds’ or ‘the park’. The site is centrally located in the community at 367 Pine Avenue, occupying land between a residential area and the railway that runs along the Elk River.

The Leisure Centre Grounds currently has the following facilities and features: a wetland, bike park, 2 bocce courts, 8 horseshoe pits, 2 slopitch diamonds, running track, soccer field, basketball court, playground, water park, washrooms, skate park, tennis courts, volleyball court, and informal picnic areas with play equipment. A number of special events are hosted on the soccer field and open grass areas.

There has never been a master plan for the Leisure Centre Grounds, and the park has a number of challenges. The site has been developed in an ad hoc manner, with each facility being sited individually over time. There has been minimal consideration given to the connections and interactions among facilities and park users, nor the overall character of the site. Some of the facilities are outdated or underutilized.

The District of Sparwood foresees continued development and improvement of the park in future years and requires a master plan to guide this development. This document summarizes the park planning process and describes the Leisure Centre Grounds Master Plan.

1.2 PURPOSE AND PROCESS The purpose of this project was to prepare short and long-term development plans that will meet current and future community requirements, to be accomplished through a comprehensive design process with input from staff and the public.

The park planning process involved the following steps:

• Site inventory and analysis

• Consultation with District staff and visioning workshops with staff and the public

• Preparation of a draft vision, objectives, and program

• Preparation of three preliminary design options

• Public open house (booth at Family Day and subsequent display in the Leisure Centre)

• Draft preferred plan

• Preliminary cost estimate

• Draft report

• Review by District staff

• Completion of the Leisure Centre Grounds Master Plan

2.0 INVENTORY AND ANALYSIS

2.1 SITE CHARACTERISTICS The characteristics of the park to be considered in the master plan are illustrated on the Site Inventory plan (see Sheet 1) and described below.

The Leisure Centre Grounds is bordered on the east side by Pine Avenue and Red Cedar Crescent. The railway runs along the west border. There is a significant amount of rail traffic that generates frequent noise. There is one designated private crossing of the railway that links the park to open lands adjacent to the river. These lands are designated for the development of a nature park in the future.

There is residential development to the north and east of the park. To the south there is a former school site. The school building is currently used as office space and a day care. The property has sports fields for youth soccer and baseball. A regional trail crosses the school grounds and connects to the Leisure Centre Grounds.

The Leisure Centre building is located centrally on the east side of the site, at the corner of Pine Avenue and Red Cedar Drive. It houses an arena, curling rink, fitness centre, leisure pool, and community hall. There is one parking lot at the main entrance to the north of the building and another to the south and west at the back of the building. There is ample parking for users of the Leisure Centre and the park.

The Lions Club has property on the south-east corner of the site, occupied by a storage building. A CP housing building is located along the southern edge of the site on property owned by the railway. Both of these properties are available for park use, although not for park structures.

The park is made up primarily of open grass sports facilities. There are some areas of pine trees and native deciduous trees. The site is generally flat; however, there is a forested slope in the north-east corner in Heritage Park that runs up to Pine Avenue, and a few constructed berms along the west edge. There are outstanding views of surrounding mountains from many points in the park.

Heritage Park has a constructed wetland/water feature. This project was built as part of the Columbia Basin Trust Youth Grants program in 2005. It was intended to collect runoff water from Pine Avenue. The liner of the wetland leaks and only a minimal amount of runoff is collected. Some ornamental trees and shrubs have been planted, but they are not thriving. There is a path around the wetland that links to the parking lot. A berm buffers this area from the railway.

The central area of the site has the following facilities: bike park, bocce courts, horseshoe pits, slopitch diamond, track, soccer field, playground, washrooms, spray park, skate park, tennis courts, volleyball court, and open grass area used for special events. There are a few paths on the east side of this area that connect to the parking lots.

Lions Park has a slopitch diamond and informal picnic areas with play equipment. There are pine trees and rough grass throughout this area that give it an attractive character. A berm runs along the west edge as a buffer from the railway. Paths cross the area to connect to the regional trail on the school property, Red Cedar Crescent and the central part of the site.

There is irrigation for the sports fields and the grass around the water park. Water services also run to the washroom building and water park. Power services the washroom building and continues west across the park in a right-of-way. One light on a pole serves the skate park. The parking lots have lighting as well.

3.0 PARK PLAN

3.1 GUIDING STATEMENTS The vision and objectives are based on input from staff and the public. They establish a framework and guidance for the park design.

Vision

The vision expresses how it is hoped that this park will be described in the future:

“The Leisure Centre Grounds is the central recreational and outdoor social hub of the community, supporting year-round recreation, sports, social events, and informal park activities for people of all ages and abilities in an attractive setting.”

Objectives

The master plan objectives elaborate upon the vision to guide the design actions. The objectives are as follows:

3.2 PROGRAM The program identifies existing and proposed facilities and features to be included in the master plan, along with relevant design criteria. The program was refined through public responses to potential park facilities and features.

3.3 DESIGN FEATURES Three concept plan options were generated as an exploration of potential program elements and the potential layout of the site (see Appendix B). A preferred plan was prepared based on feedback on the options from staff and the public (see Sheet 3). The following is a description of the elements of the preferred plan, explaining the rationale for the design.

Site Access and Circulation

Entry Features: Existing park access points will be modified to welcome park visitors with clear and consistent signage. Plantings will add interest, habitat, shade, and give the park a more cohesive character. An additional entry will be constructed on the west side of the park at the CP Rail parking lot, providing access to the event space. The entry is aligned with the railway crossing to connect to the future park area adjacent to the river.

Perimeter Path: A major path will run the entire perimeter of the site, connecting to key facilities and park entry points. It will be used for site access as well as for recreational walking, jogging, cycling, and cross-country skiing. The perimeter path will use some of the existing paths, and require the realignment or reconstruction of others. New portions of the path will be constructed to a width of 2.5 metres (m) with an aggregate surface to match the existing paths. In a later phase of development, the surface of the path will be upgraded to asphalt to improve accessibility, and lighting will be added for safety and extended hours of use.

Secondary Paths: Smaller paths will connect between facilities and to the perimeter path. They will act as links across the site, providing shorter loops for recreational use. These paths will typically be constructed of aggregate to a width of 1.5m.

Recreation Facilities

Existing Facilities: The slopitch diamonds, running track, soccer field, washrooms, water park, volleyball court, and one tennis court (see Tennis Court below) will remain unchanged. These facilities are well used, in good condition and in suitable locations. Typical maintenance and scheduled upgrades will be required for these facilities.

Skate Park: The skate park will be relocated to the north of the site between the slopitch diamond and Pine Avenue, easily accessible from the road and parking lot. It is directly across from the main entrance of the Leisure Centre, giving users access to washroom facilities, and facilitating surveillance of the skate park. At 930 m2, the skate park will be a medium size with enough space for a variety of features to challenge a range of abilities and accommodate all age groups.

Bike Park: The bike will be relocated slightly east, adjacent to the skate park. A small seating area will link the two facilities and provide users and spectators a gathering place. The bike park will be easily accessible from the road and the parking lot, and close to the main entrance of the Leisure Centre. At 1500 m2, it will be a medium-sized facility with features to challenge a range of abilities and accommodate all age groups. The bike park will be large enough to accommodate dirt jumps, a pump track and a small skills area.

Outdoor Fitness Equipment: Located behind the Leisure Centre, the fitness equipment will be easily accessible by users of the indoor facilities. It will be on the perimeter path and adjacent to the track; to be used in conjunction with these compatible fitness facilities. The facility will include static and dynamic equipment, benches and instructional signage. The surface will be rubber tile, with enough space to walk around the outside and an area for stretching / floor exercise. Trees will provide shade.

Sport Court: A full-size sport court will be the dimensions of a lacrosse box, accommodating sports such as lacrosse, basketball, ball hockey, and pickle ball. It will be suitable for an outdoor rink in the winter. There will be an area for seating, with seat-walls arranged in a gallery style for spectators. The sport court will be near compatible sport facilities like the tennis court, volleyball court and slopitch diamond.

Tennis Court: One of the existing courts will be retained and resurfaced, while the other will be removed for the sport court.

Playground: The playground will be relocated adjacent to the water park. This location groups the two children’s facilities together to facilitate parental oversight and encourage overlapping play opportunities. The playground will be the same size as the existing facility, 700 m2, which will accommodate a variety of play structures for children of all ages. Two seating areas with tables and benches will provide families places to sit and picnic.

Disk Golf: Located among the trees in the south west corner of the site, this facility will have six short holes, suitable for children’s play and putting practice. The layout will not require any tree removal, and the holes will be set away from paths for safety.

Horseshoe Pits: The existing pits will be removed for the construction of the skate park. Two new horseshoe pits will be constructed in Lions Park close to picnic tables.

Gathering, Event and Passive Recreation Areas

Event Space: This space will include an event structure that will be a covered multi-purpose shelter for performances, picnics, and gatherings. The structure will be south of the soccer field, oriented to the west for smaller events. Larger events can spill over to the soccer field. Trees will be planted to define the event space and to buffer it from the railway to the west. A wide path from the west entrance will allow vehicles to access the staging area behind the building.

Lions Park Picnic Area / Play Equipment: More benches and picnic tables will be added in Lions Park. The existing play features will be replaced with new structures surrounded by safety surfacing.

Central Gathering Area: North of the washroom building, in place of the current playground, there will be a central gathering area in close proximity to many facilities with the ability to be used in conjunction with large events on the soccer field. Grass, moveable picnic tables, and a border of shade trees will give the space flexibility for a variety of uses. Wide paths of permeable paving, and benches, will define the east edge of the space.

Wetland/Water Feature: The wetland will be reconstructed with permanent water and wetland margins as part of a new naturalized planting area. A viewing deck will give visitors better access to the water. A water circulation jet will add interest and help prevent the wetland from becoming stagnant. A variety of wetland and riparian plants will be used to increase the ecological diversity.

Naturalized Planting Area: This area will have mass plantings of trees, shrubs and groundcovers with attractive qualities, but designed for low maintenance. The plants will be native and locally adapted species, selected to provide seasonal interest with a variety of colour and texture. The planting areas will also provide habitat for wildlife such as insects, birds and wetland species. Once the planting areas have become established and the individual plants have grown together into masses, maintenance will be minimal. A gathering area with picnic tables will be available for small group events.

Park Infrastructure and Landscape

Utilities: Power services will be required for the event structure and wetland/water feature. For the future lighting of the perimeter path, power could be provided or solar light fixtures could be used. Solar lights, poles, and bases would cost about $585,000. Wired light fixtures could be LED lights at a cost of about $305,000, or metal halide at a cost of about $280,000 for supply and installation of lights, poles, bases and wiring.

Irrigation: Irrigation will be installed in the event space, central gathering area, around the playground, and in the naturalized planting area.

Signage: A consistent system of directional, identification, and regulatory signs will be installed throughout the park. Some interpretive signs regarding the wetland, park history, and native plants would also add interest.

Landscape: Coniferous trees will be planted throughout the park to extend the character of Lions Park. Deciduous trees will be planted at key areas of interest and use such as the entry points, gathering areas, and in the naturalized planting area. Shrubs and ground covers will be used at entry points and in the naturalized planting area. The plants will be native and locally adapted species, selected to require little maintenance after establishment. They will add seasonal interest, improve the overall site character, and increase the ecological values of the park.

3.4 PHASING AND COST ESTIMATE Phasing

The Leisure Centre Grounds Master Plan will be implemented in phases that represent the short, medium and long term enhancements for the park. The items in each phase are primarily based on the priorities expressed during public consultation. In addition, compatible items are grouped in the same phase, as are facilities close to each other, for efficiency of construction.

The timing of each phase will be based on the need to replace and update existing facilities, public interest in specific activities, and the availability of funding. The specific timing for each phase is undetermined at this time.

The phases are intended as a guideline for implementation. There are no major constraints affecting the order of construction, and priorities can change over time. Items can therefore be juggled between phases based on community interest and funding opportunities. The preliminary phasing plan is described in the cost estimate summary below.

Cost Estimate

This estimate is a Class C cost estimate based on typical 2012 construction costs. It uses measured quantities from the preferred concept plan. It is considered to have a ‘moderate’ degree of accuracy and can be used for preliminary project approval and budgeting. Costs can vary considerably based on detailed design decisions. More accurate estimates are typically generated during the design process; Class B estimates are prepared during the site design stage, and Class A estimates accompany detailed design. A description of the items in each phase and a preliminary cost estimate are outlined below:
